Good evening ladies and gentlemen and welcome to the planning and zoning commission work
session meeting for Wednesday December 16th 2020.
Seeing that we do have a quorum I will call the meeting to order at 5.01.
Let the record show at this time Commissioner Anderson and Commissioner Pernetta are not
present.
With that I don't have any public comment for the consent agenda so we can hop into
item number two for the work session which is work session reports.
We just have one this evening hold a discussion regarding the overview of online GIS maps
and so I'll turn it over staff for presentation and also note that Commissioner Anderson has
joined us or is joining now.
We ready for the map overview Cody it is all you all right well good evening
everybody today I'm going to be going over three different interactive maps that we have
online I'm going to go ahead and share my screen.
Does everyone know Cody maybe maybe Cody if you can maybe just introduce yourself a little
bit.
Yeah I'm Cody Yates I'm GIS analyst for development services been making maps here for about five
years or so so also commonly known as the wizard thank you Richard can everybody see
my screen that I got pulled up yes we can all right so I'm going to be going over three
maps today our active projects map our weekly project submissions map and our interactive
map the quickest way you can get here from our website is you go up to governments and
then go down through the open government and click maps you'll get pulled up to our GIS
map section here so first one I want to go over is our active projects map and pull that
one up so when you pull that up you're going to see a whole lot of colors and if you click
down here there is a legend you pulled up and it'll tell you what all these different
colors are so they got different representations we got the rezoning specific use permits variances
all different types of projects color coded in here and at the bottom you'll notice that
we have a big table it's first loaded up the rezoning so you can click each individual
tab here and it'll pull up each different type of project so if you were to click on
any of these project polygon boundaries it'll pull up the project ID project name the case
manager for that project and its current status this one was approved with conditions and
over on him on the left we had the layer list which is similar to the legend but I'll let
you check off and on different layers in case you were just cared about a particular one
and if you were to scroll down on this list say we go to a specific use permits check
out s28 legacy multifamily already double click that it would then zoom right into that project
and you can see its project boundary where it's located all the information for it you
can do the reverse by clicking on a project and clicking zoom to in the bottom left corner
does the same and if you don't care for the topography we got in the background you can
go down to base map here and click on any of these different background maps that we
have available and there's a see imagery hybrid one I could zoom in and then see the the background
for that project we also have a measure tool it's pretty basic you can measure acreage
area check your units or also just a distance and then there is also the print tool so you
could if you zoom into a particular area the map of the project boundaries you can then
print it out to a PDF or just print straight to the printer and then we have the select
tool it's by default is going to be selecting everything but let's say you just want to
select rezoning so you can check off all these zoom out a little bit click the select tool
and then drag and it will create a box and highlights all of those rezonings in there
and I'll tell you these highlighted seven of them if you were to click on that it'll
show all seven that you've selected and then you can click on one get that information
popped up you go to the rezoning tab and everyone that you've selected is now highlighted in
blue here so that's pretty handy okay it looks like a question from Commissioner Smith yeah
go ahead new chair hey Cody can you go back to do the measurement again yeah let me pull
that up so we got the measure tool down here let me zoom down into one let me get our topography
map back on a little easier to see what's going on here and I'm gonna clear the selection
so we got these three projects or four projects here I can do the miles I'll just set it down
to feet now click on a point here it doesn't does it does it do anchorage yes if the first
one is the area and the second one is just the distance so if you do the first one you
can do acreage here square feet whatever unit you want and you just click on a point click
again and then you just keep clicking and so you've got whatever boundary you want set
and then double click when you're finished and it tells you the total acreage got you
yeah there's been a couple times where we've looked at projects where it's been like how
far away is it from xyz where is where is this and this would be a good tool thank you
appreciate it yeah it's pretty handy and the measure tool works very similarly you just
click click again to end it or if you want to make multiple measurements just click once
and then double click when you're done and has a lot for you got it and does it only
do a straight line yes it only does in straight lines so getting curves might be a little
tricky but you can just keep clicking individually and you can zoom in to get more accurate measurements
gotcha gotcha gotcha okay understood all right uh thanks yeah no problem and over on the
left here we have a home button which if you press press we'll go back to the main zoom
out area there's a location button that should zoom into your location the zoom in and out
if you don't want to use a mouse tool this should also work on mobile so if you ever
pull it up on your uh your mobile phone you can do all the same just straight from it
and we have the address bar up here so you can type in an address zoom straight to that
and then we have approved projects and denied projects listed down here tells the status
of them and then hey cody i think we lost you
cody we can see your screen uh but no audio is coming through
can you guys hear me yes we can uh seems my webcam may have been uh bugging out sorry
about that uh we lost you right when you clicked in the city council districts okay uh so city
council districts if you load up that tab um you can see all the districts on here and
you can click on one and zoom straight to that one and if you pull up the legend like
it did here and scroll down to the bottom it shows you what the colors of those districts
uh represent so i think that's um pretty much everything uh except for the options here
on the table you could if you wanted to export this whole table into uh csv so you can have
it in an excel spreadsheet if you want so that's pretty handy do we have any particular
questions over this map uh yes christner beck yes thank you chair cody uh on the uh export
to csv uh do we have other options is it just csv we don't have jason i think it's just
csv but you should be able to load that up into an excel format and uh then convert it
into any other excel format right and then my second question is um a second ago you
you did an area select and uh it highlighted a number of active projects um in in blue
uh can can you dump just the the highlighted selection when you on the table oh you mean
if you select the certain one and then export just that one yes can you do that i believe
you can so in the table here if you have it um on the left side there's these kind of
gray buttons you can do it the same way there and if you click and drag um actually it doesn't
work like that you can click one at a time here but um let's see i have all these selected
right now i'm gonna let's just select one for now we're gonna go to this one we have
it selected you go export and i'm gonna open that one up and we have that one product can
you see this right here can't i'm sorry i'm gonna get popped up in a different screen
but i can confirm it does select that one that you had selected export it out so i guess
my question is if you have the seven it it's not going to force me to go back and click
them one at a time it's going to export the seven i don't believe it would but let me
see if i can test that for you real quick i'm gonna select two different ones here so
we got seven selected in the rezoning export this out and yes it does also awesome thank
you cody whatever which ones that you have selected it'll export just those out now do
note that that would just be for if you were doing one type you may have to go in to each
individual if you want to rezoning and specific use permits and export them separately any
other questions for cody on this map i don't see any cody okay all right well i'm going
to move on to the next one here that is our weekly submission list projects it's very
similar it's just a very toned down map version of the other one this has only the projects
that were submitted like this week and it's a from a list compiled by our planning techs
so you can see here there is only eight records currently on this map and next week it'll
be around seven or eight different records it's very very similar to the other one it
does have a little different information so we have the contact email contact number for
the project managers listed on here the acreage current zoning lot counts if you were to click
on this all that information pops up there you have over on the top right the legend
the layer list
and other than that it's it's the same kind of format you can export these as well it's
just a much simpler looking map that has just the this week's projects any questions for
cody on the weekly submission list map sure if i'm if i may just add i don't know if you
notice the difference some of the older projects just may have had the project name some it
may have included the planner i think if you see as you can see here you'll see what the
acreage current zoning trying to get a lot more information as we continually to upgrade
this so it has whoever the applicant is the project manager which is either one of the
facilitators in some instances would be a planning staff member as well as their telephone
number and email that way if somebody did have a specific question on a project they
know who's in charge of that project and they could reach out to them directly
christian are back thank you uh cody or richard when you do a district selection and you get
all the uh the uh active or weekly projects in a district um is there a similar tool for
e t j is there is there a tab out for e t j or you have to select all and then unselect
districts how would you get the e t j is what i'm asking for are you talking about the just
the boundaries for the e t j i'm not sure i fall projects in the e t j oh projects in
the e t j um well i'm pulling back on the previous map here so we do have some previous
projects that were in the e t j uh they just wouldn't be listed under that particular council
district yeah on the weekly it might even be easier to just sort because there wouldn't
be a zoning district assigned to it
yeah no i i guess the district thing was a little bit of a red herring the the question
was more if i wanted to see the projects in the e t j there's not a specific tab for those
oh just specifically just filter out the ones in the e t j i'm currently no i don't believe
so but um if that's something you guys are interested in we could probably work to add
them it's not something i'm requesting at the moment uh i was just curious if it was
already built in not not at the moment
so if you were to look on here and see that it's not one of these districts that would
mean it's an e t j
and then to just point before we call them over current zoning if you just sorted by
that it'd be blank if it was e t j
zoning would be blank would it well we wouldn't have a city zoning that's true we wouldn't
have a designation would we it doesn't look like any of these weekly projects are in e
t j though so there's they're all they all have a population i feel
any other questions for the weekly submission map
awesome two down all right and go on to the interacting map now this one uh you may have
seen before it's an entirely different beast it's got uh tons of different layers they
all over here on the right side um so let me go through something so this one here the
fourth one down projects turn that on it looks very similar because it's the same projects
that are over on our active projects map just in this format of the map uh you can do pretty
similar things um with this um the main tool you're going to want to use on this map though
is this um identify tool it's down here with a little i click on that and then click on
any uh project or parcel it will now pull up every layer that you have turned on that
falls within that point that you've selected so um you've selected this parcel and uh this
flat and in the county let me scroll out and select one of these projects here seems to
have some issues with the projects but it any other layer will pull up information so
if you select the planning the default layer that turns on is the current zoning they have
to give it a second to load all
say the labels here we got the current zoning and we have future land use previous zoning
voter districts and we have the female layer contours wastewater gas well layer uh turn
on the gas well later turn off planning real quick there are this the active gas well padside
uh buffers we have set here a 500 and 1000 foot buffer i go over here so you can see
from these uh gas flows you have a 500 foot and 1000 foot set on here and you can just
have that turned on for every gas flow in the city so that's a handy layer to know about
and then up here on the top right we have it set to the uh regular background but if
you drag this over all the way you turn on our aerial imagery if you want to you could
only drag it halfway and kind of have it faded in the background and then up in the tools
we have another measuring tool does the same as the other ones did so you can select and
draw lines that measure and you can do the same for an area with acreage square feet
whatever you like we also have many different search functions so you can search by parcel
property id you can search by uh projects and track it and then up in the map section
we um you can save a particular bookmark of a location and you can print out maps
but this is primarily useful because you know you can all the different types of layers
that we have stored within our system do we have any particular questions any particular
layers you guys might be looking for commissioner beck yeah thank you chair uh cody when you
select something with a body of water in it does it include the body of water in the in
the characteristic features i don't believe so i think that that's more of a background
layer okay so for example if if i wanted to know how much uh acreage was in a detention
pond or over there in part of the lake i would have to select an area boundary uh calculate
the area and then yeah you could pick that one and then get the acreage for the entire
parcel does that acreage include the body of water it does not include the body of water
by default yes the area would be including the body of water i believe um but you could
if you wanted to measure out that body of water get an estimate on that and then subtract
it out or you call up our gis department here we could measure we have a separate um i believe
lakes and rivers layers that we could calculate the area from there i don't believe we have
them available on this interactive map but um if that's something that is done often
you can see about adding it in so my second question is um if we as we have more layers
is this a server side or client side is it is my computer gets slower um i believe it's
server side um i'm currently running it from my personal desktop and um seems to be running
fairly fine okay um a laptop might have a little bit more difficulty if you're using
a lot of layers but um i think for the most part it should run fine awesome thank you
cody appreciate it is there any other questions okay if you could just show sorry sorry chair
the um the integration with track it and where they're going where we're going so just to
give everyone an idea um i don't know if you want to maybe click on a parcel that recently
was platted um up on maybe try windsor right there at um windsor and 35 let's see uh one
of these ones on the left here work um to the north right right there all right so i'm
going to identify this property here and uh we have a map link to dcad here to click on
that pulls out a whole uh link to dcad for that property yeah and just for a shortcut
at least my little shortcut that i use when you click on that dcad link you can it'll
save you plat so if you ever need to pull the plat on the property this is sort of a
shortcut as opposed to going through um our laser fish and so if it's recorded it'll automatically
pull the plat up for that um for that parcel and so if it is a drainage pond or a detention
area uh it may it may very well have that acreage right on the uh on the plat and i
don't know why that's not pulling up the track it you might have to click it to the other
other parcel for some reason yeah that particular one doesn't seem to have track it info on
it but let me try oh you know what may have been because i took off the property layer
yeah there we go yeah here we go so if you click on it so if you scroll on the bottom
you'll see this track it search yeah so if you go over to the one that just says parcels
not the uh dentin sde parcels uh the dentin sde parcels is linking out to dcad's parcels
which has different information but it doesn't have our tracking info that's down here on
the bottom of the parcel layer and here you can see we have the dcad info along with code
enforcement reports plat as bills and a track it search which richard was mentioning which
you can then select and it will show all track it uh projects and permits associated with
that particular property so that's where it's part of the new software those will actually
be all linked together right now we're running track it and project docs once we integrate
everything into track it all of that information will be there and and the intent really is
so say if it's a rezoning you'll be able to click and access that approved ordinance um
through this as opposed to uh waiting having to go through open records and and uh various
other requests so that way it would be available immediately and i've already seen it working
on some other properties i don't know why it's not on that one but i have pulled them
up and seen projects associated so there's permits that one doesn't have any projects
but it's got many different cases you can see all the side info on contact speeds
uh how much of everything is on the the public facing website right so this is all completely
public data there's there's no city private data uh yeah what i'm viewing right here is
all on the public site okay i think the only thing that's not shown um would be dme facilities
some of the electric facilities um but it does show if you click on that water and wastewater
layer it'll show the lines where those lines are maybe not exact location um but it will
show where there's availability as well as the size of those lines well and since you
brought it up at his right right of way lines and other things all of that would be there
awesome uh cody uh thank you for the presentation is there any other questions um for these
three maps that he walked us through this evening i do not oh commissioner beck so i
mentioned this before in the matrix discussions over various meetings but um i found this
very helpful and we see this bi-weekly um and so uh is there intent to do uh public
outreach with a similar training yeah we talked internally already about um after after the
last meeting and so uh they're working through uh public affairs as well as dtb to uh come
up with a whether it's just a simple um video like this um that kind of walks everybody
through so so they are that is in the works and would be available will be available oh
i think you're gonna have a lot of pleased at night so that'd be awesome uh cody i don't
see any other questions but i appreciate you uh walking us through these three maps yeah

we have uh minutes to approve uh it's item two for a regular meeting from december 2nd
is there any um notes or uh changes that we can or need to make on these minutes uh seeing
none we'll continue forward and i just want to let the record show before i forget that
uh commissioner anderson is now with us with commissioner perneta so they're both all here
now uh going to the consent agenda we have three items for the consent would anyone like
any of these items pulled for review christian rebec thank you chair um yeah i if when we're
having i just have some questions about uh b3b okay uh if julie's around can we uh trouble
her to present 3b pp 20-0025a she's coming up now

plat you are um 25a uh item 3b

i'm sorry it was 220-0025a the one before this
ah there okay no no that's what next one next one oh there we go yes how can i help you
so um some some folks in the public had some questions about um exactly where the definitions
of of right away and uh i wanted to see if you could help address that um when we talk
about the 60 or 65 foot right of ways uh along mockingbird um can can you define where those
are where those boundaries are uh along mockingbird along this location yes certainly on the west
end of the property sure so mockingbird lane is um is a collector road within the city
of denton which requires a certain um width of right of way and so they are um they are
required to dedicate that right of way um consistent with the mobility plan and that
um that roadway section so they are they are dedicating that right away consistent with
the mobility plan and is it 65 feet from the edge of the road can can you help just describe
that for the public 65 feet um would be uh the the maximum width um in in this instance
i believe and so it would be a half of that from the center line of the road so 32 and
a half from the center line of the road 65 feet total width and and um just to kind of
further explain right of way right of way also not only includes um the uh the the travel
lanes for a road it also includes the curb and gutter and then um any parkway and sidewalk
all of that goes within a right of way and and is it um is it always symmetric or you
could have you know 40 on one side and 60 on the other um it's always whatever width
a right of way is required for the mobility plan um a a property owner would have to dedicate
half of half so the center line is always in the same spot and and wherever that property
line for any individual property they would have to dedicate half of whatever um or enough
enough right of way to equal that half width of that total right of way so that it would
always follow that same center line did i explain that so yes uh so in a in a hypothetical
let's say let's say it was 65 and you were doing a 32 and whatever 37 and a half um no
30 and two and a half 32 and a half um i only work with numbers for a living um and so if
let's say the existing property in the west this is just a hypothetical i'm not accusing
the property in the west of this but let's say that was 20 feet from center line um therefore
would be non-conforming by our current standards would the new property owners have to dedicate
45 feet from center line so there was a total of 65 or they would only be required to dedicate
32 and a half feet they would only have to dedicate um so i guess following that hypothetical
um if if a hypothetical property was on the west side of a road that required a 65 total
feet of right of way wherever the center line was of that road they would have to dedicate
they would have to ensure that their right of way um would would um total 32 and a half
feet from that center line so they wouldn't have to necessarily make up the difference
on the opposite side um but they would have to ensure so if if if their property began
20 feet from that center line they would have to dedicate 12 and a half feet okay that that's
very clear thank you julie you bet great uh so all the consent agenda items are actually
julie's does anyone have any questions for her commissioner alice thank you chair yeah
um julie i did have a question on the first one on 3a and it's just really a clarification
let me that's the 2023a so my question yeah so my question is not on the plat per se okay
but in the ais it read once all required corrections are made the proposed preliminary
plat will conform with the sup so are there still corrections to this plat or is that
old info prior to the recommendation for approval you are exactly correct so this plat you've
actually seen before and it was um there was an extension approved so that that was actually
a um a uh editing error on my part for this one perfect that's what i need clarified thank
you you bet any other questions for julie okay let's go in the next items of business
which is our list of individual items of um or items for individual consideration rather
we got a lot of them um so we can just kind of get right to it um first one is item 4a
pp 20-0026b and this is karina malden autos that's not karina nope there she is it's me
i'm here gotcha all right looks like hayley's gonna be driving for you yeah thank you i
can't see the screen but i'm gonna assume it's up already it's not uh yet getting closer
yeah there it is i i'm at home so i got a lag online yeah it's up now okay uh so this
request is for a preliminary plat of 100 north loop 288 addition um there are some changes
on the caption then um from what was posted and now um so this part is being recommended
for denial but uh some comments were addressed so the changes related to this project um the
the total site area is rather than 5.97 acres it is now 19.49 um and that was to include
the parent tract um that was previously excluded um uh so staff is working recommending denial
um they did address several of the engineering comments um that that were posted um the items
that are outstanding are related to easement dedications dry waste basing drainage calculations
and tree preservation um uh so this this plat um already requested an extension at the last
meeting so they no longer have that option um so uh this is currently where we stand
at this point and with that i can take any questions any questions for karina back mr
beck yeah karina richard can someone remind me uh on a denial where the applicant wants
to continue going forward is that a reapplication fee and and what are the what are the steps
um if they go to correct these items it's a it's a it's a it's a resubmittal um it's
not a complete new application um it is a resubmittal and there is a resubmittal fee
associated with that okay thank you is the fee flat or is it dependent on the project
size it's flat i believe it's half the price of um i think it's 50 of the cost i have the
fee manual right in front of me great any other questions for karina okay let's go to
item 4b fp 20-0025a this is hayley's item
all right good evening commissioners uh this is the final plan for the wood mirror edition
uh we looked at this plan at our last meeting and they did request that extension um since
that time they they still have a couple of outstanding items uh primarily related to
the conservation easement um if you remember back to the zoning when council approved this
part of that condition was for conservation easements to be dedicated for the benefit
of the hoa um those easements are after discussion with our legal department we've determined
that those will be dedicated to the city and the city will hold them for the benefit of
the hoa since the hoa can't can't withhold and be the beneficiary of those easements
um so those easements are going to council in the at the um meeting tomorrow actually on december 17th
and if those are accepted then this plat assuming it is denied this evening would come back to you
all in january for approval once all of those conditions of the zoning are met um but at this
time staff is recommending denial because of that outstanding item thanks hayley is this going to
require a resubmission or is the applicant asking for an extension to come back in january
um they're they're not able to request a second extension under state law um so since they've
already done that um it it's not necessarily a resubmittal since there's nothing for staff
to review um we would place it back on the agenda in january once all the conditions are met
understood thank you any questions for hayley on this item
seeing none we're gonna stick with hayley for the next item for cfp 20-0027
um all right this is the final plat for the the woodlands edition um this property as you can see
is located on the north side of mckinney street um this is a mobile home park some of you may
remember um in 2018 uh or early 2019 came through for a zoning and sup for that
manufactured housing development um at this time staff is recommending denial of the request
um for all of the reasons that are outlined in exhibit two however the applicant has requested
an extension to the january 6th meeting to to give them time to work through those outstanding items
great any questions on this item commissioner beck this is sort of a generic because um
most of these these denials are denials with the extension seem to have sort of small outstanding
conditions that didn't quite get met um so this is why i asked that several meetings um
i keep asking the question um are these the type of things that can be met by the date we're
extending to and for many of these items uh they're they're not actually being met so i guess
is there is there some way to gauge how much time it would actually take so that we don't extend it
two weeks when it's going to take four weeks to do or i mean is there is there something where
we're we're either the applicants are not doing or city is not doing in order to to have the date
extensions be more in line with the actual amount of time it's taking does that make sense what i'm
asking it does unfortunately state law only allows for that extension to be up to 30 days it can't be
for more um so when we bring these to you we we calculate you know whether which pnz meetings are
within that that 30-day range okay most often it's it's just the next meeting um unfortunately
it's not always that full 30 days but okay well that's unfortunate thank you hailey
any other questions on this item great hailey you're up with uh fr 20-17
all right this is um a replat for a portion of razor ranch this is uh known as the razor cottages
that you all recently saw a site plan for um so this is a replat of of what was formerly a single
lot um it will now be for 37 uh cottage homes as we looked at with that zoning compliance plan as
well as um some common area lots that would include the amenity area as well as the streets
which will be private and maintained by the homeowner's side of the area so we're going to
look at all of those areas and we're going to look at all of those areas and we're going to look
at all of those areas and we're going to look at all of those areas and we're going to look at all
of those areas and we're going to look at all of those areas and we're going to look at all of
those areas and we're going to look at all of those areas and we're going to look at all of

plat it's more um i guess a legal question of how how we're uh i guess approving an extension
are we saying to the date certain of the next meeting because i don't we don't want to say
granting a 30-day extension because we're really not doing that correct
correct my reading of it is we're granting the extension until the date certain
of of one six correct okay all right thank you uh hailey pp 20-0028 item e back to you
all right this is a preliminary plat uh for the denton extra edition number two the property is
located at the corner of jim crystal and western boulevard as you can see here on the map um this
this is for three industrial lots um two of them are intended to be developed with industrial uses
the third is a small lot that is currently developed with the gas well and is essentially
the boundaries of the approved gas well site plan for that portion of the property
again staff is recommending denial at this time because it does not meet all of the established
requirements as are outlined in exhibit two the applicant for this project has also requested
that extension to january 6th great any questions for hailey on this item
uh christner beck so as i recall one of the items and correct me hailey i think was
approval of the alt isa for this region am i am i misremembering my uh i should have made better
notes is that correct yes there as the plans are shown there will be a need for an alternative
isa on this project um there is a portion of the property down here um and on the southern side
along jim crystal where there is a stream channel that runs through um i believe it has been
determined to be undeveloped floodplain as well as riparian buffer um the applicant's still working
through their their site plan proposal um and as part of that staff's determining kind of what the
scope of that alt isa would need to be but that would be a future need for this property before
they could actually pursue that development so we would need to have that in place before
so i guess this is this goes back to sort of related to my earlier question can we can we
actually achieve this by january 6th if the if we have to chicken and egg this alt isa um the
the alternative isa plan the code doesn't specify where that occurs in the process they they have to
have that approved before they can move into any site development activity so typically um most
applicants i would say at least go through the zoning compliance plan make sure they know how
they want to lay out the site and what encroachments would actually be in the isa and then once they get
through preliminary platting before they go to the full step of of civil engineering plans and
things of that nature that are that fine grain detail and a little more expensive they would
work through that alternative isa to ensure they could get the necessary approvals for the development
but we don't have to have that we have to have that in place before building activities but not
before approval correct so the the preliminary plat typically just contains a note saying an
alternative isa is is required and if they don't get that then then they're subject to possibly

all right this is the at the last of the items um for individual for consideration this is a
preliminary plaque for a development a multi-family development uh hopefully you'll remember this site
this is um a site that received a specific use permit uh to build approximately 149 dwelling units
again this is just the preliminary plaque now staff is recommending denial of this
preliminary plan primarily because of the section of the code that have not been complied with
by the applicant section 39a of the criteria manual table 7b of the development code as well
as section 753 in regards to general drainage requirements of development code are still pending
comments however the applicant has submitted a extension for the plumber plot and staff does
not have any opposition to the 30-day extension and ron uh it's not detailed in the agenda we're on
the slide but we'd be looking at the january 6th because of the 30-day cap yes yes sir uh it's
similar to the other um on plat applications they would be to a date certain of january 6th okay
perfect any commissioner beck so this is germaine to the question that jerry thank you chair uh to
the chip that the chair just put up is is this uh some of these delays uh or some of these lack
of synchronicity between the applicants and and planning with a 30 with 30 shot clock is that is
that some of that based on our bimonthly schedule would we alleviate um some of the disconnect if we
had a uh two-week schedule and and still be um uh i mean effectively a bimonthly is a two-week but
there's a little bit of fudge there and and would we would we be able to be more in sync with the
30-day shot clock and the extensions needed if we went to a every two-week schedule would that help
or or it's not going to make any difference i think that um we already have a bimonthly meeting
a schedule for png um i don't think it will i think there's some months will work and others
just happen to have an extra week in those situations those those do help but i i don't
think increasing the number of meetings would change it i think there are certain months that
work in certain months that do not okay well i was just trying to think of a way where instead of a
you know you can you could get a little finer alignment with some of these extensions but if
it's not going to help yeah uh christopher back i'm looking at january if we went to every other
um week we still couldn't get to the 20th um to that meeting date because of it being the 16th
today but yeah on the january 20 meeting we actually can push two meetings out uh we would
actually be able to realize you know 27 days and two different meetings so anything like delayed
on january 20th could be pushed all the way to february 17th um so i think to to ron's
point it's just a matter of how the calendar falls okay yeah this is it was just a you know
being tied to the bi-monthly thing i was wondering if that wasn't constraining us
unnecessarily but i mean if it's six of one half dozen of the other then then okay i think the
only solution that uh because sir beck's proposing is we meet weekly um and so no as the term limited

21 11 21 11 westwood drive um so i understand this is a plat and and you should approve it
in my opinion it's i'm not against the plat um but it is in my backyard uh metaphorically
less than a quarter mile away and i i wanted to express a couple things that i see on how these
subdivisions are being laid out uh given the constraints of our development code i see that
uh if you look at it where highland park and parvin street kind of intersect those are both
designated collector streets um or collector roadways on the mobility plan and uh what i see
is that the the residential lots are pushed away from those streets and the the buffer if you will
between the street and the lots is used as open space uh to to satisfy the open space requirements
um i i don't really see a lot of you know six and ten year olds being told to go play right
next to the street like that um i think when you have wide areas next to the street like that that
that looks really open it tends to encourage more speeding which we're seeing in a lot of our
neighborhoods um and and it also tends to uh not um capitalize on the the infrastructure that we have
there with those collector roadways you know in many of our neighborhoods we do have uh small
businesses you know not large things but small businesses on collector roadways and uh and what
we have here is an area that is zoned r4 um in a very large swath and so it's easier for uh
developers to just come in and say okay we will build what's permitted in r4 and they they don't
want to come in and request uh small zoning changes for small lots that they want to plat
because it's a lot of trouble and it's not a lot of benefit to them uh monetarily but it could be
a a large benefit to the communities involved if they have some small shops within their community
so so those are my thoughts i hope that you'll consider them uh not necessarily as as you vote
for this or against it but as you look toward how dentin is developing in the future
i appreciate you calling in mr prude we have a question for you commissioner beck
yeah thank you chair um mr prude so what would you what would your approach be how would you like to
see future items like this remedied well i i guess i wonder i don't have the experience uh or the
knowledge to know what would be effective but i wonder what an effective method would be to uh let
developers know that even though they have a parcel that's zoned all residential that uh if
it is the will of the council and the commission to uh to allow some neighborhood retail maybe
zone a few parcels r7 so that they can go toward that in the future uh that that's something the
city would like to see and you know there's no guarantee that uh that that it would start
happening but at least you could offer it up front um and and see where it goes from there so would
you like to see hypothetically um a fringe included with every designation something like a a buffer or
girdle where it was say r4 r7 on the edge and r4 on the interior i think that's highly context
sensitive right to the area sometimes it might make sense to have it on the edge sometimes it
might make sense to have a little neighborhood center um with you know a flower shop and a cafe
and and a coffee shop or something right it really just depends on the area so i don't
think there's a one-size-fits-all solution thank you any other questions for mr prudet

think you've done a great job whittling down the matrix because i thank you certainly certainly
long when you when you began um one thing i'd like to add either to it maybe it needs a work
session anyway we always have a lot of questions it seems regarding fees and when they're imposed
when they're not what they are is can we have maybe a bit of a discussion on that just kind of
you know high level overview of that absolutely what i'll have um i'll have charlie rosenthal who
i think you've you've met before i'll have him um come and give a presentation an overview of
how our fee structure works um including the matrix study that we did that that really looked at
um you know that it paid for itself essentially development pay for itself and and those fees
be paid um through what the actual time that staff takes to review it and so i'll have him give that
overview um how that works i don't know if we'll get too far into the impact fee but at least give
a little bit a bit of a discussion in when and how that's assessed um obviously those are being
being looked at now um but but we'll include that through both the planning and zoning stage um all
the way through building building permits just to give a snapshot yeah that'd be great thank you um
and happy holidays to everybody too uh commissioner cole you have something or you just waving at
commissioner alice just waving he says just waving just waving um uh commissioner smith you waving or
you have something i actually have something uh what richard what's the latest update on the
um the fiscal impact analysis rfp those so now uh we have an agenda item uh tomorrow um for uh to
enter into a contract with uh ae com for that um to complete that to complete that study and then
build build that model that would be used so that's on on consent on tomorrow's uh tomorrow's council
agenda what's the uh what's the rough timeline for when that would come forward you think or how long
you think that'll take i want to say we had about six six months lead time all the way you know from
from start start to finish um i mean there's there's going to be some testing that they'll have to do
and one thing we liked is that you know it's not that they're pulling a canned model that they have
so it'll take some time to build it um specific to denton um but their overall timeline i think was
about six months okay and then um if uh let's say it's six months let's just call it you know
january to through june and we'll give it till july 1st if it was saying everything's done it's
good to go july 1st uh projects would be subject to that based on when they're submitted or be
projects are um or they they have to go through that model based off of what stage of the process
they're on uh that's kind of an arbitrary question but yeah we would probably look at all all projects
um there is there is that um review criteria um but again it's it's and i think it's important
for everyone to understand it it's not it's not just the only criteria and so if if it shows that
it it's going to be negative i don't know that that's necessarily a reason to deny a project um
if it's you know if you look at a an affordable housing project that might be um a non-profit
that's developing it obviously there would be no tax generated by that um and so i don't think
that's a reason to deny it obviously it's providing um you know a valuable a valuable um asset for the
city for on the affordability side and so i think it's just one of those it's again it's one of many
criteria that we have um but at least i think we'll have a better tool to look at it both
um on the short term and long term okay what's 659 so i'll stop talking that i got i got several
minutes in me actually i got i got many things to add uh to this matrix uh let me let me pull out my
notes here uh is there anything else to add to the matrix well i just want to say uh 2020 was one
