The first item on the agenda is presentations from members of the public.

What's your question, sir?
>> I was curious.
I'm glad you're doing this upgrade, it looks great.
I'm concerned that the company is out of Florida.
I wondered if they're going to be able to support the training and software and, you
know, the ongoing upgrade of the system.
So that was really my only question.
>> Yes.
The short answer is yes.
We actually deployed this same system in Colorado and did it without a hitch when I worked there
about four years ago.
>> So do they have local service representation?
>> Yes, sir.
>> Oh, that is excellent.

So in the description, this is like a wash system, a design for a wash system?
>> Design and installation, correct.
>> Oh, and installation.
>> Well, it's the design so that we can take it and then do the install.
So yes.

And I just -- I was -- I noticed in the past few months it seems like there are quite a
few refuse trucks that are coming pretty dirty on the streets.
And so --
>> This has nothing to do with the cleanliness of our trucks.
What this is is it's actually on the outbound side of our landfill.
What it does is it basically is an undercarriage wash.
So it throws water underneath to get all the dirt and the mud off so it's not tracked on
to our general city streets.
So it's a maintenance.
We do have a truck wash and in the past couple of weeks we've put our general refuse trucks
on a more intensive cleanliness schedule so that, you know, the mud and just the general
appearance of our city fleet is better.

And this -- I just want to say this is obviously an important thing.
There's mud.
>> Correct.
>> But there's potential contaminants of various kinds coming out of landfills.
So we definitely want to keep as much of that in the landfill as we can.
>> Well, we also have general storm water control requirements which require us to minimize
the amount of dirt that's tracked on to general city streets.
So this is -- and we spend a lot of time and money with water trucks and other things washing
our ring road off, what we call the perimeter road that goes around.
So what this is to do is to really help us minimize the amount of effort and water that
we're putting on the roads just for washing purposes, keep them a little bit drier, but
keep the whole site a lot cleaner and really consolidating where that mud comes off the
trucks.

A few years ago.
It was long in the tooth and really was sitting in the middle of where our current cell is
right now.
But we had to take it out, like we had to take the old public disposal area out so that
we could have the existing site for disposal capacity.
So now that we finished the ring road, the perimeter road, we can put it on the outbound
side and this should be the last time we have to move it, say, for upgrades and redesign
and things of that nature.

>> Hi, good morning.
My name is Taylor Holt.
I'm a project manager with the capital projects department.
I have a brief presentation for you this morning for the consideration to award a construction
contract for the 2019 street bond neighborhood four project.
So neighborhood four, the total scope has 24 street segments.
We're looking at a holistic approach to neighborhood construction including multiple improvements,
including street reconstruction, water utilities, sewer, as well as a limited sidewalk scope.
So for the project overview, we're looking at full depth street reconstruction including
curb and gutter, limited sidewalks, water and sewer improvements, and on the far right
there of your screen, you can see the clouded area that denotes the ADA ramp and sidewalk
improvements to the existing sidewalk infrastructure.
For the street segments that we're including, it's Brightwood, Broken Arrow, Broken Bow,
Chaparral, Churchill, Dunes, Dunes Place, Jamestown, Maid Marion, Mill Pond, Old Orchard,
Pickwick, and Wellington.
This was advertised as a competitive seal proposal.
For the solicitation, we had three contractors submit, and after review of the proposals,
Sunmount Paving came up on top with the highest score.
The schedule for the project, we had 100% design documents completed in Q1 2023.
We had project bidding shortly after that of Q1 2023.
We anticipate construction initiation in quarter three 2023 with 360 days for final completion,
and then a final completion date of Q4 2024 with that being weather dependent.
With this, staff recommends approval of a contract between the City of Denton and Sunmount
Paving Company and the not to exceed amount of just over $7.5 million, and that includes
the 5% contingency.

I guess this is the first time since I've been here, I hadn't seen Jay go get this bid.
They've usually been in there, so just curious, is there a reason why their pricing was a
little bit higher this time, or they weren't able to compete?
So if we go back to here, the breakdown.
So this identifies the different scoring that we do for the proposals.
We set up a committee of several different people, and they each individually score,
and then we come back together and then identify the winner based off of the total score.
And that's fine.
I think it's great that somebody else come in and compete with Jay go for a change.
My question here is, though, and this may sound like a criticism, it's not, because
I know you guys are going to take care of business, but I was wondering why, and this
is an area I live in, so Nottingham wasn't on here at all, and it's as much a need of
repairs as these other streets are.
So is there a plan down the road to do the same kind of repairs here on Nottingham?
Good morning, board members.
Seth Garcia, program manager with Capital Projects.
So the scope of this project is tied directly to that 2019 bond program.
So these were segments based off of the 2015 OCI score.
I believe we all are aware that Nottingham is in disrepair.
We are looking at a future bond package in 2026 that could address several of those needed
streets underneath a 40 OCI band, but as far as the 2015 OCI scores that set the scope
for this, that was not one of the street segments that was that bad at that time.
And of course, we're working with our street department, our city engineer Miss Becky oversees
both our capital improvement group and our streets traffic operations.
So we're in close step with them putting together a future package.
That's a main artery through there all the way from East University to Windsor and beyond.

And we get a lot of comments about it.
I can tell you here, I get quite a few emails a year about Nottingham, so yes, sir.
It's kind of weaving around with things.

Have they done work for the city before?
Yes.

And then as far as new business, actually, we only have one item on here and that's the
debt load request that Devin had asked for.
You know, we're still working on that and we're not planning to bring that back on May
8th.
There was another item that we didn't add here that I'll just kind of mention to you
because Brian's going to forward that to you probably later today or tomorrow.
And that's just some tweaks to that chapter 25, chapter 24 related to solid waste.
And so he'll get that out to you.
Certainly if you have questions, please let us know.
If we need to put that back on the agenda, we can.
And maybe after we've taken this to the City Council.
But again, you've already seen it.
There's some minor kind of grammatical errors or error corrections to that.
But that's really all we have.
