good morning city of didn't meeting agenda for the mobility committee and after the on Wednesday January 25th 10 a.m. after determining that a quorum is present the mobility committee of the city of didn't is going to convene in a regular meeting today in the council work session room and we are going to start with the following items that will be considered first item citizens comment on the agenda items no there's no one to comment on the agenda items when the number two in the items for individual consideration MC 2 3 - 0 0 1 consider approval of the minutes of October 26 2022 and second so we are in agreement and that passes B MC 2 3 0 0 3 receive a report and hold a discussion regarding the city of didn't transportation mobility project status report perfect timing thank you councilmember bird we have John pollster here from innovative transportation solutions to present today how was everybody doing great Merry Christmas okay let's roll through skip the summary sheet for now all right so I'm gonna put down just a little bit here so 2181 I don't know if y'all driven over there lately but the road is essentially I'm gonna leave it on the map essentially open to traffic and substantially complete the March time frame that you see there is for what the tech stock calls some punch out final walk through some pavement markings just making sure the sod done right but if you drive there it's gonna that's what it looks like hopefully for another 20 25 years we don't do it again okay so that's good and I don't know what y'all feelings are but I don't think anybody at the county's interested in having like a ribbon cutting or anything like that because they don't want to draw the attention to the fact that it took so long to get done okay 35 Mayhill project this is a currently we have about 95 million dollars on the job it's gonna it's about 103 now we are think we'll have it ready to let by the end of this year there's utilities that are that are still continuing to be moved the let date you see is June of 2025 that was when we first got the money the category two funds in the 10-year plan that's the year they put it in so we met with the district I think earlier this month and if we get the project ready in December they can move the project up to that fiscal year I mean to this yeah that it'll be next fiscal year for construction and by the time we get there we'll have the dollar amount either adjusted to be accurate or we'll have the additional funds for the project so when you look at the status report mostly utilities or what we're working on and we're on track for a December completion of all the utilities there's a lot of them okay then you get to our 35 merge project this project is going to be let in November of this year the funding is we're about a hundred fifty million short but when you look at the next project you'll see that it's about a hundred and seventy over and it's going to be a paper chase thing we got to do because that money is in an out year this money is in this year and so by the time we get to November we'll have all that worked out and this is the two merges all the way up to 77 and it's the widening of six lanes and adding all of the frontage roads and the braided ramps to solve the issues between the merge and 380 yes when I look at the yellow coming down both 35 and 35 W is that when you say frontage roads because there's no frontage roads there now at least correct are they adding frontage roads though the project includes frontage roads and going to six lanes of main lanes and here we're also doing braided ramps between the merge and 380 which is where the entrance and the exit are in the same location typically the exits at grade and the entrance is elevated to go over that way you don't impact any of the Billy come on man come on Billy so how far down are the frontage roads coming from this because I mean there's no frontage how they stop north of the railroad tracks because what's north of the railroad tracks okay I'm trying to because I live over in that area I'm trying to figure out where 35 W yeah I'm sorry 35 W coming down 35 there's a railroad what there's an area that because of the lack of developable land it stops just north of where there's no developable opportunity so it's right around a railroad track where that is okay all right okay good thank you I wanted to make a comment about that area as well but this is what I've experienced trying to get the apogee center apogee from going south on 35 W that's quite a task to get off at the right area and to find the the ramp to go back down towards oak street is that oak a body break sorry are you saying you're traveling south on 35 right you're on 35 W and I want to turn back around and go north I know I don't want to turn I want to go to apogee stadium and so I finally I've gotten lost doing that well I've gotten turned around doing that and found myself in the industrial area because there's no sign that says exit here for apogee stadium literally yeah there there won't be a sign that says exit for apogee stadium because they don't sign those types of things on a on a state facility okay so they're like if you go out on 121 out to the colony and you see Nebraska furniture there there's a sign says Nebraska furniture that's because it says Nebraska furniture Boulevard so the name of the road is Nebraska furniture okay so they don't they don't give you green signs for stuff like that okay well I after maybe three or four times kind of getting turned around because I'm looking for oak I guess West Oak Street or Oak Street I don't know what I'm looking for but I know that what I found out was that I needed to exit and then go up to a ramp but that's not Bonnie Bray that's in some kind of industrial area 15 15 and that's and then you bridge over back right yeah that's and so if you make the mistake of going to Cavender's you can't get back south on 35 V without going 35 W up on 15 15 come back over right and then come around on a frontage road that's but that'll all change when we have the braids okay for the ultimate improvements it'll be and then remember we're also doing something to Bonnie Bray whether we're flipping okay some stuff there too so it should be after we break it all up and tear it all up and fix it it should be better okay well looking forward to that and then speaking of this this is the northern segment from three from 77 all the way up to the county line and again you'll see that it's got almost 800 million attached to it and it's we only need about 660 so we're gonna work on these two projects to balance them out but again if you see these are in out years years so not only we had to move it up for for this job we need to move it up for the previous job so we're fairly confident that we'll get that done through the UTP process and again it's all critical path items are just all the utilities that we're moving at this point all the right always acquired okay so your frontage roads this is there they're stopping at 24 49 going north because when they do the ultimate 35 W that they'll pick up that section between 24 49 and north of the rural tract the good news was in the last UTP it was had zero dollars on it and we were able to get a hundred and eighty eight million dollars in category 12 funds but then the economy did what it did and now that estimate is at 321 million so we are working to see whether we can get additional funds or just go ahead and find certain areas that we can do the frontage roads on so we're we got some work to do on this one but we got a little bit of time because it's not even going to be ready to let till December of next year so we got we got about two years to do stuff and we're in the process of acquiring the right away and we should have the right away completed by summer which would then allow us to move into the utility relocations your 380 377 this is a section between the loop and 377 north we are anticipating this project being done at the end of this year and we just had our one of our pavement phase two configurations are just happened and we are now shifting the lanes and then we're doing that I think it's the south bounce the north bounce out we did the we did the 10-foot shared path on the north side while we were doing the south side now we're flipping the phase and now we're going to be building the north side and then the south side sidewalk easy for me to say okay then yeah this is the 288 West this is the project on the on the west side and it is the the dollar amount we're talking about their 190 million that we're chasing for this project includes we've upgraded the intent on this road before we were just going to do the southbound frontage road but that 190 that we're chasing builds both frontage roads in both directions so 100% of the right away will be acquired and we'll put the frontage roads where they belong and they will build the grade separation 380 and over the railroad track in this phase and then the northern section we're adding frontage roads to look 288 we are we're really working in this area here we're going to adjust your map because that and that looks like we're going cross country to get to 380 but we're really working pretty close and to where they tie together and the intent is ultimately 380 is going to be a freeway both in your mobility plan county's mobility plan and the state's intent so when it comes to the to city of Denton we're going to want the the freeway traffic to go up onto the section of 288 that's a freeway to hit 35 and then on around to 380 so that at that point you can take 380 through Denton and make it a no truck route they'll have to go around they can't if they're cutting through they got to go around if they're coming to deliver then they can come in but we're gonna work on this this a little bit better right here lots of development out there so Bonnie Bray segment 7 this is the this is basically the next once the city and the county do all their partnering with cog to get it up to 77 then text that and cog take it from there and tie this into the loop so when I go back up here when we're doing this project you'll see that loop 288 and it used to be Pacheco Cove now it's Westwood that design work and environmental clearance includes this section of Bonnie Bray and the frontage road so this is not showing you on us is an individual project because it's segment 7 of your Bonnie Bray but it's actually included and the loop 288 North connector project and then 1515 this is where you were talking about what happens is you come down you come up this ramp and then you hit here and they have to come across and you come down into this area where we're working on all this with Bonnie Bray 1515 and the merge project and again we're looking at a October 24 ready to let date we're short about 46 million dollars but we'll get there and utilities are or are part of the critical path item on this project 1173 we've got half working on that and we are going to reduce the limits officially to just east of the railroad tracks because crumb proper does not want us to come in to all the way to 156 because it impacts a lot of their historical facilities and if we're not going to go into Old Town then we're not going to mess with the railroad either so we'll stop it early they're advancing all of the work on the eastern portion of 1173 so as the merged job rolls out we can add this part of 1173 to 35 job yeah where is that in reference that is up at that Milam you know it's not cancer it's Milam is that that's north of here north okay got you that's up here okay yeah so the reason I know it's Milam is because that's where the outer loop hits 35 okay and we had to reconfigure you the Milam interchange two reasons one for the direct connects for the outer loop too because that's where the counties got their land for the expo do we know if you know because Universal Studios went to Frisco do we know if we ever had any conversations with them about that land up north I don't know that I don't but a lot of the infrastructure for that is being paid for by the county yeah just saying that's Collin County I think yeah but there's there's a lot of infrastructure there that we had to do yeah so the outer loop moving on okay so here ties here at Milam and that part of 35 is already environmentally cleared so we generally know we have to hit there the rest of this is consistent with your thoroughfare plan which means it's consistent with the counties because we match the city we have to cross the green belt where the core tells us to which is at 428 and what if you ask him they're going oh no we're not telling you where to go you just got to go and do all your analysis or whatever but what they tell you probably is is if you go anywhere before 28 we're gonna make it impossible so I say that on the record because when I say that it has to cross at 428 because that's what the core says and then somebody contacts the core the quarter so no no we're fair-minded and open we're willing to look at all options and then I get called all kinds of things and they said well let's go up over the dam working with Aubrey Aubrey has a I don't know what you call it an angel investor or whatever there's a big landowner out there the venable ranch folks and anytime anything impacts the alignment that's on our thoroughfare plan and Albert's thoroughfare plan he goes out and buys the land so we're we're put it although this is where all a lot of activities going on we we've got some protection there and then it ties in at the county line where at where Collin County brings it if you go drive the new frontage road for the DNT you can go all the way into Grayson County now it ties in you'll see there's a sign on the Collin County side for the road that comes to that frontage road that says outer loop so that's we have to hit there and the reason you know we're saying we need this and everybody knows is that when Texas I did their study on 380 to talk about a freeway they communicated through their demographic studies that the section between the Toll Road the outer loop 377 and 380 in this little area the number of planned developments over the next 10 years will put 90,000 people in that little square and that's the size of Richardson when we went to meet with pilot point because have ETJ somewhere in here for the outer loop pilot point has 13 developments going on in pilot point over the next three years and when those three developments 13 developments are done in the next three years they'll go from about 5200 to 71,000 so we're behind the curve is what we're saying on the outer loop and now I'm going to turn over did you say pilot point would go from 5,000 today 70 three or four years 71,000 yeah which is not unprecedented because if you remember when I started working for the county in 90 in my this capacity of 96 Frisco is only about 7,000 right yeah what going on out there very interesting okay I call it tragic but very tragic it's job security are you gonna do almost there we go okay if I could get the mic to turn on of course I will so Elmond Lucas I know we've talked a lot about you've seen some updates in the Friday reports so we have coordinated with textile given all of our comments back to them on the southern section which is from basically south of the courthouse to Eagle including Eagle and they are now taking that project forward to Austin to get the approvals and work through that process so once we have that information back then of course I'll come and share that with you and we did go back and forth with them on an overall roadway cross-section and we were able to explain the need for the overall and not to play words from last night but on the base the overall roadways so you know a lot of our conversations was making sure that the foundation that the roadways going to be built on really meets the city standard so we were able to work through that with them also include some curb Danny Kramer and his team worked through and walk that to make sure that we have curb and gutter replaced in those areas and so we feel very comfortable with what we are taking forward and now a textile is taking that as the next step once it comes back from Austin and we're all in alignment and we are going to be working on that agreement that I mentioned I'd be bringing forward as you're aware north of the courthouse all the way to 380 and a few little side roads so just so you're aware some of the construction will happen for utility specifically you know around the courthouse because there's a lot of areas through there that we don't want to disturb but what I will explain to you is our goal is to have that project and and John worked with us on the Denton County trip that was the county bond program y'all are all aware that was approved and so that is going to include the roadway and then some of the drainage components utility components will be paid for by the city of Denton and then once all of that is completed we'll be taking over the the goal is to take over Elman Locust from 380 to Eagle and so I know we've talked a little bit that in a recent council meeting so it's moving right along John did tell us that we're gonna be a part of that first batch of money that was received from the county so we can work through getting the design completed we're gonna have some right-of-way acquisition and then move through with the construction and one thing I would mention too is some of this area you see Oakland Street that's one that came up in the bond package last night so there are a lot of things going on in this area including north of 380 so I'm very pleased with where we're headed and very thankful for the help that the county's given us and then techs not really working with us hand-in-hand to agree to an overall cross-section that is something the city can be comfortable with taking over so that's Elman Locust I did want to mention John back on 380 when you were on that slide particularly talking about a truck route I know it was in a recent Friday report it is not currently a truck route to drive through the center of town you're saying it is you have them restricted already that's correct so they had to go around now if they're delivering as you mentioned so but I do think it is a you know the goal city's goal to make sure that we're providing as you're aware and John knows this that there's a lot and he really helped us with this there's a lot of development activity that wants to happen in this particular area and the developers that come through would have to build the frontage roads themselves because we won't allow the direct connection to a controlled access freeway because they're going 60 miles per hour on this roadway so we really appreciate John and we've been working with mr. Schluter with Westwood monthly we actually have some alignments and some exhibits that we've sat down and gone over as a team actually Monday of this week and they're going to be sharing with our utilities teams because there's already infrastructure out there large DME infrastructure and also a Sherman Drive is the main the route from the Ray Roberts to get the water line the transmission line all the way into town so we're working through those things and then of course the connection that at Bonnie Bray too is another area there is one section throughout this corridor we're currently working on that's a pretty tight section where there's homes that are built almost exactly to the right of way and so those meetings are ongoing and those also involve our development services team their transportation planning team so really excited about this project also moving forward so we appreciate John's assistance with that and the county's assistance I have a question speaking of the specs for the for the roadway down here on Locust and in this area here is that going to be the same specs for what's north of the square or is it something's going to change that's gonna cause in our minds as citizens a delay so anytime that we do a design of a roadway there is an overall study that's done to look at the actual soil condition to make the determination so we do have a standard city spec that says thou shalt build X or you can have an engineering design that's actually done where you actually take pavement cores look at what the existing you know soil type is in those areas and then receive that engineering recommendation so until we have that information I don't know what the cross-section is going to look like unless we were to use the city standard but it's our recommendation that we would actually go through do the evaluation and then from there be able to determine exactly what cross-section so you know I would think it would probably be something similar to what we see on the south side but until we have that actual engineering design with those soil samples we won't know that answer in the other question in regards to crossing over into the downtown area I understand that the crosswalks are getting some upgrades and changes absolutely how is this going to affect that we're gonna take it up and put it back down or no and the majority of the we don't anticipate doing that because they're out there working right now Trevor can speak to that but they're out there constructing right now so our anticipation would be that we minimally impact as best we can anything through the downtown and that's why I mentioned the majority of the utilities in that area actually on the backside so on Austin you know on McKinney so or even a block up Cedar etc so they're all almost on the backside of there where we would make those improvements so but our goal would be to minimally interrupt anything we've just finished completing okay thank you so I think the next is the acronyms I will tell you that we are going to add another page because I get questions about the categories for funding for state roads all the time there's 12 of them and so we'll just put another page that says text up funding categories and one three twelve wisdom but other than that any questions thank you John do you have any questions thank you thank you so much thank you one thing I just wanted to highlight and John spoke to it on his presentation city staff is actually Trevor's team is actually sitting down with Brett's team and working through the FM 1515 alignment we do have their plans adequate in that area so we're looking at those corridors and working with text out on that that's ongoing same with the loop 288 frontage roads there's a lot of coordination effort so all the projects that you're seeing that John's presenting on we're either managing or working through the planning process of with all of our improvements so there's a lot of coordination going on with with John and with textile it so not only John from the representative he does for the city but also from the county representation so thank you thank you very much absolutely any there's not any more questions comments or concerns about that we'll move on to see my John MC 2 2 0 3 7 receive a report hold discussion or approve mobility committee annual 2023 meeting schedule absolutely so thank you very much as you can tell we typically meet on a Wednesday I know we've moved the meeting to 10 a.m. and so what we wanted to do today is bring forward the 2023 calendar our goal is to always try to look at spring break or anything else that we know that's happening and so what you'll see is the calendar Logan's currently put together is the fourth Wednesday of every month at 10 a.m. obviously if there's not something to report on or we have a conflict we'll work through that but we've tried our best to miss all of the holidays or any of the the holiday weeks I know the week of December 20th being that that's a holiday week there might be the decision like there was this year not to meet but it just depends on the topics but what our goal with today is is to really work through and make sure there aren't any questions or concerns and try to approve this calendar so that we can move forward I will note that on March 23rd I do know that several of you will be leaving on March 21st to go down for another meeting so the March 23rd meeting might be one that we want to either look at or look at canceling the week of the 13th through the 17th is actually spring break so you know if you would like to move to the 29th we can evaluate that but I do believe I know we've changed the council meeting so that you can leave and get out of town on the 21st as fast as you can so I know you will be gone on the 22nd so that's the only one I would want to mention is whether we would like to skip the month of March or move to the 29th and so if we want to move to the 29th we'll definitely check with Billy and also the city secretary's office to make sure this room is available and that we can broadcast from here but I just wanted to bring that up question I've got since the year started I've got a meeting on Wednesdays just it's every other Wednesday and I'm gonna see if I can't change the interval of the ever other Wednesday because right now it's landing on one of the Wednesdays I mean two week two Wednesdays out of month for this place and then I've got it and it lands on the same one so that meeting ends at 11 so when did we change it to 10 what was it before 9 okay let me talk with them and see if I can't get it on a different cycle because we all gotta do skip a Wednesday and then we're off of this cycle so let me let me check on that first sure and and if there's anything that we would like to do we can obviously revisit bringing it back I know we moved to 10 I think mid-year last year Logan may know that specifically see her trying to unmute I got it yes we moved probably September I believe was when we changed it and I can always check and see if the rooms available at different time or no let me see if okay let me check my other thing first yeah this is well-established let me let me check that first and I don't know if this is off posting somebody can let me know so I'm not sure how to even say this so when we get John's reports John's reports about 30 35 minutes it seems like a lot of it is sort of the same stuff you know and some of the stuff that's doesn't even have to I mean it has to do with the region so I guess as I'm sitting here sometimes I'm thinking we don't make any decisions in here we don't have so it would be nice if some have something's changed to get it but if not then that's just sort of my thought just just the efficiency of the meeting that doesn't matter to me I'm only one of two but it's like okay if it's the same stuff or maybe could just give go-through faster absolutely does that make sense yeah it's like okay all right no I completely understand because I sat through the same report last week at a meeting that text so I see it multiple times - one of the things we've done recently with DCTA is make sure that when they give an update it might be off cycle of when you just heard the same thing at council right so I'm happy to use our discretion and if there's a major up late maybe he comes just quarterly instead of every month so that you know or every other month so if there's a major update and I think that does make a lot of sense he's doing you know he's running through them I think probably as fast as he possibly can but I do think that that's definitely something we can look at and I don't have a concern with that at all if we were to look at either every other month or quarterly or as needed is that something that or if there's a major update is that something you'd be more interested in and I can't because I didn't look at the back of this but this his report included in the backup that we get yes sir it shows so if there's questions you know if we see something or there can be a note of hey this is a major thing I mean and it's not I'm not trying to cut him off or cut them but it's like okay I mean because a lot of the stuff we heard today we've already heard in council great we're all posting it's close okay I know that we're trying to get to actually the scheduling so I think that conversation maybe on an agenda that maybe the next one to talk about that or the chair can talk with you about it just see if there's something that we can add it to the staff report for next time yeah it's a staff report okay I mean it's a conversation to be had yeah for sure no that's perfect and I think to your point you were working on it from a scheduling standpoint but definitely we'll add it to the staff report for a future update and I think as far as the schedule before you let's leave it I'll work on my end I think I can get mine switched okay not a conflict that's wonderful and I think on the March meeting would you like to try to go to the 29th do that okay it's a veil this room's available then I just knew because of the council meeting being changed to a lunch meeting that day in their updates that there was something happening so I'm sorry it's gonna be for didn't county days Oh didn't county days already so what we will do is update to the 29th for March and then we will publish the calendar work with the city secretary's office and also with the with Billy to make sure that we have this ready to go and we'll send the invites to your calendar and get those published so I appreciate the conversation and then we'll add as a future agenda item maybe what topics you'd like to see so we can add that definitely um may I just interject here I appreciate you know him coming in because there are people that are watching and this may be the only time they can hear that so understand alrighty so then the last item last item yes oh we need to make a motion okay I'm move that we need to make a motion on it the calendar yeah yeah I'll move proof calendar is presented okay second and we're on an agreement thank you my bad all right MC 2 2 0 3 7 oh we already did that we're on the staff report MC 2 3 0 0 5 staff report item D absolutely so I have Trevor crane here today he's our director of capital projects and I'm asking him to give you an update on both Bonnie Bray and Hickory Creek and then I will handle the future item so great so good morning Trevor crane director of capital projects so today I'll go through just a quick update on the Bonnie Bray projects as well as Hickory Creek 3 so Bonnie Bray 1 & 2 the both those projects are complete as well as Bonnie Bray 4a which is the roundabout Bonnie Bray 3 just went to council last night and that y'all gay council gave us permission to reject those bids so we we will be moving forward with rejecting the bids for Bonnie Bray 3 and rebidding that as a competitive seal proposal Bonnie Bray 4b that Bonnie Bray 4b and Bonnie Bray 5 are both included on that county bond that Becky mentioned earlier so as soon as we get funding for those projects we'll be moving forward on those just a side note on Bonnie Bray 4b we did have a project that was next to that project the north-south water main that when they were closing that project up they discovered a couple leaks the contractor has gone out fix those leaks and they're working on fixing those roads as we speak should be done within the next two or three weeks weather permitting quick question do we know if the lakes were I mean were the lakes so the lakes had been there ever since they they put them they put the water lines in I believe so but it was done at the towards the end of the project so that would the end of the project is right there at Bonnie Bray right so my question is so we paved up all the road and then we found a two-inch or two small leak in a two-inch service line so now service line means it's going to a piece of two service line connections it's two service line connections correct I guess my question is I mean having done plumbing and houses and stuff you know you test your lines and so how was this after the final thing was put on or did this occur and they we just missed it we just missed it so this was done after the fact after the road was paved so there's a lot of reasons why a service line might you know might fail after the fact I mean a lot of times they'll even they'll work when you test them and then all right have we determined that I mean so we we obviously tested the line before we started covering it up and paving it it was all okay correct yes sir and then finally Bonnie Bray phase six so this one is scheduled to go to construction in quarter one of 2023 we're working through one final property through eminent domain we've been working with legal and the property owner to acquire that product that property hopefully getting pretty close on that and once we get that acquired we can move forward with constructing this project this is on the face by the great face six okay six yeah and that's the section right that runs adjacent to the new the ISD so I can pause right here if y'all have any questions on Bonnie Bray clarification phase three it goes up to three it goes all the way up to two eighty eight or Bonnie Bray is 380 to scripture oh okay yes so the but phase three specifically is rose on to 35 phase four is from oh yeah you're right 35 35 scripture okay phase five is from scripture to 380 phase six is from 380 to 77 okay and as a side note we are looking at our naming convention for projects yeah yeah I guess I guess one question and we talked about this yesterday on the phase three rejecting of the bids and all the different things that either you know we could change to get a better accurate bid I guess so my question is okay what's going to happen when we repackage it and the bids come in either the same maybe slightly lower but probably still more than the the original budget are you are you anticipating that this repackaging will get this bid closer to the budgeted amount or we do so there's a couple things kind of working against us with the original bid so let me see how I want to say this so this design was done a while back before pride and we selected the design firm prior to us establishing our pre-qualified list so that led to a lot of the questions that we got from contractors during the bid process so as they mentioned last night multiple addendums lots of questions so when there's questions that leads to risk and contractors if they have but they feel there's a risk in the project or it's not really clear they're gonna build in those costs in that project with it being a low bid project we don't we can't really see the backup or how they've kind of put that risk into the project so we've done a couple things we've gone back taking all those addendums work those into the design firm or into the design plans so that they're clear we feel like we've reduced the risk for the contractor we've also extended out the time frame that we expect this project to be built in so originally it was 18 months we've extended that out to 24 months that was one of the questions and comments we got back from the contractors they felt the time frame was too short so they had to build in additional costs for labor and equipment and all those types of things and then packaging it as a CSP so a competitive sale proposal so the original budget which includes I believe RTR County fund or somebody's funds and we do a 20% match so the original budget do we remember what the original budget was I don't off the top of my head is the 13 million dollar overage was that 20% of the original budget and or that overage in general is that would be totally our responsibility the city's or would that be a 20% match so it's whoever's is it the county that's providing or is it text out that's providing the I think it's RTR funds and I believe so but I have to get back since 80 20 I just remember that so the overage would be over the original budget correct is the city's responsibility but what I'm hearing you say is the original budget was created on an old design right estimated on on the old design that you felt so yeah so the design didn't change it was just unclear in some of the some of the documents so as the contractors were trying to bid on it there were a lot of questions on you know how does this work or what am I supposed to do here so we've gone back and cleared those up so that there is more clear in that in that bidding process so they know what they're bidding on right but I guess my point is these are my words not yours yeah the design was defective to some degree it wasn't as complete as we would have liked it to have been to really get an accurate bid from a contractor number one which means we probably in our budget estimate whoever does that and I'm assuming it's the engineers that designed it so yeah so we've checked those numbers yeah we've checked those numbers so all the bid quantities against the revised set every all the numbers are right so the the quantities that went into the project all those things so the in our mind the the cost hasn't changed it's just how the contractors perceive those bid items and those design plans and how they bid those okay great when do you anticipate that going back out oh as soon as we can do it so yeah we'll work yeah well we bid it yeah it's ready to go now we were just waiting on City Council's direction last night so we'll be ready to get it back out on the street so all right so moving on to Hickory Creek Road phase three so this is from River Pass Drive to FM 1830 this one was awarded to Mario Sincola in quarter three of 2022 I believe they're currently working through the utility relocations some turning in submittals and RFIs getting ready to get out there and work we we expect them to start actual construction in quarter one of 2023 I have a question where is Hickory Creek Road is it is it down it's Geyer high school somewhere yes yes and that runs over to the clubhouse country club room country club room correct okay so I'm in the right area right it's so the way Hickory Creek Road is currently configured it has that big s-curve before it gets the country club road so this bridge will span that and close down that Hickory Creek Road so it'll span that s-curve Hickory Creek and connect at country club I believe okay I'm gonna drive over there just be careful I am on be really careful you have any questions no perfect thank you thank you thank you Trevor alrighty so the next item on our list is to talk about the future agenda items so the Bonnie Bray Street update is something that we've been giving you updates on I guess feedback on that would be how often would you like to see the updates what happens between a month is really probably not substantial enough to bring you back an update on a construction I would see where you might want to have an update at least on Bonnie Bray phase three since we're getting it back out to bid but just question on what type of updates you would like to receive on that I personally would like to see every month okay yeah I mean honestly I mean if there's not much change you can put that in the in the in the back up and then just simply say hey are there any questions I mean it's perfect yeah no problem that's very simple and you can see the paragraphs are very simple on the citywide speed study update we did that back in October we did hold the public hearing December 6 that has been adopted James and his team have been going out and replacing the speed limit signs so you probably will see that work it's happening you know kind of all over town where those replacements need to be made I will tell you our anticipation when we would bring this back to you would be simply when we hear back from textile which they told us could take up to six months on the information we sent to them for their review of their roadways so that's the process that they have we've already submitted everything to them Brett's been coordinating on those efforts but at this time we have not heard back from them we do meet with them monthly to ask for updates and follow up on a regular basis but that's for any of the roadways that actually were reviewed that are text dots so any questions on that item I would anticipate we we're leaving it on here just so we bring you back the update when text dots ready but we won't oh got it okay Logan separated it out for me so I guess what we're asking we'll remove number two and then leave number five on here thank you Logan I'm sorry I hadn't looked that far down yet so that's that's the goal so we will bring that back as soon as textile is ready on the third line is Hickory Creek Road phase three update so similarly we'll just bring you that as you know if there's not a lot of changes we'll do the same thing for Bonnie braid that is actively ongoing and we were very excited to have that project happening Ronnie Road I'm sorry not Ronnie wrote I've got that on my brain talking about money very face six Ryan Road we did provide an update in the September staff report and so I think we've explained this before and so I don't know if this is something you want to hear regular information on or not but as soon as Hickory Creek phase three gets to a point where we're realizing that we're getting very close to construction to be completed and we can sync those up our goal is to when Hickory Creek phase three completes then Ryan Road would begin and obviously the purpose of that is is that those are the major East West corridors along 2181 that get folks from 2181 to the west side of the side of the town so our anticipation is to bring that back there's really no updates we are at 30% and on hold until we get to the point where we feel like so keep in mind that will go through a design process and then go through the construction but the construction will not begin until Hickory Creek phase 3 is completed so on that one happy to leave it on the agenda there's not really a whole lot to talk about at this point because the Hickory Creek phase 3 project is a multi-year project so and then I guess from so my question would be would you like to us to remove Ryan Road because we're really not updating you on it until we get to the point that's ready to bring the update okay we can remove that one perfect Logan has a separate tracker that you're not seeing here that says don't forget to bring this back to mobility committee so when we promise we're gonna do something we're tracking that we don't miss it so I appreciate her efforts on that and then I guess the last thing that I'd like to add to the future item is your request to look at the terms for kind of when we see the receive updates as I mentioned this is something similar we did with DCTA but looking at from an ITS perspective if there's not really a whole lot to bring forward or any changes you know how you'd like to work through that so I'm gonna open up that discussion for the two of you and kind of figure out what you would like to see from that perspective well I mean are we going to my John posters report correct so are you comfortable I'll have to bring it back as a future agenda item so are you comfortable with me bringing it back and at that time we can have the discussion yeah okay perfect then we'll put it on the agenda for the February meeting are there any other items you would like for us to bring forward to you that you're interested in or anything we can have any staff members report on I think I do but it may be more for the whole council okay and that is and see attorney's office can a new chair weigh in on this based upon our discussion yesterday about road impact fees and that the qualified projects are the mobility I think it's the mobility plan that's correct that's what I think you said so it'd be interesting to see you know what is on the mobility plan either as an example in each one of the sections in the next five years that's planned to be either an expansion for capacity or new construction which would qualify for those so I think when we talk about that so I don't know that that might be something I'll probably just bring that up either in a two minute pitch or something because as we go to our public meeting I mean if we talk about it here we're just going to move it forward to the council but I think that data would be important especially for the public hearing when we go okay this is so high elevation this is so in the weeds how do we say okay this is supposed to impact this so I'll put together a two-minute pitch on that okay because that's gonna take a little time probably but yeah I've done so no we don't need to discuss it here okay yeah wonderful thank you anything else yes also for these around town projects such as McKinney you know in in phase one phase two southeast you know we see the areas that we're taking care of right now is there any way that you all can have me to direct the citizens you know where to go to see how far along the projects are absolutely so why don't we bring that back as a future agenda item and we can show how we can direct you to the areas of where they can receive information and so that's not an issue at all that's something we have readily available and we're happy to do that when I came aboard on the City Council you know one of the things that the southeast neighborhood people South Sedna people brought to my attention first was Morris Street and right now I know that Morris Street has been given some attention but right now as I drive down more Street the only thing that I see that's different is the signage for the speed and I'm very cognizant of that and I look and match my speed to you know what it's supposed to be sure I'm doing what the sign is it's it's telling me to do but I'm also getting some feedback that this street is still being ignored so I think um what would I like to put that back on the agenda to give me some direction as to what I need to tell these folks sure that's not a problem we actually have a project that was approved as a part of the DCTA trip okay to do more Street and that's been a part of the submission so I think that's fine to bring that back we can bring it back as a staff update that's not an issue kind of talk through that and so definitely that's an easy ask and I'll also ask that we have the traffic team to come back out to one of their set of meetings we had one this past Monday I'm sure you know one it's going to come up again is there any way we can have them your team to come back out to one of the meetings I'll call speak to the chair of that Association and see we come back out and give an update directly because they're seeing a lot of things going on in the neighborhood I'm happy but of course I don't drive down those streets every day so I appreciate it if if you all will come back out sure I'll work with Trevor on that to find out when there's a another update that could be made and if it's something that we need to bring forward to the committee we'll do so but okay we'll sidebar that and work on when when the next meeting might be available that we can actually come and bring some news that's worthy to share so okay and then we had some pre-construction meetings with them but giving them an update on a regular basis I think Trevor and I can work through that with the team okay no problem very much absolutely all right did you have any other streets in particular that you want them to take a look at no I mean all of them I'd heard you say something about Oakland Street whether or not course that's a pretty rough one I don't know if I don't remember exactly what we were planning for Oakland Street so and we can bring that back to you Oakland was a part of the bond submission yesterday okay and it is included in one of the 2019 bonds but in order to do that project we actually need to reconstruct quite a bit of drainage in that area so that will come up during the bond discussions and so it's probably applicable for that to come up during that time frame versus us bring something to you separately okay but if you have particular questions we can definitely help you with that all right thank you all right you have anything else
