Item B. Receive report and hold discussion and give staff direction regarding the Public
Art Committee application for physical year 2020 and 2021 hotel occupancy tax hot bones.
All right, so I provided in your packet a breakdown of the current year hot funds allocation
and the committee received $81,000 and that's based on the 2.4% of hot funds that are dedicated
to public art based on the estimate for the impacts of COVID will have a greatly reduced
amount of hot funds for the next year and so working with our Treasury Department we
estimate that 2.4% of the next year's hot funds allocation will be around $30,000 and
so the budget that I provided for you for for your consideration for next year and shows
that $30,000 and sort of broken down in about the same categories as the committee has had
before so that included $1,000 for the promotions of an art reveal, $18,000 for the commissioning
of projects, $1,000 for any soil testing or analysis that would be needed for a project
and $10,000 for the maintenance of art inventory and now keep in mind that the committee does
have a number of projects that are bond funded and so those projects can continue regardless
of this reduced amount because they have a different funding source and so any any questions
or ideas or changes based on that?

My question is so in the '20 budget we had the $55,000 for the three small art projects
to my knowledge that hasn't been allocated to any specific project yet right so is that
going to be rolled over?
No that was allocated the committee made took action at the last meeting to allocate that
to the women's interracial fellowship project and so we just haven't made that formal change
yet on our request for the hot funds but we will I just have to submit that change in
the line item.

I think it looks like a pretty good budget I think you know things are probably going
to stay pretty much the same with what our needs are I think it's okay do we does anyone
else want to make a comment or do we need to approve it?
You can't approve it I would submit the application again we might refine this number going forward
but if the committee is okay with this general breakdown and kind of these categories then
I would draft the application and submit it and I believe Monet signs it as the committee
chair and we'd submit it because it would be due prior to your next meeting I believe.

Item C hold discussion and give staff direction regarding original districts application for
the fiscal year 2021 hot funds.
Okay the second application for hot funds that the committee can make is under the original
Denton district in the backup I provided you the budget allocation again from the public
art committee for this current year if you'll remember $5,000 of your application from this
current year was dedicated towards the cultural arts district because the district now has
its own designation it's eligible to submit its own hot fund request separate from the
public art piece and so based on the application that we had approved and the budget that we
had put forward for year one of the cultural district they would be on schedule to make
a request of $5,000 in hot funds for promotion and event costs.
We're not really sure you know what what the realistic chances are that events happen in
the near future but certainly you know promotions is something we would be able to continue
if those events do happen so we can make that request an application now.
Are there any questions on the cultural districts application draft application or draft budget?
Can I ask a question about what we did like how was that $5,000 used from last year like
what kinds of things did it pay for?
Currently it hasn't to date it has not been used we've been about January and February
we started drafting a marketing plan and a marketing campaign that we were going to implement
with the spring events and the summer events that were upcoming and unfortunately the vast
majority of those events were cancelled or rescheduled and so we are regrouping right
now to figure out a way in a post-Covid world to most effectively promote the cultural district
and use those dollars so we're we're still evaluating that.
Is that something we will discuss like in a future meeting potentially like ideas for
how that money can be best utilized?
We can it's something that in the last I believe it was kind of decided in the last Hot Funds
application which was even prior to me coming on board and that it was kind of for the promotion
of existing events so someone on the board might might know better than than me what
the discussion was for that but we certainly can have that discussion we just have to have
those funds expended pretty quickly so we're we're regrouping as fast as we can.
Would it be possible Jessica to spend sorry it's Michelle would it be possible to spend
it on something that could sit in a closet until we are through the COVID times because
I mean I think we're looking at this for for the foreseeable future could we get a bunch
of really cool original Denton District t-shirts and stuff to pass out at Jazz Fest in the
future? I can ask it's possible I can make that make
that ask of the Treasury Department and see just the just an idea on how to spend it if
we have to spend it soon because um yeah because it doesn't look like we're going to have any
events for a while sad as that is. Another idea is like since we do you know
the public art project this committee I'm not sure if this is something we already have
so I'm sorry if we do and I'm reiterating something that was already done but um I know
a lot of cities now have like interesting audio guide types of tours for their public
art collection um so I wonder if that would something like that would fall under original
Denton budget? It would so long as all of the the art itself
would have to be within the district that's a pretty a pretty expansive district so it
includes all of downtown and and southeast Denton so there's quite a bit of art.

from the subcommittee for the Denton women's interracial fellowship project. Yes so when
we approved this project I believe back in early March long before the grant application
was reviewed we talked about coming back to choose a subcommittee like our other projects
and so we wanted to try and get back on schedule and we did have our first virtual subcommittee
meeting last week so the members of that subcommittee can say we we met and we've moved forward
so we're trying to get projects going again. I included a list of members who are on subcommittees
in your backup if you wanted to see kind of who's already working where and in what area
so you guys didn't want to overburden anyone but certainly allow the committee to appoint
three members for the subcommittee. Who's currently on the virtual subcommittee that
you had a meeting with last week? Last week we met with the it was the Vela project that
met last week and that was Alicia, Ed, and Nick. Okay well I'm nominating myself for
that committee since I'm hoping that GDAC will have a deep bond with it so I don't know
if my name is on that list I'd like to throw it in. I would very much like to be on it
if there's room for me Monet and I know that I'm on a couple other ones but this has been
one of the things that started with my very first meeting on public art and it's very
close to my soul many of those women are friends of mine and so if someone would let me serve
on it I'd be very happy. One more person. I'll throw my name in the hat. Who says it?

and give staff direction regarding the status of the following public art committee projects.
North Lakes Dog Park, the Villa Athletic Complex, the Tennis Center, Fire Station #3, the foundations
of our history mural and MLK project. All right. This is the one we actually will switch
over to a presentation. So give me one second and I'll share my screen. So can everyone
see the PowerPoint now? Yes. Okay. So wanted to quickly go through kind of process so keep
these in mind as we go through each of these projects. So if we're using the pre-qualified
artist list, we kind of go through these steps. So we've already approved the artists. We've
created subcommittees. Subcommittee is maybe now working on ideas or themes. We're drafting
what we're calling the proposal briefs. These are the documents that will go to the artists.
And then if we choose to use an artist on the pre-qualified list, this is the process
we follow. So the subcommittee will select an artist, will request a proposal from that
artist. The subcommittee will review the proposal and then forward it to the committee for consideration.
At that point, we would negotiate the contract and then council would consider the contract.
If for some reason at any step in this, if the subcommittee did not approve of the proposal,
we could either request an amendment to the proposal or seek a new proposal from a different
artist. So we would kind of then circle back through that process. If we choose to not
use an artist on the pre-qualified list, which we're under no obligation to do so. So if
there's not an artist that works in the medium that we're seeking or an artist doesn't demonstrate
that they could perform under the project that we're seeking, we could say that no pre-qualified
artist meets the project needs. So instead we would issue a full RFP and that RFP would
go out on CAFE and any artist would be eligible to submit. The subcommittee would then be
able to review all of the proposals and recommend a proposal from the, from the pool of proposals
to the full committee. The full committee would review those proposals and then again,
we would negotiate the final contract and submit that final contract to city council
for approval. So those are the sort of two pathways that we can go on projects. So with
that, we'll kind of jump into where we are on projects. So the first project is the North
Lakes Dog Park project. Michelle and I got a chance to talk about this. We had tried
to schedule a subcommittee meeting and unfortunately we had some conflicts come up at the last
minute for our members. And so Michelle and I had, and Gary Pack and Director of Parks
and Rec is here with us today, got a chance to discuss this project. So at this point
we're still in the concept stage that you saw in the timeline. At this point we'll need
to set another subcommittee meeting to finalize the themes and concepts and then have the
subcommittee recommended artists from the pre-qualified list and finalize the project
brief, and then send that for a proposal to an artist if we choose an artist from the
pre-qualified list. Now again, because this project is so early on in the steps, if we
needed to take an alternate path we could. But we're kind of following that, the pre-qualified
artists steps for this project. So are there any questions on this project?
I did want to say something. Can I, Jessica? Sure. Can I say something? Okay. I just wanted
to say that we've had a little bit of casual conversation and we do have some really exciting
concepts for it. So I can't wait to have a meeting. Okay. I promise I will work on scheduling
subcommittee meetings as quickly as possible. I know everyone's very busy and I'm trying
to get them on the books as fast as I can. Okay. So any other questions on the dog park
project? Okay. The next project is the G. Rowland-Vela Athletic Complex. The subcommittee
was the first subcommittee that was able to meet. They met last week. We are planning
to meet actually later today. We have again had some conflicts come up. So we'll see if
we can get the full committee together or majority of the committee together. But we
are in the subcommittee review portion. So the subcommittee members are reviewing artists
based on ideas and concepts that they came up with. We also had discussed with the committee
ideas in which we spoke with Dr. Vela's family, ideas and themes that they wanted represented
at the dog park. And we facilitated those discussions with the subcommittee. If any
of the subcommittee members also want to jump in, but the subcommittee is seeking artists
that work in kinetic or anamorphic art, so looking for movement. Some of the ideas that
the committee had included representing science and microbiology, as that was the area that
Dr. Vela worked in, as well as soccer and a love of community. And so that's sort of
where we are in hopes we'll have maybe some short list artists after our next meeting.
And then let me look and see if Gary had any. Did you have any other updates on the Vela
one? Yeah. You're muted. Okay. We're going to unmute Gary and then sorry. The the one
item that was discussed with the Vela family and a few members of LULAC that were on the
group call that we had was timing. They'd like to see it happen sooner than later just
because of some family health concerns. So that's just something that they wanted to
see if we can't make sure that we keep moving forward. I'm sorry. I was trying to mute as
quickly as possible. Could everyone hear Gary? Okay. I'm here. I'm seeing head nods. Okay.
So are there any questions about that project and where we are? Jump to the next one then.
So the next project that I have listed is fire station number three. I've had ongoing
discussions with some of the fire department representatives about what they need as they're
nearing completion of the fire station and getting some specific dimensions. And so at
this point we're ready to host the first subcommittee meeting. We've got the final dimensions from
the fire department as well as got some very specific needs. If you'll remember this is
for either a decorative fence or some sort of art in relation to a fence. The fence does
have to serve some primary security functions. And so with this one we may or may not be
able to find someone on the pre-qualified artist list that meets this. And if that's
the case then I've already talked with the fire department regarding timing and the need
to possibly go for a full proposal. But again we want to get the subcommittee meeting together
and see what our options are. So we'll be looking for an invite for that one very soon.
So are there any questions on the fire station number three project? Okay. Jump to the next
one. The next project is the MLK Jr. Rec Center sculpture. If you'll remember Madeline Wiener
came and presented her concept. We were about to hold a public meeting when everything shut
down for COVID. And so we have been kind of holding on that project because we still want
to hold the community meeting. And so we're weighing options and seeing if there's a way
to have a virtual meeting and get community input on that project before finalizing the
design with city council. We're working with the artist. We're in communication with Madeline.
We also want to be sensitive to her and her needs to not travel during this time. And
so we want to make sure that we're being respectful of her needs as well. So we are kind of in
a holding pattern, but we're, we're doing what we can to, to try and move this project
at least forward as much as possible at this point. So are there any questions about this
project? Jessica, what was our original timeline for this project? I do not know Georgina,
but I believe when what the original timeline was, but back in early March, the last time
we were talking about this project, we were aiming for a November completion date. Madeline
was ordering the stone at that point. And so we were hoping to have the design finalized
in an early spring. And unfortunately that's, that's not going to be possible at this point.
So as I given them everything with COVID up in the air and at a stillness, do you think
it would be wise to maybe do a projection of a date? From what it was originally to
a next kind of deadline, just a suggestion. I think that'll depend on how quickly we can,
how quickly she would be able to start back up again. And certainly how would be something
that would be a consideration. We kind of have a general timeline that we can keep pushing
back and back, but certainly it'll all depend on when that go date actually, it becomes
feasible. Okay. Thank you. Sure. Oops. And I'm out of there. Oh, I skipped over one.
I was like, I thought I missed one. So we're going to go back. The other project that PAC
had approved previously was the foundations of our history mural. This is the recreation
of the fence that was on Willie Hedspeth's property on Bonnie Bray. And unfortunately
the fence couldn't be preserved. So originally the committee had approved funding for the
removal of the fence. We couldn't save the fence. We did document it. So we do have very
high quality photos of the fence. If you'll remember subsequently the artists, Dan Black
offered to recreate the fence. And so a joint project between Keep Dutton Beautiful and
the Public Art Committee was created and the Public Art Committee added additional funding
to help support the project. We did hear from Keep Dutton Beautiful that about $1,500 worth
of donations that they expected to receive, they're not going to receive. And so they
asked if the PAC would consider funding an additional $1,500. The Public Art Committee
does have funding available to support that project. We were funding this out of some
of the last chunk of funds that was available from the previous year's hot funds. So we
do have that available. That would be the last use of that fund. If we didn't use it
for this project, it would be absorbed and swept back up into the hot funds general fund
balance. So this is sort of the PAC could elect to use it or those funds would go back
and have to be returned. So this is not from the budget that you looked at previously.
This is actually from the previous year. Those funds have been reserved in a project account
for this particular project. So if the PAC wants to consider an additional funding, it
would be $1,500 more than the $7,650 that you've already approved.

been working with the railroad to get approval to start, and we're still working to get in
touch with the railroad to start. That's a difficult process, but I don't know, Gary,

Pacific, and she's trying to get that coordinated so we can move forward on that. And then we
also would like to have a community meeting as well. That was going to be held at the
same time with the MLK sculpture, but obviously that was canceled. So we're trying to figure
out when we could have an in-person meeting down the road. So we're kind of waiting to
see when that will be freed up and we're allowed to do that. So that's the only thing that's
really holding us back at this point in time. >> Are there any questions on that mural?
And I can send back out the design if anyone wants a refresher. It was a pretty straightforward
recreation of the fence just on the railroad bridge, the Robertson railroad bridge. And
Dan is actually, the artist Dan Black is actually working to update the rendering right now.
He wanted to make sure that the faces of the women were in a location that was going to
be highly visible on the bridge and not -- there's a little bit of rust on the bridge, and so
that none of the faces were in those damaged areas.
>> And Jessica, is this bridge is in the original Denton district or not?
>> I believe it is. >> I think it is, too. I'm just wondering
if we could spend some of our marketing money on marketing that.

>> People could safely drive past and like what Alicia said, have an audio guide that
they can listen to on their phone that might talk about it, but I think that that's one

the technology. Forgive me. So I love seeing everyone's faces, but I thought since we were
meeting this week, if you guys wanted to postpone the meeting to maybe the next -- the second
week in July or the third week in July, give a little bit more time for the subcommittees
to meet, get some work done before coming back. It might be hard to do that in just
a week's time. So maybe pushing it back from July 2nd to July 9th was kind of our thought,
just to give the subcommittees a little bit of time to get some work done and then possibly,
hopefully everyone enjoy a safe holiday, maybe a safe holiday long weekend even if you can't

to July 9th to give people more time to work on items.

Alicia commented on, it would be neat if we put a sign on there or even if you painted
a QR code on there that you could scan with your phone if you're walking and it would
take you right to those interviews. That would be a neat way to connect technology with that
mural. >> I think someone had that idea maybe at
the last meeting when we talked about that. I just can't remember who it was that we talked
about a QR code that could be scanned. >> And the city will provide labor if we give
them words and pictures. They can get a website and link it to a QR code for us if I'm not
mistaken. They've done that for historic landmark in the past. Make it part of the city website.
It just takes a couple months. >> Yeah, I think we can work on that. >> There's a UNT
legislature, Carla Carter, who did a whole -- she's in the RTVF department, but she did
a whole project that was visually based on just putting your phone up to an image and
instead of a QR code, it was just an image. And if you placed your phone or iPad up to
the image or artwork, photograph or whatnot, it would link up to the interview and video
or whatnot. So I don't know if you could do that with that painting, but it was really
neat. It was about four years ago. Nick, do you remember that? >> Yeah, I do, yeah. Yeah.
>> It was some sort of software, but it wouldn't just link up to that. It would link up to
other works. >> She did it for the DBFF conference. I think it was two years ago. >> I've seen
it in museums. It's really cool in a museum setting. So if that's possible, yeah. >> You
can look into it. Let's see. >> All right. Item G, receive, report and hold discussion
against staff direction regarding application made by the Ditton Festival Foundation and
the Ditton Commission of the Arts respond to the cultural district project grant in
ratifying the letter of support. >> Yeah, so on June 15th, which was the day that cultural
district grant applications were due, the Ditton Festival Foundation, which is the arts
and jazz festivals sort of parent company, if you will, the name of the actual nonprofit,
reached out asking for a letter of support. This was a little bit outside of our typical
process, but we were able to, I spoke with Monet and reviewed the application and made
sure that it was consistent with really items that the committee had discussed with before,
and it was for a grant of $8,000, so it wasn't a major request, and so we worked with Monet
and we were able to draft a letter, and so at this point we're seeking the committee's
ratification of the letter as well as we'll seek city council's ratification of the letter
at the city council meeting tomorrow. And the grant, I'm sorry, the grant application
was, the $8,000 was for supporting the 2021 arts and jazz festival. Obviously, with 2020
not occurring, the festival will, of course, it will be much more difficult in the next
year to get the festival up and going again, so they were seeking, you know, every possible
bit of support that they could to continue really a signature event in Denton, so certainly
something that I think that the committee has offered its support for in the past, so,
and Terry, I know that you were involved in that as well, so you're involved in that organization
and maybe many of you are involved in that organization in that event, so.
I'll make a motion to approve the application made regarding to the Denton Festival Foundation
and the Denton, well, the Texas Commission of the Arts letter.

Item H, staff reports.
Since we cover just about every project today and its status, we don't have a very long
staff report, just an update for the July 2nd meeting, and at this point, I have in
my notes to review, we can give an update on any of the hot funds applications and submissions
if we will get those done before the July 9th meeting and then let me get my notes up.
The other projects that we could consider would be if any of the subcommittees make
progress, we can bring those back on July 9th and then we still have those transportation
art projects, which are the bond-funded projects, that we may want to look at maybe a project
plan for those or it may be we have a lot going on right now and maybe we need to focus
on the projects that we have and maybe figure out timelines for taking those back up going
forward.
But those are all the projects I have sort of in the timeline as well as if we make progress
on any of our existing projects, get those back in front of the committee.

So when our VILA subcommittee met, we briefly discussed adding to a future committee agenda
meeting agenda the way that we do our process now with asking an artist for the proposal
and then the potential to pay the artist whether or not the project goes forward or that proposal
goes forward.
Yes, and unfortunately I wasn't able to get an answer before this meeting and so I still
have an email out that I want to make sure that it's within our purchasing guidelines
and processes.
So if we get an answer for that, we will absolutely put that on the July meeting.

We talked at the GDAC about possibly helping with the funding of the women's interracial
fellowship statue and at the time, I guess GDAC was of the thought that it would interfere
with their own fundraising ability and that we would be taking money from their potential
sponsors to build this.
I would like to propose that we could either have Keep Debtin' Beautiful hold the money
for this project because we are going to have to be looking most likely at private and corporate
funds.
If they are, they'll probably do it, but if not, I'd like to suggest the Debtin ISD Foundation
or I am under the, I've been given information that to start our own 501(c)(3) foundation
to fund this statue is relatively easy and once you get the paperwork done, you can immediately
start collecting money.
I know that if we get this other grant that we're going to be kind of under a time crunch
for that project.

It's a lot of work in a short amount of time, but we'll see what we can do together.

Well, Michelle, I'm going to respond to you.
What you presented is true of GDAC's thinking at the same time we have at least one member
in addition to Michelle who has an interest in working with a project to generate private
revenues.
However, what I think I'm concerned about mostly at this point is the process.
There should be a process by which Jessica's office and she has the director for economic
development overseer for the public art committee would reach out to the greater dead and arts
council to explore the possibilities.
And I shared that in our last GDAC board meeting.
I mentioned it to Jessica today that I thought a next meeting to discuss this private support
would be necessary based on the comments that Michelle made in our last couple of meetings.
So I am still open to that.
However, if there are other mechanisms for generating revenue, I certainly would not
want to stand in the way.
I think it's a very solid project that has many veins that could reach out into the city
and GDAC certainly intends to be a part of it as it's written in that application.
So what I am just seeking in general is a process by which the office of economic development
works with the greater dead and arts council leadership to discuss the possibilities.
And we're not posted to discuss this or anything, so at this point I'm not going to respond
or give any details on what work that we've done or what we're researching or looking
into or possibilities.
We'll have to post this and discuss it at the meeting.
I also was wondering if we could put something on a future agenda, whether or not it's July.
I know in the past there have been several times where we have talked about discussing
in the future some sort of a plan for temporary public art and seeing as next year's hot funds
are going to be a lot significantly smaller.
It seems like a good opportunity to discuss what a temporary public art program would
look like and how we could implement it.
