Okay. money that capacity up this is a 20-year facility it's 20-year money so it makes sense to finish this up closed out that bond and then we can start new capacity. I think it's an excellent use of the funds. I wasn't suspicious about it. I just like this line item number and what is it that's bond money that's great and the second part of my inquiry is so this thing's gonna be a washing system. Correct. So I'm assuming it's under carriage wash, it's gonna flush down, what's gonna happen to the wastewater? The water, it's a recirculation system so basically it's a series of troughs and weirs so water you know wants it under, currently what we have is basically a mud shaker which is a glorified cattle guard. The trucks go over it, drops a lot of mud off of it but it's still very dirty when they leave the landfill. Under carriage wash basically high-pressure water goes up washes all the mud out from underneath it. That water drains into this this weird system and with the gravity and just the flow of water the solids drop out and then we reuse the water so it just keeps recirculating. It's like a gray water system. Yeah it's a gray water system and then you know when the when it's dry we don't have to worry about the mud that we can drain the system let the solids dry we can pull that out use it for cover whatever else we want to do. Okay so you're gonna take that mud essentially yes once it's dry and put it back into the landfill? On top of the landfill correct. Yes. Well those are my questions thank you very much. Thank you. No history with my mind if I remember this correctly it was this is why we only built the lower end wheel wash system before because we knew we'd be having to replace it in a few years. That is correct but again the the lower end that we had previously was still a 12 or 15 year system so we got a lot of life out of it. Currently you know we're operating in the area where the old wheel wash was. It's time for us to put the new one in. Okay great. So the board the chair will entertain a motion. We have a second from Mr. Nukus. All those in favor please say aye. Aye. Any opposed sign the same. Passes unanimously. Moving on to item C PUB 25-021. This is the one where I'm gonna walk out. Good morning board members. Scott Fedig senior project manager with Capital Projects. Here this morning for consideration of a construction phase contract for neighborhood 1B which is a construction manager at risk or CMAR project. Neighborhood 1B is part of the 2019 bond program. A little bit of a project overview. This project does take place primarily in the northeast quadrant of the city. With this project we're gonna be placing about 25,000 feet of roadway. Looking to do about 10,000 feet of water main replacement. Around 17,000 feet of wastewater replacement. We'll be replacing sidewalks as needed and then also some street lighting. So a little bit about the GMP or guaranteed maximum price process. Neighborhood 1B was broke up into seven different work categories and then those categories were publicly bid by the CMAR for pricing. Once we got those bids back the CMAR along with the City of Denton evaluated all the firms. We selected the highest ranking firms to confirm scope as well with pricing and then provide lump sum packages. Once that was provided Sunt Construction or the CMAR provided a guaranteed maximum price based on the subcontractors bids that we were given along with general condition cost, bonds and insurance and then also the CMAR's contingency and the contractors fee. So cost summary. Total cost of work you can see was just over 23 million. Sunt did win some of the work there as you can see. We also had Jayco Public winning asphalt paving and paving marked with altus and then we had greenscaping for sodding and seating. We had just over 1.1 million dollars worth of allowances for this project. One thing to note on our allowances any of that money that is not used will revert back to the city as a cost savings for the project. Overall project came in just over 30 million dollars. Schedule started this process with the pre-construction services and design phase services in July of 2023. That was a 21 month duration overall. With approval here today and City Council on March 4th we project to start construction in April and then have a project completion in October of 2026. With that staff recommendation is for an approval for a construction contract between City of Denton and Sunt Construction and then not to exceed amount of 31 million eight hundred and seventy two thousand five hundred seventy dollars and two cents. That does include our owner's contingency of nine hundred thousand dollars. And with that I'll open up for any questions. So this is an awful lot of work. Yes sir. What is the life expectancy of a project like this once you've completed it? Ten years, twenty years, thirty years. Yeah so is there a number? I don't know. I'm just curious. So life expectancy for a street between 30 to 50 years depending on how it holds up but but yeah that's at least that long. And then the infrastructure that goes with it? Same if not longer. Typically the PVC that's put in the ground sometimes will last even longer than that. Thank you. Do you have one? You go. Could you go back to the map for me? Sure. To dovetail with you Mr. Ryback. That's a lot of roads. Yes sir. Yep. There are about 45 street segments. Some of the major streets in that that are in pretty bad need of that. Redstone. I don't know if you've been up in that area. Hercules. That road is in pretty dire shape for some repair along with Juneau, Neptune, all those connecting streets. Yellowstone is also needing some some major help and it's in this package as well. So like the Royal Acres, Wellington area and then we'll also be doing a Nottingham and then which is kind of down there at the bottom running east and west just south of Windsor. Yep and then another one that's the Dell, Riney area right there. And is the one down on the bottom right corner that you just is that part of the is that off of Emerson? The this this section here? No I was looking further over to your right. Oh that's out of this that's out of the quadrant nevermind. Yes sir that'll be a different project. Thank you. Yes sir. So as we evaluate these CMAR projects we kind of talked about this before more just for edification than anything. We've got a 31 million dollar project CMARD by Sunt who's performing 18 and a half million of that project so the lion's share. Which may sound like a criticism however I guess I would ask am I reasonable then to say as a positive by performing that much work it's more likely they'd be able to tie into their own things right they're performing the work and perhaps provide an efficiency as far as cost savings on top of that in addition to time savings i.e. hoping we get done on time and below budget is that a pretty is this a pretty good example of why we're CMARing these projects now? Yes absolutely and then you said them being in control of more of that is does allow them to expedite on schedule you're not relying on your subs to follow in behind you to do the work we've seen with neighborhood two and six which is also a CMAR that Sunt's performing that we've had excellent results with them you know performing that work staying ahead of schedule actual cost savings you know we're seeing close to half a million dollars coming back for our first GMP with that package going to be coming back to the city with cost savings with you know between contingency fee and allowances so we're seeing some really good results as well as the constructability and the product that they're putting out. PUB 25-022 consider recommending adoption of orders to the city of Denton to Texas home rule municipal corporation authorizing the city manager to execute execute contract with Romco equipment. Good morning Tom Gramer director of facilities and fleet services. Looking for a Romco cooperative contract the city of Denton fleet services we purchase repair and maintain and rent various types of oval construction equipment utilized by several departments that support city services construction equipment is utilized by the multiple departments to provide various services including the bulk material movement by loaders and excavators. The proposed contract allows for the purchased rental and repair of assets utilized by these departments such as beneficial reused wastewater drainage and solid waste. The repair services provided by this contract ensure that all these assets remain up and running utilizing specialized diagnostic equipment the technical knowledge and the OEM support. All vehicle acquisitions will be processed through the city's budgeting processes and the city is only paying for services rendered and is not obligated to pay the full contract amount unless needed. Here there's graph breakdowns of exactly where the money is being spent who is utilizing it per fund type. On the right hand side of the screen you'll see a acquisition example 2024 we purchased a large wheel loader about $330,000 so you can see the magnitude of each piece of equipment. Staffs recommendation is to approve a one-year contract with four additional one-year extensions in the total of five year not to exceed amount with Romco. Romco equipment for five million three and thirteen thousand dollars total. Any questions? Okay. Is any of this equipment utilized in departments outside this board's purview and if so we have inter-department financial transfers that happen to reverse this show how's that work? So traditionally all the equipment that is purchased by the department specifically will be utilized by the department specifically if at any point the asset moves between departments we do ensure that the funding type is adjusted to support it. Thanks. I was curious this company Romco are they someone that we've been dealing with previously for these services? Yes sir we've we've utilized their services from the moment we bought the first piece of Volvo equipment. Volvo has a proprietary technology that requires the designated dealership to work on it that's why we continue to utilize Romco for these services. So this is just to work on the Volvo equipment not the other equipment? Correct. Oh okay so I thought it was much broader. No they have specifically Romco works on Volvo we find the best return on our investment here we can utilize other construction companies equipment companies to repair the equipment but there's a point where just like if you owned a Dodge pickup truck you wouldn't be able to take it to Ford to have the computer diagnosed diagnosed so we stick with the specific manufacturers to see that the best technical knowledge to repair these items. So how much of our fleet of this type of heavy equipment is Volvo? I mean just ballpark? In the agenda information sheet there is a quantity I believe it's 22 items that we own that are Volvo but in the agenda information sheet summary it will say the specific quantity that we have. Mr. Chair, members of the PBA so just the first item to go through is the future agenda items I previously gave you the dates for the upcoming budget items now they're on on this list here for you just as a reminder June 23rd will be a financial update July 14th will actually be a budget workshop that the the budget office and finance is planning to have with you a very similar I think to the structure that they do with the City Council and in July 28th we'll be asking you to make a recommendation to the City Council on the budget and the rates which is kind of a normal process. Next item is on your new business action items we still have one item that Mr. Rybak asked regarding a specific contract we are working through that Mr. Rainer asked a very good question and so we're having to go through that in a little more detail that I had anticipated but hope to have that to you for the March 10th a date and then the only other quick item that I'll mention Stephen Gay and I will be kind of alternating going forward in this particular seat here so he and I'll be kind of working through that so next week will he be the next meeting will be his first opportunity so please make it as difficult as you can for him.
