This is our work session and with a quorum present we will call the meeting to order
at 5.36 p.m.
Let the record show Commissioner Smith, Commissioner Anderson and Commissioner Villarreal are absent
at this time.
First item is citizen comment on consent agenda items.
I do not see anyone here for that.
So we will move on to clarification of our agenda.
First item is our minutes for March 15th.
Does the commission have any questions, concerns on March 15th?

Commissioner Cole is going to have to recuse himself because of proximity of his residence.

individual consideration if we have a quorum.

side of Johnson Street, south of Collins Street.
We are currently recommending denial since it does not meet the criteria for approval,
but we have no objection to the requested extension to April 26, 2023.

This is a replat for Glenwood Meadows phase two.
This is a residential replat creating 42 residential lots and two open space lots.
At the time, staff is recommending denial as it fails to meet our criteria for approval,
but we have no objections to the recommended extension or the requested extension of April
26th.

With 4D, I'm assuming commissioners got that email, but basically we will not need to take
action on that as they were able to approve that minor plat administratively.
So no action will be needed on our part.
Public hearings for tonight, 5A, the applicant has requested to postpone this item.
That is a public hearing that has remained open.
So we will continue that public hearing and postpone that to April 12th.
Also with 5B, it's not listed on the agenda, but the applicant has requested to postpone
that to the 29th -- I'm sorry, today's the 29th -- to the 12th of April due to the fact
that we are missing two commissioners.
That is our reconsideration item.
The goal of the reconsideration was to have a full commission and we have less of a commission
than we had the first time we heard that.
That would be something I think that we should do to honor that post moment because that
was the reason for that.
But certainly can entertain discussion with regard to that if anybody has anything.

extension, which could be granted until April 26, 2023.

Hillary, I do have a question for you that I forgot to ask in work session that's listed
on our agenda.

Since the agenda was posted, the applicant has requested to postpone this item to the
April 12th Planning and Zoning Commission meeting.
Reason cited was the lack of a full commission.
We do only have five members here this evening.
I will go ahead and open the public hearing for this item.
I don't believe staff has a presentation for us.

This item is a plan development to change the zoning from PDMN to PDC, an overlay PD.
The applicant is requesting that this be postponed, but I do have a presentation if you want me

Appreciate that.
Being that this is a public hearing, I can allow if there is anyone who would like to
speak on this item, though the request from the applicant is to continue the public hearing
to April 12th.

That will move us to our planning and zoning commission project and matrix.

So there were no modifications made to the matrix, it remains as is, from the meeting
on the -- I guess two weeks ago on the March 15th.
And I will make note that we will update and continue the discussion and the report from
our city attorney's office regarding the public hearing notification of properties within
the ETJ at our next meeting on the 12th.
So we know this item is of importance to Commissioner Smith and want to have the opportunity for
him to be able to participate in that discussion.
So thank you for your flexibility this evening.
We'll have that updated.
In terms of action on any development-related items that may have gone to council, we did
not have anything on council's agenda on March 21st, so there's nothing to report there.
I will note that we did have our first open house events with respect to the Northeast
Area Plan this past Thursday as well as Saturday.
In between the two events, we had approximately 300 people in attendance.
So if there's anyone who was not able to attend the open house and is interested in providing
feedback, they may do so online by going to our Discuss Denton webpage at the City of
Denton's website and then look for area plans in the Northeast, and there's an opportunity
to continue to provide feedback there.
