24th it is 6 15 and this meeting has been duly posted and we have a quorum present and I call the meeting to order at this time our first order of business on our work session is to receive a clarification of agenda items and I believe Julie Wyatt is going to present for us this evening . Good evening I'm Julie Wyatt senior planner with the City of Denton. For FP 16 18 staff is requesting that this be tabled there's a development agreement associated with this plat. It was not completed yesterday at City Council so we're asking this be tabled until the next P&Z meeting I believe it's September 14th. Okay and looks like the other item and the other item the applicant has actually withdrawn this final replat so short meeting. All right well is there any other items we have before I close our work session tonight then? Okay well at 6 17 we'll close our work session and we may have a couple other items to talk about before we come back at 6 30 thank you. Good evening and welcome to the City of Denton Planning and Zoning Commission meeting for August the 24th it is 6 32 this meeting has been duly posted and a quorum is present and I call our meeting to order at this time our first order of business will be to stand and give the pledge to the US and the Texas flag. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all. Honor the Texas flag I pledge allegiance to the Texas one state under God one and indivisible. The next item on our agenda this evening will be to consider the approval of our meeting minutes for July the 27th. Commissioner Bribble. I motion yes let's approve those minutes. Okay I have a first motion. Commissioner Dotto is. Okay we have a first and a second for approval of the minutes any discussion? Seeing none I'll call for a vote on the board. Motion carries 7-0. At our work session both of the items that we have this evening we have got changes to so I'm going to announce on our consent agenda our item FP 16 - 0 0 1 8 that has been continued to yeah I 'm going to it's it would you need a motion for it okay so I'm going to request a motion for that to be continued to date certain of September the 14th. Commissioner Rizzo. I motion to move that item to date certain since our 14th. Thank you. Commissioner Beck. I take an emotion. Okay the first and a second any discussion? This item our item FR 16 - 0 0 1 1 has been withdrawn by the applicant so that will move us to our final item this evening which will be our project matrix and any concluding items. Commissioner Bruegel. Thank you chair. I know this is my last meeting but y'all know me well enough to know that I don't give up very easily so there are a list of things that I want to make sure that y'all are still aware of in the coming weeks and months and years because I'll be watching make sure you're taking care of this stuff the first thing was tiny houses I brought this up before we have a affordable housing crisis and shortage in this community to the point where our nonprofits are losing funding as a result tiny houses might open that up a bit more to more affordable housing they're currently there 's no current zoning regulation that will allow for tiny houses to be built in our community so I would like for the planning and zoning Commission and eventually for City Council to address this issue and make sure that they can be zoned appropriately to open up the housing market the next thing is the bike plan you may recall and not too long ago this chambers these chambers are packed with cyclists we have made a commitment to our citizens five or six years ago when we had a bike plan that was approved by City Council by planning zoning and then by City Council that this was something that was important to us it's in part of the 2030 plan in addition we are a bike friendly community and I want to make sure that as we move forward with any future engineering projects any developments that we keep the bike plan in the forefront of our minds there are a lot of people just because I may not ride my bike everywhere across town that doesn't mean that other people don't and if we build it they they will ride so I want to make sure that we 're keeping a focus on bike accommodations next Commissioner Dudowitz and I requested probably a year ago to just look at the number of bars on the squares on the square I'll admit some of my favorite places on the square are the bars so this is certainly not to single them out but there has been concern raised by other citizens about the number of bars that are coming up downtown so I just want us to once again just look at that what are other cities doing I know we can say you know the market will you know even itself out but I just want to make sure like are there other cities that kind of have a sort of like a quota for like what kinds of businesses making sure that we have a diversity of businesses on the square so it's not all bars in addition looking at noise ordinances especially on the square there are some again I love I love the live music scene in Denton some people are concerned about the noise especially on the square in the evening so just looking at that next the tree ordinance y'all the longer we wait on this the more trees we are losing we have to get this tree ordinance done people have been asking for this for years so I want to make sure that we get it done and we get it done quickly possibly creating a preservation plan is the next thing I was speaking with our preservation officer recently and and I think he's got a good idea he was saying that he has some support from staff but I really would like planning and zoning to kind of work push this forward we you know I've in my three years on PNC it seems like we're addressing things a little bit piecemeal this neighborhood needs this and this neighborhood needs this and how are we gonna you know preserve our greens our green space and how are we gonna make sure we have a bike plan and I think if we could have some sort of like cohesive document to tie it all together that we'd like pull out of the 2030 plan to make sure that we have even more guidance as we're protecting these neighborhoods I think that would be a good idea so I would encourage PNC to to work with our preservation officer to create a preservation plan zero escaping I've asked for this before I think Bermuda grass is probably an inappropriate thing to be putting in our our landscape requirements because it is so water intensive we may not be in a drought now but that's not to say that next year you know we couldn't be so I don't think Bermuda grass ought to be included in our in our landscape requirements I think we ought to encourage multifamily and commercial developments to use more zero escaping additionally when a business in particular has a hard time maybe meeting their landscape requirements or their tree canopy I'm thinking specifically about like the CVS that was just built on oak and hickory in that area they had a hard time meeting their their tree canopy wouldn't it have been cool if we had something to encourage them to do like a rooftop garden or solar panels right we just kind of like let it slide and we got what we got but I think we could have gotten more so I'd like to encourage that let's like the really get creative with some of the stuff and that's a that's about it but before I wrap it up I just I would like to thank the Commission for this opportunity to serve for the last three years I'll be honest when I found out that this seat was open I had encouraged Councilman Engelbrecht to nominate my husband for this position because I thought my husband was much more qualified for this than I was and and the more that Councilman Engelbrecht and Adam talked about this the less and less Adam was interested in the more and more I got interested in all of this it took a lot of discernment because I didn't think I was smart enough and I didn't think I was ambitious enough and I think a lot of women in particular probably have the sort of like imposter syndrome which is probably why when I first signed up for PNZ there was only one other woman it was Jean Schake who was our chair at that time she was term limited off a year later and for a solid year I was the only woman up here there were no other women on City Council and now we have three women on City Council I'm still the only woman on PNZ next week we'll have another woman on PNZ but there was only be one let's be honest so I just I would like to thank Councilman Engelbrecht for appointing me to this position like to thank the Planning and Zoning Commission for treating me as your equal and I think a lot of the hang-ups that I had about this probably came more from me than it came from you and I learned a lot about this city in the last three years but I also learned a lot about myself so I just I just want to thank you and I may not be here in this seat but y'all know me I ain't going away so I'll be out there keeping an eye on you and that's it I'm gonna drop the mic thanks thank you anybody else no okay well thank you both for your years of service and our next meeting we'll have a celebration to thank you for all the time that you've given I know when you sit on this Commission from out there in the public you don't know what goes into preparing for meetings and the calls that are brought in and the questions and can we bend your ear and that is behind the scenes that nobody sees certainly in the public and so both of you all are fully aware of that and I want to thank you for your time not only here but all the things that go on outside of sitting on the dais to go into serving on the Planning and Zoning Commission I think both of you all have done a fantastic job and you'll be sorely missed so look forward to a fitting celebration in a couple weeks and thank you again with that nothing else this
