Okay, this is an item for an application for a grant for the TCA, and we're looking to
do some renovations and improvements to the stage in Quaker Town Park.
What we're proposing to do is make actual enhancements to the stage itself, beautify
it, and then put a roof on the building and some backdrop that would be part of that structure.
The proposed grant application is for $100,000 at this time, we're finalizing that number,
but we're thinking the project's about $200,000 in total to be $100,000 match.

This is the same grant application that was applied for last year for the DWIF monument,
and I think it was $26,000, if I can remember correctly.
So there has to be a letter of support from the ODD district, and that's what this is
requesting.

and hold discussion and get staff direction regarding the letter of support from the original
district for application be made for the Tejas Storytelling Association for the Texas Commission
of the Arts in response to the cultural district grant program.
This is for the same grant application.
This is for storytelling for a little bit less for their operations programming, and
the total was $7,000, and that's for the 2022 storytelling festival.
Grants have to be completed.
The grant cycle runs from September 1 to August 31.

the following public art committee projects, one, the North Lakes Dog Park, two, the Roland
Vela Athletic Complex, three, the Tennis Center, four, Fire Station number three, five, the
MLK Project, and six is the Interracial Fellowship Monument, and seven is the Carroll Boulevard
Art Trail, Dallas and Teasley Sculptures and Bonnevay Bray Roundabouts.

I'm going to be bringing that up just give me a quick moment here.
Just a quick comment, Shalon and Caroline, do you mind turning your cameras on since

We'll just take these like we normally would.
We have the North Lakes Dog Park.
Again, that's a budget of $35,000, their subcommittee and are essentially the statuses, the approval
of proposal that was went before council.
It was actually put on the consent agenda that was approved by council on Tuesday on
the 18th.
And so right now the contract is being finalized and PO is being cut and we are starting physically
on that project, as far as the artist being able to create that sculpture.
So we're moving right along with the particular one.
John, what's the projected timeline?
The projected timeline is hopefully we'll have this one done by the end of August.
Some of the delays we had changed a little bit in there.
So we're going to have to look at that real hard.
And I've got had a quick meeting with the artist yesterday on the phone.
And so he's just waiting for the time to get going.
But he's fairly confident that they'll be able to do it by that time.
John, do we intend to pull the subcommittee together for the color selection?
Yes.
That was mentioned in the last time that some of the color selection that that pistols,
maybe somebody wanted a little bit more vibrant.
And so we'll remit with that to talk about it.
Just to refresh the memories, the materials was aircraft aluminum, and that was a powder
coated aircraft aluminum.
But there are some other shades and so on that are more vibrant that some of the members
thought that might be a better look for that particular thing.
So we'll get together and take a look at what kind of a palette of colors that are available
for this.
I'll get that from the artist.
But that particular design feature doesn't have to be really implemented until very close
to the almost finished fabrication time.
So we actually have 30 to 45 days to be able to look at that.
Okay, I'll move on to the next slide.
This is still in fabrication and it seems to be coming along very well.
I haven't had an immediate contact from the artist right at this time.
But it looks like they're moving and will be able to produce this within the time frame.
So right now we are looking at about mid July from the last time I saw.
Just a quick update on the foundation, Drew, would you like to kind of explain what you
guys are working on?
Yes, so on the foundation through your recommendations, the concrete work started today to put the
planters around the art pedestal.
And so we a couple weeks ago, we installed the conduit for the irrigation and the lighting
for that sculpture.
And then the concrete work started, like I said, this week actually started today for
them forming up for the new planter beds that will go around that sculpture.
And that's the planter beds and those changes were a result of council members that had
asked to have a less ability to reach out and touch that particular sculpture because
of heat concerns and that.
And so softening it up a little bit around the base with the planter and bringing water
to it and giving a little distance between that and where people would touch it is appropriate.
Tennis center, the rest of the tennis center is really coming along.
We have the main field house area there, the clubhouse is pretty much done.
Hope to have had a meeting before this, but we had a lot of other projects that were running
along, but it looks like we can start that.
So I will be getting with people starting this next week to look at that.
Well, first of all, we'll come up with a few possible locations.
I'll share some photos and various things of that before we have a meeting so we can
make sure we can discuss that.
So right now, those subcommittee members that we've got are Franklin Nicholson and Steele.
Fire Station 3, currently the call for artists is out in the wild and that is getting a few
good hits from it.
I've been contacted by eight different artists on being able to submit for this particular
project and some of them are from bronze all the way to some very interesting styles of
sculpture.
So it's going to be a very eclectic look once all these things come in, so that's going
to be very interesting for it.
Now, those call for proposals are due on May 28th and so once those happen, I'll take those
and I'll get them into a visible form and we'll be able to meet on those particular
occasions.
And for that particular one, we have Franklin and Steele for that subcommittee.
MLK Jr. sculpture is still moving along.
I think it's just passing between the rough fabrication of those sculptures and to the
finer sculpting at this particular time.
Where next steps that we're currently doing in the department is we're going to be preparing
the site there for those sculptures and so the flag poles are coming and being moved
and we're going to be preparing some landscaping around that area and pouring a pad and then
doing a stamp concrete around that where they would be sitting on it.
And Drew, I think you mentioned that you would have oak leaves pressed into that.
So working with the artist, she wanted to have kind of a non-traditional stamp concrete
to where typically stamp concrete comes in a roll and everything is really squared and
it looks, I don't want to say this, almost like you're doing tile work, everything straight.
She wanted the leaves to look like they fell on the concrete when the concrete was wet.
So we found post oak leaf stamps and we're going to intermittently just stamp the concrete
like the leaves fell on them or fell on the concrete and then it'll be poking out underneath
the sculpture and they'll be in the walkway so there'll just be a little bit of everywhere.
All right, next item, the DWAF monument is coming along.
I honestly am in contact with the artist Dina Fischer virtually every day.
She's getting very close to finalizing the rest of the designs.
We've actually included a few things here that you can see some of that progress for
it.
One thing that didn't make it in time for this meeting was that she actually produced
a video of holding up some of the designs and we're going like this and so you'll see
four or five different pictures just by doing that different angle on that for that lenticular
art.
So I think it's going to be very interesting.
We have run by all of the names to be historically accurate, Lenny McAdams and Pat Cheek were
both a part of that group to review that and they've also seen, I know that Lenny has seen
the final design for the lenticular art and has just followed them a little bit with it.
And so I think other people will be able to see that very soon too.
Again, that project needs to be completed by August, the end of August, because some
of those are funds through the hot funds.
So the actual park area, so this is, you won't recognize industrial street park very well
here.
This side here is an industrial street.
This side here is towards the parking lot over in the side.
And so this is getting pretty close to the final design of this area where there'll be
steps coming in, the name of the park will be posted through here on the steps and these
beds that you see here, this is where that lenticular art, these pieces go.
And so literally as people walk up, they will see some moment in time or some saying all
the way through that until they get past that.
So there'd be each side of this is also active.
So if they walk on this side of that, they'll see all of those art pieces too.
This looks like it's just color, but in reality it's quotes, it's pictures of people and all
around the edges are all the names of the people that were on the DWIF.
So that's what the people as they get introduced to the park from industrial street will be
able to see.
And that's four sides in about four different angles.
And so there's a tremendous number of pictures and things in each one of these items.
As people come on in, there's going to be concrete walkways.
If you've been out there, you know that this is a very difficult area to keep the sod growing
in the summertime.
It's really hot and it's difficult to keep things growing.
And if you get any traffic on it, it wears away that.
And so what we're proposing is to put in sod, not sod, but artificial turf in here that
stays cool.
And other than having to do concrete or something that it's not really practical.
So that's what this area would be, and then the art piece here is this curtain wall as
we're calling it, curves like this, and this is more like a little amphitheater type of
area.
And they'll be able to walk all the way around the sculpture and there will be a seating
area of concrete benches through here.
And then there'll be the red buds all through over that particular area.
We have brand new ADA accessible ramps through here and then on the back side through here.
And right over here is where we have the handicap parking for it.
And so it's very accessible.
If using a wheelchair, come right in here, enjoy it and get around all the different
parts of it and through the park.
As a quick reminder of some of the things that goes to the curtain wall looks like this
stainless steel rods hold everything together and people can walk around and they get a
different angle of all this stuff.
And one of the cool things is that they do have the app for the phone that they'll be
able to view that.
Some of those will bring up the person talking so that UNT did through some of their oral
history program, they recorded many of the people and they have what they said about
that particular ADA by evidence accomplishments at that time.
So it's going to be a very, very instructional but also very colorful and beautiful piece
as it goes.
Some of the bollards that we saw earlier were more of a rectangular originally.
The artist elected to be able to change the bollard to one of these types that will have
a wrap of that same type of material around each one of those pieces that kind of looks
like over here.
John, can you explain the ability to change and update those panels?
Each one of these, if let's say that somebody else comes in that wasn't a part of it, another
piece can be put in and some of these moved around at different times to be able to modify
some of the story if that's need be.
There are quite a few sayings that you can see here, quotes, and those were many of those
were provided through some of the histories that we've actually the artist found and through
Lenny McAdam to be able to provide those kind of quotes for it.
So we have those kind of opportunities if we need to update at some point.
Okay, one of the new ones that we would look at coming in here is we have the Carroll Boulevard
art trail and so we've identified some funding to be able to work with that.
It's kind of to be determined on how much can actually be spent on any particular area.
So in Carroll Boulevard, there's three different spots that are there, we can take a look at
some of those.
And so here's one of them close to panhandle on Carroll Boulevard.
And so this particular star item here is where that would be generally located.
And then I'm not really sure how close this one is to another area, but that's another
one where that comes back out to the street.
And then again, this one here, as it comes through here in this particular area here,
it's like there's a small decorative shade structure in that particular location.
It actually looks like a doghouse, but we're just going to call it a shade structure.
Okay, then another spot over here, very close to Crescent, I guess there are four locations
there.
Another one that we can bring forward because of some of the monies that we were able to
move from some of the medallions at the I-35.
And we'll be able to look at about $311,000, Gary, to be able to look at all these things
to fund the Carroll Street and to fund this particular one here, the Bonnie Bray Roundtable
sculpture.
A quick video or a picture of that.
So we have Scripture Street and Bonnie Bray, and you can see that this is an area right
in the middle there to be able to place that one.
And so that will have a lot of visibility.
As this area gets built out because of the new medical facilities that are there, this
is getting to be a very busy street and intersection.
And if anybody's been there and tried the roundabout, it's moving along and keeping
things going very well.
So that is the basic location for that particular one.
We have another opportunity, which is the Dallas and Teasley sculpture.
That's right at the intersection of Dallas Drive and Teasley Lane.
And this is one here.
We still have to figure out what we want to be able to fund that.
So literally, we'll have this certain amount of money that we'll be able to divvy up on
basically the scope of each of those particular projects.
So our next step is really to finalize locations on all of these and then determine whatever
the art style is that we would like in those particular locations for it.
And so Dallas and Teasley.
So you have Dallas Drive and Teasley running this particular way.
And this particular little, I guess this little pocket park area, this star here, or where
the location can be in a variety of spots in here.
This doesn't necessarily have to be right there for that one.
But that's one of the other proposed locations in the past.
And then we have another item that we can throw out here too.
Now in Arlington, they have this particular sculpture, it's called Dream.
And what was the artist's name, Gary?
It is Schomburg.
And so it's a sculpture and this has a lot of holes in it because it's lit internally.
And so if you see this during the day, it looks like this at night.
And this has been, in Arlington, one of those favorite places now to take graduation photos
for high school, for college.
And so at any particular time, their newspaper there is reporting that they've got kids in
their cap and gown out there showing that they're dreaming big for it.
That's their particular idea of this.
And this artist usually takes a single word like that that is more inspirational.
And so we were thinking that we could come up with a word that also represents Denton
and do the same type of thing if that's the direction that we receive from the Public
Art Committee.
Hey, John, and another idea we had was the word music.
I know a few weeks ago, a few months ago that we decided or the PAC decided that really
the theme of a lot of I-35 would be music.
And so the music theme kind of going along with Denton and really not to copy what this
artist did, but maybe to get some what we call inspiration from it is go with the word.
If we went with a word, it would be the word music.
And then you could cut out different types of musical instruments instead of the bird
that this artist did in those letters.
So you know, you have a saxophone and a trumpet and a guitar, you know, just kind of going
along with with that cut out.
So that was the idea.
So it says looks like doves type of cutouts, but also all across here in the concrete in
this little plaza area are impressed for stamp concrete using those particular design features
for it.
Yeah, this this the first picture is actually right next to the 11th Pavilion, that one.
And then the second one is actually at Burning Man in Nevada that was at Burning Man and
then came straight to Arlington that September.
So it was it was out in the desert for that.
But just to kind of go back and give you a little bit more detail, we we had money in
a prior Bond project for the medallions down near Bucky's and Lillian Miller.
And because of construction issues that never occurred, there was discussion about putting
them on pedestals and the pack chose not to go in that direction.
And I think that following that there was a discussion about gateway signage and and
the pack decided that, you know, signage is not art.
So we we actually had come back and proposed Carroll Boulevard at the time and Dallas and
Teasley in Eagle and Elm, which the pack was interested in.
That was probably maybe almost two years ago at this time.
And then more recently, we discussed the improvements on I-35 and that's where we had the discussion
about putting the medallions in stamped concrete or art music related impressions in the retaining
walls on I-35.
We've had a number of discussions with TechStat regarding that, in fact, one this morning
and we're working in that direction.
They that's going to be left, but it's going to be about three or four years before that
project is actually done.
So it'll be under construction for a while.
The money that we were going to use is bond money and we presented to the Bond Oversight
Committee about two weeks ago and they recommended that we use this that funding sooner than
later, rather than sit on it for another few years.
So at that point in time, we wanted to come back to you with some additional ideas to
use that three hundred and eleven thousand dollars.
And then for the enhancements on I-35, we did get awarded first place in the Governor's
Achievement Award for Keep Dentin Beautiful.
So we're getting two hundred and ninety thousand dollars of TechStat appropriations for beautification
along TechStat roadways.
So we do have that and then between now and 2025, we'll find the additional funding if
we want to do some additional enhancements along the interstate.
So we wanted to present to you ideas and options.
We could certainly get a subcommittee going and have these discussions a little more detail
so we can iron the locations out and what the themes would be.
But currently we have three hundred and eleven thousand dollars in that bond account that
could be used for transportation related art.
So anything along the thoroughfare is what we're looking at.
So would that be like a standard open call type of a situation or is it like this dream
sculpture that you showed us?
Would it be potentially like a purchase situation where like a sculpture already exists and
the public art committee would just decide to try to purchase something?
Well I guess if you wanted to go with the theme of, you know, a specific word, we could
put an RFP out and have artists put together different types of design, font, style, you
know, metal, whatever it would be based on their proposal and in the budget.
This artist here I think typically stands in the general same kind of size.
It's all one word like love, dream, those types of things.
I reached out to them just to see if the word music was available, it sounds like it is.
So we could talk to them directly or we could just put out a call for design at whatever
direction you wanted to go.
The other sculptures if you wanted to do on Carol, you could do the same artist in pairs
of three or you could do three different completely artists, different styles, designs.
So we could do them individually by location, we could put one out for each of Carol or
you could do them in groups if you'd like.
And you have an opportunity to tell a story too if you had them done in groups, let's
say the ones on Carol, something sequentially they'd be walking by.
I can definitely see why that dream sculpture is successful in terms of attracting people
to go there and do photo shoots and why we would want a similar thing for Denton.
And I can also understand why the word music would be a strong choice in terms of representing
something that is a very strong component of the arts here in Denton.
However, I think as an artist who works a lot with text and words in my own work, I
think the difference between the word dream and the word music is quite large in terms
of like dream could obviously inspires this idea of like forward thinking and the future
and can mean kind of like something very universal but also something like slightly different
for each person because obviously each person has their own individual dreams, right?
And I think that the word music represents Denton but I don't necessarily think it inspires
the same sense of, I don't know, whatever that sense is that the word dream inspires,
I don't think the word music necessarily inspires that and not everyone would be as inclined
to like relate to it in a similar way, right?
So I think I like the idea of a sculpture that becomes iconic like that but I don't
think the word music would necessarily have the same effect if that makes any sense.
So I would be inclined to have a discussion about whether or not that word is something
that we really want to focus on or if we as a committee want to choose a word or if we
want to sort of allow the artist to choose the word because I think also like as an artist
who works with words, like sometimes like the combination of the typeface of that word
dream and the doves that make it and then the light within it, they all kind of like
work together so I would be more inclined to let the artist kind of like come up with
the word if that makes any sense.
Or maybe have the artist provide a couple of words rather than just one that the subcommittee
could select from and I agree dream is both a noun and a verb and music is a noun there's
no action there it's just music which is great but dream has a lot more power behind it.
When everyone has dreams and maybe not everyone's dream involves music, I love this thinking
that Alicia and Ed have, would it be possible to consider a symbol then that may have more
complex meaning or more multiple meanings?
Well maybe the idea where music really you know that's us trying to find dentin whereas
that image dream is a different definition for whoever's standing in front of it.
It's finding that imagery that is personal to whoever's in front of it as opposed to
being a descriptor of a place.
Yeah the word dream really tied in perfectly with obviously what you guys just explained
but it's also American Dream City is what they branded themselves so they tied it in
with their new logo and new brand for the city so it really came together perfectly
for them.
What is Denton's logo?
That's a flag with the word Denton.
Maybe this is our chance to uh we'll be the new branders for Denton with what I can call
it.
It used to be just a d.
I love the idea of doing a call that is like a call for artists to come up with an idea
of you know of an iconic kind of a sculpture that could potentially lead to our own branding
and you know there there could be like a description of Denton's history with music and all the
other things that we're really proud of and then maybe yeah artist.
Does the word does the word play relate to dream in a similar way where you could play
you know could be action, exercise, could be music?
It does I don't think so that people are going to want to photograph themselves in front
of the word play as much as they would.
I get that.
It's a really it will sound better it'll be really interesting um what maybe people could
come up with because when I think of Denton now that I've lived here for like 20 years
and I've become very involved um here when I think of Denton I don't think about music
or necessarily the College of Music or you know anything that maybe people outside of
our city would think of I think about the and it just sounds so cheesy but like I really
I think about the people and I think about the people who are you know when we had the
winter storm who were busting their booties out you know risking their own health to help
others and all of these crazy non-profits that we have here in Denton for the people
and like just the caring and I know that that's that that might be too specific for Denton
but I mean it'd be nice for people if we do a call for them to kind of maybe have a Dentonite
or just someone who can learn more about people or you know as a community like it would be
nice to kind of have something like you know that kind of connects not just people in Denton
but people to people and like have it it's only an open call I would respond to it myself
I don't know if that's allowed but it's only uh it's only one more letter it's only one
more letter but you could have it say Denton instead of dream yep less inspiring but you
know just an idea many different ways we could go since Denton is kind of its own you know
the thing you see Denton brought up in so many different ways and that are unusual so
just an idea well think of oak street has the little d what if you just had a lower
case d I don't know if there's there were some issues with like the d music symbol I
think there were some I don't know if the city owns that design or not I just think
but that's an idea it's really hard to inspire people and like this is what artists do right
like this is what like it's hard for us as a committee to come up with the idea that's
gonna be the thing that everyone wants to see and photographs themselves and so that
shouldn't we shouldn't try to make that our jobs we should allow artists to do that job
you know I was thinking about one of the phrases uses Denton as north of ordinary and who'd
want to have their picture taken in front of a big thing says ordinary it's like no
I don't think so oh you could go the original you could go odd right ODD yeah that's the
original Denton district and I do like the idea of using the word Denton because it is
pretty unique and kind of has a artistic or or a art connotation but maybe we could use
the fonts or the symbols could be kind of taken from different art even music symbols
or notes that could you know signify music or art in general doesn't have to be necessarily
all music notes but paintbrush and other things but still spell out didn't with like a multi
you know tiered or multi use of of fonts kind of to make a large scale you know word word
then I know I'm not a designer but I mean I'm just saying maybe the word didn't does
kind of stick and it is you know I mean you can't really go wrong by using the term it
the actual term itself or what you're trying to just to the signal it's a good idea we
could have a giant Scrabble board I'll tell you what is what I'll do is I'll throw together
a few things and see if we can get a subcommittee that together for these I think we only had
some suggested subcommittees in the past Gary I think that's that's really what we have
we didn't have anybody specifically that were had signed up for the Carroll Street let's
say or this other particular art piece here so I think we need to get some subcommittees
going for those we want to maybe put a subcommittee together for the for a couple pieces kind
of make it easy for everybody so not everyone's jumping back and forth between different subcommittees
so maybe take this this this $300,000 whether it's Carol the the word art and just pick
out a scope and a budget for each one of those with one subcommittee so we're talking about
a couple different projects though right like there's the there's the funding for the highway
thing and then there's also the Carroll Boulevard so there's the roundabout the Carroll Boulevard
and the Teasley Dallas are those the locations or is there a potential other location as
well well we could we could come up with with any location you that you could think of there
the dream the dream the music word we were thinking of maybe you know just kind of throwing
out an idea to get things started was right there at Dallas and Dell up on the the hill
on the railroad tracks where it gave it even a little bit more height and there was some
space there but it could we could really come up with ideas anywhere I can show that particular
one here let's see if I can share my screen again I just happened to pull that in case
we needed it so this is the Bell and Eagle here and so the railroad tracks here there's
a hill that runs from the street there's no sidewalk but it does run along this particular
direction here so if you go north of those trees there's a long it kind of starts tapering
down all the way over to Robertson that might not be the best location but that was just
something that we had thought about it's definitely a drive-by rather than foot traffic because
there's no walkway no path along that way yeah and we talked about that too we could
definitely build one if that was a location that was picked so don't discourage you like
an over footpath is that what you're saying yes we could do a winding footpath up to it
and then coming back because it would have to be winding to make it ADA accessible to
meet all those right those those degrees on the slants yeah someone who has like ridden
my bike down Eagle and then made that turn onto Dallas Drive that is definitely not very
pedestrian friendly so this is a great opportunity to make that area more interesting well and
obviously whatever we choose is going to be amazing and people are going to want to take
pictures in front of it so we don't want anyone to yeah where would they park too I wonder
if they were to know it's we'll drive fast people are yeah that location is problematic
for parking and just people running in front of cars and people not paying attention it's
not a very pretty location honestly we're gonna beautify it but there's still a pawn
shop and a vape shop and like a bunch of closed stuff down there you know it's it's not where
you would dream or achieve or inspire or love or whatever word you put that's not the place
I would think of as the first place to stop my car and walk over and take my picture in
front of that with the pawn shop in the back you know we'll look at a few other possible
locations that throughout the city I do like the idea though of the potential for putting
something there that changes that area and makes it more desirable and makes people love
it and put more care in I agree I think it can be done for sure and if it's not this
piece maybe it's a different art piece that could go there you know next time you drive
by it if you look at it it really kind of comes from from the ground level from Robertson
and it goes all the way up to those trees so you could almost put something that kind
of follows that terrain and put lights on it you know like dominoes but not not specific
that's probably a bad example but something that that could create some depth especially
at night time could be kind of neat this might be a question for you later Gary or I don't
know who I would ask but but in terms of like when subcommittees or whatever are formed
for these projects like if me as an artist if I'm like oh this is something that I might
want to apply for would I just recuse myself from participating in that yeah yes that would
be the best the best choice okay do we have any other questions John do we need to ask
for nominations or for the subcommittee so yes I think what we've identified is we really
have kind of two subcommittees may be here or it depends on what the committee wants
to do but definitely it would probably be best just for everybody's time to make sure
that one subcommittee does carol drive at least and then another could be looking at
the other locations the roundabout and the the eagle in and Dallas Drive type of one
at the same time even though the eagle and Dallas Drive one hasn't sold wait not the
eagle and Dallas Drive they went over it that what is that Teasley and and Bell yeah or
Teasley and Dallas Drive I'm getting all confused as Dallas and Teasley hit it Dallas and Teasley
okay yeah all right so Dallas and Teasley and those as that's the possibility and then
continue looking for something for the single word one as a kind of key sculpture in those
because I think that you can definitely get some really good bang for your buck moving
along carol boulevard and so even having a single artist be able to do a call for a single
artist to do those or in the scope is tell a story with three different pieces of art
because literally if somebody's going along that trail they're going to see all three
of those out on that particular trail so it'll be nice and then one of those actually has
a little shade in the rest structure that's there that the little doghouse that we had
in the picture and that could be right there for something that takes a little bit more
viewing side of it so it depends on what that subcommittee would like to be able to see
so I think that's definitely one that would be a really good subcommittee one and then
maybe a second subcommittee to be able to do the other two areas and then we'll take
a look at the single word one as uh as another example or it will form that one the single
word one I would expect would have to have more funding for it because thou just to scope
is going to require a lot more money than something a little bit smaller that would
fit on carol boulevard let's say
so right now the uh fire station is the law firm of franklin lin and steel and then the
tennis center is the law firm of franklin nick nick nicholson and steel
sounds like two dentin law firms there for you there you go subcommittees now should

City Council develop a work session on the creation of the public-private partnership
from the funding of the interactive fountain at Razor Ranch Park
okay let me work to get that one up on the screen

okay sometimes those powerpoint presentations fight each other
okay during one of our council meetings we had a request from council member Davis
and what he was proposing and this is like these one-minute type of proposals they do
to be able to take a look at something a little bit different than they normally do and so
one of those actually the start of one of those was the DWIF monument which was proposed
by a council member council member Metzler now mayor pretend that's there and so now
we have one that's been proposed by council member Davis and so they would like to get
some kind of response back from the public art committee so that we would need to form
a subcommittee to take a look at this and to review the development of some type of
public private partnership for the future of the project and then form a subcommittee
it can be the same one to review possible designs construction costs and any ongoing
maintenance costs that are involved so they're really looking at some kind of a feasibility
study to be able to do some type of signature art piece that's also an interactive fountain
and so if you're asking and wondering what that might look like here's the rotary fountain
at riverfront park in spokane washington and so during the day you can see that it performs
just like a spray ground or spray park for people in the community and so there's businesses
and other things around and you can see a lot of fun activities that are going in this
particular area in the park and they've got water sprays the kids run through and different
things during that time and then at night time when it's closed for the people to run
through it it becomes a very decorative very nicely lit fountain in the evening time and
so it provides a couple of different things it provides really a nice art view and it
provides activities in the community and it has proven to be a very significant draw of
people to the park to to get greater visitation and also to the area downtown where the park
is for people to enjoy the businesses and the restaurants and various things in the
community which is why they proposed this original thing and so at spokane the rotary
club took the lead in being able to raise funds for this particular project now originally
uh they had estimated a cost of around a million dollars to be able to do this particular fountain
that's just giving you an idea of how the budgets would work and that actually grew
to 1.2 million after they ran into a few technical difficulties with it uh and the fountain was
built and commissioned at that particular time some things that make people may not
know about these this is not potable water something like out of the the city's water
system and you'll see many fountains that just use that and most of the time that water
has gone to just waste but anytime you throw people into the mix where that needs to be
in direct contact with people like a swimming pool it falls under the state's health codes
and so it needs to be uh run exactly like any spray ground does and so the spray ground
at carlion park that type of an arrangement for it now just the spray ground over there
i think gary what was the budget for that because i wasn't here during that it was it
was four hundred thousand dollars john okay four hundred thousand dollars and since then
we put the bath the bathrooms in right yes so how much was the 150 000 and so to be able
to operate this normally in the state of texas you'd have to have restrooms that are close
by you'd have to have some form of showers for it and literally underground here you
have this large basin of water so think of an underground swimming pool that nobody gets
in because that water is pumped out of that underground pool into these sprays and then
when it comes back down it's filtered it's chemically treated and in the state of texas
we would have a secondary disinfection system probably ultraviolet light which is what we
have been using in all the other swimming pools and so that will tend to drive up the
cost of some of these for it so you're really you're buying a swimming pool that you're
erecting a piece of art above it now the rotary fountain that you see here isn't the only
one that's out there uh that's used in this particular way but it was the only one that
i could find in a few weeks time that had a public private type of an arrangement for
it where you had a group like the rotaries do that we of course have our parks foundation
and um and brooke more would want to take a look at this we've talked to her briefly
about this that kind of involvement but we really haven't had that kind of fundraising
for a single piece for that amount of money that i could find for denton and so that would
be one of the challenges i think is to be able to identify enough partners that really
want to be able to do this uh and council member davis his proposal was to do this over
at razor ranch as a featured item to be able to bring more people to that park area and
of course all the businesses and various agencies around razor ranch park or for it so that's
what we have uh you can find variations of this type of sculpture in many other places
this one is really just a water sculpture and so what you actually see in both of those
pictures is exactly the same kind of sprays that it does it doesn't really vary that much
you can go to places like in branson missouri and they use music flames lights and water
sprays all moving computerized to move and tell stories and various things you can literally
go online and and look at the schedule of music that they're going to play at any particular
time of day to go watch a performance of this particular fountain now it's not one that
is available for kids to get into fire and kids don't usually mix but that's another
example of something very extreme but and that's a couple million dollars to about five
million dollars to do and the only other one now that is local in the state that we've
been able to discover is that 10 million dollar fountain that is going to go in at clide warn
park in dallas has anyone heard of that one so far okay and that one will be one that
um it's enough sprays and things it's not directly meant for for kids but it will be
one that is going to be uh coordinated with music and sprays and doing those things with
it so with that we'll go ahead and open it up for questions there's a nice little one
in oklahoma city right downtown there's a waterfall park that looks like a water feature
you might want to look at that one okay we'll do
and one of our park planners jason donnell he has come up with quite a list of different
ones that are around but each one of them has been built with grant monies uh with but
not this public-private type partnership piece to it so we're really having a hard time melding
those together to give the committee something to work with i mean you have to have some
data to be able to look at to see if that's going to be feasible i love the idea of um
you know if we can get the funding to make this water feature happen um the idea of this
temporary public art programs that we've talked about putting into place like one potential
avenue we could explore is um like if there is um a way that we could sink the water with
music or um even like projection onto the water um we would do sort of like an annual
open call for that sort of a temporary project where a musician or a projection artist would
get to use the water feature for their work i've seen them uh artists do laser projections
onto mist and so they'll create a light sculpture that particular way there's a swimming pool
in schomburg illinois where at the end of the slide they have a ring formed and that
ring has sprays that come out and they shoot a laser against it and so you'll have uh pretty
stars and various things but the kids really like the one where they get down there and
the shark opens its mouth just as they go through the ring uh so that that's it's art and but
it's something that can be updated and and done so you'll think of it as what's temporary
type of art and that could be used in that particular way but i haven't seen it done
in like a city park right now there's someplace there's someplace i saw that was actually
interactive where they had the um the mist screen with a projector and they had a basically
a touch screen that you can draw your own imagery and it would show up on the mist so
it became an interactive display as well and really the the idea behind this is they wanted
a water feature at razor ranch and so uh at like the new ranger stadium there's a water
feature as you walk in and what it is it's just a really large concrete pad and it has
water jets that come out of it and of course nolan ryan's at the front of it his statue
is so like what alicia said if you wanted to do something to work you'd switch that
art out we could always put an art pedestal in the middle that could obviously get wet
and have the you know the the pedestal be there and then the the water shoot around
it and then with all the technology that we have today that you could program the lights
in the jet and then it could all the and this is what the ranger stadium does also is the
lights are in the jet and then it programmed it's programmable to the music that's playing
you know on the outside of the stadium so that music's dancing up and down the lights
are coming different colors and of course you have nolan ryan standing in the middle
of it so uh we could obviously do something like that because really in the end they wanted
a water feature there so how could we incorporate art into that water feature and not turn it
into you know a five million dollar piece to where we could turn it into a really nice
splash pad that would probably be around the five six hundred thousand dollar mark and then
obviously we have the art pedestal like alicia you know we could and then we could switch
that art out and so i really like that idea and how we can incorporate what others have
done and then add that that really that really a splash pad so it'd be a splash pad with
art so yeah and i don't think the art has to be on a pedestal like yeah it wouldn't
have to be but yeah you know yeah yeah because nolan i think he stands on something about
six inches tall so um my my question um to alicia's idea was having um you know these
temporary art projects and bringing in kind of uh more contemporary i guess like new media
artists or light music artists that could use that as kind of like their canvas and
maybe have uh you know performance nights i don't know whatever but um is that something
that just kind of all of these fountains are capable of doing at this point or do we is
that kind of a specification that we need to look for going forward you'd have to specify
those okay i think that would we would i would personally want to look into that going forward
just to keep our options but council member davis was in his vision that he showed especially
with the spokane um that riverfront one was very significant piece that's a very signature
piece he was looking at and something a little more permanent of what it was and so i think
what he's asking for is you know kind of this feasibility study of taking a look at is that
something we could do in net and do we have uh available partners that may want to align
to help be able to fund that and then to how do we then create um something moving forward
such as how much is that going to cost to operate and what would be the the maintenance
type of issues that could show up that would have to be funded by the city in the future
for it um ideally if you raise a plenty of money to be able to build it that you suck
some of that away uh as um kind of an endowment to be able to take care of it um similar to
how like universities will do many of those things but we are not there at that this particular
point and so i think what they're asking is that we need to just is this feasible this
is something that um the public art committee can get behind to be able to support uh and
so i think we see a subcommittee to take a look at those those two items there that we
had to be able to explore and we can obviously put together what his initial idea was you
know council member davis's idea and now what what our idea or what you know the pack's
idea is today and say this is what your you know initial thing is this is what it's going
to cost this is what the you know the the pack is put together and then this is what
it's going to cost that way we can show those two variables and and really tell that story
on kind of what now what now what you your idea is to have here so and what i think alicia
was saying having something a little smaller or something that but you don't if you build
the fountain pieces that are not to be played in it changes the whole nature of the supporting
things for it but if you build it for to be played in that's where it gets a bit more
expensive to operate that's great i like it we have any volunteers for that subcommittee
i would do it okay alicia thank you i would say i mean i would do it does anyone there
does he want to okay i don't i'm just really excited maybe it's just like coming like i'm
just really excited about all these things yeah i like the word interactive so i'll be
involved in it i love the interaction so adam okay you want to think about a potential partner
could be more on the technology side like you know to think about a partner who could
bring a level of technology to this fountain that would allow us to make it like a tool
that different artists could utilize to bring different projects into existence right so
right now i have alicia meredith and adam as the uh subcommittee for that so we all
good okay and and john just to give i like to be optimistic we did have one project where
we did raise quite a bit of money and that was uh eureka 2 and it was just a little over
a million dollars and so it wasn't just that wasn't what you per se a pra a public private
partnership that was really going out and raising money for for that playground so we
could definitely i just wanted to shine some light and show that we we can raise that kind
of money we just have to to get busy so i think a key like what drew just said if it's
public private who in that immediate area so if a location such as council member davis
located at at razor ranch who has uh interest in their whose businesses are around that
would benefit from having this is like where does the money come from for clied warden
park it came from everything around it and so this is the same thing is that's the starting
point is who's close by who has an interest in in that and so that's where that the first
steps would happen and the 10 million that they're doing for the fountain decline where
it came from a single donor any single donors any single donors right now on the pack that
would like to be able to step forward and do that two million maybe two and a half million
would really work i think i have so much time to down to donate i'll just do anything anymore
looking for a couple million dollars i'll take one

regarding the public art committee annual 2021 meeting schedule
let's see i don't have that eddie do you have that schedule you can throw it for us
i see gary's lips moving but i don't hear anything i don't know if he's talking to us
or not yeah i was talking to myself sorry about that it was a good conversation um awesome
so council recently had a discussion about starting to move forward with in-person meetings
so we're working towards that for next month so uh if eddie could bring up the schedule
for the group wanted to see if there was discussion on when you wanted to meet in person if if
some people are still concerned about meeting in person we can set it up so you can kind
of virtual into the live meeting as kind of a transition so if if you do have some concerns
you feel free to reach out to us and let us know we can plan for that but wanted to start
the discussion with the group in regards to um if you want to stay the same day on fridays
uh or if you want to go back to thursdays you know i think before the pandemic you were
thursdays at four um i think some people's schedules and work schedules have changed
a little bit and uh so i don't know if that's still conducive for the group but wanted to
have a discussion with when you uh wanted you wanted when you wanted to meet and eddie
we see your packed meeting schedule we don't see the calendar i think that when we talked
about it last month um we all kind of thought maybe maybe if i'm i don't know if i'm wrong
or not um maybe thursdays because yeah you're right on fridays maybe yeah thursday at four
is what was discussed i think this meeting was made friday for scheduling reasons unknown
yes sir yeah that was it so yeah thursday at four was when um okay i think the majority
of us said was the best time is but that was when we were talking virtual that we have
that's what eddie suggested that when we went back to her in-person meetings to go back
to the normal schedule now i'll still be doing virtual i don't have a problem saying that
um so you'll have to find a way to have a virtual ed there because i will not be meeting
you in person okay and then they talk about having those you know both so yeah i will
need to do virtual through the summer so is everyone else i'm fine with in person okay
but everyone else good is good with the thursday at four again just at four works yes i see
me virtual as well okay not that i don't like everyone i do but it's still a pandemic
hasn't changed i don't know if we'll be ubering any food to you guys though that's cool just
send some uh dogecoin over we'll order it ourselves we'll promise to have virtual food
virtual food yeah perfect there you go it's a buffet all you can eat so that was that
a voting item i think it would be good to have a voting item okay um yeah or at least

concluding items weren't we going to start discussing the tempering of the art but path
forward what was that that wasn't on the agenda for today but i guess we could continue trying
to add it to the future yeah we the the reason why we held off is because we didn't know
how you wanted to handle all this moving forward so we're trying to get everything into production
and now we just added a few more items for discussion so um if if that's something that
you would rather move forward pro instead of some of these um we just need to figure
out what the budget is i guess the thing is that there will always be something right
there will always be projects that we can have going on so at a certain point we'll
just make time with an idea be to have some of the temporary art be it you know the dallas
and teasley and eagle or not eagle now but carol that that could be an option also with
the subcommittees yeah i think i think that's a great idea i also think you know we don't
necessarily have to do this right now but i think at a certain point it'd be nice to
have a subcommittee just for brainstorming about temporary art projects um because i
think they don't always have to be like sculptural in nature they could be you know performance
based or sound based or we could think about other forms so they wouldn't necessarily have
like a a physical form that has to be like installed at the install okay
anything else i guess i'll just add one more thing but maybe since that is kind of like
the familiar form of public art right now maybe it would be a good idea to start there
like um if the first kind of temporary art project we did it was like a sculptural one
but then we sort of transitioned to other art forms after that but we use just sculptural
like a thing along carol or at teesley or wherever um as a way of working out some of
the details in terms of how the funding or the contracting and the that kind of um those
kinds of details would work we we can put on the agenda so we can make sure that we're
following meeting rules for discussion
