And then we have the paragraph that was added by Mr. Black. So the historic 00:33:43.280 --> 00:33:53.280 context of Quickertown. Between the 1870s and 1921, Quickertown grew into a thriving 00:33:53.280 --> 00:33:58.280 African-American business and residential district on approximately 32 acres of creek-adjacent 00:33:58.280 --> 00:34:03.280 floodplains, just a few blocks northeast of the Denton County Courthouse Square. Near 00:34:03.280 --> 00:34:09.280 a few months before the 1921 Tulsa Race Massacre destroyed the black community. However, something 00:34:09.280 --> 00:34:16.280 similar happened in Texas. By 1918, 80 black families lived in the Quaker with its own 00:34:16.280 --> 00:34:21.280 school, general store, doctor's office, a druggist, three restaurants, two hotels, a 00:34:21.280 --> 00:34:27.280 funeral home, several churches, a black mason's entertainment hall, and more. That same year, 00:34:27.280 --> 00:34:36.280 the Confederate Confederacy Chapter 853 in Denton erected a 1918 monument on the courthouse 00:34:36.280 --> 00:34:41.280 honoring Confederate veterans, even as it became deeply involved in city sanitation 00:34:41.280 --> 00:34:48.280 initiatives. Two years later, 1920, President Browley of the growing College of Industrial 00:34:48.280 --> 00:34:53.280 Arts for Women, situated just a block away from Quickertown District, promoted the notion 00:34:53.280 --> 00:34:58.280 that Denton "could rid the college of the menace of the Negro quarters in close proximity 00:34:58.280 --> 00:35:05.280 in a business way." Plans for such city beautification was spearheaded by the Denton City Federation 00:35:05.280 --> 00:35:10.280 of Women's Clubs, established in 1913, the same year that the Frederick Douglass School 00:35:10.280 --> 00:35:14.280 burned down the ministry's clan room in Carson, and quickly gained strength among 00:35:14.280 --> 00:35:23.280 Denton's white leaders in the Chamber of Commerce and civic groups who wanted a new 00:35:23.280 --> 00:35:30.280 city park on that side. It's also noteworthy that early, that that would be the Denton 00:35:30.280 --> 00:35:36.280 City Federation of Women's Clubs leadership, including numerous influential United Daughters 00:35:36.280 --> 00:35:43.280 of the Confederacy members directing initiatives. In 1921, the city held a $75,000 bond election 00:35:43.280 --> 00:35:50.280 to pay for the project, and the park movement side won by 367-240 in a mere 127 votes. Because 00:35:50.280 --> 00:35:56.280 of Jim Crow segregation laws, Quickertown residents were not allowed to vote on their 00:35:56.280 --> 00:36:03.280 future, and had no voice in that action. City bond money was then used to buy land at steeply 00:36:03.280 --> 00:36:09.280 undervalued rates for Quickertown's homes and businesses, offering to move them or seize 00:36:09.280 --> 00:36:16.280 them through imminent domain. The 80 black families that once lived there were evicted, 00:36:16.280 --> 00:36:23.280 many moving, moving to underdeveloped pasture, land, and Solomon Hill that had no electricity, 00:36:23.280 --> 00:36:29.280 running water, sewage, or city service. Nor did blacks have access to the city park, despite 00:36:29.280 --> 00:36:37.280 their taxes also funding the initiatives. Denton's Ku Klux Klan, cladder number 136, 00:36:37.280 --> 00:36:42.280 was very likely populated by city leaders and law enforcement officials, actively intimidated 00:36:42.280 --> 00:36:48.280 the terrorized population in compliance and submission, both before and after the bond 00:36:48.280 --> 00:36:56.280 election. After the city parkland was raised by 1923, the very first structure built on 00:36:56.280 --> 00:37:01.280 the property was the 1928 Women's Club Building, as a reward for the group's central role in 00:37:01.280 --> 00:37:09.280 their toward and came to the city park bond. The city property was proffered to the Denton 00:37:09.280 --> 00:37:15.280 City Federation of Women's Clubs in an odd 99-year lease agreement for $1, which also 00:37:15.280 --> 00:37:20.280 notably acquiesced total control of the building to property and its use by the at-the-time 00:37:20.280 --> 00:37:27.280 exclusively black Women's Club and New Park City Parks Committee. The signed final contract 00:37:27.280 --> 00:37:33.280 was built within the weeks of the already constructed building's completion in 1928. 00:37:33.280 --> 00:37:39.280 Ongoing research on the Quakers' inhabitants of this township within the town that grew 00:37:39.280 --> 00:37:45.280 out of Denton's other segregated Freedman Colony district has continued to document its 00:37:45.280 --> 00:37:50.280 incredible historic significance and importance in understanding the city's remarkable growth 00:37:50.280 --> 00:37:57.280 and development. And there's a full quote that basically says, basically establishes 00:37:57.280 --> 00:38:04.280 that the City Federation of Women's Clubs were instrumental in establishing the park 00:38:04.280 --> 00:38:11.280 system. And so the background context, the next part, the first part, which is about 00:38:11.280 --> 00:38:18.280 history, and this is the background context relevant to discussions. As mentioned, let's 00:38:18.280 --> 00:38:25.280 say relevant to contemporary discussion regarding the interpretation and functions of historically 00:38:25.280 --> 00:38:30.280 designated buildings should certainly include an awareness of past public input, suggestions 00:38:30.280 --> 00:38:35.280 of city actions, input from African-American residents and Quaker town descendants certainly 00:38:35.280 --> 00:38:40.280 needs to be especially highlighted to rectify recurrent inequalities in past injustices. 00:38:40.280 --> 00:38:45.280 Quite commendably, both the City of Denton and its caretakers of history have demonstrated 00:38:45.280 --> 00:38:50.280 much courage in attempting to preserve and commemorate Quaker town's legacy. The City 00:38:50.280 --> 00:38:56.280 of Denton Historic Marker was erected in 1991, the State of Texas Historic Designation 00:38:56.280 --> 00:39:02.280 was installed, was actually crafted in 2010, and Denton County Museums along with other 00:39:02.280 --> 00:39:07.280 city libraries have been active in preservation and education work at the Courthouse on the 00:39:07.280 --> 00:39:13.280 Square Museum and nearby Denton County Historic Park. So here's a summary overview of Permanent 00:39:13.280 --> 00:39:20.280 City efforts related to both Quaker town park and the Women's Club. So first bullet point 00:39:20.280 --> 00:39:26.280 that Civic Center Park was officially renamed Quaker Town Park in 2006 to acknowledge and 00:39:26.280 --> 00:39:32.280 honor that recovered black history and 2024 in Texas Historic Marker was installed Civic 00:39:32.280 --> 00:39:42.280 Center Park. December 5th, 2025, informal staff report summarized a prior action review, 00:39:42.280 --> 00:39:48.280 so this of course was them saying, okay, so here's the prior discussions that we have. 00:39:48.280 --> 00:39:55.280 There was a 2022 work session explored commemorating Quaker town residents through memorial markers, 00:39:55.280 --> 00:40:01.280 museum concepts, and a healing garden. Council directed staff to incorporate a permanent 00:40:01.280 --> 00:40:13.280 plan to downtown master plan. Then designed downtown Denton plan in 2024. That was an 00:40:13.280 --> 00:40:20.280 adopted version for Quaker town park redesign approved by council and including quote historical 00:40:20.280 --> 00:40:28.280 monuments and remembrance features. However, no changes were proposed to the Women's Club. 00:40:28.280 --> 00:40:36.280 And then the ensuing discussion, and this would have been in December, December 5th 00:40:36.280 --> 00:40:42.280 of last year 2025. And this is a direct quote from that document. The Women's Federation 00:40:42.280 --> 00:40:48.280 was formally approached the city to request a renewal of the lease, which expires August 00:40:48.280 --> 00:40:54.280 2026. In response, city staff are conducting due diligence, including evaluating fair market 00:40:54.280 --> 00:41:00.280 value, lease terms, and working collaboratively with the Women's Federation to explore a range 00:41:00.280 --> 00:41:04.280 of renewable options. This time city staff cannot intend to bring forward alternative 00:41:04.280 --> 00:41:11.280 uses for the building. Instead, city staff will present lease renewal options for city 00:41:11.280 --> 00:41:21.280 council considerations. So, the things of note, and this is what I was mentioning from 00:41:21.280 --> 00:41:25.280 our discussions. Although the 1928 Women's Club building was not specifically discussed 00:41:25.280 --> 00:41:32.280 in any of these prior meetings, nor was it even proffered as a possible topic of discussion 00:41:32.280 --> 00:41:40.280 or recollections of several entities, including the April 2024 Quaker town park redesign 00:41:40.280 --> 00:41:46.280 workshop. Most of the citizen focus was on the same goal. Thus, the 1928 Women's Club 00:41:46.280 --> 00:41:53.280 building has been so far exempted from explorations regarding to clearly express desire of Black 00:41:53.280 --> 00:41:59.280 men residents in Quaker town property and public community accessors for, and in return 00:41:59.280 --> 00:42:04.280 to the quote, memorial markers, museum concepts, and other interpretive historical remembrance 00:42:04.280 --> 00:42:13.280 features to be incorporated as part of the approved permanent memorial for the Quaker 00:42:13.280 --> 00:42:22.280 town park redesign, and that was already approved. The designed downtown Denver plan, approved 00:42:22.280 --> 00:42:29.280 by city council in September 2024, and this is the one that was documented, that's what 00:42:29.280 --> 00:42:36.280 the wing is for, similarly emphasizes as key goal number one to recognize the past, which 00:42:36.280 --> 00:42:41.280 involves telling full histories and acknowledging injustices, because telling the documented 00:42:41.280 --> 00:42:49.280 world history that we know so far in the Quaker town park is necessary to set a frame of reference. 00:42:49.280 --> 00:42:55.280 And from an interview, there's one notable Quaker town descendant who's recently remarked, 00:42:55.280 --> 00:43:01.280 and this was in the Quaker town USA documentary. He said, "I was robbed of my generational 00:43:01.280 --> 00:43:06.280 wealth of my great grandparents on the property of Oakland happening in the Congress," Clark 00:43:06.280 --> 00:43:17.280 said. "All those properties are gone, and I didn't know of that." So while white city 00:43:17.280 --> 00:43:21.280 leaders promoted the creation of city park as justification for the removal of Quaker, 00:43:21.280 --> 00:43:26.280 the area remained largely vacant for decades. The Denver Women's Club, one of the early 00:43:26.280 --> 00:43:30.280 supporters of the city park, constructed a building along the east side of Oakland Street 00:43:30.280 --> 00:43:37.280 in 1928. The destruction of Quaker has had a lasting impact on its residents and their 00:43:37.280 --> 00:43:42.280 descendants. It not only resulted in a loss of homes and businesses, but also disrupted 00:43:42.280 --> 00:43:47.280 the establishment of generational wealth and shattered a close-knit community that was 00:43:47.280 --> 00:43:51.280 under decades of segregation and discrimination. Furthermore, this history and its impact was 00:43:51.280 --> 00:43:57.280 largely unfold for decades. While recognition has begun within the city and its institutions, 00:43:57.280 --> 00:44:05.280 additional action is needed. Now, that is a direct pull quote, we'll see here, that 00:44:05.280 --> 00:44:11.280 might perhaps act as an executive summary of sorts because that is pulled directly from 00:44:11.280 --> 00:44:20.280 a design downtown Denver final report between pages, granted, between pages 40 and 58. So one, historical significance and interpretation of Quaker 00:44:53.280 --> 00:45:02.280 Town, of city, county and state has been impressive and valuable, but yet still today this work 00:45:02.280 --> 00:45:12.280 remains ongoing and incomplete. So again, express need, right?
