 So at the time of the initial study, our unrecoverable debt for the city of Denton was 0.42%, where the industry average is 0.21%.

 So we had a much greater amount of outstanding debt liability that was uncollectible.

 So we put in place our new deposit guidelines and our credit guidelines,

 So when I received the question asking to outline what our practices were,

 I reached out to that independent consultant and said, "Hey, do you happen to have any benchmarks on this topic?"

 And so what she did is she provided to me a list of 20 benchmarked organizations across the country, private and public,

 and what we found is that the standard practice is to collect one-sixth of the annual bill, which is a two-month bill,

 It varied from utility to utility as to whether they allowed any form of waiver or whether it was a 100% all businesses paid deposit.

 And then finally what I did is I looked at our debt performance over the previous 12 months, and this was as of June last year.

 What we found is that we had $823,000 in uncollectible debt over the previous 12 months.
