WEBVTT

00:00:00.000 --> 00:00:06.840
 Good evening. Welcome everyone to our meeting tonight. This is the second of our

00:00:06.840 --> 00:00:17.280
 bond committee meetings and we're calling to order at 6 o 2 p.m. Pretty

00:00:17.280 --> 00:00:23.280
 straightforward agenda tonight with introductory comments by David and then

00:00:23.280 --> 00:00:28.560
 we'll be taking a walking tour and receive a report. So over to you David.

00:00:28.560 --> 00:00:32.880
 I just want to make a couple of comments housekeeping comments before we head off

00:00:32.880 --> 00:00:37.760
 for the tour. As you can see we're recording the meeting this evening. We

00:00:37.760 --> 00:00:41.760
 have microphones throughout a few of these microphones on the table. Whenever

00:00:41.760 --> 00:00:45.800
 you speak ask questions just try to make sure you speak clearly into the

00:00:45.800 --> 00:00:49.080
 microphone if you need to kind of move the microphone over so that we can make

00:00:49.080 --> 00:00:53.360
 sure we get a good recording as we go through through the evening. Other than

00:00:53.360 --> 00:00:56.800
 that I think we're ready to go for the tour if you if you want to go now or if

00:00:56.800 --> 00:01:01.120
 you want to take a couple minutes to. I think a lot of people still eating so

00:01:01.120 --> 00:01:05.880
 how about we take ten minutes and then we'll get started. Is that alright with

00:01:05.880 --> 00:01:14.040
 everyone? Alright perfect. Thanks. Thanks. I wanted to just give a brief overview of what we're going to do this afternoon this evening. For those who

00:01:14.040 --> 00:01:17.040
 don't know me my name is Frank Dixon I'm the chief of police for the state police

00:01:17.040 --> 00:01:22.360
 partner. Before we leave on the tour of the facilities there's a couple of small

00:01:22.360 --> 00:01:26.280
 housekeeping items. At one point we're going to go through the communication

00:01:26.280 --> 00:01:30.120
 center it's an active center where they are still fielding 9-1-1 calls

00:01:30.120 --> 00:01:36.320
 dispatching to police officers and working active 9-1-1 calls as we go in

00:01:36.320 --> 00:01:39.840
 there. So please be cognizant of the noise as we go in there because those

00:01:39.840 --> 00:01:44.720
 microphones are extremely sensitive and it can be transferred very easily and

00:01:44.720 --> 00:01:48.800
 may cause some problems. I'm just going to walk through the diagram of our

00:01:48.800 --> 00:01:52.320
 existing facility real quick and a couple of concepts and just give you

00:01:52.320 --> 00:01:55.800
 a little background really quick before we leave and then we'll go more into it

00:01:55.800 --> 00:01:58.920
 when we come back. Just so as we're walking around it'll make a little more

00:01:58.920 --> 00:02:01.200
 sense.

00:02:01.200 --> 00:02:16.840
 So as we're standing right now we're going to be in this area here which is a training

00:02:16.840 --> 00:02:21.520
 facility. As we leave out we're going to enter into the backside of the police

00:02:21.520 --> 00:02:26.960
 department. We're going to go by some offices and then we're just going to walk through but as

00:02:26.960 --> 00:02:33.360
 we do they'll be in one of the back hallways where our narcotics unit is. We will not go in that

00:02:33.360 --> 00:02:38.240
 door but I'll explain to you when we get there. The reason for that is they have some active narcotics

00:02:38.240 --> 00:02:42.920
 investigations going on. There could be some question about evidence and things of that

00:02:42.920 --> 00:02:47.360
 nature. We'll go by there they may still be in a shift briefing when we go by the

00:02:47.360 --> 00:02:51.500
 briefing room so just be cognizant of that. We'll allow you guys to go in

00:02:51.500 --> 00:02:57.360
 and say hi and look at that room. Then we'll come back around and we'll go to the detective area.

00:02:57.360 --> 00:03:01.280
 Again there may be some detectives in there working. If there is you will hear them

00:03:01.280 --> 00:03:08.640
 before we get in there. Once we get in you'll understand why. Then we'll kind of head up toward the front, the lobby portion.

00:03:08.640 --> 00:03:13.200
 One of the big things that we're going to discuss when we come back is just the

00:03:13.200 --> 00:03:18.080
 overall layout of the building and how it is not user friendly. There's not as

00:03:18.080 --> 00:03:24.800
 easy a flow personnel. So in one of our concept diagrams when we go through it

00:03:24.800 --> 00:03:36.800
 we'll explain why this layout of one of the concepts will really enhance our efficiencies and our effectiveness of the delivery service in a more professional and productive manner.

00:03:36.800 --> 00:03:39.800
 So whenever you guys are ready we'll line up and we'll start.

00:03:39.800 --> 00:03:44.080
 Chief, before we go can I just ask you a quick question because when the last bond

00:03:44.080 --> 00:03:48.220
 committee was looking at some of these things and did this tour there was some

00:03:48.220 --> 00:03:54.120
 space that was sort of unallocated for future growth. Is that space all being

00:03:54.120 --> 00:04:12.120
 used now? Right now the only space that's left in this facility, there's some space along the back wall, then there's a little piece along the back side of the building, then there's some space over kind of in between the court, but there's not a lot of use of this place.

00:04:12.120 --> 00:04:17.120
 Okay. Thank you.

00:04:17.120 --> 00:04:21.120
 What should we bring with us? Anything or just leave everything here?

00:04:21.120 --> 00:04:26.120
 I think you can leave everything here. If you'd like to take a notepad or nose.

00:04:26.120 --> 00:04:29.120
 Hopefully it's securing the police.

00:04:29.120 --> 00:04:31.120
 Go ahead, go to that item.

00:04:31.120 --> 00:04:36.120
 Yeah, item two on the agenda is the presentation of public safety priorities.

00:04:36.120 --> 00:04:37.120
 Turn it over to David.

00:04:37.120 --> 00:04:39.120
 Alright, perfect.

00:04:39.120 --> 00:04:48.120
 Great, well I hope everyone enjoyed the tour. We're going to go through a presentation here, talk through first just the financing at a high level kind of touch on what we what we looked at last week.

00:04:48.120 --> 00:05:01.120
 And then, both are both Chief Dixon will come up and talk about in more detail the police both the station and substation, and then Chief Hedges will come up and talk about fire station.

00:05:01.120 --> 00:05:13.120
 So here's a here's a breakdown of our four projects right now we're considering on the public safety facilities. Some of these numbers have been just slightly altered from last week as we've looked at construction numbers and as we go through this process

00:05:13.120 --> 00:05:24.120
 on both the streets and public safety side, you know, as numbers fluctuate here and there, we'll bring those to the committee and talk through them with you on the police on the police project.

00:05:24.120 --> 00:05:36.120
 You had to see the City Hall East Police Department project. We have our total cost now at $28.18 million, with the recommended funding moving forward in the bond package at $24.18 million.

00:05:36.120 --> 00:05:52.120
 So that $4 million difference are funds that have already been identified and have been set aside for design and land acquisition. So, that's a question that came up during the, during the tour so I just wanted to just very quickly I'll just switch here and kind of call out

00:05:52.120 --> 00:06:06.120
 what what made up that $4 million. You can see here this, this report is one that we utilize with our bond oversight committee so once, once a bond is approved and the bond committee itself dissolves, we then form a bond oversight committee

00:06:06.120 --> 00:06:19.120
 that we come to on a quarterly basis to check on status of projects talk through what the dollars are being spent on, and if any money moves moves around within the within the bond package to get approval from the bond oversight committee.

00:06:19.120 --> 00:06:30.120
 This is a report that that we supply to the committee and I wanted to call out the police facilities project. So you can see the $4 million that we have allocated right now for that land acquisition and design.

00:06:30.120 --> 00:06:50.120
 But 1.1 point 9 million came from other bond projects that's what this geo column is these are our geo bonds from from other from other programs, we moved funding from the lobby renovation, and from our police firing range dollars to this to the project for design

00:06:50.120 --> 00:07:05.120
 completion. So, we talked a little bit about some of the small changes we made with the lobby. We also had 1.6 million remaining of that lobby renovation that we moved to design the thought process behind that being, why go ahead why do that

00:07:05.120 --> 00:07:20.120
 lobby design when we know that we're looking toward this bond package so that's similar with the firing range as well moving those dollars so that's what makes up the 1.9 that we've taken from other geo bond programs, and then the 2.1 and CEOs those are certificates

00:07:20.120 --> 00:07:30.120
 of obligation that we've issued that we're issuing this year that we've been able to allocate also to the design and land acquisition for the police department so just wanted to call that out.

00:07:30.120 --> 00:07:37.120
 So when you see the total cost on the police versus what we're asking for in the bond package. Any questions on that.

00:07:37.120 --> 00:07:39.120
 Great. Yes.

00:07:39.120 --> 00:07:46.120
 Where, which, which parcel of land are we looking to acquire.

00:07:46.120 --> 00:07:59.120
 We are currently in negotiations on the former go key properties we're looking at that one and then there's a couple adjacent to the existing parking lot that we're negotiating with folks as well.

00:07:59.120 --> 00:08:08.120
 So we've got a general understanding of the amount of land that we need it, but it's not necessarily parcel specific depending on what we can acquire.

00:08:08.120 --> 00:08:19.120
 It's just an acreage figure that we're trying to accumulate. I know that we tried to acquire one of the warehouses back here. In fact, and it was talked about it was batted around.

00:08:19.120 --> 00:08:28.120
 It just sat there, we get no support from upstairs, and it sold twice in the time we were talking about it.

00:08:28.120 --> 00:08:43.120
 Yes. Yes.

00:08:43.120 --> 00:08:52.120
 And then we've got there's three or four other parcels that are adjacent to the parking lot back that were also say if we can't acquire some of those to expand they need more parking back there.

00:08:52.120 --> 00:09:07.120
 Would exposition be closed from coming from McKinney I guess it's frame street coming from the idea would be the idea would be that the road heading up to McKinney would be closed.

00:09:07.120 --> 00:09:16.120
 So to afford them a little bit more security back there, it would have access for police but yes, that's right.

00:09:16.120 --> 00:09:19.120
 Any other questions.

00:09:19.120 --> 00:09:32.120
 And so for the remainder, remainder of the yes to just one question on with a $28 million project. What kind of square footage are we really

00:09:32.120 --> 00:09:40.120
 later on in the presentation we get into the square footage in detail where we can see some maps and we have that called out as we get through.

00:09:40.120 --> 00:09:49.120
 So the remainder of the projects you can see with the substation environment range, though we have no cost already associated with those that would be the full cost.

00:09:49.120 --> 00:09:58.120
 And those are the numbers we looked at last time as well. On fire station eight we have the full cost at $5.4 million, and our recommended funding at $4.9 million.

00:09:58.120 --> 00:10:15.120
 We previously issued $500,000 and in certificate of obligations and CEOs for the design portion so as we go to fire station a you see that we have some form design that that was used that was a result of those dollars.

00:10:15.120 --> 00:10:27.120
 I will hand it over to Chief Dixon for this portion of the presentation.

00:10:27.120 --> 00:10:31.120
 Thank you very much.

00:10:31.120 --> 00:10:45.120
 After taking the tour we're going to go into some of the background, and I'm sure that most of the members of the committee know most of this but for those that don't want to just give you a brief history.

00:10:45.120 --> 00:10:57.120
 It was first constructed, you know in 1947 and then was added on at 65. And in 1990 was donated to the city, which was good, it was good for us to be able to get a donated piece of property.

00:10:57.120 --> 00:11:16.120
 There wasn't any post construction in any great detail amount of detail like we talked about during the tour, where walls were torn down and there's really long term renovation of it to look at the ease of movement throughout the building and I think

00:11:16.120 --> 00:11:33.120
 we showed through as we walk in toward it in 2013 unfinished space was converted for this part of the building which we got from a grant, it was grant funded, and we do share this building we open up to the Denton County Sheriff's Office didn't fire

00:11:33.120 --> 00:11:47.120
 department, we host a number of agencies for trainings, number of nonprofit agencies, come here and use it. And we also open it up to the public to use as well.

00:11:47.120 --> 00:12:10.120
 So the, yes ma'am, asbestos has been taken. Okay.

00:12:10.120 --> 00:12:27.120
 So in kind of mid last year, kind of close to this time, the city manager's office was brought over, and they were given a tour of the entire facility much like you were today, only the state of the time was a little bit different than what you, you all saw today.

00:12:27.120 --> 00:12:43.120
 And this just highlight some of the things that we talked about some of the things you saw the broken and outdated furniture, outdated computers and the computer systems the technology problems, the undersized and mismatch work spaces.

00:12:43.120 --> 00:12:46.120
 Also inadequate workspace.

00:12:46.120 --> 00:12:51.120
 This is probably one of the biggest ones the inefficient space configurations.

00:12:51.120 --> 00:13:10.120
 No locker rooms for privacy, and for ease of changing out of gear, and the lack of parking, which isn't really present right now because it's after hours but I can tell you during business hours is extremely difficult for those either visiting the facility,

00:13:10.120 --> 00:13:18.120
 even those working at the facility and attending classes to find adequate parking.

00:13:18.120 --> 00:13:29.120
 So as it stands right now, this is what the building looks like. And this is the entire City Hall East going down to the other end of the building.

00:13:29.120 --> 00:13:49.120
 There's, we are not yet. And you can see behind municipal court there is a piece of about 7000 square feet that shell. Some of that is not usable space because of old piping like an old bathroom is tucked away back there, and some other things that you can't

00:13:49.120 --> 00:14:01.120
 get in and make it any considerable amount of usable space right now with the renderings in the redesign there will be some opportunities for that.

00:14:01.120 --> 00:14:16.120
 So this is a picture of the detective's offices as we walk through their work they the hallway down by the lockers that you all saw the report writing room, which again presents a number of challenges.

00:14:16.120 --> 00:14:22.120
 Because officers as are out on the street collecting data to write reports they have to drive back here.

00:14:22.120 --> 00:14:26.120
 So the workflow for that is extremely slow.

00:14:26.120 --> 00:14:33.120
 If you're out and raise a ranch and you take a old report call, and then you take a crash.

00:14:33.120 --> 00:14:45.120
 So you have two reports to do you drive all the way back here now you're out of service for an extended period of time, you know up to an hour hour and a half to complete those reports and get those turned in.

00:14:45.120 --> 00:14:55.120
 The break room you saw some of the challenges in there just because of the size of the space, the lack of equipment in there.

00:14:55.120 --> 00:14:59.120
 And then the dispatch center.

00:14:59.120 --> 00:15:15.120
 Like you saw the pictures kind of skew what it looked like prior to that being done. And again that was just completed in about the last four weeks in totality, and I've been in work for about two months or just shy of it.

00:15:15.120 --> 00:15:36.120
 So they were actually moved out of that space and they were using that training room that we talked about for a period of time, while they were going in there and taking out the old consoles, and then redoing that area and putting into the new consoles.

00:15:36.120 --> 00:15:39.120
 Just another picture of that.

00:15:39.120 --> 00:15:53.120
 So as we talked about a little bit earlier, we have done as much as we can with the replacing the furniture that that we could along the way.

00:15:53.120 --> 00:16:09.120
 And as we talked about we stopped the renovations in its totality and dispatch in a criminal investigations after the city manager's office took the tour, knowing that we were going to put forth a plan to do a holistic change in renovation the entire building.

00:16:09.120 --> 00:16:27.120
 We didn't want to, you know, not be responsible with the existing funds we had available, use those to put a bandaid on the problem and then come back and ask our community to give more to help do it again so we really want to create a long term plan and

00:16:27.120 --> 00:16:39.120
 that plan that we're going to be putting forth is going to cover at least 10 years but definitely up to 10 years to anticipate future growth of the police department as our city continues to grow.

00:16:39.120 --> 00:16:51.120
 And this kind of annotates what is projected, growing from a population of about 140,000 right now to about 182,000 by 2028.

00:16:51.120 --> 00:17:01.120
 You have to think about that the University of North Texas is probably going to grow a little bit, probably not as dramatic, but that's going to add a considerable amount of population.

00:17:01.120 --> 00:17:21.120
 Women's University, North Central Texas colleges opening a campus here latter part of this year. So, taking all that in consideration, our total staff will grow from 253 authorized now to hopefully around the area 382 looking into 2028.

00:17:21.120 --> 00:17:36.120
 But the projections stay as they are. And that ratio on the bottom is 1.31 as it stands now then 1.39 later on that's per thousand.

00:17:36.120 --> 00:17:39.120
 Yes ma'am.

00:17:39.120 --> 00:17:43.120
 Knowing what I do about our population.

00:17:43.120 --> 00:17:55.120
 By 2028, we need to bring it down to probably 2023, because we know that there's going to be at least 20,000 more people in Denton over the next two to three years.

00:17:55.120 --> 00:18:16.120
 So, be kinder to the numbers and the projection thereof. And I think we should probably look at more staffing and raising those numbers. The projections that I've seen, you know, respect that.

00:18:16.120 --> 00:18:38.120
 If you were to look at that bigger picture, I hope you don't think I'm rambling. I'm just thinking out loud. If you look at that bigger picture, is this renovation going to go even 10 years? Are we going to need to expand perhaps more like in five years?

00:18:38.120 --> 00:18:54.120
 Do you see kind of where I'm going? No, holistically after we get into what the designs look like, and I tell you about how the personnel will be divided in the existing package that we're presenting, it will definitely take us, my estimation, so at least 20, 25 years.

00:18:54.120 --> 00:19:11.120
 Because we really had a thoughtful process in making sure that we didn't do exactly what you just said. We would build another inadequate facility for a long-term need and then have to come back to the voters again short-term to ask for another change.

00:19:11.120 --> 00:19:15.120
 Thank you.

00:19:15.120 --> 00:19:30.120
 Do you have anything, sir? No, I'm just on the population projections. We work closely with our utilities, with the regional planning groups, and we keep a constant eye on what's in the pipeline, what's being plotted, what's moving forward.

00:19:30.120 --> 00:19:47.120
 So we're seeing somewhere more in the neighborhood of 3,000 or 4,000 people a year coming in. Even if some of the big developments do happen, their absorption rates, they're only counting on about 1,400 new homes on an annual basis in their pro forma.

00:19:47.120 --> 00:20:02.120
 So it could certainly happen that growth could speed up faster than this, but if that's the case, what the plan would likely be here would be to start moving some of the other departments out, which had always been sort of the vision anyway.

00:20:02.120 --> 00:20:13.120
 But we've got some other issues we're dealing with with development services right now, finding them a new home, but once that happens, we will have some ability to move some departments out of this building and give them that space as well.

00:20:13.120 --> 00:20:21.120
 The site that you'll show you here in a little bit out near Station 7 on Vintage also, we would plan to be able to expand that at some point as well.

00:20:21.120 --> 00:20:30.120
 So yeah, it's a great point, and we're doing the best we can with projections, but you're right, we don't want to be coming back doing this again before the bonds are paid off.

00:20:30.120 --> 00:20:37.120
 I just want your picture to be as pure as possible going forward.

00:20:37.120 --> 00:20:54.120
 So what we're looking at right now is only renovating the police headquarters in the piece of this building, but not the part of the building that includes the courts.

00:20:54.120 --> 00:21:08.120
 Yeah, in your recapturing, we'll be capturing an additional almost 15,000 square feet that's currently shell space, so we have the ability to lay it out much differently, and then he will be able to move part of the staff over into the substation.

00:21:08.120 --> 00:21:20.120
 That substation would likely get built first, so he could move the staff over there, and then he's got to be able to open up space here to renovate it quicker and not keep the contractors on site as long.

00:21:20.120 --> 00:21:34.120
 Have we looked at City Hall East Municipal Court space to see if it would be logical to renovate the whole building at the same time that we're doing the police part?

00:21:34.120 --> 00:21:37.120
 You can answer that. Sure.

00:21:37.120 --> 00:21:39.120
 He's been more involved, so I'll let him talk.

00:21:39.120 --> 00:21:50.120
 Sure. Actually, we've actually been talking with municipal court. Based on the information we've heard is that they're actually in pretty good shape. They're actually seeing some of the court cases go down.

00:21:50.120 --> 00:22:00.120
 So they're actually, again, because of just how people pay tickets and people just interact just digitally and things of that nature in today's environment.

00:22:00.120 --> 00:22:10.120
 Some of the space that they had for future expansion is actually being used for the PD's expansion.

00:22:10.120 --> 00:22:28.120
 But their facilities have been renovated. They're actually in pretty good shape. It's really this facility that needs, or this area of the building that needs, or which tool needs to be renovated.

00:22:28.120 --> 00:22:39.120
 So this was a police space needs to kind of talk about that tenure growth as we were looking at it.

00:22:39.120 --> 00:22:48.120
 And, you know, overall, we're looking at combined of just over 82,000 square feet.

00:22:48.120 --> 00:23:06.120
 You see some pretty significant changes, or you will as soon as we go to the layout of it. I'm sorry if you can go back when you've got lobby space, obviously, but then the police records are those digital as well as physical records.

00:23:06.120 --> 00:23:21.120
 Do you anticipate the square footage need going down or up? We see where that square footage is right now on here is where it needs to be because we have transitioned to more digital ties.

00:23:21.120 --> 00:23:41.120
 Some records, but we're trying to get out of the paper altogether, so they're working through that process right now.

00:23:41.120 --> 00:24:02.120
 And this just talks about renovating here the existing space, what that looks like for the cost estimates, and then the site acquisition of about 2.75 acres immediately behind us that will afford us the opportunity to expand our parking in the back, but more importantly, secure the area in the back.

00:24:02.120 --> 00:24:23.120
 Right now, if you drive around the police station, it is just a drive through a pass through street, and you can literally drive up to the back door without ever being stopped or challenged, which is obviously not good for a lot of different security reasons.

00:24:23.120 --> 00:24:49.120
 And then the substation, our estimates right now with the total cost, 25,700 square feet, with the ability to expand it on both sides another 10,000 each way, should you know we get to that space.

00:24:49.120 --> 00:25:01.120
 The good thing about the substation is we're designing it from the ground up. So the security features that we're looking to renovate into the current facility, we're going to build into the substation immediately.

00:25:01.120 --> 00:25:30.120
 So the back will have a secured gated fenced in area that will allow nothing but batch officers and employees of the police department to be able to go back there. The Sallyport will be a pass through which will make the ease of coming in and dropping off evidence, bringing in prisoners, things of that nature, very seamless, but it will also still be open in the front to really give our public and the community around there to be able to come in and use

00:25:30.120 --> 00:25:43.120
 the, there will be a conference room up front, will be open for the public to use for community meetings. So they'll be the best really of both. And it'll be a lot easier to accomplish both.

00:25:43.120 --> 00:25:52.120
 Is it a one story building again or is it? It is a one story building.

00:25:52.120 --> 00:25:57.120
 And that's station seven on the other side of this drawing rendering.

00:25:57.120 --> 00:26:12.120
 How many officers would be housed in that space. So, as it stands right now to our existing staffing there would be probably about 70 officers going out there, but understanding by the time this building is ready to be inhabited.

00:26:12.120 --> 00:26:17.120
 We're going to be close to 100 to start off and it'll be growing from there.

00:26:17.120 --> 00:26:27.120
 So it sounds like a lot of a lot of space but as you saw in the back 25,000 square feet is going to go pretty quick.

00:26:27.120 --> 00:26:48.120
 The parking for the new substation and for the existing here. Has there been any thoughts about having a parking garage to go up, not the substation we definitely won't need at the substation, because even at the max capacity.

00:26:48.120 --> 00:26:51.120
 There won't be that many cars staying there.

00:26:51.120 --> 00:27:10.120
 At one time if that makes sense. Down here with a site acquisition behind us, you'll see in one of the renderings coming up, the parking will really be expanded to be able to capture existing visiting people come into park and then employees on the other side of building as well.

00:27:10.120 --> 00:27:23.120
 So we did very had a lot of very thoughtful conversation about that.

00:27:23.120 --> 00:27:44.120
 And this is goes through the concept plans and when we started talking to counsel back in February of this year.

00:27:44.120 --> 00:27:55.120
 We went through the selection process where we had five different statements of qualifications that came in and then brands arrow Carol was selected at the end of that.

00:27:55.120 --> 00:28:05.120
 And then that was approved by Council on May 21 of this year.

00:28:05.120 --> 00:28:17.120
 So we've already hired an architect for the expansion on the assumption that we'll be getting the money, or you want to have a design in place.

00:28:17.120 --> 00:28:23.120
 Or why have we already hired an architect so we could get decent budget numbers to take the referendum.

00:28:23.120 --> 00:28:26.120
 And what happens if we don't do the renovation.

00:28:26.120 --> 00:28:28.120
 If we don't do the renovation.

00:28:28.120 --> 00:28:39.120
 You mean if the bond fails. Yeah, then we terminate the contract. There's a clause in the contract to terminate for convenience.

00:28:39.120 --> 00:28:41.120
 So they're out of luck.

00:28:41.120 --> 00:28:53.120
 Well, yes, but you want the idea once you go to 30 when you're at a 30% plans that that basically is your conceptual budget so you've got pretty good idea with contingency what it's going to cost you.

00:28:53.120 --> 00:29:00.120
 From that point the next step to get get to get up to 70 or 80% we're actually going into construction drawing so we've got just enough we did not want to go in there.

00:29:00.120 --> 00:29:12.120
 Miss the mark and undershoot for that what what the budget would be so that was the reason we did that.

00:29:12.120 --> 00:29:23.120
 They're looking at beginning. Well, one, if the bond passes, then they would continue the farm would continue working to get to construction documents.

00:29:23.120 --> 00:29:31.120
 And then by, I believe, late next summer, they'd go out to bid and.

00:29:31.120 --> 00:29:36.120
 Next summer.

00:29:36.120 --> 00:29:40.120
 November of this year.

00:29:40.120 --> 00:29:45.120
 And then you typically sell bonds sometime in the spring.

00:29:45.120 --> 00:29:58.120
 Correct. What we would do is probably just do a reimbursement ordinance in December to make so we'd have the cash available right away, knowing that we're going to sell the bonds.

00:29:58.120 --> 00:30:02.120
 I actually have a question I just wanted to ask.

00:30:02.120 --> 00:30:15.120
 Because when I look at things I'm always looking at whether to retire something or start all over again, but an issue like this but the police headquarters has a city looked into a new building.

00:30:15.120 --> 00:30:28.120
 I mean, my question is why what are the differences in costs and why is the city wishing to continue to band aid and older building that's been here a long time versus retired and start something new with the new building.

00:30:28.120 --> 00:30:49.120
 I wouldn't I wouldn't really call it a band aid. We're looking at a gut and rehab I mean totally starting and we yes we didn't look at a new facility couple couple different factors we we had been asked by council take a look at whether we should tear this down and basically relocate the departments and make this a, you know, the central facility.

00:30:49.120 --> 00:31:01.120
 And that came at a 45 to $55 million price tag that we're looking at and the problem with that was as we get bigger as we get larger and you all know the traffic issues in town.

00:31:01.120 --> 00:31:17.120
 We're getting the officers are having to drive so far that we're taking them out of their beats for significant periods of time which was the purpose and deciding to basically gut and renovate this and to build a substation we're trying to keep the officers out in their beats as long as possible.

00:31:17.120 --> 00:31:29.120
 So that was that was the rationale is we just felt like we were but we could do a really quality job here if we had the proper budget, which which has been the issue the past is under kind of funding any renovations there.

00:31:29.120 --> 00:31:42.120
 And then, making sure that by splitting the, the two departments we would really cut down on the time that the officers are spending running back into the station for report writing and keep them out in the neighborhoods longer.

00:31:42.120 --> 00:31:47.120
 With regards to the report writing with current technology.

00:31:47.120 --> 00:31:51.120
 Why are officers having to come back to here to do any of that.

00:31:51.120 --> 00:32:02.120
 I mean everything should be on their tablet or their laptop question, we have to have a secure connection because the criminal justice is being exchanged and being inputted through the network.

00:32:02.120 --> 00:32:16.120
 And now because of the existing technology and won't support being able to get that security feature, put into it. The good news is we do have a new computer a dispatch and report management system coming online.

00:32:16.120 --> 00:32:34.120
 First, once we get that and then we get the last piece of technology is called air where, I believe, where it's going to be able to give us that ability to authenticate to a standard that will allow us to write reports in the vehicles, or undock

00:32:34.120 --> 00:32:40.120
 the laptops out in the field and take them into buildings and do them that way.

00:32:40.120 --> 00:32:56.120
 And you're still talking about them having to come in to transport evidence and that sort of thing so it's not that simple. The other thing we heard and maybe you can speak to this a little bit was from some of the officers is just the safety feature being out in the field type of their computer and losing sight of what's going on around them.

00:32:56.120 --> 00:33:10.120
 I don't know if you want to expand on that. So, since the beginning of the technology of putting laptops in cars across the country in our profession. You've had officers I have the ability to write reports in the agency I came from in our car.

00:33:10.120 --> 00:33:26.120
 And that's great but it doesn't afford you the opportunity to really be aware of your complete surroundings around that car, especially at night, you're sitting behind closed businesses or in parking lots, and I can tell you there has been bad things happen to police officers have been ambushed,

00:33:26.120 --> 00:33:42.120
 people's lives because they come up on them with guns knives. So, having the ability to take the lack laptops out of the car and take them into when they're eating lunch, or take them into other buildings to be able to write reports will actually be a lot better than having to

00:33:42.120 --> 00:33:57.120
 drive all the way back here to the main police station to do it. So right now they can't even stop and walk into most other city facilities out in the field. But with this ability with the new technologies they'll build going to schools during the day

00:33:57.120 --> 00:34:17.120
 will be a plus for both, you have more officers present on school campuses throughout the day, they can write their reports, and they get back in their cars and they're still in their beat. So that will really give us a lot more flexibility for that.

00:34:17.120 --> 00:34:27.120
 I did not even speak to that. Mr. Gaines, we can follow up with information.

00:34:27.120 --> 00:34:56.120
 Yes, sir. Concerning the strategy of having the substation and that sort of thing. I remember some discussion a little while ago, I think it was fire station three up north by 380 was going to have some space for police officers to recharge cameras or something like that.

00:34:56.120 --> 00:35:11.120
 Am I remembering correctly. So they did do a good job of putting in workstations in the fire stations. The problem with that again goes back to being able to transfer criminal justice information through those connections, not to mention the evidence.

00:35:11.120 --> 00:35:35.120
 So you can't drop evidence anywhere except in our property room here. Having the substation, we're going to have a property room in there that will simply allow officers to put them and pass through lockers, but at least they're secure and the chain of custody is intact. And then the property in evidence, custodians can go down there, retrieve that, bring it back here to the main station and transfer in a manner that is acceptable.

00:35:35.120 --> 00:35:45.120
 I think I've also heard some talk about property, secure property facilities being out toward the courthouse, or maybe I'm not correct. Is that true?

00:35:45.120 --> 00:35:58.120
 I had not heard that discussion.

00:35:58.120 --> 00:36:09.120
 We'll move into the gun range next. Our existing facility is located out off of Western Boulevard Airport Road, kind of close to the airport, actually.

00:36:09.120 --> 00:36:17.120
 It's completely outdoors. There's no cover on it whatsoever. And it has a 25 yard and a 50 yard range.

00:36:17.120 --> 00:36:24.120
 And we have been out there at that facility since the late 60s, early 70s.

00:36:24.120 --> 00:36:32.120
 Back when we first opened the range back then, obviously there wasn't a lot of things out in that area, which is why it was selected, which was great.

00:36:32.120 --> 00:36:41.120
 In the last couple of years, we have had businesses moving in and getting closer to where we are in the existing facility.

00:36:41.120 --> 00:36:56.120
 And anytime you have firearms in a completely outdoor environment, you always run the risk of projectiles leaving that range for whatever reason, accidental negligence.

00:36:56.120 --> 00:37:05.120
 There's a lot of different reasons why that would happen and travel over the berm behind the targets and then start impacting some of those businesses.

00:37:05.120 --> 00:37:14.120
 And, you know, we have to make sure that we're doing everything we can as a public safety entity to make sure that we're being as safe as possible.

00:37:14.120 --> 00:37:32.120
 So soon after coming here, actually prior to my coming here, they started in into discussions about either rehabbing the existing location by installing baffles, taller exterior walls out there to help mitigate some of that.

00:37:32.120 --> 00:37:52.120
 But again, when we started talking about what would be best for the city, for the police department to be more efficient and effective, the discussion then transition as we start talking about buildings and facilities to either rehab it in place or move it out towards where the new substation is going to be in that area there.

00:37:52.120 --> 00:38:12.120
 Because we already own the land, and because the fire department already has some part of a training facility set up behind the substation, or the anticipated site for that, it would only be natural for us to kind of make that a all encompassing public safety training facility with fire and police out in the same area.

00:38:12.120 --> 00:38:15.120
 So we entered into that discussion.

00:38:15.120 --> 00:38:22.120
 As you can see right now, our range is this little blue area here.

00:38:22.120 --> 00:38:33.120
 And the land around us has already as you can see there's a lot of it under contract, and several were other businesses have already moved in.

00:38:33.120 --> 00:38:40.120
 And Winko here is already built and operational, which is directly behind our burn.

00:38:40.120 --> 00:38:45.120
 So, as especially as this new piece of land here starts being developed.

00:38:45.120 --> 00:38:54.120
 It's really gonna call in a question how often we can even go out there and train.

00:38:54.120 --> 00:39:01.120
 Last week we talked about whether or not you could do something with the county sheriff's department is that something you're still exploring.

00:39:01.120 --> 00:39:15.120
 So right now, interestingly enough, because of where the sheriff's department's range is, they're actually going to the same conversations internally, and theirs is actually a little bit worse because I think it backs up to I 35 at some point.

00:39:15.120 --> 00:39:19.120
 So they're having those discussions now.

00:39:19.120 --> 00:39:33.120
 Some of the concerns that we have in co locating with another agency is the scope of the project will grow, because we're going to have to have control of our side of it for our department and their side for their agency.

00:39:33.120 --> 00:39:49.120
 So then you look at operating costs personnel out there, and all those but we are still having those discussions to see what's going to be best, not just for us but for everyone.

00:39:49.120 --> 00:40:04.120
 That's exactly what we're looking at right now to do a completely indoor range that will take away all the, you can build anything else yes sound mitigation, you won't have right exactly.

00:40:04.120 --> 00:40:20.120
 And that's the 5 million projected costs that y'all have for it just for indoor right. Yes, right. And so, what, what component of the current indoor facility that y'all have.

00:40:20.120 --> 00:40:34.120
 Well, y'all, you were talking about you could set up like an apartment complex or a house and do training that is not a complex a room like right, right, the entire structure can discharge a firearm.

00:40:34.120 --> 00:40:51.120
 To what extent do those two components. Do they merge or those, those, they don't merger completely separate completely separate. And so then a component of the overall funding is built in for that, and it's separate from firing range.

00:40:51.120 --> 00:41:07.120
 5 million, we're not going to do anything to existing training facility. Okay, with a budget at all. Okay. So there's no so there's no need for no, not that.

00:41:07.120 --> 00:41:14.120
 And this again is just what we just talked about safety noise concerns, being a good neighbor.

00:41:14.120 --> 00:41:27.120
 We modified a lot of our standard operating procedures for how we operate the range. We have severely limited the amount of time that we're out there, having training.

00:41:27.120 --> 00:41:44.120
 Like we talked about the very beginning, we have already taken the money that was set aside to improve it and set it aside so we didn't put money into it and then turn around and then try to again renovate it, move it, or completely move away from it.

00:41:44.120 --> 00:42:02.120
 Does the 5 million that's just an estimate include the 1 million that's put aside. It doesn't know that 1 million was what was what was set at the beginning that 1 million was set aside for plan acquisition, the hiring of the architect for.

00:42:02.120 --> 00:42:10.120
 Okay, so that's everything else but that doesn't really have to do with construction, which would be the 5 million.

00:42:10.120 --> 00:42:18.120
 Okay, that was that's still low balling it.

00:42:18.120 --> 00:42:25.120
 And I have a question, it would be in a different location, not there.

00:42:25.120 --> 00:42:35.120
 We're looking at putting it behind the substation or proposed substation.

00:42:35.120 --> 00:42:46.120
 Here's a concept design of what the substation will look like. This is just a high level, kind of like a first rendering. We worked with the architecture firm to tell them what our needs are.

00:42:46.120 --> 00:42:58.120
 And then they came back with this and as you can just see the layout is going to be so much more user friendly than what we have now, which is one of the huge advantages of laying out a new building from the ground up.

00:42:58.120 --> 00:43:11.120
 Having a conference room up front and an open lobby for the public to come in will be able to gain entry to that conference room and use it for meetings, and it will never affect any of the business throughout the building.

00:43:11.120 --> 00:43:17.120
 Because there will be secured doors where they can't get access back to the secure portion of the building.

00:43:17.120 --> 00:43:34.120
 Patrol of England services, where we walk down that long hallway where all the sergeants and lieutenants were, they will be broken out, laid out better here with true offices and spaces for briefing rooms and things of that nature, just for patrol.

00:43:34.120 --> 00:43:48.120
 But you would have all your criminal investigations laid out, as we talked about, with a big briefing area, and then our vision is to have offices for them for the privacy, the ease of having communications.

00:43:48.120 --> 00:43:55.120
 But if you still have the workflow where they can come over and talk to patrol, integrate with them pretty easily.

00:43:55.120 --> 00:44:11.120
 Our property and evidence will be right off of the back sally port, so officers can just drive up to that sally port under the cover and walk straight into the property evidence room, drop off their property, tag it, and be back in their cars if they need to leave.

00:44:11.120 --> 00:44:15.120
 We're going to put a small tactical briefing room down there for our tactical team.

00:44:15.120 --> 00:44:32.120
 So if they get a call down that area of town, because there's such a long distance to travel from here down to that area as we talked about before, they can go straight there, start doing their tactical briefing, their planning, and then deploy straight from there, which will be good.

00:44:32.120 --> 00:44:52.120
 And then our staff support, which is kind of that administrative area that you all saw towards the front of the building, would be here. And we have a small room for a couple of records management personnel to work here remotely, but they would not have nearly what the amount of work done downtown.

00:44:52.120 --> 00:45:01.120
 We're going to keep all the records centralized down here as a main hub, and this would just be for smaller level projects there.

00:45:01.120 --> 00:45:06.120
 And then the administrative support offices right behind that.

00:45:06.120 --> 00:45:08.120
 That was kind of quick.

00:45:08.120 --> 00:45:14.120
 Any questions about the substation?

00:45:14.120 --> 00:45:21.120
 Now the police headquarters is really going to look dramatically different than what you guys just walked through.

00:45:21.120 --> 00:45:26.120
 So when we just walked through the communication and dispatch, we're kind of right in this area here.

00:45:26.120 --> 00:45:40.120
 Under the new rendering, we're going to move them back here, kind of back to this long part of the back of the building, so they can be isolated by themselves, but not like in the middle of the building, so we don't have a lot of dead space around them.

00:45:40.120 --> 00:45:57.120
 They only can move all of their equipment, electronic equipment and computer backup over in this area here. Right now, it's in a small room that's a long way away from what dispatch is.

00:45:57.120 --> 00:46:03.120
 So it really makes it cumbersome when they want to go in there and work on their computers or any of their other equipment.

00:46:03.120 --> 00:46:11.120
 They have to traverse a long way, so you'll see technicians throughout the day walking from where they were kind of back by the jail.

00:46:11.120 --> 00:46:18.120
 That's where the room is now. It needs to have a long period to traverse back and forth.

00:46:18.120 --> 00:46:22.120
 We'll have the tactical unit move back into their home area.

00:46:22.120 --> 00:46:40.120
 You know, it kind of turned out to be back where Narcotics was now, kind of in that general area, and then they would have their entry to the back without having to walk down that hallway past patrol and where they do the report writing, so that would be a lot easier for them.

00:46:40.120 --> 00:46:52.120
 And then it would transition into the Patrol of Ambulance Services, and then Narcotics would move them kind of towards the center of the building next to our property and evidence, because those kind of go hand in hand.

00:46:52.120 --> 00:47:07.120
 There's times now when I walk in to work on Monday morning or Tuesday morning, and as soon as I open the door to go in to the building, I knew that they had seized some Narcotics evidence because that smell travels throughout the building.

00:47:07.120 --> 00:47:20.120
 And as you get back deeper into those, you know where my office was, so we get down to those offices where the sergeants and lieutenants were, it was so strong that they were complaining of getting some Narcotics.

00:47:20.120 --> 00:47:37.120
 And then property and evidence, we would have, right now we said about 2,200 square feet, well it's going to expand to double that, more than double that, 5,200 square feet, which will be going to help, and then I'll be looking at it right next to the jail operations.

00:47:37.120 --> 00:47:50.120
 And then we have the same layout of the Sally Portable Inventor, so officers can simply drive up from the Sally Port directly into the confined area of the property and evidence, which will really mitigate that smell that I talked about a minute ago.

00:47:50.120 --> 00:47:58.120
 But more importantly, the ease of transition of evidence from their vehicles into a secure facility.

00:47:58.120 --> 00:48:08.120
 And then the rest of it will lay out the same, the rest of the investigations will be here, staff support will be more in the administrative offices, they'll work towards the front.

00:48:08.120 --> 00:48:15.120
 It will also house a better break room layout and a lot of ease of movement throughout the building.

00:48:15.120 --> 00:48:27.120
 And then our main lobby, it wouldn't grow that much, actually I guess it would, like 2,200 square feet, right now I think it's probably 1,600 or 1,700.

00:48:27.120 --> 00:48:32.120
 Where the lobby is?

00:48:32.120 --> 00:48:35.120
 No, not the lobby, the break room area, where is that at?

00:48:35.120 --> 00:48:42.120
 Well the break room will be over between the staff support area and the administrative offices here.

00:48:42.120 --> 00:48:50.120
 So it would really afford kind of centralizing it, so everyone could access it a lot easier than they do now.

00:48:50.120 --> 00:48:59.120
 For the training facility, you have to tell them where to carry it over here, so we don't have to worry about integrating that portion of the building.

00:48:59.120 --> 00:49:03.120
 How many restrooms do you have?

00:49:03.120 --> 00:49:09.120
 Quite a few. We are going to add more restrooms around the facility to make it more user friendly.

00:49:09.120 --> 00:49:16.120
 So you're not going to have that officer have to walk all the way over here, because this is the only other option right now outside of the winter store.

00:49:16.120 --> 00:49:20.120
 Are you adding locker rooms or a tanking area?

00:49:20.120 --> 00:49:27.120
 So everything that's going to be in the neighborhood area here is going to be just that.

00:49:27.120 --> 00:49:40.120
 So we made sure that because we were going through this design process, we were very thoughtful where we located things, the size of them, and everything that encapsulated them.

00:49:40.120 --> 00:49:52.120
 The logistical aspect of all of this, the idea is to build the substation first and create space here and then do this in phases.

00:49:52.120 --> 00:50:01.120
 How would you see the construction in this building sort of progressing?

00:50:01.120 --> 00:50:10.120
 I would anticipate that if there was a police chief, it would be two more cops or a lady who liked the buildings.

00:50:10.120 --> 00:50:17.120
 But I would anticipate that both of the projects would probably get started sooner, because the scope of the substation is going to be dramatically smaller.

00:50:17.120 --> 00:50:20.120
 It's a lot easier because they're working on a clean slate.

00:50:20.120 --> 00:50:25.120
 It's like painting a picture. If you're working on a clean canvas, you can paint the picture a lot easier.

00:50:25.120 --> 00:50:34.120
 Once that gets done, we can move our personnel down to that. It will really help. We can use some of these rooms here as temporary housing.

00:50:34.120 --> 00:50:41.120
 I mean, if the investigators work out here, you're going to get the same echo that they have now, so they're going to have a custom to it, although we wouldn't want to do that.

00:50:41.120 --> 00:50:48.120
 But we can move some assets of the police department into some of these rooms here, and then we look at exploring some other options.

00:50:48.120 --> 00:50:57.120
 Yeah, I saw off like five or six hundred thousand dollars for phasing. So that was one of my questions. Are you going to have to put in modular offices?

00:50:57.120 --> 00:51:05.120
 Potentially. Potentially. Either that or, as the chief said, one of these rooms would be offline, so you wouldn't be able to train.

00:51:05.120 --> 00:51:17.120
 It would basically be for the house officers and staff, while other portions of the building are being basically gutted to the studs, renovated, moved, and then do the same thing over.

00:51:17.120 --> 00:51:28.120
 And just again, this is sort of the logistical piece, but the bond sale that you might do initially would be for the substation,

00:51:28.120 --> 00:51:42.120
 and then you would face the next bond sale for the renovation of this building, or would you space out the bond sale for the renovation of this building, because it's a big chunk of money.

00:51:42.120 --> 00:51:53.120
 It wouldn't be quite as clean as one or the other. I think based on the cash needs that we would need for that first year, we would issue what was necessary, and that would be a piece of both.

00:51:53.120 --> 00:52:03.120
 I think on our last presentation we can pull it back up as we get into that discussion. We kind of had a tentative timeframe of when we would issue those.

00:52:03.120 --> 00:52:16.120
 Tim, I think you were asking last week about interest rates and growth assumptions and that sort of thing. One of the things that we're continuing to try to refine is we work through this process.

00:52:16.120 --> 00:52:24.120
 Is there an ability to issue a little bit more debt up front if interest rates are lower than what we've been assuming, to your point?

00:52:24.120 --> 00:52:35.120
 Because with all these building projects and the road program, that is the issue, is how do you layer in the dollars and keep these projects. You're sort of juggling everything and having the budget there.

00:52:35.120 --> 00:52:44.120
 That's exactly the kind of thing we're studying right now, and we'll have it ready for you in a few weeks.

00:52:44.120 --> 00:52:47.120
 Any other questions for Chief Dixon?

00:52:47.120 --> 00:52:54.120
 The renovation, is the jail, is everything also getting renovated?

00:52:54.120 --> 00:53:00.120
 There won't have to be as much work done to the jail. It's only going to be a stack.

00:53:00.120 --> 00:53:04.120
 Is this a set? This is how y'all really want it to be set up? This is it?

00:53:04.120 --> 00:53:15.120
 Well, this is just the initial rendering from the architect. We haven't gone into great detail because, again, we don't want to plan. We don't want to get too far to release just yet.

00:53:15.120 --> 00:53:22.120
 I don't know if this is exactly where the easel process is going to look at.

00:53:22.120 --> 00:53:30.120
 I would suggest that each also be an indoor/outdoor lobby. That would be awesome.

00:53:30.120 --> 00:53:35.120
 So y'all can have some more work to sit, you know.

00:53:35.120 --> 00:53:38.120
 That's a suggestion.

00:53:38.120 --> 00:53:40.120
 Oh, for the heating space? The breaker?

00:53:40.120 --> 00:53:41.120
 Yeah.

00:53:41.120 --> 00:53:43.120
 Yes. We actually have that discussion.

00:53:43.120 --> 00:53:44.120
 Okay.

00:53:44.120 --> 00:53:49.120
 That is one of the things that we always want.

00:53:49.120 --> 00:53:51.120
 Thank you all very much.

00:53:51.120 --> 00:54:02.120
 I'd just like to commend and thank the city and the police department over the last 20 years for making as much use as you have over this facility.

00:54:02.120 --> 00:54:17.120
 I think that both the police department as well as the rest of the city offices, having them stay downtown as opposed to moving way outside has been instrumental in allowing a resurgence of the downtown and an increase in business community.

00:54:17.120 --> 00:54:20.120
 So I'm behind it.

00:54:20.120 --> 00:54:27.120
 I do get a little bit nervous when we talk about acquisitions for parking. I understand there's a need.

00:54:27.120 --> 00:54:45.120
 I would just say there's any way that we could look at that in context of the mobility plan that's starting to go through in order to figure out how to work that plan so that some multimodal options, especially for the community north of McKinney.

00:54:45.120 --> 00:55:12.120
 There's a lot of people who live up there that ride bikes and that sort of thing that could greatly benefit by a safer crossing of McKinney and this seems like it could offer an opportunity to look at that.

00:55:12.120 --> 00:55:20.120
 Kenneth Hedges is going to come up for the fire crew.

00:55:20.120 --> 00:55:31.120
 Good evening committee members Kenneth Hedges fire chief, I'm gonna go over proposed fire station eight with you briefly a few slides more less really gonna kind of talk you through some of this.

00:55:31.120 --> 00:55:41.120
 So this proposed fire station would be the eighth one to our service model heard that we have seven stations and to kind of put this in context a little bit of history, taking a step back, I've been on this department 23 years in 23 years.

00:55:41.120 --> 00:55:46.120
 With the exception of this proposed station we've only opened one new station in 23 years.

00:55:46.120 --> 00:55:57.120
 So that was in 2007. So if this thing, if this proposition passed, it would open in 2020. So that would be a second edition in 13 years from station seven as well I mean first edition as well.

00:55:57.120 --> 00:56:05.120
 So when we're looking at that on how the fire industry and the industry really measure your metrics, the number one thing we measure is response times.

00:56:05.120 --> 00:56:19.120
 How quick can we get our crews to the incident start mitigating. So when we look in response times, the overall number you're really trying to look for is around four minutes doesn't matter if it's a fire rescue EMS, four minutes is what we're shooting for.

00:56:19.120 --> 00:56:33.120
 So back in 2015 we started doing some statistical analysis and the southeast portion of the city really had extended periods of response times up to even 10 minutes closest facility was station six behind South Branch Library on Teasley.

00:56:33.120 --> 00:56:41.120
 And it was going all the way to the Lakeview area behind other for so long distance traffic, lack of roadways expansion as well.

00:56:41.120 --> 00:56:48.120
 We've been assisting that with expansion of 35 and some bridges across by the four dealerships as well.

00:56:48.120 --> 00:57:01.120
 We presented it to city council in May of 2015 a really a strategic plan for the fire department and they gave direction to start planning for station eight in the southeast portion of the city.

00:57:01.120 --> 00:57:17.120
 So in February, let me back up just let me go down. So southeastern was identified through our ISO rating, which is insurance service offices. It is a fire protection rating system in which the city has just recently went through.

00:57:17.120 --> 00:57:25.120
 And we've been upgraded from a three to two, which as you go down in numbers, that's actually better for your homeowners insurance and commercial insurance.

00:57:25.120 --> 00:57:33.120
 So everybody should be seeing actually a small break on your homeowners insurance. If you haven't seen already with that, they're very specific on fire station locations.

00:57:33.120 --> 00:57:39.120
 They identified this area in southeastern as a deficiency currently in our service model.

00:57:39.120 --> 00:57:47.120
 So we started working with counts. We started working on the strategic plan to resolve what's the best way to get a gap in service.

00:57:47.120 --> 00:58:01.120
 We came up with a plan for interim solution in which we actually partnered with HCA Medical, which was a parent company of used to be didn't regional now medical city didn't in which we actually are leasing a building behind the hospital.

00:58:01.120 --> 00:58:09.120
 It was just large enough to put a two person crew and put another Amazon service. So we kind of put a bandaid on that service area.

00:58:09.120 --> 00:58:18.120
 Really the deficiency there in twenty seventeen. So that's been operating since twenty seventeen just kind of as a standalone in a modular building.

00:58:18.120 --> 00:58:25.120
 So as we kept talking with council, we were given approval to go ahead and start design services on fire station eight.

00:58:25.120 --> 00:58:33.120
 We initiate that in February of this year with Kirkpatrick, the local architect firm, and it's currently in design right now.

00:58:33.120 --> 00:58:39.120
 And I'm able to show you some of these graphics because it is actually almost complete on design.

00:58:39.120 --> 00:58:47.120
 So for context and reference, this is actually at the bottom of the screen. That's Colorado Avenue. So it's at the intersection of Colorado and Brinker.

00:58:47.120 --> 00:58:57.120
 We acquired this piece of property. It's approximately two acres, very tight spot, but sometimes on location is more important than actually the size of the site.

00:58:57.120 --> 00:59:03.120
 So we identified this. I was able to make that land acquisition about two and a half years ago.

00:59:03.120 --> 00:59:13.120
 And this will give us only the second station upon completion that has direct access to the I-35 corridor, the other station, station three off McCormick.

00:59:13.120 --> 00:59:22.120
 That's very important for us. It's very important to get our units around the city in a quick manner as well.

00:59:22.120 --> 00:59:29.120
 And I just kind of drop these in. This is actually this is almost complete elevations. Like I said, we're in construction documents, should be out in the next 30, 45 days.

00:59:29.120 --> 00:59:36.120
 That should go into permitting. So this will be a technically shovel ready project set in there waiting for the bond approval if successful.

00:59:36.120 --> 00:59:43.120
 So Chief, if I remember right, station two and station four are pretty much side adapt with the same design.

00:59:43.120 --> 00:59:48.120
 Smaller site, you're going to have to basically brand new design. Is that accurate?

00:59:48.120 --> 00:59:55.120
 Station two and four in the previous 2014 bond election are actually larger stations. We really need storage. So there were three and four bays.

00:59:55.120 --> 01:00:03.120
 This was a very scaled down. Those were station two was approximately fifteen thousand square foot. Station four was approximately thirteen.

01:00:03.120 --> 01:00:07.120
 This is eighty five hundred square foot. So we took some of the same design components.

01:00:07.120 --> 01:00:15.120
 Obviously, it's the cost savings and lessons learned as well. The construction process and went implemented into this or this building here.

01:00:15.120 --> 01:00:23.120
 And as we go through and see, this is not elaborate. We really try to cut costs on this because the need is more important than obviously the look of the structure.

01:00:23.120 --> 01:00:30.120
 But it is designed to be a 50 to 70 year building. That's kind of our intent on all these fire stations.

01:00:30.120 --> 01:00:37.120
 So here's just some basic details about it. Like I said, very scaled down. Our minimum crew size there would be five.

01:00:37.120 --> 01:00:47.120
 That's normal for a fire station, two on an ambulance and three on the fire engine itself. We did try to incorporate the basic designs that we've used in the other previous stations,

01:00:47.120 --> 01:00:56.120
 along with all the safety and security components for the firefighters, kind of industry standards now, specifically being air exhaust, removal systems.

01:00:56.120 --> 01:01:06.120
 I mean, we know diesel exhaust is a car sent engine. So we've really been focused on the safety and health and wellness of our employees.

01:01:06.120 --> 01:01:17.120
 And with that, I'm going to turn it over to David here just to talk about the financial. But I'll hear it be here to answering questions as well.

01:01:17.120 --> 01:01:25.120
 So we wanted to just briefly kind of just go over some of the detail, not only on the construction, but also the operating costs that we're anticipating along with the fire station.

01:01:25.120 --> 01:01:38.120
 On the right here, you can see just a breakdown of that four point nine million dollars that we currently have in the budget for the project in total three point five nine in construction funds for furniture and equipment, contingency funding.

01:01:38.120 --> 01:01:45.120
 And this the project does include an engine within the funding. So that would be included in the bond package on the left.

01:01:45.120 --> 01:01:56.120
 Here's a just high level estimates on what we what we anticipate for some operating costs moving forward with the program. This has been something that we've been that we've been planning for the past few years in the budget process.

01:01:56.120 --> 01:02:19.120
 In F.Y. eighteen nineteen, we're adding we've added three FTEs, three firefighters for the in anticipation of the fire station. And then in F.Y. nineteen twenty, which we're preparing for right now, we've included three FTEs as we gear up. And then in F.Y. twenty twenty one as we're really getting ready for the fire station to be in go live.

01:02:19.120 --> 01:02:29.120
 Essentially, we have are the three FTEs coming on board as well. So knowing that we need nine in total, we've transitioned those in over the over these years.

01:02:29.120 --> 01:02:40.120
 One piece of that, and as we go through the budget discussions as we touch on the operating costs with this group, we are looking at safer grants, which can help offset some of those those personnel costs.

01:02:40.120 --> 01:02:51.120
 So that could have us be a little more aggressive with the number of FTEs we we go forward with next year. But this is our plan at this time.

01:02:51.120 --> 01:03:03.120
 I know in the Traffic Safety Commission and maybe the Mobility Committee, there have been issues have come up occasionally of road design being dependent on being able to get emergency vehicles in the different areas.

01:03:03.120 --> 01:03:14.120
 Have we ever looked at potentially getting some more compact engines? So maybe like in this case, maybe moving one of the current engines we have to the new station.

01:03:14.120 --> 01:03:22.120
 Sorry, guys with the new station, but move one of our current engines to the new place and look at possibly getting a more compact.

01:03:22.120 --> 01:03:27.120
 Hopefully it would be a little cheaper version of like is this going to be a pumper? Correct.

01:03:27.120 --> 01:03:36.120
 Okay, I know they make smaller ones that still have the 500 gallons, but they have a smaller turning radius. They can fit in narrower roads.

01:03:36.120 --> 01:03:46.120
 I know people, cities have started buying those. So would we have we looked at that or considered that so we can, you know, make our roads a little safer for people that aren't in a car, people who aren't in a car as well.

01:03:46.120 --> 01:03:49.120
 We're constantly looking at what the industry offers as far as varieties and vehicles.

01:03:49.120 --> 01:04:00.120
 The one thing that kind of separates us from maybe some other fire departments is structural engine is very standardized in our city and some city use a ladder truck to carry rescue tools.

01:04:00.120 --> 01:04:07.120
 The jaws of life. Every one of our structural engines has that piece of tool on it because we feel it's so important and it's so time sensitive.

01:04:07.120 --> 01:04:11.120
 So once you start adding all these pieces, it just creates the storage space and storage capacity.

01:04:11.120 --> 01:04:19.120
 Even the new ones we're getting we're really at full capacity. We have a full committee, an apparatus committee. That's their job. I mean, besides firefighter paramedic.

01:04:19.120 --> 01:04:24.120
 They sit here and they go through and they design these vehicles down to the exact compartment on square inches as well.

01:04:24.120 --> 01:04:33.120
 So we've looked at it before and I mean right now I think we really I would say we're dialed in on what works for the city and for now. I understand your concerns. It's our concerns as well.

01:04:33.120 --> 01:04:40.120
 Going back and looking at some of these old roadways trying to get access or certain areas that if there's parking on both sides, we cannot even make it down the street.

01:04:40.120 --> 01:04:46.120
 But even if you shorten the width of that vehicle six inches, you still may not be able to do it as well.

01:04:46.120 --> 01:04:53.120
 So it's kind of, you know, you take the pros and cons and try to find that sweet spot in between. But we do consider that on record basis as well.

01:04:53.120 --> 01:05:01.120
 I think that may be applicable for this area because I know the villages of Carmel has come up a couple of times with the narrower street widths.

01:05:01.120 --> 01:05:09.120
 Is there a difference in the length of the vehicle that makes turning easier so that you can get through some of those narrow streets or not?

01:05:09.120 --> 01:05:14.120
 Yes, that plays an important part. It's also your spread of your actual axles itself.

01:05:14.120 --> 01:05:18.120
 So we have the ability because these are custom vehicles. It's just not stock.

01:05:18.120 --> 01:05:23.120
 So you can customize and actually shorten your wheelbase as well and extend the back.

01:05:23.120 --> 01:05:28.120
 We have been working with traffic on the area you're specifically talking about.

01:05:28.120 --> 01:05:35.120
 Just cutting back on parking on corners allows our vehicles to make it when people park around the corners, our vehicles not swing wide enough.

01:05:35.120 --> 01:05:39.120
 And we already have issues with our ambulances, which are just one ton units as well.

01:05:39.120 --> 01:05:46.120
 Still making some of those maneuvers in that area.

01:05:46.120 --> 01:05:48.120
 Any other questions for the chief?

01:05:48.120 --> 01:05:54.120
 OK, yes, I have a question. With Colorado, eventually probably going to get busier and busier with traffic.

01:05:54.120 --> 01:06:00.120
 Is this location going to require you all to eventually have a traffic light in front of the facility?

01:06:00.120 --> 01:06:05.120
 I think long-term discussions. This one.

01:06:05.120 --> 01:06:15.120
 We know going into this land acquisition that more likely that you probably not be able to actually achieve another controlled intersection being that close to the previous one as well.

01:06:15.120 --> 01:06:22.120
 So we did a study on how many times a proposed vehicle would turn and go north and south.

01:06:22.120 --> 01:06:24.120
 And, you know, it's about pretty equal as well.

01:06:24.120 --> 01:06:30.120
 At this point, there's other different type of traffic devices we can install that will assist us.

01:06:30.120 --> 01:06:34.120
 But sometimes it just comes down to the use of your lights and sirens as well.

01:06:34.120 --> 01:06:41.120
 This is kind of where I go back to the location is more important than some of the outstanding features you have to overcome as well.

01:06:41.120 --> 01:06:49.120
 So if you had to go east on Colorado, how would you go up and do a U-turn or?

01:06:49.120 --> 01:06:56.120
 No, there will be, you see right there, there is a break in the median. This is going to be a cut in the median.

01:06:56.120 --> 01:07:03.120
 Correct. So we'll be able to have the return flow back into the station and this will be our actual pathway out if we need to turn and go down.

01:07:03.120 --> 01:07:08.120
 I guess I do have one other question related to that.

01:07:08.120 --> 01:07:12.120
 And I don't know how much the city owns that property from what I'm seeing up there.

01:07:12.120 --> 01:07:18.120
 I can't tell if it's all that corner. It goes all the way to Med Park or what that actually is, by the way that's drawn.

01:07:18.120 --> 01:07:25.120
 But since DCTA already put in their traffic signals at Med Park in Colorado and Med Park and Brinker,

01:07:25.120 --> 01:07:34.120
 wouldn't it be more feasible to get away from those hotels because you're right next to three, potentially four hotels to put it on Med Park?

01:07:34.120 --> 01:07:38.120
 So when you come out, you're coming out at a red light.

01:07:38.120 --> 01:07:44.120
 We look at different areas and what land was available and HCA corporate actually owns a majority of that land.

01:07:44.120 --> 01:07:48.120
 And they have specific design and planning processes.

01:07:48.120 --> 01:07:52.120
 I mean, they told us directly you'll never see a restaurant in this area because they control that land.

01:07:52.120 --> 01:07:56.120
 They're never going to allow it. So they gave us this was actually their second option.

01:07:56.120 --> 01:08:00.120
 The first option on land they offered was actually off the 35 service road.

01:08:00.120 --> 01:08:05.120
 And there was just going to be too much mitigation, some flood control issues as well.

01:08:05.120 --> 01:08:12.120
 So we looked in the entire area and really we did some internal studies and trying to prove that what is the best location.

01:08:12.120 --> 01:08:14.120
 You're never going to find the perfect one.

01:08:14.120 --> 01:08:22.120
 But I think out of all of the options, this one is by far probably the most beneficial for our current needs and long term needs, actually.

01:08:22.120 --> 01:08:29.120
 And really the number one thing I want to focus, like I said, the importance of access in 35 and having that ability to go north and south so quickly.

01:08:29.120 --> 01:08:35.120
 And now with the Brinker underpass being built.

01:08:35.120 --> 01:08:42.120
 This station is going to be about 50 square feet smaller than the Cleveland gives, right?

01:08:42.120 --> 01:08:45.120
 I believe so. The Argyle station, correct.

01:08:45.120 --> 01:08:48.120
 And what's the ISO at preserve at Pecan Creek now?

01:08:48.120 --> 01:08:54.120
 Everything in the concrete, everything in the city limits now is currently a two.

01:08:54.120 --> 01:09:01.120
 With the addition of contracting with the Dent County ESD and bringing that station online, Robeson was the only one that was outside the two.

01:09:01.120 --> 01:09:03.120
 They were a ten. They were maxed.

01:09:03.120 --> 01:09:13.120
 So overnight they went from a ten down to a two, which was roughly of 35 to 45 percent savings.

01:09:13.120 --> 01:09:18.120
 I bet that was good.

01:09:18.120 --> 01:09:25.120
 Thank you, Chief.

01:09:25.120 --> 01:09:28.120
 So that wraps up the presentations, David.

01:09:28.120 --> 01:09:33.120
 Correct. OK, let's say 15.

01:09:33.120 --> 01:09:40.120
 Any other general comments, observations from tonight we want to share?

01:09:40.120 --> 01:09:45.120
 Can this go into concluding remarks or is that kind of where we are?

01:09:45.120 --> 01:09:48.120
 Yeah, we can go into concluding remarks.

01:09:48.120 --> 01:09:53.120
 So one question that came up is are we are there meeting minutes being published?

01:09:53.120 --> 01:10:01.120
 We will have minutes for our meeting of the next meeting and hopefully we can have both meetings just kind of every week.

01:10:01.120 --> 01:10:05.120
 Our goal is to bring them back to the follow-up meetings.

01:10:05.120 --> 01:10:11.120
 OK, there is a roster. No, we cannot have it.

01:10:11.120 --> 01:10:15.120
 That's my understanding. The question is, can we have a roster of the committee?

01:10:15.120 --> 01:10:22.120
 We can get a roster from our practice has been not to send out emails for the entire committee.

01:10:22.120 --> 01:10:27.120
 There's a couple of reasons for that. The primary one is just an open records concern.

01:10:27.120 --> 01:10:32.120
 If everyone replies all, and that's why if you see the emails we send out, we blind copy everyone.

01:10:32.120 --> 01:10:41.120
 If someone replies all to one of those emails, we run into some kind of cultural open records issues if there's communication going on amongst everyone.

01:10:41.120 --> 01:10:45.120
 So that's been our practice is to not get out that email list.

01:10:45.120 --> 01:10:49.120
 So that's why we didn't give it out this week.

01:10:49.120 --> 01:10:54.120
 But you can get us a copy of the roster, a print copy of the roster.

01:10:54.120 --> 01:10:59.120
 OK, all right.

01:10:59.120 --> 01:11:01.120
 There's already one online.

01:11:01.120 --> 01:11:04.120
 Are there concluding remarks?

01:11:04.120 --> 01:11:05.120
 There is.

01:11:05.120 --> 01:11:07.120
 Go ahead, Tim.

01:11:07.120 --> 01:11:12.120
 The only thing I want to say, I thought the staff did a great job of presentation today.

01:11:12.120 --> 01:11:18.120
 I thought you really handled us really well.

01:11:18.120 --> 01:11:20.120
 I think one more comment.

01:11:20.120 --> 01:11:21.120
 Sure.

01:11:21.120 --> 01:11:28.120
 We're going to look at possibly seeing if we can configure it to go to the work session room next week at City Hall.

01:11:28.120 --> 01:11:35.120
 I think it might be more conducive, especially for the camera and to be able to possibly even live stream the meeting as it goes along.

01:11:35.120 --> 01:11:42.120
 We're not certain if we'll make it fit, but at least we're going to give it a shot and see if we can configure the room correctly.

01:11:42.120 --> 01:11:51.120
 OK.

01:11:51.120 --> 01:11:54.120
 I too would like to thank the city for such an awesome job.

01:11:54.120 --> 01:11:55.120
 Thank you.

01:11:55.120 --> 01:11:56.120
 Thank you so much.

01:11:56.120 --> 01:12:10.120
 I would like to make a request and I would like to know if we could possibly have a van tour and post the meeting for daytime so that we could see the areas considered for open acquisition

01:12:10.120 --> 01:12:16.120
 and for the main candidates for sidewalks and then an evening tour for lighting.

01:12:16.120 --> 01:12:18.120
 That's my suggestion.

01:12:18.120 --> 01:12:20.120
 Hopefully proposed.

01:12:20.120 --> 01:12:23.120
 What would be the process for handling that request?

01:12:23.120 --> 01:12:25.120
 The committee wants to do that.

01:12:25.120 --> 01:12:26.120
 We'll make it happen.

01:12:26.120 --> 01:12:27.120
 All right.

01:12:27.120 --> 01:12:29.120
 So that's a motion?

01:12:29.120 --> 01:12:30.120
 Yes, sir.

01:12:30.120 --> 01:12:34.120
 OK.

01:12:34.120 --> 01:12:41.120
 A motion to have a van tour in the daytime for candidates for open space acquisition.

01:12:41.120 --> 01:12:51.120
 And I know that that may have to be a closed session, by the way, and for sidewalks to be considered and then an evening tour for lighting.

01:12:51.120 --> 01:12:53.120
 All right.

01:12:53.120 --> 01:12:55.120
 Is there a second to that motion?

01:12:55.120 --> 01:12:56.120
 I'll second.

01:12:56.120 --> 01:12:57.120
 Jennifer Collins.

01:12:57.120 --> 01:12:58.120
 All right.

01:12:58.120 --> 01:12:59.120
 Open.

01:12:59.120 --> 01:13:00.120
 Any discussion on that?

01:13:00.120 --> 01:13:15.120
 Before discussion, before we vote, if I'm understanding you, you want the committee to be able to go around to all the places that they're looking for roads or for the city to purchase?

01:13:15.120 --> 01:13:18.120
 Well, I'm specifically thinking about the road projects, sure.

01:13:18.120 --> 01:13:24.120
 For road projects and for sidewalk projects and for those things that are already on that list.

01:13:24.120 --> 01:13:25.120
 Yes, ma'am.

01:13:25.120 --> 01:13:26.120
 OK.

01:13:26.120 --> 01:13:27.120
 All right.

01:13:27.120 --> 01:13:30.120
 I was just trying to sit here going, how are we going to do that?

01:13:30.120 --> 01:13:36.120
 The old teacher in me knows how people learn, and I think it would be a great visual for us to see.

01:13:36.120 --> 01:13:39.120
 And I'm sorry.

01:13:39.120 --> 01:13:46.120
 And then the evening one would be to look at where lighting could be enhanced.

01:13:46.120 --> 01:13:47.120
 Yeah.

01:13:47.120 --> 01:13:51.120
 Well, we already have targeted areas for lighting, and so I think it would be good to see.

01:13:51.120 --> 01:13:52.120
 All right.

01:13:52.120 --> 01:13:53.120
 Thank you for clarifying that.

01:13:53.120 --> 01:14:00.120
 If you want to do that on the sidewalk, we can certainly pick out, you know, 10 or 15 areas to show you.

01:14:00.120 --> 01:14:04.120
 I mean, they've got a list of dozens, if not hundreds of sidewalk segments.

01:14:04.120 --> 01:14:08.120
 So we can certainly pick out a few areas to take you to show you.

01:14:08.120 --> 01:14:12.120
 But if we try to show you everything, we'll need you for a couple of days.

01:14:12.120 --> 01:14:13.120
 Oh, no, no, no.

01:14:13.120 --> 01:14:14.120
 Representative Sandler.

01:14:14.120 --> 01:14:15.120
 Yeah, OK.

01:14:15.120 --> 01:14:16.120
 So that we can see.

01:14:16.120 --> 01:14:17.120
 OK.

01:14:17.120 --> 01:14:18.120
 I have a question about your motion.

01:14:18.120 --> 01:14:23.120
 I heard you say to look at the land that's being targeted for acquisition.

01:14:23.120 --> 01:14:24.120
 Was that accurate or not?

01:14:24.120 --> 01:14:25.120
 Right.

01:14:25.120 --> 01:14:26.120
 For the road projects?

01:14:26.120 --> 01:14:31.120
 For -- OK, not for -- OK, not for other -- OK.

01:14:31.120 --> 01:14:38.120
 Yeah, because we don't want to get into identifying property before it's in negotiations.

01:14:38.120 --> 01:14:41.120
 That wasn't what I was suggesting.

01:14:41.120 --> 01:14:51.120
 But you -- let me just say, I don't think it would be appropriate for the committee to know what land the city is considering acquiring.

01:14:51.120 --> 01:14:55.120
 Right-of-way acquisition is a little different, but I don't think we need to.

01:14:55.120 --> 01:15:02.120
 Can we make a clarification or amend the motion to say right-of-way versus land?

01:15:02.120 --> 01:15:03.120
 OK.

01:15:03.120 --> 01:15:04.120
 Yeah.

01:15:04.120 --> 01:15:05.120
 And, Coli, you and Patty?

01:15:05.120 --> 01:15:06.120
 I know.

01:15:06.120 --> 01:15:09.120
 No, I just have a comment.

01:15:09.120 --> 01:15:18.120
 It seems that we have a finite amount of time to do the work that we have to do in looking at all these presentations and all the things that staff wants to bring before us.

01:15:18.120 --> 01:15:34.120
 And I'm wondering if it might be more convenient for us, certainly, to just get a list of where those places are and then we can go on our own at our own time when it's convenient for us to go and use the time that we're here,

01:15:34.120 --> 01:15:44.120
 maybe more efficiently, to hear staff presentations on the minutiae of these bond issues.

01:15:44.120 --> 01:15:46.120
 OK.

01:15:46.120 --> 01:15:59.120
 We could, and one idea would be if there's a desire to have a guided tour and maybe get input from staff, but produce a list that you could share with the committee that we could go look at on our own.

01:15:59.120 --> 01:16:00.120
 Sure.

01:16:00.120 --> 01:16:03.120
 So can we amend the motion to say that?

01:16:03.120 --> 01:16:19.120
 And we've got a list of, we're finalizing the list of sidewalks right now that are master planned, and we've got a list of, we're working through the next probably two to three hundred road segments, local roads, and then the larger roads are fairly obvious.

01:16:19.120 --> 01:16:24.120
 So we can certainly put a packet together and bring that to you in the next couple weeks.

01:16:24.120 --> 01:16:27.120
 OK.

01:16:27.120 --> 01:16:31.120
 Pardon me, ma'am.

01:16:31.120 --> 01:16:45.120
 That they would investigate, we would pursue doing an organized tour during the daytime, but also make the list available for people who can make the tour and who want to do that in their own time versus having another meeting.

01:16:45.120 --> 01:16:48.120
 I'm not sure that's what I heard Patty suggest.

01:16:48.120 --> 01:16:49.120
 I don't think it was either.

01:16:49.120 --> 01:16:51.120
 Well, I don't think it was either.

01:16:51.120 --> 01:16:52.120
 I'm trying to.

01:16:52.120 --> 01:16:53.120
 I think it was in lieu of.

01:16:53.120 --> 01:16:54.120
 I understand.

01:16:54.120 --> 01:16:55.120
 What I'm trying to do is.

01:16:55.120 --> 01:16:56.120
 I know.

01:16:56.120 --> 01:16:58.120
 Let's do and versus or.

01:16:58.120 --> 01:17:01.120
 Yeah, but I mean, I think you would need a motion to.

01:17:01.120 --> 01:17:08.120
 I mean, if what Patty is suggesting, she might be suggesting that she wants to make a motion to not.

01:17:08.120 --> 01:17:09.120
 I just pitched it out.

01:17:09.120 --> 01:17:10.120
 All right.

01:17:10.120 --> 01:17:13.120
 So I was treating it as an amendment.

01:17:13.120 --> 01:17:14.120
 Yeah, I don't.

01:17:14.120 --> 01:17:15.120
 I think.

01:17:15.120 --> 01:17:16.120
 All right.

01:17:16.120 --> 01:17:19.120
 So what let's let's do with the motion that we have on the table.

01:17:19.120 --> 01:17:20.120
 Right.

01:17:20.120 --> 01:17:21.120
 OK.

01:17:21.120 --> 01:17:22.120
 So the motion.

01:17:22.120 --> 01:17:23.120
 Go ahead.

01:17:23.120 --> 01:17:32.120
 I think and I think you've got another comment here, but I'm not sure we're ready to deal with the motion.

01:17:32.120 --> 01:17:33.120
 OK.

01:17:33.120 --> 01:17:42.120
 I think there are a number of people on this committee who have jobs during the day, and it would probably be in some cases.

01:17:42.120 --> 01:17:54.120
 Well, we need to take off today, and we need it since it's still light, so.

01:17:54.120 --> 01:17:56.120
 Consider.

01:17:56.120 --> 01:17:58.120
 And they can.

01:17:58.120 --> 01:18:00.120
 Sure.

01:18:00.120 --> 01:18:03.120
 It really isn't like that.

01:18:03.120 --> 01:18:04.120
 Do it.

01:18:04.120 --> 01:18:05.120
 It's.

01:18:05.120 --> 01:18:12.120
 Also on that on that first motion, are we talking about logistically speaking?

01:18:12.120 --> 01:18:26.120
 Just we all take our own means of transportation to do this tour altogether at the same time, or would this be something that would require renting a vehicle to all partake at the same time on this tour?

01:18:26.120 --> 01:18:34.120
 I mean, I think that's something that we should probably consider, too, if just on that first motion in and of itself.

01:18:34.120 --> 01:18:38.120
 In the past, the city provided transportation.

01:18:38.120 --> 01:18:39.120
 Right.

01:18:39.120 --> 01:18:40.120
 OK.

01:18:40.120 --> 01:18:58.120
 So I know myself, at least I think I would get a lot more out of the evening lighting guided tour than the right of way and sidewalk things that some of those right of ways and sidewalks I can look at a map and I can go through on my own to the day and see what it looks like on the ground.

01:18:58.120 --> 01:19:15.120
 But I would value staff real time feedback about what types of lighting they're concerned about in particular areas and then perhaps that could come back later to the presentation and say that area we looked at is similar to these three other areas that we didn't go look at.

01:19:15.120 --> 01:19:19.120
 So I would be.

01:19:19.120 --> 01:19:24.120
 I'd be excited to see an evening tour with lighting, but I'm not as as concerned about the others.

01:19:24.120 --> 01:19:49.120
 It wouldn't be mandatory. Yeah, yeah. So, so the motion on the table is a request to set up to independent site visits one during daytime to look at rights of way for future road and then and sidewalks, and then a second to do a nighttime visit to look at street lighting.

01:19:49.120 --> 01:19:57.120
 And we've amended that, or, no, we'll just make that the motion. Yeah, separate. Yeah, okay.

01:19:57.120 --> 01:20:05.120
 So, we've any other discussion.

01:20:05.120 --> 01:20:12.120
 So the motion was made by.

01:20:12.120 --> 01:20:27.120
 Jennifer. Okay. All right. Any. Are we ready to take a vote. All right. All in favor of that motion. Say aye. Raise your hand so let's be clear.

01:20:27.120 --> 01:20:31.120
 All right. All opposed. Same sign.

01:20:31.120 --> 01:20:38.120
 All right. Motion looks like it is does not carry that accurate.

01:20:38.120 --> 01:20:50.120
 I think so. Right. Okay. So now there's a new motion. Well, it's not really a motion. It's just a staff request that we could get an address a list of all these. We'll just make it a motion.

01:20:50.120 --> 01:21:19.120
 Make it easy. So, good governance. So motion to is to want to restate your motion please. A motion. Okay, I move that staff provide us with a list of the proposed sites of sidewalk and right away.

01:21:19.120 --> 01:21:28.120
 Okay, that the city's looking at it. Can we add to that night, night lighting as well lighting. Sure. All right. All right.

01:21:28.120 --> 01:21:33.120
 Second, any this by Peggy.

01:21:33.120 --> 01:21:40.120
 Okay, any other discussion with that just with the nighttime just be written as well. Yes.

01:21:40.120 --> 01:21:44.120
 I would probably agree with Eric that that one would be kind of nice to see.

01:21:44.120 --> 01:21:53.120
 But the other is okay. Okay, well then that would have to be another motion. And that motion failed. I mean, you had a motion on the floor that failed.

01:21:53.120 --> 01:21:57.120
 All right. So any other discussion.

01:21:57.120 --> 01:22:15.120
 All right, so all in favor of the motion to provide a list of all right away sidewalks and night lighting areas to the committee for their own independent viewing. All in favor, raise your right hand or any hand.

01:22:15.120 --> 01:22:31.120
 Opposed. Same sign. Motion carries. All right. We'll have a lot of booklets ready for you in the next two or three weeks. Okay. Thanks a lot. I take a motion to adjourn.

01:22:31.120 --> 01:22:50.120
 Staff. Okay. I've been doing a lot of research and Traffic Safety Committee has been talking about this very subject. So I wanted to find out if you're going to provide this when you talk about the street lighting their studies that they've been doing on University Drive and things like that.

01:22:50.120 --> 01:23:04.120
 That's really the only one we've got ready so we can bring that in and our engineering staff has also been concentrating on 2499 and we've got a couple of other areas so some of the smaller one off areas I'm working with DME right now to try to knock those out.

01:23:04.120 --> 01:23:20.120
 Where we might need three, four, five lights, but for those larger corridors, Todd Estes is in pre tam. We'll have that ready for you during the presentation. Okay. All right.

01:23:20.120 --> 01:23:27.120
 Motion to adjourn, I'll move to turn.

01:23:27.120 --> 01:23:28.580
 - All in favor, say aye.

01:23:28.580 --> 01:23:29.620
 - Aye. - Aye.

01:23:29.620 --> 01:23:30.960
 - Have a good night.
