Good morning and welcome to the City of Denton Economic Development Partnership Board meeting. Today May the 8th 2019 our meeting is beginning at 1108. We welcome everyone that's here in the room as well as our extensive television audience to the proceedings today. We have a number of items on the agenda the first of which is EDP19019. Consider the approval of economic development partnership board minutes from the April 10th meeting. We'll give everyone a few seconds excuse me a few a little bit to make sure they refresh themselves with the minutes and then we'll vote on those minutes. I move approval of the economic development partnership board meeting minutes from April 10th 2019 as previously submitted to members. Okay we have a motion on the floor for approval. Second. Okay Keely Briggs second. Discussion. I would like to discuss one of the items on the agenda regarding the downtown reinvestment grant. Let's see there was a $10,000 approval for Steve's Wine and Bar. Was there a previous approval on this do we know or is this the extent of the approval? On Steve's specifically? Yes. I believe that's the only time we have voted there was a time I think it was on the agenda but there was some kind of issue and so we didn't discuss it he came back and I believe final vote was. What that wasn't Steve's? Yeah that's the only time you looked at the one was last month was for 111 industrial that was the okay the only time that this body has looked at it. I won't go over the economic development staff report in detail unless there are specific questions. I do want to call your attention to item four on the staff reports which is a future agenda item matrix. This is something that we do with City Council and with other boards and commissions to give you a sort of heads up of what items are coming and it's a planning tool for us to make sure we're not overloading an agenda with too many items. On that you'll see the meetings scheduled out through September. Can you tell us what page that is? It's page 30. Thank you so much. I appreciate it. I'm sorry. A side note to that would be the Chairman Rivers and I had discussed the possibility of holding a joint City Council EDP meeting and the first available City Council luncheon date is September 9th so I just wanted to add that to the list of items for your consideration in terms of planning out future meetings. I do not know if you if everyone is open to having a meeting on both the 9th and the 11th but that's certainly what I was working towards. So the 9th would be a Monday? The 9th is a Monday, yes sir. We have a lot of marketing activities and opportunities coming forward so we're excited that that ball keeps moving. We're on track to be well ahead of all of our goals that have been set within the partnership by September of this year. Thank you. So where can you get more information on bullet point one? Karen do you have any more information about the lake farm? Lake farm is, this was their second site visit. First site visit was actually for a small 15,000 square foot office building. This one was a much more in depth concept. They are talking about doing 350, 400,000 square foot possibly multi buildings of a life science project campus. And we're still looking for sites. I have yet to find a 500 acre site right next to UNT or TWU. I just can't figure out how to make land like that. I'd like to try. Still in the concept stage we do not have a specific site or location. We've sent them probably close to about six or seven different sites. None of them have met with their approval yet. None of them have made them jump up and down. I'm trying to get discussions with Discover Park and back with TWU also. Maybe they'll have multiple sites and have a joint conference campus kind of feel to it. We're not sure yet. For clarification, is this a public or private campus? Well it's an office campus. So it's multiple buildings but they would be owned by the same people. So like a business park. Not a student campus at all. They may be doing research and development but not education. They would like to partner with UNT, TWU, maybe even Southwest Medical. That's just ballparks. Okay thank you for that. Is that within the confines of the city of Denton that you're looking to do? I know the master plan, at least I think I know the master plan at UNT is rather logjam. They don't have much room over there. Thank you. There being no more items to discuss on the staff reports, we'll move to EDP 19-020. Receive a report, hold discussion, make a recommendation to City Council regarding nominating Tyson Sales and Distribution Inc. to the Office of the Governor, Economic Development and Tourism through the Economic Development Bank. Erika? Good morning. Good morning. I'm going to be providing a brief overview of the Tyson project that you looked at recently and the request for state assistance through the Texas enterprising program. Which page number in the report? 31 is the beginning. Thank you. As you may recall, Tyson based in Springfield, Arkansas provides refrigerated warehousing and distribution services to a number of Tyson food companies listed here. They generated 38 billion in sales in 2017 and employ 122,000. The local project Tyson is constructing a 350,000 square foot, highly automated refrigerated distribution center and that will include gantry, robots, pallet conveyors and a monorail and they plan to ship 700 pounds of product annually and will employ 100 at the distribution center and their total investment in the project is 52 million. The facility will be located on 65 acres at the southeast corner of Western and Jim Crystal in the West Park Tours. Tyson's business personal property investment is quite significant at 29 million so Tyson received an abatement of 25% of their BPP only which does not go into the Tours for a period of six years and this was approved by Council back in February. And the objective today is for this board to make a recommendation on the nomination of Tyson sales and distribution to the Texas Enterprise Zone program and this is accomplished through a resolution for consideration by Council. We're looking at going on the 21st. And a little bit about the Texas Enterprise Zone program. It's a state program, it's an economic tool to provide job creation and capital investment in economically distressed areas of the state of Texas. Applicants are eligible apply for state sales and use tax refunds through this program and it provides state reimbursement based on their capital investment and jobs created or retained for economically disadvantaged individuals and also for veterans. A local incentive is required for a company to be able to apply for the Texas Enterprise Zone program. We have a question here. So on the last one are they is this incentive or a refund I'm sorry is this refund based on the amount of individuals they hire that fall into this category? Yes they have they're required to have 25% if they're in the zone and 35% if they're outside of the zone and they're in the zone. So 25% of the 100 jobs that they're going to have here would be veterans or disadvantaged individuals? Yes so they would either need to be located in this area live in this area which there's quite a big tract or they would be veterans in this area. Oh okay okay so it's about location not about someone's personal yes it's based on poverty rate licenses tract. Oh okay okay so it's not it's not an individual person experiencing poverty so they wouldn't necessarily have to hire somebody who is disadvantaged as long as they just live in this zone yes so they could hire in any actually any zone in the city that meets the economic distress criteria. So this map shows the enterprise zone we were discussing it's highlighted the part that's eligible and the location determines like I was just discussing the percent of new employees that must meet the criteria since Tyson's inside like I said it's 25% if it would have been outside it would have been 35%. And then the benefits to Tyson itself is a state sales and use tax up to 250,000 depending on how many of their 100 they qualify so it's 2,500 a job and it might be less but that would be the most. And then to Dutton 25% of new jobs created or also positions that turn over by people who are economically disadvantaged residents of enterprise zone within the city's jurisdiction that we talked about or veterans and then jobs created are certified by the governor's office of economic and tourism and must be maintained for a period of three years. Nominating Tyson enables Tyson to assist Dutton to assist the company in receiving significant state sales tax refunds and then nominating Tyson the program has no fiscal impact to the city. I'd be happy to entertain questions about the program or Tyson itself. Kind of a similar question I think it has to do with eight of ten on page on your slide presentation eight of ten it talks about benefits to Denton I think piggybacking on councilperson Briggs's question as far as 25% of new jobs created or existing positions that turnover will be filled by people who are either economically disadvantaged our residents of an enterprise zone within the city's jurisdiction or our veterans so is this just is this a goal because the way it's kind of stated it makes it sound like there's some kind of requirement so there is a requirement that they're economically disadvantaged we have a number of zones in the city itself now because we've granted about six okay so they have to hire a certain number of people from a certain regional from a certain jurisdiction that's put forward as economically disadvantaged yes it's done by the poverty rate by census tract so yes there is some kind of requirement that so many people from an economically distressed area are hired economically distressed my question yeah so I mean that would be they don't review like tax return it's or anything they just right yeah kind of guesstimate because they live in an area that's not as economically prosperous the governor's office of economic and development and tourism is who monitors that and then the state comptroller's who's responsible for sales and use taxes so those are the two agencies involved I move we move forward on the staff recommendation to nominate Tyson for said assistance from the state we have a motion on the floor hearing a second we next item on the agenda is EDP one nine zero two two receive a report and hold discussions regarding activities and develop excuse me development at Denton Enterprise Airport Mr. Chairman members of the board good morning I'm Scott Gray the airport manager I have a short presentation be happy to answer any questions as I go through them as well I'm happy to be with you again for the second time I think the first time I I was here was back in July of 17 I'd only been with the city for about a month or so so here are two years later and I'm invited back so hopefully the information I have for you today is exciting to me being here for two years and it'll be exciting for you as well just a little bit of the statistical information not a lot has changed here specifically for the airport just maybe some updated information to kind of get you up to date to 2018 stats 84 ground leases so those are various businesses for aviation use or they could be private so they have a language from the city and they'll have their own private hangar and store their own aircraft about 30 businesses at the airport ranging from flight training to full maintenance to fixed base operator there's also sales charter so there's a number of different businesses that are encompassed at the airport as well 340 based airplanes so that ranges from small single-engine all the way up to corporate jets we do have one runway you can see it right here in the middle at this point goes from here to here it's a 7,000 foot runway allows us to accommodate pretty much any corporate aircraft that's available in the fleet today so what does that mean 737s it's called a Boeing business jet when it's used for general aviation purposes so we can handle those aircraft we have about 929 acres it takes up mostly what you see around this perimeter right here is the airport and I'll get into some of the development opportunities that we're looking at in the future just under 150,000 operations for 2018 I believe our peak was about 164 so we're on the way back up after a little bit of a downturn but we've we're on the pace now to break 150 for 2019 and we do pump about 1.7 million gallons of aviation fuel so be it jet fuel for the jet aircraft or it or avgas for the smaller aircraft this is probably one of the things that most people just don't understand a lot of folks believe that we're just a small general aviation airport with not much going on I'm here to tell you that that is just not the case we are the eight busiest airport in the state of Texas so we're behind all of the big airports that you can think of DFW Houston Intercontinental all of those airports are just above us and we are number eight I believe the last time I spoke to you we were number seven and the reason we're number eight now is there's a couple of airports in the metroplex that depending upon where the flight students go fly for the various months it just kind of jockeys back and forth but we are we are currently number eight we are the fourth busiest contract air traffic control tower in the system so that's throughout the country and the 89th busiest airport in the country that's pretty significant as well there are over 5,000 airports in the United States so we are in the top 100 and you can see in this picture just happens to be some of our military visitors that they do stop here and get fuel cross country now and time and again probably what's of interest to you is the economic impact I did include in your packet I think it's exhibit number two looks like this this is just the the piece about Denton itself this is the full economic impact study summary and I'll pass that around so you can take a look at that thank you but let me highlight what that study did identify the the presence of Denton Enterprise Airport in the city is 1435 jobs so are there 1435 jobs at the airport no there those are all of the jobs associated with the presence of the airport so it could include all the ancillary services for the businesses that are out there could be hotel could be rental car so it's the it includes all of the ancillary jobs that are associated with the with having the airport here in the city the payroll at the airport is approximately 46 million dollars and then the goods and services approximately 146 thousand or excuse me million dollars as well that that has increased since the last time they did their study but again it is pretty significant put that into perspective there's 264 general aviation airports in the state we are number 11 on that list for total economic impact I'll get us to 10 so we can be in the top 10 you have a time frame on that I'm when you're gonna invite me back I'll do my best some of the major service providers and some of these names probably look familiar they you probably had discussions with them yourself US Aviation Academy is our large international flight training they're actually doing domestic flight training now as well at Denton US Jet Center is our FBO or fixed base operator they're basically like our concierge that you would have at the hotel they meet and greet all of the visitors provide them fuel arrange for hotels whatever they the passengers may need med trans which is a fairly new facility I believe they opened in December of 18 yes it's December of 18 they are a medical air ambulance company that moved their corporate headquarters from Lewisville to Denton and then they also incorporated all of their flight training for their helicopter pilots so every helicopter pilot in their system and they have probably over 90 locations in the United States every helicopter pilot in their system comes to Denton every 90 days to do retraining which is pretty significant a lot of companies don't don't have that kind of retraining but every one of them come they fly their helicopters at Denton they do all of their night vision training and so forth when our when I get to the end of the slide here you'll see our newest facility that's going to come along that's going to help them actually train even more at our airport because it will provide them another landing choice that doesn't interrupt other traffic as I mentioned before we have about 30 businesses so there's 24 other businesses that are located at the airport these are just happen to be our top just a moment on the the development opportunities this is the the east side of the airport the airport terminal building is right here in this location Airport Road or 1515 is right here and this is Westcourt what you see in the in the red is already under lease agreement matter of fact site number five which you see right here and site number seven were just recently approved this one last night this one a month ago by the City Council so they're going to be starting construction on those two facilities corporate hanger and office in this location and this will be several large hangars that can accommodate large corporate jets in this in site number seven what you see in the green is what's left that's all that we have left available it's it's give or take seven to eight acres on this side of the airport there has been some interest in a number of these facilities over here and we're working those folks through the process to determine who would be interested question oh I'm sorry could you point out the future area where the fire fire station certain the the terminal building is located right here and the fire station would go right here right next to the terminal building just just to the just to the site and that was reserved by council a number of months ago so that site is reserved for the future fire station it's such time that the fire department determines that they need that that extra station and again it's called the airport fire station but it's not just for the airport it will have our services which is aircraft rescue and firefighting but it'll also be used to respond to the industrial area adjacent to the airport is there currently a station in place at the airport I wouldn't call it a station there's a there's a storage facility right over here that we have a fire truck that is stored there so when there is a incident that the fire department responds to they go to that location and use that truck to respond to the incident response time response times about five minutes at most they either respond from station three or station seven station three being the one by UNT station seven is is just south of the airport thank you isn't there other things that our airport could qualify for once we get I am an actual fire station on the campus or is am I thinking of something else you're probably thinking about what I think my next slide is and that's part 139 I'll get it I'll touch upon that I think it might be the next slide actually a little more exciting than part 139 let's talk about the West parallel runway then I'll get to 139 as many of you know we are in the process of constructing the West parallel runway it started in November of last year we are about 60% complete with that runway this is a drawing that shows where it will be here's our primary runway here and this would be the the runway that's being constructed we are about 60% completed scheduled to be completed in the first part of September that runway that runway is mainly to separate traffic for safety so you have slow slower airplanes training airplanes and faster corporate airplanes by separating that traffic you make a safer operating environment plus we have a large number of training aircraft that operate on a daily basis sometimes it's difficult to get to the primary runway because there's a line of eight or ten airplanes that are waiting to get out and when corporate airplanes fly they typically fly on what's called instrument flight rules and they have certain amount of time that they have to get to the end of the runway and have to depart or they get held on the ground until DFW radar control can allow them to go and mix them into the rest of the traffic so this will help separate that traffic and not cause them any delays that project is a six point four million dollar project it's an 85 15 percent grant from text on cited that that project was initially eight point nine million dollar project but the bids came in extremely well as you can tell there for almost three million dollars less than what was anticipated which was great for the for the city it saved us some capital monies that we could be using for some other projects as we move forward again this project is is anticipated to be completed in September and I'll show you a picture here in just a minute is the can you go back one slide yes thank you is the the purple on both sides is that are those acreage set aside for the takeoff so that's just saying that's called the runway protection zones and those those properties were purchased by the city a number of years ago you you protect that area so you don't have any development in that area because you can see is right off the end of the runway thank you you can see this picture actually was taken by the Civil Air Patrol for us they go up there based at the airport and they go up and do various photos around the state and they sent us a few and you can see this is where the construction is taking place this one's probably about a month old so you can see a lot of the earthwork was being done here so the runway ends up being about right in this location that picture is significantly changed in a month they have done quite a bit of work we had anticipate the paving coming along probably in the second week of June so we had about another month worth of of earthwork we have four hundred thousand cubic yards of dirt that has to be moved around to make that runway work a lot of that dirt is actually going to be surplused right over in this area the tech stock will be able to use for the loop freeway for the crossing so we'll be working with them to allow them to use that to hopefully expedite that that roadway and I'll get into what that means the airport in just a minute the runway itself once it's completed we'll still have two subsequent projects one we just got the grant yesterday so we'll be moving forward with the design for that which is the runway lighting project so the runway is being built without lights so it'll be used just during the daytime but I've been working with tech start to expedite that project and we're hoping that we'll have the lighting actually installed before the end of the year that'll give us a fully functional day/night runway also in conjunction with that the FAA is working on instrument approaches to that runway so they're called GPS approaches that'll allow it to be full weather active for any aircraft so let me talk for a moment about a new initiative that we talked to the council a number of months ago it's been in the airport master plan as well and the business plan that this body actually was party to back in 2011 I believe it was is the acquisition of an airport certification or FAA part 139 and what part 139 allows us to do is accommodate unscheduled charter aircraft with greater than 30 seats so really what does that mean to the airport in the city right now UNT sports charters all go to Alliance and their and their rivals they go there as well so this would allow them to operate in and out of their hometown airport and bring in all of their competitors into our facility as well also the Texas Motor Speedway charters that are associated with that there's there's really two types of charters and I won't I won't bore you with the FAA details but we do get some now they operate under a certain provision of FAA rules by having this certificate it would allow them all to be able to operate at our facility we've had them in the past some of the sports teams do still come in under certain provisions and some of the raceway charters do come in but this will open it up to all of them so the timing here with this particular project is the initial FAA inspection that was completed and we will we will be analyzing that information and determining what what capital impacts there might be in order to make that happen many of the items that they identified were items that were already in the process of having tech stock grants to address anyway so we believe that it won't be too significant to to do that my background I like operating a general aviation airport as if we were part 139 anyway because it's just the right thing to do at safety so we operate that way now so we have our our employees trained we do all of the requirement and paperwork that we do for 139 anyway we're already doing that so it will be far along the path on that so the next item we have to do is submit a airport certification manual for FAAs consideration it usually takes 9 to 12 months we've heard sometimes many as two years it just depends on FAAs workload our intent is to look at some similar airports Tuscaloosa Alabama happens to be one that would be looking at the same size as we are with the same type of certificate and they accommodate the University of Alabama's traffic so we're hoping that that will give us some insight and maybe fast-track our approval process so although it's got the same information there on the left I just wanted to show you types of airplanes for me I know what they are for you folks you might not understand what the airplanes look like the one there on the bottom is a 737 which if you've flown southwest at all it's pretty much their entire fleet that happens to be a charter aircraft that does sports charters looks just like a regular passenger aircraft the one on the top is an Embraer 135 it's just a smaller aircraft that can accommodate they've got different models 35 50 and 75 passengers so those we've had come in before we actually had nine of those come in for the race not last year but the year before we had nine of those particular airplanes with the race teams that all came in so with that I'll be happy to go back yeah so do we advertise to all the people at Texas Motor Speed Brakes how do we get that information about our airport because Alliance is just right there like how what are we doing it's a great question there's a couple of things that are actually in play sometimes it's economic development department and the chamber that helps us with that our fixed base operator obviously they're kind of the marketing arm of aviation if you will they're the ones that meet and greet everybody they do quite a bit of work meeting with those folks I've also been in contact with the Texas Motor Speed Speedway myself and have talked to them about 139 and what that means and they're telling all of their customers that that will be coming as well we also work with the NBA which is the National Business Aircraft Association and I'll be talking with them actually tomorrow and they will be assisting us in that venture as well I also had a question mr. Gray do we get landing fees no sir we do not charge a landing fee at our airport the only airport other than DFW and Dallas Love Field to charge the landing field is Alliance none of the other fields do is there reason we don't yes I guess it's a simple answer to be competitive if you look at some of our our competitive airports you're talking about Addison Fort Worth Meacham McKinney those are really kind of our sister airports if you will if we charge a landing fee the operators of those aircraft have a they have an opportunity to choose a number of other places to go that they wouldn't have to charge or didn't get charged a landing fee some of those competitors are maybe a more strategically located than we are to the downtown markets whether it be Fort Worth or Dallas so at this particular time it wouldn't be advisable to although the revenue would be nice to have the additional revenue I think it would put us at a disadvantage compared to our sister so is our revenue basically gasoline or excuse me fuel and maintenance our revenues are really derived from land leases and from fuel fuel thank you question I didn't say that thank you for asking that question our existing runway is 7,000 and 2 feet our new runway will be 5,000 feet by 75 feet again it's it'll accommodate most of the corporate airplanes but not all of them again if the main runway happens to be down for maintenance or there's a situation on the main runway we can accommodate the vast majority of our traffic on that on the second one any other questions hearing none thank you so much thank you presentation let's see the next agenda item is EDP 19-024 receiver report and hold the discussion and make a recommendation to City Council regarding a downtown reinvestment grant for 119 West Hickory the loophole the downtown task force recommends a grant in the amount of 10,000 approved by a vote of 4 to 1 I'm giving you some information that is on a slide in my presentation but it's very hard to see on this slide so just make it a little easier for you there so this is 119 West Hickory right on the face of the square this is the loophole we do have the owners with us today Charlie and Lindsay Nolot so if you have some questions at the end they're here to answer any questions that I might not be able to address just giving you kind of a view through the ages here in 1940s it was Lamode department store in 1960s it was like a collegiate shop the last one is the drawing of the improvements that the owners are currently making this is just a sketch what they're going to do is recess the front so they have kind of a patio area here there will be doors that can open or close on the sidewalk the signage is new and this is a kind of a bird's-eye view looking down at that new patio section and as as was brought up earlier this you have looked at this particular building before so back and she'll look at your backup back in February you looked at this after the Historic Landmark Commission had approved the changes and the downtown task force had approved the changes it went to council in March and they approved that particular grant for $5,000 the owners came to that meeting and requested that given they had some new some new things they were doing some new charges and asked if they could come back to the task force and so we we did another application so this is a brand new application not nothing to do with the very first one this is the first budget just to kind of give you that background so the planned improvements right now are to restore that facade to the 30s 40s kind of that historic look the signage some interior improvements which includes some custom booths they're kind of playing on the Bonnie and Clyde theme inside and they're going to do some things on their menu for about Bonnie and Clyde an improved stage area for some music and outdoor patio area they have discovered it during this process the original terrazzo floor down in the entryway some of the timber joist and additional original brick that wasn't not exposed before so we kind of have a before and a current here this picture is probably about a year ago the several awning is gone now so and we have with there we have a recessed area they are still working on this so this is not how it's going to look when it's finished just some shots here I did have some some slides from the owners that they presented to council earlier and I just included some of these so you can kind of get a feel of where they're going the murals inside again dealing playing off at the Bonnie and Clyde history and the history of Bonnie and Clyde and Denton and Denton County that is the sheet that I gave you that you cannot read on the screen so this is the current bit sheet that they have given me and the total down there's one hundred and six thousand six hundred and fifty dollars and again the previous review the on this particular application April the 11th the downtown task force looked at this they recommended $10,000 grant because they scored 21.8 which was rounded up to 22 which gave put them in that category of up to $10,000 it's in a nutshell answer any questions question here they asked for 25,000 and got five and then this time they asked for 25,000 again or you can only ask for 20 because they'd already got they could only ask for 20 because they're 25,000 cap on the 20th address so of that 20,000 they were granted 10 which makes that a total of 15 total towards the 106 we saw here or the 106 plus the other expenditures they spent so retreat retreating these separately and the very first application I don't believe we included the signage on these okay we took the signage back at another signage is in there I think on the first one we decided to apply that 5,000 to the signage and then this one was treated as a separate application because we just didn't want to confuse the work that had started hadn't been started the new work you know it just it was a lot cleaner just to do a new application but yes you are correct there was 5,000 has been granted they have not collected that yet because we need receipts and some other things for that application from this point today if it moves forward it will move forward to counsel for their final decision so just so the itemized bid sheet we just saw was it completely new items that weren't listed previously with the exception of the signage these are items that had not been started when they filled out the second application so being somewhat new to this process I believe I'm still kind of new the the maximum amount of the grant is how much 25,000 it's 25 25,000 per address so they've received 5,000 which means at this point 20,000 max on this building and then there's and then this particular grant is for an additional 10 yes sir okay is what we're looking at today okay thank you question Julie can you tell us what what is our current balance as far as the amount this year that we're going to be able to distribute I'm just wanting to kind of keep that in mind as we how many months we have right so what we got if everything passes through all the way through and gets paid out with the exception of this one right now we're at about 38,000 on that remaining remaining that was in that general fund balance that we were talking about before we moved into the downtown to hers money so it's 38,000 is some change okay and that's a finite amount before this yes but I'm just saying that's not going to be replenished right for it it will be right that is it that was the general fund balance it was I want to say it's thirty eight thousand six hundred and thirty five something something like that and after that we'll go to the tours board and ask the two you looked at last time the 101 hickory and the one one one eleven industrial so and the five thousand previous included on it so right at this moment thirty eight thousand not counting this money so it makes sense yes and then moving forward it will be is it a certain amount coming from the turf whether it's my agree to each time will be a request from that the tourist board has approved a hundred thousand per year okay to moving forward once the general fund money is gone and we move into that money they can each year make a decision and change that amount if they want and do you know is that a calendar year so that it was your fiscal year on the city on the city fiscal year okay again just trying to make sure I know what our balance will be and what we've got left to help with for the time thank you any other questions the recommendation is the recommendation was 10,000 from the task force they have a recommendation on the floor for 10,000 all in the year can we have a motion need a second second motion and second any further discussion hearing none all in favor of approving the $10,000 grant signify by saying aye against the same sign any abstentions thank you Julie let's see the next item on the agenda is EDP 19-025 receive a report hold the discussion and give staff direction regarding the number of economic development partnership annual business awards to be given and the selection criteria okay miss Cunningham thank you I'm Michelle Cunningham business development officer city economic development department and as you may recall a presentation was given on this topic at the board's last meeting but you were not asked at that time to make a recommendation or reach a decision and so I'm back with that purpose in mind and to provide a little bit more information about the award process historically the economic development board provides the premier or the final capstone award each year at the annual mayor's City Council business awards breakfast the criteria were adopted by the board in 2008 and you will find those criteria on I believe it's your page 84 it's at the end and at last year during the nomination of the businesses to be researched for ultimately the board selection members of the board were interested in being able to better judge small businesses or enter nominations of smaller businesses because as you can see historically the larger companies Peterbilt Target you know wonderful companies but larger companies upon are for whom had higher tax valuations and higher number of jobs etc so for a small company it's hard to compete from on that criteria and with the general criteria that had been placed in 2008 for for predominantly these larger companies and so the intent had and I'm aware of the Chamber of Commerce every year provides a small business award and this is a pivotal award provided by the chamber and that was brought up at the time and it was not ever the intent of the Economic Development Partnership Board or to replace or discussion indicated it was never the intent of the board to replace or compete with that award because it is significant and on the part of the chamber but to have a different set of criteria that were more conducive for this board to be able to compare smaller companies to each other so say you nominated three or four smaller companies and there were no large companies smaller companies were harder to evaluate based on the very general criteria that you had in the 2008 criteria that the board had adopted and so staff was requested to go back and before the nominations occurred this year to come back with a suggested criteria that might work if the board wished to nominate small companies so that their their contributions to the community or and their structure would be fairly analogous to the large companies but would be a little bit more scaled down to being able to compare smaller companies with each other to reach your determination so the process typically that this typically takes is that this board will provide nominations staff will go back and research these companies based on all of the different categories of criteria will come back to the board with those that matrix filled in so that you have an opportunity of comparing all the companies that you nominate directly across that matrix with each other to help aid you in your discussion so at this point at the last meeting there was discussion as to whether the Economic Development Partnership Board wished to adopt or go forth with possibly presenting one large award or a larger business award each year by larger I mean a hundred employees and over or and to present a smaller business award for companies having under a hundred employees the second aspect was if indeed the board should elect not to do that or if there is a circumstance where you are nominating smaller companies and no large companies for your consideration are the criteria that are included and that's your final page for for determining or for comparing smaller companies acceptable to the board so we need a determination of how many awards you wish to confer each year the size whether it's just one award you want to do a large award and a small award and whether regardless of that outcome whether if you are considering small companies for an award of any kind from this board if the second set of criteria targeting smaller companies is is acceptable and is one that you would like to utilize I exhibit three is the criteria that was given to us and I am happy with that I like what I see and there's specific things that we can relate to how they're involved in the community in several different ways I would like to continue with the large award and add a small award so it's to each year and I'm I'm good with the criteria you have listed here I would be my I'm just if this isn't the way we discussed I mean I'm open to hear more discussion before a motion and this isn't an action item it's just to give direction so just discussion so we have some general discussion that's been laid on the table would anyone like to continue that discussion or or take a contrary position the second award for smaller companies because for the big companies got big they were small something that'd be good it'd be nice to recognize the small growing companies that are here as well for sure thank you and I agree with the criteria it takes into account what we can provide versus what a small company can do. I get it. Thank you any other input? I agree with him. Okay. We're good? Yes sir. I'm sitting in the chairman's seat so I have an opinion. Do I get to talk? Absolutely. Thank you. I needed that. I think it's it's it's it's it's really good to have both the large and the small I think it and then the criteria that's listed here I believe is pretty comprehensive and the the only question I have is in in kind of doing the selection is that one individual at the city or we're going to have a group at the city? You decide you this board makes the selection this board makes the nominations. So the selection comes from us then? Correct. How does us feel about that? We're good? And kudos to the staff. This is a well thought out criteria so thank you. So are we looking to do something this year or? Well perhaps I misphrased it because I thought a recommendation would be made then regarding the number of awards and the criteria. So you have the the direction would be to move forward with both awards. Okay. That's the direction of the board and so when that time comes to take nominations we'll be taking nominations for both a small business and a large business award with these criteria so that's when it will come back to the board. So there's no formal action needed. I think my question was since the award is September right? Correct. So we're looking forward to doing two awards in September. Correct. And so when did you tell them when the nominations will be? We may want to back it up a month from what's listed because right now if you would like to mark your calendars we have a date of September 20th for the Mayor Council breakfast. Normally we do these on Thursdays but Thursday the 19th is the Chamber's board meeting and we don't want to have businesses that are trying to fit a breakfast in and an important board meeting in as well. So we're going to look at Friday the 20th and that means that we probably should back up nominations to June. Have you all make a selection in July or at the very latest August? I'm accounting for what might happen if for whatever reason we don't have a quorum during the summer months. Okay I think that means that we would need nominations at the next meeting. We'll certainly make sure to provide that information to the board. Is this date to 9/20 is that the current date for the Mayor's breakfast? Correct. Okay. Thank you. Location to be determined. I know that it has pretty significant economic development associated with it so at some point even after the application or just an update on. Sure we can add that to the June meeting absolutely.
