Let's just leave them at that. 26 00:01:15,440 --> 00:01:17,360 >> Oh, so it's. 27 00:01:17,360 --> 00:01:17,800 >> So moved. 28 00:01:17,800 --> 00:01:19,040 >> All in favor? 29 00:01:19,040 --> 00:01:19,360 >> Aye. 30 00:01:19,360 --> 00:01:22,200 >> Aye. Thank you. 31 00:01:22,200 --> 00:01:25,960 >> I'm glad we got through the controversial items. 32 00:01:25,960 --> 00:01:29,160 Item B, receive a report and hold a discussion regarding updates 33 00:01:29,160 --> 00:01:31,600 in the Denton County Transportation Authority. 34 00:01:31,600 --> 00:01:33,320 We do have a blue card wishing to speak, 35 00:01:33,320 --> 00:01:38,320 so let's hear the presentation and then take it from there. 36 00:01:38,320 --> 00:01:38,600 >> Sure. 37 00:01:38,600 --> 00:01:39,800 >> And thank you so much for joining us. 38 00:01:39,800 --> 00:01:40,200 >> Thank you. 39 00:01:40,200 --> 00:01:41,280 My name's Nicole Recker. 40 00:01:41,280 --> 00:01:44,800 I'm the Vice President of Marketing Communications for DCTA. 41 00:01:44,800 --> 00:01:46,760 I am here in lieu of Sarah Begheri, 42 00:01:46,760 --> 00:01:49,440 who was unable to make the meeting today. 43 00:01:49,440 --> 00:01:52,040 So I will provide the committee with just a brief 44 00:01:52,040 --> 00:01:56,160 update of some of the things that we are doing at DCTA. 45 00:01:56,160 --> 00:01:59,400 Locally specifically, the Thinline Film Festival is 46 00:01:59,400 --> 00:02:04,000 coming up, and DCTA is providing a free ride program 47 00:02:04,000 --> 00:02:08,560 from April 10th to April 13th on both our A-Train service 48 00:02:08,560 --> 00:02:12,040 as well as our Connect bus service with the event to one, 49 00:02:12,040 --> 00:02:14,640 help with parking mitigation, but also to encourage those 50 00:02:14,640 --> 00:02:18,000 to use transit to get to all the different locations. 51 00:02:18,000 --> 00:02:20,720 Similarly, like we did for last year's Denton Arts 52 00:02:20,720 --> 00:02:23,560 and Jazz Festival, we are providing a shuttle service. 53 00:02:23,560 --> 00:02:25,880 Last year, we provided a shuttle service that hubbed 54 00:02:25,880 --> 00:02:27,880 out of our Med Park station. 55 00:02:27,880 --> 00:02:31,800 We did hear feedback that it'd be great if there was a north 56 00:02:31,800 --> 00:02:35,280 location for a park and ride, so we are identifying those 57 00:02:35,280 --> 00:02:39,600 locations right now, but we do hope to provide 30-minute 58 00:02:39,600 --> 00:02:43,840 headway frequency for shuttle service for the event on 59 00:02:43,840 --> 00:02:46,840 Friday, Saturday, and Sunday, as well as complimentary 60 00:02:46,840 --> 00:02:50,080 A-Train service to encourage folks to take the train up, 61 00:02:50,080 --> 00:02:52,400 'cause we do know that parking is an issue. 62 00:02:52,400 --> 00:02:55,280 In addition, with Denton Arts and Jazz, we have been 63 00:02:55,280 --> 00:02:58,400 working with the city, the Civic Center will be closed 64 00:02:58,400 --> 00:03:01,800 that Saturday, that is the Saturday during early voting, 65 00:03:01,800 --> 00:03:05,560 so we are working with the city to create some materials 66 00:03:05,560 --> 00:03:08,400 that showcase how individuals can use our existing routes 67 00:03:08,400 --> 00:03:12,080 from Quaker Town Park to get to additional early voting 68 00:03:12,080 --> 00:03:15,440 locations, and so we will work in tandem with the city 69 00:03:15,440 --> 00:03:18,960 to make sure that people have a lot of opportunity there. 70 00:03:18,960 --> 00:03:23,120 We are in the process right now of our August 2019 71 00:03:23,120 --> 00:03:27,320 service changes, these service changes will be pretty big 72 00:03:27,320 --> 00:03:31,800 in DCTA history, we are looking at increasing our midday 73 00:03:31,800 --> 00:03:35,160 A-Train frequency, so a lot of the feedback that we hear 74 00:03:35,160 --> 00:03:37,880 from the community is that they need more options 75 00:03:37,880 --> 00:03:42,120 for transit on the A-Train during that lunchtime break, 76 00:03:42,120 --> 00:03:45,080 and so we are looking and currently modeling that, 77 00:03:45,080 --> 00:03:47,800 we have run tests on that midday train service, 78 00:03:47,800 --> 00:03:50,880 and so we hope to go ahead and add that in using 79 00:03:50,880 --> 00:03:53,720 our existing operating budget, we will take that out 80 00:03:53,720 --> 00:03:57,120 to the public in May for feedback, and then make any 81 00:03:57,120 --> 00:03:59,800 adjustments or modifications necessary to that service 82 00:03:59,800 --> 00:04:02,200 so that we can go ahead and launch that in conjunction 83 00:04:02,200 --> 00:04:04,560 with the start of school in August. 84 00:04:04,560 --> 00:04:06,160 So that's a pretty big change. 85 00:04:06,160 --> 00:04:10,840 Looking ahead, in January 2020, we will also conduct 86 00:04:10,840 --> 00:04:12,840 some service changes, and that's where we're primarily 87 00:04:12,840 --> 00:04:17,080 looking at the Denton Connect bus service in ways 88 00:04:17,080 --> 00:04:22,080 that we can institute on-demand zones in the area 89 00:04:22,080 --> 00:04:24,920 to provide more real-time service, make it a little bit 90 00:04:24,920 --> 00:04:27,280 more cost-effective, and so those are things 91 00:04:27,280 --> 00:04:28,840 that we're currently looking at right now, 92 00:04:28,840 --> 00:04:31,080 but then we will start to model once those August 93 00:04:31,080 --> 00:04:33,000 service changes go into effect. 94 00:04:33,000 --> 00:04:39,120 From a more of a regional and agency perspective, 95 00:04:39,120 --> 00:04:42,680 we are meeting all of our deadlines with positive 96 00:04:42,680 --> 00:04:46,040 train control, which is the EATC system that we use 97 00:04:46,040 --> 00:04:48,760 for a safety mechanism along our A train. 98 00:04:48,760 --> 00:04:53,720 It forces operators to maintain the proper speeds 99 00:04:53,720 --> 00:04:57,480 that are necessary, make sure that crossing systems 100 00:04:57,480 --> 00:04:59,400 are working appropriately, things of that nature, 101 00:04:59,400 --> 00:05:02,360 and so that is a federally mandated initiative. 102 00:05:02,360 --> 00:05:05,280 We are the first in Texas to be fully operating 103 00:05:05,280 --> 00:05:08,800 that PTC system in revenue service demonstration 104 00:05:08,800 --> 00:05:12,920 on our entire line, so nationwide, we're in the top third 105 00:05:12,920 --> 00:05:16,360 of agencies who are meeting that federal mandate, 106 00:05:16,360 --> 00:05:19,680 and so currently, you might see or you might have heard 107 00:05:19,680 --> 00:05:22,800 that we are running trains on Sunday, and that is, 108 00:05:22,800 --> 00:05:26,000 those are not passenger trains, those, we're actually 109 00:05:26,000 --> 00:05:29,120 running those to test that PTC system, so we're almost 110 00:05:29,120 --> 00:05:32,000 complete with that revenue service demonstration, 111 00:05:32,000 --> 00:05:34,040 and then we'll be able to go ahead and put that 112 00:05:34,040 --> 00:05:37,360 into our normal operating schedule, and we're slated 113 00:05:37,360 --> 00:05:39,560 right now that probably summer of next year 114 00:05:39,560 --> 00:05:43,720 is when the FRA will certify our PTC system, 115 00:05:43,720 --> 00:05:46,640 so we're well ahead of the curve, which is quite 116 00:05:46,640 --> 00:05:50,520 a big accomplishment for agencies across the nation. 117 00:05:50,520 --> 00:05:53,880 And then lastly, we will be hosting some transportation 118 00:05:53,880 --> 00:05:56,960 forums, we're slating them for late summer of this year, 119 00:05:56,960 --> 00:06:00,520 and that's really an opportunity for us to gather 120 00:06:00,520 --> 00:06:03,600 stakeholders, decision makers within the entire region 121 00:06:03,600 --> 00:06:07,360 along the I-35E corridor to talk about not only 122 00:06:07,360 --> 00:06:09,960 mobility solutions, but also economic development 123 00:06:09,960 --> 00:06:13,880 opportunities in ways that we can really spur business 124 00:06:13,880 --> 00:06:16,640 and mobility solutions with the increasing boom 125 00:06:16,640 --> 00:06:20,080 that's happening in this area, so certainly we will 126 00:06:20,080 --> 00:06:22,000 be working with the City of Denton to ensure 127 00:06:22,000 --> 00:06:24,840 that those invites are sent out, potentially have 128 00:06:24,840 --> 00:06:26,600 a speaker from the City of Denton to come and sit 129 00:06:26,600 --> 00:06:28,600 on our panel, and so we're really looking forward 130 00:06:28,600 --> 00:06:31,360 to that opportunity and spearheading that discussion. 131 00:06:31,360 --> 00:06:37,040 - I wonder if, if you might be able, 132 00:06:37,040 --> 00:06:39,760 for the items that, where you're looking for public, 133 00:06:39,760 --> 00:06:42,160 for the public to know, like the forums, 134 00:06:42,160 --> 00:06:45,600 the support for rides to the poles, 135 00:06:45,600 --> 00:06:48,480 the participation with the Thinline Festival, 136 00:06:48,480 --> 00:06:50,360 there's, if you have press releases-- 137 00:06:50,360 --> 00:06:51,560 - Yes, we do. 138 00:06:51,560 --> 00:06:54,040 - And maybe go into the Friday report? 139 00:06:54,040 --> 00:06:55,680 Yeah, oh, great, okay, 'cause-- 140 00:06:55,680 --> 00:06:59,000 - And they work very, sorry, they work very closely 141 00:06:59,000 --> 00:07:01,120 with our Public Communications Office to make sure 142 00:07:01,120 --> 00:07:04,560 that that's not only advertised, that we kind of co-market 143 00:07:04,560 --> 00:07:06,320 those programs and activities, so it'll be 144 00:07:06,320 --> 00:07:07,240 in the Friday pack. 145 00:07:07,240 --> 00:07:10,240 - I just know council members help spread the word too. 146 00:07:10,240 --> 00:07:11,080 - Absolutely. 147 00:07:11,080 --> 00:07:16,360 - Any comments before we take a public comment, or? 148 00:07:16,360 --> 00:07:25,000 - Is it too early to comment on the trails opening day? 149 00:07:25,000 --> 00:07:26,080 - No, absolutely. 150 00:07:26,080 --> 00:07:27,200 - Just to kind of get it out there a little bit? 151 00:07:27,200 --> 00:07:28,040 - Yeah, absolutely. 152 00:07:28,040 --> 00:07:29,840 - Since it's coming up soon, would you make a comment? 153 00:07:29,840 --> 00:07:33,160 - Sure, so April 13th, which is a Saturday, 154 00:07:33,160 --> 00:07:36,640 is the National Opening Trails Day. 155 00:07:36,640 --> 00:07:39,000 There is a national website that exists, 156 00:07:39,000 --> 00:07:42,480 and we are, DCTA is partnering with the city of Denton, 157 00:07:42,480 --> 00:07:44,200 the city of Highland Village, the city of Lewisville, 158 00:07:44,200 --> 00:07:48,840 as well as Lake Dallas, Corinth, to kind of host 159 00:07:48,840 --> 00:07:53,200 that opening day on the rail trail, 160 00:07:53,200 --> 00:07:55,700 which is almost complete, that 21 miles that runs 161 00:07:55,700 --> 00:07:58,040 from Denton all the way down to Trinity Mills. 162 00:07:58,040 --> 00:07:59,760 There's a portion between the Highland Village, 163 00:07:59,760 --> 00:08:02,120 Lewisville Lake Station, and the Old Town Station 164 00:08:02,120 --> 00:08:04,520 that is not complete, but is under construction. 165 00:08:04,520 --> 00:08:06,080 And so we're working with all of the cities. 166 00:08:06,080 --> 00:08:08,240 All the cities are going to have representation 167 00:08:08,240 --> 00:08:10,000 out on the trail. 168 00:08:10,000 --> 00:08:12,080 We are partnering to kind of get the word out, 169 00:08:12,080 --> 00:08:14,440 let people know it's just an opportunity to learn 170 00:08:14,440 --> 00:08:17,280 about that amenity that is provided. 171 00:08:17,280 --> 00:08:19,840 We have a lot of folks right now that use it for walking, 172 00:08:19,840 --> 00:08:23,640 running, strolling with their children, 173 00:08:23,640 --> 00:08:25,800 access to our A train stations. 174 00:08:25,800 --> 00:08:28,200 And so we're partnering with all of the cities 175 00:08:28,200 --> 00:08:31,000 along that corridor to spearhead that event. 176 00:08:31,000 --> 00:08:33,880 And so there will be a tent set up at each 177 00:08:33,880 --> 00:08:37,120 of kind of the trailhead locations along that trail, 178 00:08:37,120 --> 00:08:39,800 starting in Denton and then all the way down 179 00:08:39,800 --> 00:08:42,160 to the Highland Village, Lewisville Lake Station. 180 00:08:42,160 --> 00:08:44,240 And so we encourage people to come on out. 181 00:08:44,240 --> 00:08:46,320 It starts at nine o'clock in the morning. 182 00:08:46,320 --> 00:08:48,600 We will share information with the city of Denton 183 00:08:48,600 --> 00:08:50,320 so that they can share that. 184 00:08:50,320 --> 00:08:52,880 That's coming probably at the end of this week. 185 00:08:52,880 --> 00:08:54,680 So we're really excited about the event. 186 00:08:54,680 --> 00:08:58,080 It's the first time that we are participating 187 00:08:58,080 --> 00:09:00,680 in this national event, and we're just really excited 188 00:09:00,680 --> 00:09:01,760 about it. 189 00:09:01,760 --> 00:09:02,920 - Awesome. - Thank you. 190 00:09:02,920 --> 00:09:04,360 - You're welcome. 191 00:09:04,360 --> 00:09:06,560 - We do have a blue card wishing to speak. 192 00:09:06,560 --> 00:09:08,120 If you'll come up to the podium, 193 00:09:08,120 --> 00:09:09,520 state your name and address. 194 00:09:09,520 --> 00:09:12,040 Your time will begin. 195 00:09:12,040 --> 00:09:16,720 Let's go with four minutes, speaker's option. 196 00:09:16,720 --> 00:09:19,080 I mean, chair's option. 197 00:09:19,080 --> 00:09:22,480 - Good morning. 198 00:09:22,480 --> 00:09:26,280 Diana Leggett, 1019 Aline Street, here in Denton. 199 00:09:26,280 --> 00:09:30,120 As you know, I'm running for city council district three. 200 00:09:30,120 --> 00:09:33,560 And I'm really glad that I get to be here with DCTA 201 00:09:33,560 --> 00:09:36,840 because this is exactly what I wanted to talk about. 202 00:09:36,840 --> 00:09:39,640 As you know, I'm block walking in my district. 203 00:09:39,640 --> 00:09:43,520 And I grew up in a city that has incredible rapid 204 00:09:43,520 --> 00:09:48,360 transportation, multimodal, 205 00:09:48,360 --> 00:09:53,360 and everything from trolley cars to little tiny vans 206 00:09:53,360 --> 00:09:55,360 that go buzzing around neighborhoods. 207 00:09:56,280 --> 00:10:01,280 The people in my neighborhood are not happy with DCTA, 208 00:10:01,280 --> 00:10:03,560 and they want to be. 209 00:10:03,560 --> 00:10:05,720 They want to be more involved with what's going on 210 00:10:05,720 --> 00:10:07,120 at Razor Ranch. 211 00:10:07,120 --> 00:10:11,080 And I think it would be very simple to change some routes 212 00:10:11,080 --> 00:10:14,840 for the UNT Discovery bus, and maybe I think it's route seven. 213 00:10:14,840 --> 00:10:18,400 And this is around the University of Malone, 214 00:10:18,400 --> 00:10:21,440 Ector, Bonnie Bray area. 215 00:10:21,440 --> 00:10:24,120 Because as you know, our parks are getting upgraded, 216 00:10:24,120 --> 00:10:25,400 which is wonderful. 217 00:10:25,400 --> 00:10:29,680 But there's so many new amenities at Razor Ranch, 218 00:10:29,680 --> 00:10:31,960 and they just feel like they can't access them, 219 00:10:31,960 --> 00:10:34,760 particularly those that have limited transportation. 220 00:10:34,760 --> 00:10:37,160 So I thought it would be a nice thing to bring up, 221 00:10:37,160 --> 00:10:40,640 and I know you'd incorporate it in your plan. 222 00:10:40,640 --> 00:10:41,480 - Absolutely. 223 00:10:41,480 --> 00:10:43,560 - That's all I have to say. 224 00:10:43,560 --> 00:10:44,560 Thank you very much. 225 00:10:44,560 --> 00:10:48,160 - Citizen action right here, awesome. 226 00:10:48,160 --> 00:10:49,000 Thank you. 227 00:10:49,000 --> 00:10:52,280 All right, so welcome, John. 228 00:10:54,600 --> 00:10:57,640 Let's move on to item C. 229 00:10:57,640 --> 00:10:59,880 Oh, wait, do we have anything for John? 230 00:10:59,880 --> 00:11:01,960 Do you have anything that I'd like to say? 231 00:11:01,960 --> 00:11:05,240 Based on your study of the comments 232 00:11:05,240 --> 00:11:07,480 that I'm sure you were listening to somehow on the way, 233 00:11:07,480 --> 00:11:10,040 that DCTA, there is a way to do that. 234 00:11:10,040 --> 00:11:12,000 - There's not a way to do that. 235 00:11:12,000 --> 00:11:14,160 We're on the net, we're not on the radio. 236 00:11:14,160 --> 00:11:17,320 - I'll just share with you that it was a really charming 237 00:11:17,320 --> 00:11:23,480 presentation of some great things coming up 238 00:11:23,480 --> 00:11:27,320 with related to safety and public forums 239 00:11:27,320 --> 00:11:29,160 and support for rights to the polls 240 00:11:29,160 --> 00:11:30,520 and participation in thin line 241 00:11:30,520 --> 00:11:33,000 and two things too numerous to mention. 242 00:11:33,000 --> 00:11:34,520 But if there's anything you wanted to ask 243 00:11:34,520 --> 00:11:37,760 while we have Ms. Rucker here, we're good. 244 00:11:37,760 --> 00:11:39,760 - Mr. Chairman, may I say one statement about DCTA? 245 00:11:39,760 --> 00:11:41,200 - Please. 246 00:11:41,200 --> 00:11:43,160 - We just, while Nicole's here, 247 00:11:43,160 --> 00:11:45,480 I do want to send a shout out to her and her team. 248 00:11:45,480 --> 00:11:47,840 We had a conference call last Friday 249 00:11:47,840 --> 00:11:50,160 with the coordinators of Arts and Jazz Fest 250 00:11:50,160 --> 00:11:54,520 about the remote parking over at Med Park 251 00:11:54,520 --> 00:11:56,320 and the shuttle and the train service. 252 00:11:56,320 --> 00:11:59,240 So I believe last year was the first year 253 00:11:59,240 --> 00:12:00,320 we've incorporated that. 254 00:12:00,320 --> 00:12:03,240 So we're starting to get numbers last year 255 00:12:03,240 --> 00:12:05,120 and hopefully this year will be better. 256 00:12:05,120 --> 00:12:06,640 If we have great weather, obviously the crowds 257 00:12:06,640 --> 00:12:08,400 will get bigger as it does every year. 258 00:12:08,400 --> 00:12:11,400 And so we're looking at, again, 259 00:12:11,400 --> 00:12:12,920 continuing to enhance that service. 260 00:12:12,920 --> 00:12:14,120 And so they're seeking feedback. 261 00:12:14,120 --> 00:12:15,480 We're providing feedback, 262 00:12:15,480 --> 00:12:18,600 working with the coordinators of Arts and Jazz Fest 263 00:12:18,600 --> 00:12:21,320 to make sure that that service is seamless as possible 264 00:12:21,320 --> 00:12:22,720 and to encourage the public 265 00:12:22,720 --> 00:12:25,520 because parking is always an issue here in this vicinity 266 00:12:25,520 --> 00:12:27,440 to park remotely and we can get, 267 00:12:27,440 --> 00:12:32,120 and they, DCTA, can get folks to and from the venue 268 00:12:32,120 --> 00:12:34,080 safely and close to the venue. 269 00:12:34,080 --> 00:12:35,600 So we're working very closely with them 270 00:12:35,600 --> 00:12:37,640 and hopefully exploring some additional options 271 00:12:37,640 --> 00:12:38,760 if it becomes available. 272 00:12:38,760 --> 00:12:41,560 So we have more than just that option 273 00:12:41,560 --> 00:12:42,560 on the south side of the community, 274 00:12:42,560 --> 00:12:44,080 maybe some northern options too. 275 00:12:44,080 --> 00:12:45,280 But we're looking toward, 276 00:12:45,280 --> 00:12:46,480 they're looking towards that as well. 277 00:12:46,480 --> 00:12:49,760 - I have a question to that point 278 00:12:49,760 --> 00:12:53,200 because we don't just want the people in our city 279 00:12:53,200 --> 00:12:54,040 to use the train. 280 00:12:54,040 --> 00:12:55,800 We want people from other cities 281 00:12:55,800 --> 00:12:58,080 to use the train to get in. 282 00:12:58,080 --> 00:13:00,480 So this may be a question more 283 00:13:00,480 --> 00:13:02,160 for the arts and jazz community 284 00:13:02,160 --> 00:13:06,000 or for our economic development or city 285 00:13:06,000 --> 00:13:08,640 as far as advertising or marketing goes. 286 00:13:08,640 --> 00:13:13,240 Are we marketing in the other cities as well, 287 00:13:13,240 --> 00:13:15,480 our arts and jazz and the train? 288 00:13:16,920 --> 00:13:19,840 I know that when I get in the train in other cities, 289 00:13:19,840 --> 00:13:23,320 they have billboards just so if someone's on the train 290 00:13:23,320 --> 00:13:25,520 and they can read that that is gonna happen, 291 00:13:25,520 --> 00:13:26,360 the free service. 292 00:13:26,360 --> 00:13:29,200 So I don't know if that is something that y'all do 293 00:13:29,200 --> 00:13:30,360 or I'm just-- - Sure. 294 00:13:30,360 --> 00:13:32,400 We partner with Denton Arts and Jazz Festival 295 00:13:32,400 --> 00:13:33,400 to communicate. 296 00:13:33,400 --> 00:13:36,760 So they work specifically with the Denton CBB 297 00:13:36,760 --> 00:13:37,800 to promote the event. 298 00:13:37,800 --> 00:13:40,640 And just in my close workings with the CBB, 299 00:13:40,640 --> 00:13:44,040 I do know that they do promote beyond just Denton. 300 00:13:44,040 --> 00:13:47,800 But we specifically leverage our partnership with DART 301 00:13:47,800 --> 00:13:49,720 to make sure that like on the Go Pass app 302 00:13:49,720 --> 00:13:54,680 where you can purchase a mobile train pass or bus pass 303 00:13:54,680 --> 00:13:58,440 that we list Denton Arts and Jazz as a regional event 304 00:13:58,440 --> 00:13:59,880 that you can come and attend. 305 00:13:59,880 --> 00:14:02,560 So that what is one of the ways that we do reach 306 00:14:02,560 --> 00:14:04,520 those who are outside of our service area 307 00:14:04,520 --> 00:14:06,880 who are already transit riders. 308 00:14:06,880 --> 00:14:10,280 But we also include it in all of our blog posting 309 00:14:10,280 --> 00:14:11,840 and all of our advertising efforts, 310 00:14:11,840 --> 00:14:14,560 which do reach beyond the A train corridor 311 00:14:14,560 --> 00:14:16,600 specifically for that reason. 312 00:14:16,600 --> 00:14:18,680 To draw people in who aren't from the area, 313 00:14:18,680 --> 00:14:21,640 maybe they start at the A train location 314 00:14:21,640 --> 00:14:22,840 or they're starting at Trinity Mills, 315 00:14:22,840 --> 00:14:24,600 but then they're able to utilize the A train 316 00:14:24,600 --> 00:14:26,560 to get up here and then get to events. 317 00:14:26,560 --> 00:14:29,200 And that really extends beyond just Denton Arts and Jazz, 318 00:14:29,200 --> 00:14:31,760 but any of the events that happen in Denton 319 00:14:31,760 --> 00:14:33,040 or any of our member cities, 320 00:14:33,040 --> 00:14:36,160 we use that same type of methodology in our communication. 321 00:14:36,160 --> 00:14:37,160 - Okay, thank you. 322 00:14:37,160 --> 00:14:40,520 - You're welcome to come anytime, 323 00:14:40,520 --> 00:14:44,320 even when Sarah Begheri is here. 324 00:14:44,320 --> 00:14:45,800 And I think it's great. 325 00:14:45,800 --> 00:14:49,440 This mobility committee is becoming super popular, 326 00:14:49,440 --> 00:14:51,640 so it's a great way to get the word out. 327 00:14:51,640 --> 00:14:53,000 Thank you very much for coming this morning. 328 00:14:53,000 --> 00:14:53,840 - Absolutely. 329 00:14:53,840 --> 00:14:56,800 - So I'll close that item then 330 00:14:56,800 --> 00:14:59,720 and then move on to item C, 331 00:14:59,720 --> 00:15:02,960 which is receive an updated report and hold a discussion 332 00:15:02,960 --> 00:15:04,600 regarding the North Central Texas Council 333 00:15:04,600 --> 00:15:07,120 of Governments Policy Bundle Program. 334 00:15:10,640 --> 00:15:13,400 (papers rustling) 335 00:15:13,400 --> 00:15:20,160 - Good morning, Chair and committee members. 336 00:15:20,160 --> 00:15:21,280 My name is Katherine Welch. 337 00:15:21,280 --> 00:15:23,160 I work with Capital Projects, 338 00:15:23,160 --> 00:15:25,960 and we are going to be giving you another update today 339 00:15:25,960 --> 00:15:28,920 on the status of this policy bundle program. 340 00:15:28,920 --> 00:15:30,520 So to start, this is the same slide 341 00:15:30,520 --> 00:15:32,680 y'all have seen the past presentations, 342 00:15:32,680 --> 00:15:35,360 but what it is is Council of Governments 343 00:15:35,360 --> 00:15:38,120 has a set of policies they recommend 344 00:15:38,120 --> 00:15:41,560 in their Metropolitan Transportation Plan 345 00:15:41,560 --> 00:15:42,800 for entities to adopt. 346 00:15:42,800 --> 00:15:46,360 And in this program, if an entity voluntarily adopts 347 00:15:46,360 --> 00:15:48,280 at least 50% of the policies, 348 00:15:48,280 --> 00:15:51,720 then the entity is eligible 349 00:15:51,720 --> 00:15:54,000 for transportation development credits. 350 00:15:54,000 --> 00:15:55,840 And there's gonna be a slide in a little bit 351 00:15:55,840 --> 00:15:58,920 going over more about how those credits can be used. 352 00:15:58,920 --> 00:16:01,600 So that's just the quick overview of the program. 353 00:16:03,400 --> 00:16:08,400 Once again, these are the areas that the policies cover, 354 00:16:08,400 --> 00:16:13,320 ultimately going towards transportation related policies. 355 00:16:13,320 --> 00:16:16,240 So good news. 356 00:16:16,240 --> 00:16:19,120 The early deadline for this policy bundle program 357 00:16:19,120 --> 00:16:20,920 was March 15th. 358 00:16:20,920 --> 00:16:24,600 We got our application submitted for the early deadline. 359 00:16:24,600 --> 00:16:28,880 These are the list of policies that we, 360 00:16:28,880 --> 00:16:30,920 after coordination with CAW, 361 00:16:30,920 --> 00:16:33,200 got confirmation that we are meeting 362 00:16:33,200 --> 00:16:34,080 based on what we're doing. 363 00:16:34,080 --> 00:16:36,160 We submitted all the documentation. 364 00:16:36,160 --> 00:16:38,560 And between now and April 15th, 365 00:16:38,560 --> 00:16:39,960 which is the final deadline, 366 00:16:39,960 --> 00:16:42,400 we're gonna be getting feedback from CAW 367 00:16:42,400 --> 00:16:44,360 basically saying if we're missing anything 368 00:16:44,360 --> 00:16:46,600 or they have any questions, we can give clarification. 369 00:16:46,600 --> 00:16:49,400 So we got it submitted this past Friday. 370 00:16:49,400 --> 00:16:52,000 And so I think we should be hearing feedback 371 00:16:52,000 --> 00:16:55,560 this coming week on their initial review 372 00:16:55,560 --> 00:16:57,720 of our documentation. 373 00:16:57,720 --> 00:17:00,480 So that's the list and we've gone over those 374 00:17:00,480 --> 00:17:03,760 in a little more detail in those past sessions. 375 00:17:03,760 --> 00:17:07,840 And so just wanted to reiterate the schedule. 376 00:17:07,840 --> 00:17:09,560 So March 15th and April 15th 377 00:17:09,560 --> 00:17:12,320 are the early and final deadlines. 378 00:17:12,320 --> 00:17:14,520 We found out from Council of Governments 379 00:17:14,520 --> 00:17:17,920 that July, August timeframe will be when they announce 380 00:17:17,920 --> 00:17:20,240 who has received the credits 381 00:17:20,240 --> 00:17:23,720 and how much each entity will get. 382 00:17:23,720 --> 00:17:27,880 So we should be hearing from them then on granting them. 383 00:17:27,880 --> 00:17:32,880 And then the next transportation improvement program tip mod 384 00:17:32,880 --> 00:17:38,320 which these credits can be applied to a project 385 00:17:38,320 --> 00:17:42,400 that we submit in a tip mod will be in November. 386 00:17:42,400 --> 00:17:45,680 That would be the earliest possible timeframe 387 00:17:45,680 --> 00:17:47,160 we could get a project in. 388 00:17:47,160 --> 00:17:50,680 However, that tip mod does begin that process 389 00:17:50,680 --> 00:17:52,440 and planning begins months in advance. 390 00:17:52,440 --> 00:17:56,160 So it may end up being the cycle after the November tip mod 391 00:17:56,160 --> 00:17:58,000 that this may become more practical 392 00:17:58,000 --> 00:17:59,880 to get the credits used. 393 00:17:59,880 --> 00:18:02,360 So that's a timeline there. 394 00:18:02,360 --> 00:18:05,240 And so y'all had asked in the past for a little more detail 395 00:18:05,240 --> 00:18:08,440 about what these transportation development credits are. 396 00:18:08,440 --> 00:18:12,400 And so basically if we get federal funding 397 00:18:12,400 --> 00:18:14,880 for a transportation project, 398 00:18:14,880 --> 00:18:17,600 typically the federal funding has to cover 80, 399 00:18:17,600 --> 00:18:19,400 covers 80% of the overall cost 400 00:18:19,400 --> 00:18:22,480 and the city has to provide 20% local match. 401 00:18:22,480 --> 00:18:24,840 With these development credits, 402 00:18:24,840 --> 00:18:27,960 they can be applied to that local match 403 00:18:27,960 --> 00:18:31,960 so that the city no longer has to provide that local match 404 00:18:31,960 --> 00:18:34,920 and the federal funding will take place. 405 00:18:34,920 --> 00:18:37,920 I did hear from council of governments 406 00:18:37,920 --> 00:18:42,040 that we have to get notification to them of the project 407 00:18:42,040 --> 00:18:45,520 we wish to use these towards very early in the discussion. 408 00:18:45,520 --> 00:18:47,600 So when we're seeking out federal funding, 409 00:18:47,600 --> 00:18:49,680 we need to already have an idea that, 410 00:18:49,680 --> 00:18:52,640 hey, this is a project we wanna use our transportation 411 00:18:52,640 --> 00:18:55,040 development credits for and let them know ahead of time 412 00:18:55,040 --> 00:18:58,880 we're gonna need you to seek out that additional 20% match 413 00:18:58,880 --> 00:19:00,520 and it'll cover the entire project. 414 00:19:00,520 --> 00:19:03,160 It's kind of the process there. 415 00:19:03,160 --> 00:19:04,480 And question? 416 00:19:04,480 --> 00:19:08,560 - Great, no, just happiness, great source of funding. 417 00:19:08,560 --> 00:19:11,720 - Do those credits expire? 418 00:19:11,720 --> 00:19:15,760 So what I've heard and John may be able to speak on this 419 00:19:15,760 --> 00:19:20,440 is every year, so if we're granted credits, 420 00:19:20,440 --> 00:19:22,200 my understanding is they don't expire 421 00:19:22,200 --> 00:19:24,080 but we have to reapply every year 422 00:19:24,080 --> 00:19:27,240 to continue using the credits already granted. 423 00:19:27,240 --> 00:19:30,200 So if we don't use our full amount in that first year, 424 00:19:30,200 --> 00:19:34,120 we have to apply next year to continue using 425 00:19:34,120 --> 00:19:35,560 the amount we were granted. 426 00:19:35,560 --> 00:19:37,560 - That's great. 427 00:19:37,560 --> 00:19:40,280 So essentially you don't have to resubmit 428 00:19:40,280 --> 00:19:43,280 all of your policies. 429 00:19:43,280 --> 00:19:44,360 I got the green light on. 430 00:19:44,360 --> 00:19:47,240 - Yeah, but your mic is a little far from, there you go. 431 00:19:47,240 --> 00:19:49,000 I know your voice carries, but. 432 00:19:49,000 --> 00:19:50,600 - I'm not technically proficient. 433 00:19:51,680 --> 00:19:53,800 So you don't have to go through the process 434 00:19:53,800 --> 00:19:56,080 of getting your policies validated again, 435 00:19:56,080 --> 00:19:58,600 but you do have, annually have to come back 436 00:19:58,600 --> 00:20:02,200 and ask to use, to get those credits back 437 00:20:02,200 --> 00:20:04,320 for other projects and they're very strict 438 00:20:04,320 --> 00:20:05,880 on what you can and can't use them on. 439 00:20:05,880 --> 00:20:08,600 So it's a tool that's been helpful 440 00:20:08,600 --> 00:20:10,680 in the past in other areas. 441 00:20:10,680 --> 00:20:13,280 Yeah, it's an annual, it's an annual re-up. 442 00:20:13,280 --> 00:20:15,040 - So we're definitely putting like a tickler note 443 00:20:15,040 --> 00:20:17,520 in the calendar, yeah. 444 00:20:17,520 --> 00:20:20,880 - Yes, and actually last week I found out, 445 00:20:20,880 --> 00:20:24,080 so they based their credit allocation 446 00:20:24,080 --> 00:20:26,760 on the size of the city and so work, 447 00:20:26,760 --> 00:20:27,920 from the person I spoke with, 448 00:20:27,920 --> 00:20:29,880 we're considered a small size city. 449 00:20:29,880 --> 00:20:33,520 So this round, if we do get the granting of the credits, 450 00:20:33,520 --> 00:20:36,800 we'll get 750,000 development credits 451 00:20:36,800 --> 00:20:41,320 and that equates to about 3.75 million federal dollars 452 00:20:41,320 --> 00:20:44,800 that can ultimately be used towards that local match, 453 00:20:44,800 --> 00:20:48,000 but we would have to ask for that 80% federal funding 454 00:20:48,000 --> 00:20:49,360 to go along with that. 455 00:20:49,360 --> 00:20:54,120 So we'd have up to 3.75 to use towards that, 456 00:20:54,120 --> 00:20:57,480 what we would originally have paid as a 20% local match. 457 00:20:57,480 --> 00:20:59,920 - I'm guessing there's no shortage of opportunities 458 00:20:59,920 --> 00:21:02,320 for us to apply for and use this funding. 459 00:21:02,320 --> 00:21:05,760 - Absolutely, we've identified many projects 460 00:21:05,760 --> 00:21:06,760 that we can move forward with. 461 00:21:06,760 --> 00:21:07,600 - That's great. 462 00:21:07,600 --> 00:21:11,320 - So that's a little bit more about the credits. 463 00:21:11,320 --> 00:21:15,080 And then something that y'all have brought up in the past 464 00:21:15,080 --> 00:21:17,680 is wanting to potentially look into policies 465 00:21:17,680 --> 00:21:20,760 that we're not meeting or that we could be doing more on 466 00:21:20,760 --> 00:21:24,560 with their 21 recommended policies 467 00:21:24,560 --> 00:21:26,880 and kind of look at them in future sessions, 468 00:21:26,880 --> 00:21:28,880 get some more research on them 469 00:21:28,880 --> 00:21:30,120 and maybe have some strategies 470 00:21:30,120 --> 00:21:32,080 on how we can start implementing them. 471 00:21:32,080 --> 00:21:34,520 So we wanted to provide a list up here 472 00:21:34,520 --> 00:21:38,520 of some of the areas that we're not necessarily meeting 473 00:21:38,520 --> 00:21:40,640 or could be doing more for. 474 00:21:40,640 --> 00:21:41,880 So we've got a list up here. 475 00:21:41,880 --> 00:21:44,800 We can go through each one and give a brief description 476 00:21:44,800 --> 00:21:46,040 or if you have any questions, 477 00:21:46,040 --> 00:21:48,640 but we wanted to get input on what you may wanna see 478 00:21:48,640 --> 00:21:50,280 in future sessions. 479 00:21:50,280 --> 00:21:54,480 - So my, you know, 480 00:21:54,480 --> 00:21:57,280 input us in supporting you doing this 481 00:21:57,280 --> 00:22:00,680 is to say, let it be inspiration, you know, 482 00:22:00,680 --> 00:22:02,240 are these good ideas, 483 00:22:02,240 --> 00:22:05,840 like if we hadn't had them on our radar before, you know, 484 00:22:05,840 --> 00:22:11,440 sort of thanks to NCTCOG for giving us the idea, 485 00:22:11,440 --> 00:22:15,800 but do you find these compelling as a starting point, 486 00:22:15,800 --> 00:22:18,600 you know, just from a recommendation point, 487 00:22:18,600 --> 00:22:20,520 are these things that you feel, you know, 488 00:22:20,520 --> 00:22:23,040 not just that we're deficient from NCTCOG's point of view, 489 00:22:23,040 --> 00:22:26,560 but are they actually areas that, you know, 490 00:22:26,560 --> 00:22:28,840 from a policy point of view, 491 00:22:28,840 --> 00:22:30,920 you feel would be beneficial to them? 492 00:22:30,920 --> 00:22:34,400 - I think there are quite a few on this list. 493 00:22:34,400 --> 00:22:36,640 To begin, I think we have some parking issues 494 00:22:36,640 --> 00:22:38,440 and parking management could be one of them 495 00:22:38,440 --> 00:22:40,000 that we can focus on. 496 00:22:40,000 --> 00:22:43,320 Employee trip reduction is great since DCT is here. 497 00:22:43,320 --> 00:22:47,440 It would be a good partnership to see what we can do 498 00:22:47,440 --> 00:22:48,960 not only for our employees, 499 00:22:48,960 --> 00:22:51,920 but employees of businesses that come within, 500 00:22:51,920 --> 00:22:53,880 start businesses here in the city. 501 00:22:53,880 --> 00:22:58,240 So yes, some of them are really relevant. 502 00:22:58,240 --> 00:22:59,720 The traffic incident management, 503 00:22:59,720 --> 00:23:01,320 we're approaching to that. 504 00:23:01,320 --> 00:23:03,400 We're trying to reach that goal 505 00:23:03,400 --> 00:23:06,880 by having a central command center for the traffic. 506 00:23:06,880 --> 00:23:09,000 And then we manage incident better 507 00:23:09,000 --> 00:23:11,600 and communicate with fire and PD in case of emergency. 508 00:23:11,600 --> 00:23:14,120 So we are trying to get there. 509 00:23:14,120 --> 00:23:15,880 And yes, these are good things for the city 510 00:23:15,880 --> 00:23:18,440 and we'll slowly try to achieve them. 511 00:23:18,440 --> 00:23:23,160 - Just 'cause I'm talking doesn't mean, 512 00:23:23,160 --> 00:23:24,640 feel free to jump in any time. 513 00:23:24,640 --> 00:23:30,160 You know, can you, in terms of, 514 00:23:30,160 --> 00:23:33,280 let's say severity or potential impact, 515 00:23:33,280 --> 00:23:35,760 you know, is there any kind of rank order prioritization 516 00:23:35,760 --> 00:23:38,480 that you might recommend to us? 517 00:23:38,480 --> 00:23:41,360 You know, like what do you think are the most pressing 518 00:23:41,360 --> 00:23:42,760 or biggest opportunities? 519 00:23:42,760 --> 00:23:47,480 - Well, we can start with the easiest one to tackle first 520 00:23:47,480 --> 00:23:48,480 that we were out of it. 521 00:23:48,480 --> 00:23:50,560 - That's a different question, but okay. 522 00:23:50,560 --> 00:23:54,160 - That's the approach I was thinking of is more on 523 00:23:54,160 --> 00:23:58,560 what can be easily knocked out by smaller steps 524 00:23:58,560 --> 00:24:00,480 and it's not a big burden. 525 00:24:00,480 --> 00:24:01,840 But some of them are a big burden, 526 00:24:01,840 --> 00:24:04,800 meaning you have to really have plans in place. 527 00:24:04,800 --> 00:24:06,240 You have to really do the studies. 528 00:24:06,240 --> 00:24:08,760 You have to have a lot of backup information 529 00:24:08,760 --> 00:24:09,800 to implement them. 530 00:24:09,800 --> 00:24:12,840 So, but the, some of the first ones, 531 00:24:12,840 --> 00:24:14,440 the employee trip reduction program, 532 00:24:14,440 --> 00:24:17,480 we can internally start looking at stuff. 533 00:24:17,480 --> 00:24:20,400 And it seems that that one and the wrong way driving 534 00:24:20,400 --> 00:24:21,920 are fairly straightforward. 535 00:24:21,920 --> 00:24:24,120 - Different question. 536 00:24:24,120 --> 00:24:25,920 - Yeah, just about the top one, 537 00:24:25,920 --> 00:24:30,920 because we did recently hear that our vehicle miles per travel 538 00:24:30,920 --> 00:24:37,000 has increased emissions in our area significantly 539 00:24:37,000 --> 00:24:40,160 after several years of reduction. 540 00:24:40,160 --> 00:24:42,080 Last year was an increase. 541 00:24:42,080 --> 00:24:45,360 And so I think that focusing on that one, 542 00:24:45,360 --> 00:24:47,880 not only will help us here, 543 00:24:47,880 --> 00:24:50,840 but the city in general overall. 544 00:24:50,840 --> 00:24:53,120 And so I'm glad DCTA is here. 545 00:24:53,120 --> 00:24:57,280 And I, you know, I'm not sure what the requirements are 546 00:24:57,280 --> 00:25:01,040 for disqualification into the program, 547 00:25:01,040 --> 00:25:03,280 but I feel like there's other opportunities, 548 00:25:03,280 --> 00:25:06,480 even if we don't meet all the requirements 549 00:25:06,480 --> 00:25:09,000 for it to be integrated into this program, 550 00:25:09,000 --> 00:25:11,600 that there's certain things that we could do 551 00:25:11,600 --> 00:25:15,080 just to get more cars off the road with the chamber and, 552 00:25:15,080 --> 00:25:15,920 you know, DCTA. 553 00:25:15,920 --> 00:25:19,000 - Definitely, so what I would suggest is 554 00:25:19,000 --> 00:25:21,840 if we can bring that one item in a couple of months back 555 00:25:21,840 --> 00:25:24,520 and see what we have and how we can implement it, 556 00:25:24,520 --> 00:25:26,800 or what are ways of getting that. 557 00:25:26,800 --> 00:25:29,800 - And I will say that DCTA does have 558 00:25:29,800 --> 00:25:32,080 an existing employer pass program 559 00:25:32,080 --> 00:25:35,240 where we offer discounts based on how many employees 560 00:25:35,240 --> 00:25:39,080 are taking part of the actual purchase of the pass. 561 00:25:39,080 --> 00:25:41,240 And that can be one employee, 562 00:25:41,240 --> 00:25:45,840 and that can be 500 plus, a thousand plus employees. 563 00:25:45,840 --> 00:25:47,600 So we do have that program in place, 564 00:25:47,600 --> 00:25:52,600 and we recently reduced all of our fares, our local fares. 565 00:25:52,600 --> 00:25:54,400 So that discount is now on top 566 00:25:54,400 --> 00:25:57,520 of the already discounted lower fares. 567 00:25:57,520 --> 00:25:59,440 So it ends up being a really affordable option, 568 00:25:59,440 --> 00:26:01,760 but DCTA is absolutely willing to work with the city 569 00:26:01,760 --> 00:26:05,400 to see what we can provide to help with that item. 570 00:26:05,400 --> 00:26:06,240 - Good. 571 00:26:06,240 --> 00:26:08,840 - So in my other life, just go ahead. 572 00:26:08,840 --> 00:26:11,960 In my other life, I used to do trip reduction programs 573 00:26:11,960 --> 00:26:14,720 for private sector out in California 574 00:26:14,720 --> 00:26:16,720 because they have a requirement 575 00:26:16,720 --> 00:26:19,280 that if you have employees of say 100 employees, 576 00:26:19,280 --> 00:26:23,480 you have to show an ability for at least 10% of your employees 577 00:26:23,480 --> 00:26:27,000 to get to work with some other than an SOV. 578 00:26:27,000 --> 00:26:31,520 And then they give you credits for stuff like having showers 579 00:26:31,520 --> 00:26:33,880 and bike racks at your appointed place 580 00:26:33,880 --> 00:26:36,800 so that people do come to the workplace on a bicycle 581 00:26:36,800 --> 00:26:39,960 to have a place to freshen up. 582 00:26:39,960 --> 00:26:43,200 They give you a certain number of credits for those employees. 583 00:26:43,200 --> 00:26:45,560 If you have certain parking spots 584 00:26:45,560 --> 00:26:50,040 that have electric vehicle charging stations, 585 00:26:50,040 --> 00:26:54,240 if you buy, pay for bus stops near your location, 586 00:26:54,240 --> 00:26:55,060 it's a credit. 587 00:26:55,060 --> 00:26:57,300 So there's a whole series of things 588 00:26:57,300 --> 00:26:59,340 that when you say employee trip reduction, 589 00:26:59,340 --> 00:27:01,840 it's a pretty broad spectrum of things you can do 590 00:27:01,840 --> 00:27:06,360 just besides no offense, give them a transit pass. 591 00:27:06,360 --> 00:27:08,120 - That's great input. 592 00:27:08,120 --> 00:27:11,840 Yeah, having now had a moment to contemplate the question 593 00:27:11,840 --> 00:27:14,600 about my own question about prioritization. 594 00:27:14,600 --> 00:27:20,840 Quick one's great, but sort of beyond that, 595 00:27:20,840 --> 00:27:23,320 if the others require greater investment, 596 00:27:23,320 --> 00:27:26,840 I'd say if there's, and I'm saying this for the, 597 00:27:26,840 --> 00:27:29,840 to hear my colleagues' reactions as well, 598 00:27:29,840 --> 00:27:32,820 I'd say if there's a serious safety issue 599 00:27:32,820 --> 00:27:36,880 that's not addressed here, if it really isn't an issue, 600 00:27:36,880 --> 00:27:39,040 or it's really only minor, then not. 601 00:27:39,040 --> 00:27:42,040 But if there's a substantive safety issue, 602 00:27:42,040 --> 00:27:43,940 I think you'd have to prioritize that. 603 00:27:43,940 --> 00:27:48,480 And then I would go to a very important 604 00:27:48,480 --> 00:27:50,920 kind of convenience issue like parking management 605 00:27:50,920 --> 00:27:52,520 after safety issues. 606 00:27:52,520 --> 00:27:55,840 That's the sequence I would recommend taking them in. 607 00:27:55,840 --> 00:27:57,080 Any other thoughts? 608 00:27:57,080 --> 00:28:03,400 - Yeah, and on that note, one thing with like, 609 00:28:03,400 --> 00:28:06,480 for example, employee trip reduction that may be, 610 00:28:06,480 --> 00:28:08,120 - Yeah, that's a quick one, so I understand that. 611 00:28:08,120 --> 00:28:11,400 - Yeah, and one really cool thing about the application 612 00:28:11,400 --> 00:28:14,840 is when they're asking you these questions for the survey, 613 00:28:14,840 --> 00:28:17,400 they ask for points of contact in the organization 614 00:28:17,400 --> 00:28:19,720 and say, do you want to be sent information? 615 00:28:19,720 --> 00:28:22,480 Do you want to be sent processes to help get you started? 616 00:28:22,480 --> 00:28:24,960 And so we definitely checked yes on all of that 617 00:28:24,960 --> 00:28:27,160 just to be given that information. 618 00:28:27,160 --> 00:28:29,420 So through that survey, we'll be getting some resources 619 00:28:29,420 --> 00:28:32,520 through CAWG, but we can definitely prioritize 620 00:28:32,520 --> 00:28:35,660 the safety and convenience in the next work session item 621 00:28:35,660 --> 00:28:37,800 if that's what y'all would like. 622 00:28:37,800 --> 00:28:41,320 - We can bring this back in a couple months. 623 00:28:41,320 --> 00:28:42,480 - Other thoughts? 624 00:28:42,480 --> 00:28:43,960 So safety first. 625 00:28:43,960 --> 00:28:45,960 - Safety first, okay, cool. 626 00:28:45,960 --> 00:28:48,200 And I think that's all we have for you today. 627 00:28:48,200 --> 00:28:51,760 - Any other questions? 628 00:28:51,760 --> 00:28:52,600 Okay, great, thank you so much. 629 00:28:52,600 --> 00:28:54,080 - Thank you very much. 630 00:28:54,080 --> 00:28:56,960 - Great progress, and I'll close out that item then. 631 00:28:56,960 --> 00:29:02,560 And I'll open item D, receive a report 632 00:29:02,560 --> 00:29:03,980 and hold a discussion about 633 00:29:03,980 --> 00:29:06,940 current transportation alternatives set aside, 634 00:29:06,940 --> 00:29:09,160 safe routes to school and congestion mitigation 635 00:29:09,160 --> 00:29:11,380 and air quality city grants. 636 00:29:25,080 --> 00:29:27,800 - Good morning, Mark Oliphant, 637 00:29:27,800 --> 00:29:30,540 Bicycle and Pedestrian Coordinator for the city. 638 00:29:30,540 --> 00:29:34,120 Hello, I'm gonna talk about some grants 639 00:29:34,120 --> 00:29:36,360 that we've received in the past few years. 640 00:29:36,360 --> 00:29:38,160 These are three grants. 641 00:29:38,160 --> 00:29:40,880 We're working through the Council of Governments, 642 00:29:40,880 --> 00:29:44,920 TxDOT, and TxDOT, they're actually federal grants. 643 00:29:44,920 --> 00:29:48,600 They total a little, about two and a half million dollars. 644 00:29:48,600 --> 00:29:53,600 And the city's portion to pay for that is about $500,000. 645 00:29:55,080 --> 00:29:59,640 They're good grants that will provide 646 00:29:59,640 --> 00:30:02,760 safer routes to get to schools, 647 00:30:02,760 --> 00:30:06,440 and also a better way for UNT students 648 00:30:06,440 --> 00:30:11,440 to get to and from the Downtown Denton Transit Center. 649 00:30:11,440 --> 00:30:13,960 We have had some delays on these grants, 650 00:30:13,960 --> 00:30:17,600 so initially, before I even got here last July, 651 00:30:17,600 --> 00:30:19,480 everything was signed and sealed, 652 00:30:19,480 --> 00:30:21,960 and then TxDOT returned them to us 653 00:30:21,960 --> 00:30:23,760 because they had some minor changes, 654 00:30:23,760 --> 00:30:25,880 and we made those changes. 655 00:30:25,880 --> 00:30:30,880 We sent them back to TxDOT in early September of 2018, 656 00:30:30,880 --> 00:30:34,760 and it took three to six months 657 00:30:34,760 --> 00:30:37,000 to get those agreements back to us 658 00:30:37,000 --> 00:30:38,560 in their executed form. 659 00:30:38,560 --> 00:30:40,680 Unfortunately, once we got them, 660 00:30:40,680 --> 00:30:43,840 then we sent them our initial payments and so forth. 661 00:30:43,840 --> 00:30:48,680 About two weeks ago, I met with TxDOT with our new, 662 00:30:48,680 --> 00:30:50,280 I don't remember your title, Robin, 663 00:30:50,280 --> 00:30:53,960 but our new team leader for the Traffic Engineering Division 664 00:30:53,960 --> 00:30:55,360 to talk about this, so. 665 00:30:55,360 --> 00:30:57,320 - I think it's Empress, the title's Empress. 666 00:30:57,320 --> 00:30:58,160 (laughing) 667 00:30:58,160 --> 00:30:59,960 - I'll go for that. 668 00:30:59,960 --> 00:31:03,240 So down here, this is the caveat that's important. 669 00:31:03,240 --> 00:31:06,880 So we had that meeting, we thought we're good to go, 670 00:31:06,880 --> 00:31:07,840 we're having a great meeting, 671 00:31:07,840 --> 00:31:12,680 and then we started talking about the schedule. 672 00:31:12,680 --> 00:31:17,280 And so working with COG, we had, six weeks ago or something, 673 00:31:17,280 --> 00:31:19,000 sent them updates about our schedule 674 00:31:19,000 --> 00:31:21,600 because it wasn't happening last year. 675 00:31:21,600 --> 00:31:23,520 And what that did is it moved some of the money 676 00:31:23,520 --> 00:31:26,520 to the new fiscal year for these grants. 677 00:31:26,520 --> 00:31:31,360 And COG has to now approve of that, 678 00:31:31,360 --> 00:31:36,040 and then they send it to FHWA for approval. 679 00:31:36,040 --> 00:31:39,960 And that could take extra time 680 00:31:39,960 --> 00:31:41,280 that we were not planning on. 681 00:31:41,280 --> 00:31:44,160 We are trying to think about workarounds 682 00:31:44,160 --> 00:31:46,160 and things like that. 683 00:31:46,160 --> 00:31:49,240 But we're doing what we can, 684 00:31:49,240 --> 00:31:52,560 and there's just been some delays, unfortunately, 685 00:31:52,560 --> 00:31:56,600 but projects will happen. 686 00:31:56,600 --> 00:31:57,440 - Question? 687 00:31:57,440 --> 00:32:01,240 - Well, just, I mean, you see the date 2019, 2020, 688 00:32:01,240 --> 00:32:04,080 but I just want to say that some of these things, 689 00:32:04,080 --> 00:32:08,360 when I was elected in 2015, we were a go. 690 00:32:08,360 --> 00:32:10,400 We were talking about it in Mobility Committee. 691 00:32:10,400 --> 00:32:15,000 So, I mean, it's been a really long time. 692 00:32:15,000 --> 00:32:18,360 And so I know that we have someone that may have a little, 693 00:32:18,360 --> 00:32:19,880 do you have any more information? 694 00:32:19,880 --> 00:32:21,200 Or is this all it? 695 00:32:21,200 --> 00:32:22,040 I'm just... 696 00:32:22,040 --> 00:32:26,120 - I text out? 697 00:32:26,120 --> 00:32:26,960 Oh, okay. 698 00:32:26,960 --> 00:32:29,520 - That's great. 699 00:32:29,520 --> 00:32:30,360 Thank you for offering. 700 00:32:30,360 --> 00:32:33,320 - 'Cause, yeah, my question was gonna be, 701 00:32:33,320 --> 00:32:34,320 is there anything we can do about it? 702 00:32:34,320 --> 00:32:35,880 Is there anyone we can speak to? 703 00:32:35,880 --> 00:32:38,640 - Yeah, I didn't know that was an option, 704 00:32:38,640 --> 00:32:40,480 but thank you for that, yeah. 705 00:32:40,480 --> 00:32:41,520 - I just want to follow up. 706 00:32:41,520 --> 00:32:45,160 I mean, it is safe routes to school. 707 00:32:45,160 --> 00:32:48,440 And we have identified these locations 708 00:32:48,440 --> 00:32:51,560 because our kids aren't getting to school safely. 709 00:32:51,560 --> 00:32:56,560 So, I mean, it's not like it's just a want project. 710 00:32:56,560 --> 00:32:58,120 It's a need project. 711 00:32:58,120 --> 00:33:00,480 And it's something that we've been waiting on 712 00:33:00,480 --> 00:33:01,520 for a really long time. 713 00:33:01,520 --> 00:33:04,400 So, and I appreciate you guys doing all that you can, 714 00:33:04,400 --> 00:33:07,520 but it's still, it's a long time. 715 00:33:07,520 --> 00:33:08,360 - I agree. 716 00:33:08,360 --> 00:33:11,280 I mean, I think we, the city, have done pretty darn well. 717 00:33:11,280 --> 00:33:14,080 I mean, I, you know, maybe we did 90%. 718 00:33:14,080 --> 00:33:18,160 We could have done 100, but yes, I agree, and we're. 719 00:33:18,160 --> 00:33:19,560 - Well, and there's a new step to take. 720 00:33:19,560 --> 00:33:22,000 - Yeah, yeah, we have a new, thank you, yeah. 721 00:33:22,000 --> 00:33:24,820 - Much appreciated. 722 00:33:24,820 --> 00:33:26,360 Any other questions or comments? 723 00:33:26,360 --> 00:33:28,400 - Thank you for the update. 724 00:33:28,400 --> 00:33:29,720 - Thank you. 725 00:33:29,720 --> 00:33:30,720 So. 726 00:33:30,720 --> 00:33:32,440 - Oh, I do actually have one more question. 727 00:33:32,440 --> 00:33:34,880 Because when I shared this with Pecan Creek 728 00:33:34,880 --> 00:33:36,960 and I copied you guys on some emails, 729 00:33:36,960 --> 00:33:40,680 there was information that someone from the past, 730 00:33:40,680 --> 00:33:43,120 the city, had made an agreement with the neighborhood 731 00:33:43,120 --> 00:33:46,640 not to do a certain type of sidewalk 732 00:33:46,640 --> 00:33:49,480 or leave certain trees when they did the sidewalk. 733 00:33:49,480 --> 00:33:52,560 And I just want to follow up that that's been acknowledged 734 00:33:52,560 --> 00:33:54,200 and would be. 735 00:33:54,200 --> 00:33:59,720 - So, you, yes, we reached out to the. 736 00:33:59,720 --> 00:34:01,360 Yeah, there are multiple people. 737 00:34:01,360 --> 00:34:03,400 We reached out to the resident. 738 00:34:03,400 --> 00:34:05,720 Mark had a good discussion with them. 739 00:34:05,720 --> 00:34:07,440 And their understanding was, yes, 740 00:34:07,440 --> 00:34:09,760 they were expecting some pervious pavement. 741 00:34:10,720 --> 00:34:15,720 Sidewalk on the east side of Swisher Road. 742 00:34:15,720 --> 00:34:18,880 And there are some challenges, engineering-wise, 743 00:34:18,880 --> 00:34:23,160 to implement some of the things that are mentioned 744 00:34:23,160 --> 00:34:26,280 in the email from the resident and the discussion with them. 745 00:34:26,280 --> 00:34:29,920 In the agreement itself, it just talks about sidewalk. 746 00:34:29,920 --> 00:34:32,720 So there's some sort of discrepancy. 747 00:34:32,720 --> 00:34:35,520 But what we're trying to do is set up a meeting 748 00:34:35,520 --> 00:34:38,880 for the community to go over what was agreed 749 00:34:38,880 --> 00:34:42,560 and what their impression of what was promised 750 00:34:42,560 --> 00:34:44,840 when the actual zoning took place 751 00:34:44,840 --> 00:34:48,480 and the whole thing was incorporated within the city. 752 00:34:48,480 --> 00:34:51,560 So we're setting up a meeting, working with PIO, 753 00:34:51,560 --> 00:34:53,320 and then we'll go over specifics 754 00:34:53,320 --> 00:34:56,080 and we'll discuss some of the challenges that we have. 755 00:34:56,080 --> 00:34:58,360 - I know the main issue 756 00:34:58,360 --> 00:35:00,120 was that there's some large trees there. 757 00:35:00,120 --> 00:35:00,960 - Correct. 758 00:35:00,960 --> 00:35:04,200 - So if there's an option to work around. 759 00:35:04,200 --> 00:35:05,120 - That's the challenge. 760 00:35:05,120 --> 00:35:07,560 It's the right of way that we own in that area 761 00:35:07,560 --> 00:35:10,160 and then the trees that are just within the right of way 762 00:35:10,160 --> 00:35:11,800 so there is no space. 763 00:35:11,800 --> 00:35:14,400 It's a challenging area. 764 00:35:14,400 --> 00:35:16,440 - Correct, and as Preetan mentioned, 765 00:35:16,440 --> 00:35:18,240 in the agreement, the information that we saw 766 00:35:18,240 --> 00:35:20,760 that was agreed, the annexation agreement, 767 00:35:20,760 --> 00:35:25,520 it actually described it as a pedestrian path, 768 00:35:25,520 --> 00:35:27,920 but it doesn't describe what type of path, 769 00:35:27,920 --> 00:35:30,120 pervious or impervious. 770 00:35:30,120 --> 00:35:32,760 So we do need to work with the neighborhoods 771 00:35:32,760 --> 00:35:36,360 to explain what are the pros and cons, 772 00:35:36,360 --> 00:35:38,880 ADA-accessible issues are a problem, 773 00:35:38,880 --> 00:35:40,720 being a pervious path. 774 00:35:40,720 --> 00:35:42,480 So there are just some challenges 775 00:35:42,480 --> 00:35:44,720 and it may not qualify for some of these grant programs 776 00:35:44,720 --> 00:35:46,560 if it's not ADA-accessible. 777 00:35:46,560 --> 00:35:50,160 - I wasn't sure if you guys were aware of that or not, 778 00:35:50,160 --> 00:35:51,800 so I wanted to-- 779 00:35:51,800 --> 00:35:52,640 - We're on it. 780 00:35:52,640 --> 00:35:53,480 - We're on it. 781 00:35:53,480 --> 00:35:55,720 - I had a time before because I hadn't-- 782 00:35:55,720 --> 00:35:58,680 - Oh no, I think it was as a result of the email 783 00:35:58,680 --> 00:36:03,440 that came through, it's where we kind of were made aware 784 00:36:03,440 --> 00:36:05,200 and so we read through the agreement 785 00:36:05,200 --> 00:36:07,000 and try to work with the neighborhoods to meet with them 786 00:36:07,000 --> 00:36:09,840 and again, try to just work through the process. 787 00:36:09,840 --> 00:36:11,760 - Thank you, I appreciate that, thanks. 788 00:36:11,760 --> 00:36:14,280 - This will really make Denton better. 789 00:36:14,280 --> 00:36:17,040 It's really worth it, I know it feels defeating, 790 00:36:17,040 --> 00:36:20,280 but let's take a really big swing at it, thanks. 791 00:36:20,280 --> 00:36:23,800 So we're gonna close this item. 792 00:36:23,800 --> 00:36:25,520 Before I open the next item, 793 00:36:25,520 --> 00:36:27,000 just in the interest of transparency, 794 00:36:27,000 --> 00:36:29,040 I'm gonna explain my actions a little bit. 795 00:36:29,040 --> 00:36:33,000 I actually, when this item came up before, 796 00:36:33,000 --> 00:36:37,200 personally from this seat directed, go negotiate with UNT 797 00:36:37,200 --> 00:36:40,520 and I really just made a mistake. 798 00:36:40,520 --> 00:36:41,920 I just didn't even think about the fact 799 00:36:41,920 --> 00:36:44,960 that my wife is a professor there in regards to this. 800 00:36:44,960 --> 00:36:48,080 I have not yet figured out a way to profit somehow 801 00:36:48,080 --> 00:36:50,360 from UNT interactions with my wife 802 00:36:50,360 --> 00:36:51,680 being a creative writing professor. 803 00:36:51,680 --> 00:36:54,600 If somebody thinks of one, let me know, 804 00:36:54,600 --> 00:36:57,840 but now that I've been made aware, 805 00:36:57,840 --> 00:36:59,600 I can't sort of pretend I'm not aware 806 00:36:59,600 --> 00:37:03,720 and it's a direct, an option that's gonna be discussed, 807 00:37:03,720 --> 00:37:07,440 it's going to involve directly negotiating with UNT. 808 00:37:07,440 --> 00:37:12,120 So I'm gonna step out and also for those who came in earlier 809 00:37:12,120 --> 00:37:15,240 and didn't hear my comments, I'll just repeat my praise 810 00:37:15,240 --> 00:37:17,520 for not just staff but also the community 811 00:37:17,520 --> 00:37:19,680 and working so hard with each other 812 00:37:19,680 --> 00:37:20,920 and communicating with each other 813 00:37:20,920 --> 00:37:22,760 to try to come to a resolution. 814 00:37:22,760 --> 00:37:26,400 I think it's been really ultimately a high point 815 00:37:26,400 --> 00:37:30,120 for Denton, the way people have kind of found a way 816 00:37:30,120 --> 00:37:33,520 to work together and kind of solve problems mutually. 817 00:37:33,520 --> 00:37:35,800 So with that, I'm gonna step out. 818 00:37:35,800 --> 00:37:37,000 I'll say one last thing. 819 00:37:37,000 --> 00:37:41,080 My name is Meltzer, Metzler is the barbecue people. 820 00:37:41,080 --> 00:37:42,480 They spell it wrong. 821 00:37:42,480 --> 00:37:44,560 (laughs) 822 00:37:44,560 --> 00:37:50,640 - Oh, and who's vice chair? 823 00:37:50,640 --> 00:37:51,480 - I don't remember. 824 00:37:51,480 --> 00:37:52,300 - You're not vice chair? 825 00:37:52,300 --> 00:37:53,140 - Yeah. 826 00:37:53,140 --> 00:37:55,760 - Okay, so here's some blue cards 827 00:37:55,760 --> 00:37:56,600 for folks that want some. 828 00:37:56,600 --> 00:37:57,440 - Okay. 829 00:37:57,440 --> 00:38:02,760 All right, we'll do staff presentation on the item 830 00:38:02,760 --> 00:38:06,460 and then we'll hear from the public at that. 831 00:38:06,460 --> 00:38:11,460 So we will open item E, receive a report, 832 00:38:11,460 --> 00:38:14,720 hold discussion, provide staff with direction 833 00:38:14,720 --> 00:38:17,160 regarding options for accommodating bicycle lanes 834 00:38:17,160 --> 00:38:20,160 and on Hickory Street while retaining parking 835 00:38:20,160 --> 00:38:21,720 for local businesses. 836 00:38:21,720 --> 00:38:25,400 - Thank you, Vice Chair Ryan. 837 00:38:25,400 --> 00:38:28,200 Mark Ollivant, Bicycle and Pedestrian Coordinator 838 00:38:28,200 --> 00:38:29,160 for the city. 839 00:38:29,160 --> 00:38:34,900 So the Hickory Bike Lane, this is another saga in the city, 840 00:38:34,900 --> 00:38:39,480 but I think we are coming to an exciting point 841 00:38:39,480 --> 00:38:42,380 in the development of this project. 842 00:38:42,380 --> 00:38:45,400 So recently we have narrowed down our options 843 00:38:45,400 --> 00:38:49,480 to two different options, option two and option three. 844 00:38:49,480 --> 00:38:51,900 I'm gonna talk about option three first, 845 00:38:51,900 --> 00:38:56,200 which is a cycle track or sidewalk 846 00:38:56,200 --> 00:38:58,440 on the south side of Hickory Street 847 00:38:58,440 --> 00:39:01,100 between Avenue B and Avenue A. 848 00:39:01,100 --> 00:39:05,960 This option, this was preferred by some members 849 00:39:05,960 --> 00:39:10,960 of the Mobility Committee because it would preserve parking 850 00:39:10,960 --> 00:39:16,520 on Hickory Street and it would allow cyclists 851 00:39:16,520 --> 00:39:18,240 to still go through that area. 852 00:39:19,420 --> 00:39:23,480 Recently, the city manager and assistant city manager 853 00:39:23,480 --> 00:39:26,480 met with UNT to discuss this option 854 00:39:26,480 --> 00:39:29,360 and what has happened is UNT, 855 00:39:29,360 --> 00:39:31,320 well, I originally contacted them 856 00:39:31,320 --> 00:39:33,560 and they said not really interested, 857 00:39:33,560 --> 00:39:37,120 but we upped our representation, 858 00:39:37,120 --> 00:39:42,120 we sent over our higher level negotiators 859 00:39:42,120 --> 00:39:44,320 and UNT did come back and say, 860 00:39:44,320 --> 00:39:48,640 well, we would be willing to consider this, 861 00:39:48,640 --> 00:39:51,200 but we wanna talk about a few things. 862 00:39:51,200 --> 00:39:54,040 They want to see a design for it, 863 00:39:54,040 --> 00:39:57,400 they want to see a tree preservation plan 864 00:39:57,400 --> 00:40:01,760 and then they wanna take it to their board of regents 865 00:40:01,760 --> 00:40:06,340 or board of regents in August for consideration. 866 00:40:06,340 --> 00:40:10,840 So it is still a possibility though it would require 867 00:40:10,840 --> 00:40:13,800 that adds the amount of money that we would need 868 00:40:13,800 --> 00:40:18,200 and it adds the amount of time before it could be done. 869 00:40:18,200 --> 00:40:22,520 But so right now I am focusing on this option two 870 00:40:22,520 --> 00:40:25,280 and change to Avenue A and Mulberry 871 00:40:25,280 --> 00:40:27,280 and essentially what we're proposing, 872 00:40:27,280 --> 00:40:28,600 here's a little bubble diagram, 873 00:40:28,600 --> 00:40:32,400 what we're proposing is that we change Mulberry Street 874 00:40:32,400 --> 00:40:36,960 and Avenue A from two-way streets as they are currently 875 00:40:36,960 --> 00:40:40,780 to one-way streets in the direction of the arrows 876 00:40:40,780 --> 00:40:45,540 and those blue blocks would become on-street parking 877 00:40:45,540 --> 00:40:46,720 in that area. 878 00:40:46,720 --> 00:40:49,680 And so instead of losing parking on the south side 879 00:40:49,680 --> 00:40:52,240 of Hickory in order to accommodate a bike lane there, 880 00:40:52,240 --> 00:40:55,880 what we do is we just move that parking 881 00:40:55,880 --> 00:40:58,640 onto Mulberry and Avenue A. 882 00:40:58,640 --> 00:41:01,800 We can do this without having any net loss 883 00:41:01,800 --> 00:41:04,200 of parking in the area. 884 00:41:04,200 --> 00:41:07,000 The next slide is a little more detailed graphic, 885 00:41:07,000 --> 00:41:10,480 it's hopefully you can see in the red. 886 00:41:10,480 --> 00:41:14,280 So what we're gonna do is mirror the diagonal parking 887 00:41:14,280 --> 00:41:17,040 on Avenue A on the west side 888 00:41:17,040 --> 00:41:19,360 and we, on the south side of Mulberry, 889 00:41:19,360 --> 00:41:24,120 we will put on-street parking, parallel parking there. 890 00:41:24,120 --> 00:41:29,120 And a few small other details up here 891 00:41:29,120 --> 00:41:33,920 will bulb out the curb so that folks coming south on Frye 892 00:41:33,920 --> 00:41:37,420 have a visual reminder that they can't go straight there. 893 00:41:37,420 --> 00:41:43,440 And so this requires some coordination with others 894 00:41:45,040 --> 00:41:47,440 One thing that will also have to happen 895 00:41:47,440 --> 00:41:52,440 is currently buses go back, buses go down this way currently 896 00:41:52,440 --> 00:41:57,640 and so they will have to go straight on Mulberry 897 00:41:57,640 --> 00:42:00,520 and right on Welch over there. 898 00:42:00,520 --> 00:42:03,280 And so we will have to modify this intersection. 899 00:42:03,280 --> 00:42:06,680 This is how it is currently, one lane southbound 900 00:42:06,680 --> 00:42:09,960 but two lanes northbound and what we will do, 901 00:42:09,960 --> 00:42:13,220 and this is actually part of one of those grants as well, 902 00:42:13,220 --> 00:42:15,080 the Sycamore-Welch improvements, 903 00:42:15,080 --> 00:42:18,620 is that center lane there, the left northbound lane, 904 00:42:18,620 --> 00:42:23,620 will become a median and we'll probably also shave off 905 00:42:23,620 --> 00:42:29,060 part of the corner but we will make accommodations 906 00:42:29,060 --> 00:42:31,280 so that buses can make that right turn. 907 00:42:31,280 --> 00:42:33,680 Currently it's a very tight turn 908 00:42:33,680 --> 00:42:37,520 and bus drivers are not comfortable making it 909 00:42:37,520 --> 00:42:41,280 but so in concert with those other changes, 910 00:42:41,280 --> 00:42:44,900 we would modify this so that the buses can turn right there. 911 00:42:44,900 --> 00:42:48,320 Oh, we talked about the angled parking. 912 00:42:48,320 --> 00:42:51,520 This is really the most important slide for us 913 00:42:51,520 --> 00:42:56,520 is that all of the different stakeholders we have met with 914 00:42:56,520 --> 00:43:00,680 and we met with DCTA, UNT, the business owners in the area, 915 00:43:00,680 --> 00:43:03,280 bicycle advocates, city fire, city police 916 00:43:03,280 --> 00:43:07,160 about what might be the potential ramifications 917 00:43:07,160 --> 00:43:09,780 and there are a few concerns here and there 918 00:43:09,780 --> 00:43:13,040 or they responded, well, as long as we can take care of X 919 00:43:13,040 --> 00:43:17,040 or Y, this might work and so we feel 920 00:43:17,040 --> 00:43:20,600 in transportation engineering that this is feasible. 921 00:43:20,600 --> 00:43:25,600 It will serve the needs of both the merchants in the area 922 00:43:25,600 --> 00:43:28,660 and the cyclists who are looking for a continuous 923 00:43:28,660 --> 00:43:33,660 and contiguous route from west to east in town 924 00:43:36,360 --> 00:43:40,600 and yeah, so we have talked to all of them 925 00:43:40,600 --> 00:43:43,800 and hopefully there's no major changes. 926 00:43:43,800 --> 00:43:45,360 I know there's some folks in the audience 927 00:43:45,360 --> 00:43:47,120 who represent some of those groups 928 00:43:47,120 --> 00:43:52,080 but this has been by far the best received 929 00:43:52,080 --> 00:43:58,160 and actually not just that it doesn't have negatives to it 930 00:43:58,160 --> 00:44:02,000 but for a number of stakeholders that are actually positive. 931 00:44:02,000 --> 00:44:05,380 As we talk to the police, they continuously have worries 932 00:44:05,380 --> 00:44:08,580 about traffic on Avenue A and Mulberry 933 00:44:08,580 --> 00:44:12,640 because of the restaurants and bars there 934 00:44:12,640 --> 00:44:16,360 and people walking through that area late at night 935 00:44:16,360 --> 00:44:19,160 and they might be inhibited 936 00:44:19,160 --> 00:44:23,920 and so from their perspective, it's really a good thing 937 00:44:23,920 --> 00:44:27,040 and we think we can improve the crossing right 938 00:44:27,040 --> 00:44:29,040 where Mulberry and Avenue A come together 939 00:44:29,040 --> 00:44:30,640 'cause there are some concerns currently 940 00:44:30,640 --> 00:44:32,480 about pedestrian visibility. 941 00:44:32,480 --> 00:44:36,360 So overall, this is really looking like a very promising 942 00:44:36,360 --> 00:44:39,360 option to us and yeah. 943 00:44:39,360 --> 00:44:43,480 - Okay, got some more briefs. 944 00:44:43,480 --> 00:44:44,800 - Yeah, I have a few questions. 945 00:44:44,800 --> 00:44:45,640 - Sure. 946 00:44:45,640 --> 00:44:50,960 - So where would the bike traffic go 947 00:44:50,960 --> 00:44:54,400 if they're on Fry heading in to campus 948 00:44:54,400 --> 00:44:55,800 since that's a one-way street? 949 00:44:55,800 --> 00:45:00,800 Would they have to turn on Hickory? 950 00:45:02,400 --> 00:45:04,760 Would they go down to Welch and then go down 951 00:45:04,760 --> 00:45:07,480 so instead of going straight into campus? 952 00:45:07,480 --> 00:45:08,600 - That is one option. 953 00:45:08,600 --> 00:45:11,200 They could turn left on Hickory and go south on Welch. 954 00:45:11,200 --> 00:45:16,420 Another option, there are details that we haven't worked out 955 00:45:16,420 --> 00:45:19,080 is that this is an extremely wide sidewalk. 956 00:45:19,080 --> 00:45:21,400 It's something like 15 feet 957 00:45:21,400 --> 00:45:23,440 and so you could have a seven-foot bike lane 958 00:45:23,440 --> 00:45:26,080 going south on one side there 959 00:45:26,080 --> 00:45:29,720 but it is on the sidewalk. 960 00:45:29,720 --> 00:45:31,120 It's a possibility of something 961 00:45:31,120 --> 00:45:34,040 that we'd have to talk to the university about and so forth 962 00:45:34,040 --> 00:45:37,060 but just being out there, it's a very wide sidewalk 963 00:45:37,060 --> 00:45:40,600 and that would be something I would suggest to them 964 00:45:40,600 --> 00:45:41,760 so it should be implemented. 965 00:45:41,760 --> 00:45:44,080 - Well, I would also think that would be good. 966 00:45:44,080 --> 00:45:46,600 That way it could just go straight through 967 00:45:46,600 --> 00:45:50,740 instead of pushing the bikes on to Welch 968 00:45:50,740 --> 00:45:51,880 where the buses are. 969 00:45:51,880 --> 00:45:56,120 I mean, if we're pushing the buses there, it's-- 970 00:45:56,120 --> 00:45:58,940 - The Welch improvements to the will, 971 00:45:58,940 --> 00:46:03,120 it will go to one lane with a bike lane on the outside so-- 972 00:46:03,120 --> 00:46:04,560 - Okay, so it'd be another option? 973 00:46:04,560 --> 00:46:07,000 - Mm-hmm, both will be better. 974 00:46:07,000 --> 00:46:09,560 - Okay, so that's the bike question 975 00:46:09,560 --> 00:46:11,760 and I think maybe if there's enough room 976 00:46:11,760 --> 00:46:14,620 then I'd like to explore that sidewalk thing. 977 00:46:14,620 --> 00:46:18,480 My other, so what about the loading zone 978 00:46:18,480 --> 00:46:21,960 because I think there's loading zones currently 979 00:46:21,960 --> 00:46:24,300 where the parking will be so what, 980 00:46:24,300 --> 00:46:25,640 and that was brought up before, 981 00:46:25,640 --> 00:46:29,440 where will the trucks or-- 982 00:46:29,440 --> 00:46:31,720 - Yeah, so a couple thoughts. 983 00:46:31,720 --> 00:46:35,520 Currently, this is all supposed to be loading zone. 984 00:46:35,520 --> 00:46:37,220 UNT enforces it. 985 00:46:37,220 --> 00:46:41,060 They say if a car has a Jimmy John sign on top 986 00:46:41,060 --> 00:46:44,080 or delivery or something, they let 'em, 987 00:46:44,080 --> 00:46:47,880 don't give 'em tickets or anything. 988 00:46:47,880 --> 00:46:50,080 One thing that has been suggested 989 00:46:50,080 --> 00:46:55,080 is changing that turn lane to the north 990 00:46:55,400 --> 00:46:58,460 is perhaps changing that into a loading zone. 991 00:46:58,460 --> 00:47:03,640 There are options for accommodating them. 992 00:47:03,640 --> 00:47:06,520 We haven't gotten to that granularity. 993 00:47:06,520 --> 00:47:08,880 I know it's a concern or pretend we haven't. 994 00:47:08,880 --> 00:47:15,680 - Pretend they spoke, traffic engineer. 995 00:47:15,680 --> 00:47:18,960 One of the things that we're looking at, 996 00:47:18,960 --> 00:47:23,260 currently this area will result in 20 spaces. 997 00:47:23,260 --> 00:47:26,920 There are eight spaces today that are used for loading. 998 00:47:26,920 --> 00:47:29,560 So out of the 20, we're anticipating 999 00:47:29,560 --> 00:47:32,520 that eight will be provided as loading zones 1000 00:47:32,520 --> 00:47:34,760 that would be given back to the businesses 1001 00:47:34,760 --> 00:47:39,460 so the Jimmy Johns and the delivery cars can still use that. 1002 00:47:39,460 --> 00:47:43,080 This area will be two spaces as well. 1003 00:47:43,080 --> 00:47:46,600 These can be converted for bigger trucks as a loading area. 1004 00:47:46,600 --> 00:47:51,160 So we are giving back approximately eight spaces 1005 00:47:51,160 --> 00:47:54,060 to the loading area so they will be marked loading. 1006 00:47:54,060 --> 00:47:57,480 And then 16, and then the remaining 14, 1007 00:47:57,480 --> 00:47:59,800 I'm sorry, 12, I'm not getting my math. 1008 00:47:59,800 --> 00:48:02,520 12 and then remaining 16 on this 1009 00:48:02,520 --> 00:48:05,960 will counter the 29 that we have. 1010 00:48:05,960 --> 00:48:08,240 So that was the whole idea that the loading 1011 00:48:08,240 --> 00:48:10,880 will be maintained, it'll still remain on site, 1012 00:48:10,880 --> 00:48:13,040 but then we'll have the additional spaces 1013 00:48:13,040 --> 00:48:15,640 that balance the parking laws. 1014 00:48:15,640 --> 00:48:16,840 - Okay, can you talk about, 1015 00:48:16,840 --> 00:48:19,120 so they'll be parking on Mulberry? 1016 00:48:19,120 --> 00:48:21,140 - Correct, yes. - That isn't there now? 1017 00:48:21,140 --> 00:48:23,600 - Yes. - Okay, parallel parking? 1018 00:48:23,600 --> 00:48:24,500 - Parallel parking. 1019 00:48:24,500 --> 00:48:29,720 There are 16 spaces of parallel parking right here. 1020 00:48:29,720 --> 00:48:32,280 It says 16 spaces up and down. 1021 00:48:32,280 --> 00:48:34,840 And then there are 20 total all the way here, 1022 00:48:34,840 --> 00:48:36,760 including these two parallel. 1023 00:48:36,760 --> 00:48:40,700 Out of the 20, we'll use eight for loading zone. 1024 00:48:40,700 --> 00:48:43,320 - Okay, do you mind if I, I just have a few more. 1025 00:48:43,320 --> 00:48:47,280 Okay, so all of that is great. 1026 00:48:47,280 --> 00:48:51,000 What about enforcement of that? 1027 00:48:51,000 --> 00:48:55,560 Will that be a UNT responsibility or a city responsibility? 1028 00:48:55,560 --> 00:48:59,480 How are we going to, after we do all of this, 1029 00:48:59,480 --> 00:49:03,360 how are we going to guarantee that those spots 1030 00:49:03,360 --> 00:49:08,200 are open and moving and not parked in all day by students 1031 00:49:08,200 --> 00:49:10,960 so that the businesses can benefit from them? 1032 00:49:10,960 --> 00:49:13,360 - So right now, we do not have an agreement 1033 00:49:13,360 --> 00:49:15,020 with UNT for this portion. 1034 00:49:15,020 --> 00:49:17,660 These are brand new spaces that we've done. 1035 00:49:17,660 --> 00:49:20,320 I think we have some agreement for this loading area. 1036 00:49:20,320 --> 00:49:22,960 We don't have parking agreement. 1037 00:49:22,960 --> 00:49:25,020 We will work with UNT for enforcement. 1038 00:49:25,020 --> 00:49:28,520 They're already enforcing spaces along Hickory Street. 1039 00:49:28,520 --> 00:49:31,960 And I know there are some concerns about that, 1040 00:49:31,960 --> 00:49:36,700 but we are open to options as far as enforcement. 1041 00:49:36,700 --> 00:49:38,160 I mean, the city can take over, 1042 00:49:38,160 --> 00:49:40,580 but our enforcement staff is minimal. 1043 00:49:40,580 --> 00:49:43,920 So it would be very difficult for us to enforce. 1044 00:49:43,920 --> 00:49:47,680 So we are looking at options. 1045 00:49:47,680 --> 00:49:49,520 At this point, we don't know. 1046 00:49:49,520 --> 00:49:54,520 - Has the possibility of meters been talked about again? 1047 00:49:54,520 --> 00:50:00,840 - No, now UNT has gotten rid of meters. 1048 00:50:00,840 --> 00:50:03,280 They will not service meters. 1049 00:50:03,280 --> 00:50:05,580 That's not an option for them to enforce. 1050 00:50:05,580 --> 00:50:07,720 - Did they use the app? 1051 00:50:07,720 --> 00:50:09,200 - Correct. 1052 00:50:09,200 --> 00:50:10,040 - Okay. 1053 00:50:10,040 --> 00:50:12,640 Two other things. 1054 00:50:12,640 --> 00:50:15,460 So the bike lane, if this option is done, 1055 00:50:15,460 --> 00:50:17,920 the bike lane will still have, 1056 00:50:17,920 --> 00:50:20,500 will it have the separators? 1057 00:50:20,500 --> 00:50:22,860 - Yes, it will have a two-foot buffer 1058 00:50:22,860 --> 00:50:25,720 where we can provide different types of separators. 1059 00:50:25,720 --> 00:50:27,040 We've talked about curbs. 1060 00:50:27,040 --> 00:50:30,760 We've talked about the meters that are two feet high. 1061 00:50:30,760 --> 00:50:34,680 So all of that is definitely, will be included. 1062 00:50:34,680 --> 00:50:37,920 - And the last thing is that in part of our options, 1063 00:50:37,920 --> 00:50:42,920 we had a intersection kind of upgrade safety for Fry 1064 00:50:42,920 --> 00:50:47,280 and Hickory there, kind of where it's the, 1065 00:50:47,280 --> 00:50:50,160 I think the side, the crosswalks got wider. 1066 00:50:50,160 --> 00:50:53,120 There was a little bit of calming going on. 1067 00:50:53,120 --> 00:50:55,160 Is that part of this plan at all? 1068 00:50:55,160 --> 00:50:58,560 Or is there any of that, any of those, 1069 00:50:58,560 --> 00:51:03,440 the bump outs or anything that are going to be 1070 00:51:03,440 --> 00:51:05,840 with this option? 1071 00:51:05,840 --> 00:51:08,480 - They are not because they need to be designed. 1072 00:51:08,480 --> 00:51:12,080 They're not as part of the Hickory, 1073 00:51:12,080 --> 00:51:15,740 current Hickory Street project, the way it is designed. 1074 00:51:15,740 --> 00:51:18,600 Some minor changes with this layout 1075 00:51:18,600 --> 00:51:20,800 may be incorporated quickly, 1076 00:51:20,800 --> 00:51:23,220 but bump outs at these locations, 1077 00:51:23,220 --> 00:51:25,840 these are older intersections with a lot of utilities. 1078 00:51:25,840 --> 00:51:28,080 So they need to be really designed 1079 00:51:28,080 --> 00:51:30,320 in order to move forward with some of the improvements 1080 00:51:30,320 --> 00:51:32,000 that we're talking about. 1081 00:51:32,000 --> 00:51:34,400 So it's currently not included in the budget 1082 00:51:34,400 --> 00:51:36,440 or the project that's underway. 1083 00:51:36,440 --> 00:51:38,840 - Okay. 1084 00:51:38,840 --> 00:51:44,320 - I've got one major question. 1085 00:51:44,320 --> 00:51:46,800 What's the justification for taking the one way 1086 00:51:46,800 --> 00:51:49,480 in that direction as opposed to the other? 1087 00:51:49,480 --> 00:51:52,240 And 'cause as I see it, 1088 00:51:52,240 --> 00:51:55,000 if we're trying to help the businesses in that area, 1089 00:51:55,000 --> 00:51:57,920 now a person is going to have to understand 1090 00:51:57,920 --> 00:51:59,800 that they have to go down to Welch 1091 00:51:59,800 --> 00:52:03,080 and circle back around Mulberry and back up to Avenue A 1092 00:52:03,080 --> 00:52:05,720 to get to that, as opposed to you turn the corner 1093 00:52:05,720 --> 00:52:09,000 and you, and there's your parking spaces. 1094 00:52:09,000 --> 00:52:09,840 - So-- 1095 00:52:09,840 --> 00:52:13,640 - And you are now, you've got a signal intersection there 1096 00:52:13,640 --> 00:52:18,640 A and fry that the attention span, when you see a light, 1097 00:52:18,640 --> 00:52:21,040 you're not paying attention to other things. 1098 00:52:21,040 --> 00:52:23,160 You're not having to come to a complete stop 1099 00:52:23,160 --> 00:52:24,380 that if you're going the other direction, 1100 00:52:24,380 --> 00:52:26,560 when you get to Mulberry Welch, 1101 00:52:26,560 --> 00:52:30,040 that's, I believe it's just Mulberry that stops. 1102 00:52:30,040 --> 00:52:31,580 So you're gonna come to a complete stop. 1103 00:52:31,580 --> 00:52:33,000 You're gonna be looking both ways. 1104 00:52:33,000 --> 00:52:38,000 You're gonna look across and see the one way sign. 1105 00:52:38,000 --> 00:52:43,320 - So the consideration for this direction 1106 00:52:43,320 --> 00:52:47,200 of flow was some of this parking here, 1107 00:52:47,200 --> 00:52:49,340 as well as this angle parking. 1108 00:52:49,340 --> 00:52:54,060 We will, would have had to reconfigure the whole thing. 1109 00:52:54,060 --> 00:52:57,400 It would have been a much larger project, first thing. 1110 00:52:57,400 --> 00:53:01,720 The second thing is, yes, if this is properly signed 1111 00:53:01,720 --> 00:53:04,480 in Stripe, we can provide signage 1112 00:53:04,480 --> 00:53:06,780 and pull this curb forward. 1113 00:53:06,780 --> 00:53:09,040 That way it's a bigger indication 1114 00:53:09,040 --> 00:53:11,200 that you're not allowed to enter. 1115 00:53:11,200 --> 00:53:14,080 And once you have a sign here that says no entry 1116 00:53:14,080 --> 00:53:17,440 and a signal that just shows our left turn arrow 1117 00:53:17,440 --> 00:53:20,360 as opposed to a green ball, that would help. 1118 00:53:20,360 --> 00:53:21,880 So there are certain enhancements 1119 00:53:21,880 --> 00:53:23,880 that are planned as part of this project, 1120 00:53:23,880 --> 00:53:25,920 replacing some of the signal heads. 1121 00:53:25,920 --> 00:53:30,140 So we'll make sure that people understand clearer. 1122 00:53:30,140 --> 00:53:33,280 And there'll be a period of learning, of course, 1123 00:53:33,280 --> 00:53:36,400 but I mean, every year you get new students 1124 00:53:36,400 --> 00:53:37,240 driving this area. 1125 00:53:37,240 --> 00:53:38,640 - Yes, there'll be a period of learning 1126 00:53:38,640 --> 00:53:41,100 for about a month, three times every year. 1127 00:53:41,100 --> 00:53:47,680 I know 'cause it used to end as a one-way, 1128 00:53:47,680 --> 00:53:52,320 used to be two-way once you got past Avenue C, Jay Go. 1129 00:53:52,320 --> 00:53:56,380 And the police sat on that corner 1130 00:53:56,380 --> 00:53:58,840 for the first two weeks of every semester, 1131 00:53:58,840 --> 00:54:01,160 waiting for people to go the wrong way. 1132 00:54:01,160 --> 00:54:03,800 And that's why when I talk about a signal intersection, 1133 00:54:03,800 --> 00:54:06,640 people don't pay attention to it as closely as what they do. 1134 00:54:06,640 --> 00:54:09,000 If they have to come to a complete stop 1135 00:54:09,000 --> 00:54:10,720 and look for cross traffic, 1136 00:54:10,720 --> 00:54:13,500 and as they're looking, they'll notice those other signs. 1137 00:54:13,500 --> 00:54:18,120 - We'll provide appropriate signage. 1138 00:54:18,120 --> 00:54:18,960 - Yes. 1139 00:54:18,960 --> 00:54:20,800 - Yeah, I mean, that's a really good point 1140 00:54:20,800 --> 00:54:24,000 because part of when I was talking to some of the businesses, 1141 00:54:24,000 --> 00:54:26,560 they said that right there at Frye and Hickory, 1142 00:54:26,560 --> 00:54:29,320 the traffic backs up anyway because of the light. 1143 00:54:29,320 --> 00:54:31,880 And a lot of that right turn on Avenue A 1144 00:54:31,880 --> 00:54:34,360 is the flow through to keep the traffic 1145 00:54:34,360 --> 00:54:36,800 from being so heavy through there. 1146 00:54:36,800 --> 00:54:41,200 But when you said it would be a larger project, 1147 00:54:41,200 --> 00:54:46,960 like, what would that entail? 1148 00:54:46,960 --> 00:54:47,800 I mean-- 1149 00:54:47,800 --> 00:54:50,160 - That would entail redoing the entire curb 1150 00:54:50,160 --> 00:54:53,240 and gutter driveways, this angle parking, 1151 00:54:53,240 --> 00:54:55,240 and then also looking at redoing this area 1152 00:54:55,240 --> 00:54:58,480 because this is a 90-degree parking in 1153 00:54:58,480 --> 00:55:00,120 starting at this point. 1154 00:55:00,120 --> 00:55:03,440 So we haven't looked at the actual cost estimates 1155 00:55:03,440 --> 00:55:05,360 for changing the direction. 1156 00:55:05,360 --> 00:55:08,360 But generally speaking, traffic-wise, 1157 00:55:08,360 --> 00:55:11,000 this sounds like a relatively 1158 00:55:11,000 --> 00:55:14,320 fluid way of flowing traffic. 1159 00:55:14,320 --> 00:55:18,480 One of the things I do want to point out 1160 00:55:18,480 --> 00:55:21,100 for this southbound left coming in, 1161 00:55:21,100 --> 00:55:23,880 they're backed up today because they're being blocked 1162 00:55:23,880 --> 00:55:26,440 by this through traffic that it wants to go through. 1163 00:55:26,440 --> 00:55:30,040 So if this is just an arrow, 1164 00:55:30,040 --> 00:55:35,040 it will be a much faster flow 1165 00:55:35,040 --> 00:55:39,720 because this traffic only flows one direction. 1166 00:55:39,720 --> 00:55:42,960 It's not going through the intersection itself. 1167 00:55:42,960 --> 00:55:45,840 So it'll be getting higher green light. 1168 00:55:45,840 --> 00:55:51,420 - Wouldn't that back up fry more 1169 00:55:51,420 --> 00:55:53,400 because no one's going straight? 1170 00:55:53,400 --> 00:55:55,960 Everybody's got to turn so they've all got to wait on 1171 00:55:55,960 --> 00:55:58,660 the people on Avenue A to clear? 1172 00:56:00,120 --> 00:56:01,120 - We can change the phasing. 1173 00:56:01,120 --> 00:56:03,960 So the phasing on these two phases will be different. 1174 00:56:03,960 --> 00:56:06,360 Yes. 1175 00:56:06,360 --> 00:56:09,080 That will be part of our upgrades. 1176 00:56:09,080 --> 00:56:12,920 - Any other questions? 1177 00:56:12,920 --> 00:56:16,320 - No, I just, I feel like too with fry coming through, 1178 00:56:16,320 --> 00:56:19,400 it just makes more sense to go the other way. 1179 00:56:19,400 --> 00:56:21,840 Now that you said it, I can't not think about it. 1180 00:56:27,280 --> 00:56:30,400 - Well, we do have three cards that wish to speak. 1181 00:56:30,400 --> 00:56:34,440 So we'll go ahead and input there. 1182 00:56:34,440 --> 00:56:38,440 And Kim McKibbin is the first speaker. 1183 00:56:38,440 --> 00:56:42,240 Kim, if you want to state your name and address 1184 00:56:42,240 --> 00:56:43,480 and your time will begin. 1185 00:56:43,480 --> 00:56:51,920 - My name is Kim McKibbin. 1186 00:56:51,920 --> 00:56:53,360 I own the business and the building 1187 00:56:53,360 --> 00:56:55,840 at 1306 West Hickory Street. 1188 00:56:55,840 --> 00:56:58,280 I've been involved with this project from the very beginning. 1189 00:56:58,280 --> 00:57:00,560 I was part of the Oak Gateway Plan. 1190 00:57:00,560 --> 00:57:03,280 This project was initially stopped 1191 00:57:03,280 --> 00:57:05,840 by the city council member and sent to, 1192 00:57:05,840 --> 00:57:08,760 sent back to the Oak Gateway Plan. 1193 00:57:08,760 --> 00:57:11,600 We worked for a year and a half on the Oak Gateway Plan 1194 00:57:11,600 --> 00:57:15,600 about how to resolve multiple issues in this area 1195 00:57:15,600 --> 00:57:18,360 related to parking, related to bicycles 1196 00:57:18,360 --> 00:57:20,200 and all of these kinds of things. 1197 00:57:20,200 --> 00:57:23,320 The plan that the Oak Gateway Plan came up with 1198 00:57:23,320 --> 00:57:28,000 was basically kind of put on hold. 1199 00:57:28,000 --> 00:57:31,520 That involved a lot of the calming techniques that you saw. 1200 00:57:31,520 --> 00:57:35,160 That's where some of these originally came from. 1201 00:57:35,160 --> 00:57:40,160 So as the representative for most of the business owners, 1202 00:57:40,160 --> 00:57:42,080 I have a few points to make. 1203 00:57:42,080 --> 00:57:44,280 The traffic direction that they're looking at 1204 00:57:44,280 --> 00:57:46,960 in this plan here was typically discussed 1205 00:57:46,960 --> 00:57:50,160 by several of us in the business areas there. 1206 00:57:50,160 --> 00:57:54,120 And if you function in that area every day, 1207 00:57:54,120 --> 00:57:56,000 this is how you move through it. 1208 00:57:56,000 --> 00:57:58,320 If you're looking for a parking place, 1209 00:57:58,320 --> 00:58:03,320 you either come oak to see and back down and look 1210 00:58:03,320 --> 00:58:06,520 and then come back through and circle back around. 1211 00:58:06,520 --> 00:58:10,320 I mean, there may not be obvious logic 1212 00:58:10,320 --> 00:58:12,000 in changing that direction, 1213 00:58:12,000 --> 00:58:17,000 but there is functional reasons for it to be that direction. 1214 00:58:17,060 --> 00:58:21,080 I am still in favor of the UNT plan 1215 00:58:21,080 --> 00:58:24,900 that would preserve the parking on Hickory Street 1216 00:58:24,900 --> 00:58:27,460 that is utilized all the time by the businesses, 1217 00:58:27,460 --> 00:58:31,220 by the students, by the residents that are in that area. 1218 00:58:31,220 --> 00:58:33,960 I would like to see that worked out 1219 00:58:33,960 --> 00:58:37,880 and continue to be pursued specifically 1220 00:58:37,880 --> 00:58:42,600 to connect the Sycamore project that's going to be done 1221 00:58:42,600 --> 00:58:45,000 for the bike lane to take it down that direction. 1222 00:58:46,180 --> 00:58:49,360 The bike lanes, if you're gonna put them there, 1223 00:58:49,360 --> 00:58:50,760 put a physical barrier. 1224 00:58:50,760 --> 00:58:53,220 The bollards, the little plastic bollards will not work. 1225 00:58:53,220 --> 00:58:56,320 We need something in that business area there 1226 00:58:56,320 --> 00:58:59,560 to keep people from pulling over into your bicycle lane, 1227 00:58:59,560 --> 00:59:01,440 to keep the lift people from pulling over 1228 00:59:01,440 --> 00:59:02,740 into the bicycle lane. 1229 00:59:02,740 --> 00:59:06,240 And the last meeting that we had at Vortman, 1230 00:59:06,240 --> 00:59:09,400 some of the people here were there, some were not. 1231 00:59:09,400 --> 00:59:13,160 There was a lot of discussion about the loading zones. 1232 00:59:13,160 --> 00:59:16,240 I don't know where you came up with eight out of 20 1233 00:59:16,240 --> 00:59:19,740 parking spaces for Jimmy John's, but that is excessive. 1234 00:59:19,740 --> 00:59:22,880 There are other people there that use that. 1235 00:59:22,880 --> 00:59:26,640 Currently, Jimmy John's, I think, has two delivery trucks. 1236 00:59:26,640 --> 00:59:28,680 So you might wanna rethink that. 1237 00:59:28,680 --> 00:59:34,340 To give them almost 50% of the parking that you're creating 1238 00:59:34,340 --> 00:59:37,320 is not going to help our customer base. 1239 00:59:37,320 --> 00:59:40,240 So please reconsider the number of loading zone parkings 1240 00:59:40,240 --> 00:59:44,360 that you're looking at on Avenue A. 1241 00:59:44,360 --> 00:59:48,360 There are other, there's one, two, three, four 1242 00:59:48,360 --> 00:59:51,780 city loading zones in the Fry Street Overlay District. 1243 00:59:51,780 --> 00:59:56,600 We pay $178 a year for those parking loading zones. 1244 00:59:56,600 --> 01:00:00,480 So if you are going to designate two for Jimmy John's, 1245 01:00:00,480 --> 01:00:03,680 I think that they too should pay that. 1246 01:00:03,680 --> 01:00:07,160 Enforcement, once again, is a major issue. 1247 01:00:07,160 --> 01:00:10,520 Unless the interlocal agreement 1248 01:00:10,520 --> 01:00:11,920 with the University of North Texas 1249 01:00:11,920 --> 01:00:16,000 that the city of Denton currently has is out of date, 1250 01:00:16,000 --> 01:00:17,480 we will need to re-look at that. 1251 01:00:17,480 --> 01:00:19,320 Enforcement is an issue. 1252 01:00:19,320 --> 01:00:21,680 I've been talking for four minutes, I'm sorry. 1253 01:00:21,680 --> 01:00:24,840 - It's three minutes. - Oh, okay. 1254 01:00:24,840 --> 01:00:27,100 I do have, I'm here to answer questions. 1255 01:00:27,100 --> 01:00:29,800 You have questions, I think I can continue to answer. 1256 01:00:29,800 --> 01:00:34,840 - I think we're good. - Okay. 1257 01:00:34,840 --> 01:00:35,680 - Thank you. 1258 01:00:37,000 --> 01:00:39,340 - Next will be Charles Browning. 1259 01:00:39,340 --> 01:00:49,740 - Hey, my name is Charles Browning. 1260 01:00:49,740 --> 01:00:52,880 I live at 2324 Georgetown Drive. 1261 01:00:52,880 --> 01:00:55,400 I'm here to voice my support for option two. 1262 01:00:55,400 --> 01:00:58,160 I've supported, I love option two. 1263 01:00:58,160 --> 01:01:02,300 I've loved it since 2015 when I think I first saw it. 1264 01:01:02,300 --> 01:01:05,720 I think it's the most viable and safe. 1265 01:01:05,720 --> 01:01:07,360 I'm really happy the way the community 1266 01:01:07,360 --> 01:01:08,480 has come together and worked. 1267 01:01:08,480 --> 01:01:10,920 We have several different people 1268 01:01:10,920 --> 01:01:15,720 who have different, I guess, agendas and opinions, 1269 01:01:15,720 --> 01:01:16,880 and I respect those. 1270 01:01:16,880 --> 01:01:18,560 I really like the way we came together 1271 01:01:18,560 --> 01:01:22,480 and this new Avenue A one-way, 1272 01:01:22,480 --> 01:01:25,680 I think it eliminates a lot of the safety issues. 1273 01:01:25,680 --> 01:01:27,120 The way it's going now, 1274 01:01:27,120 --> 01:01:30,840 as opposed to maybe the way it was suggested 1275 01:01:30,840 --> 01:01:34,520 a few minutes ago, actually makes this much safer. 1276 01:01:34,520 --> 01:01:37,080 It eliminates, one of the most common 1277 01:01:37,080 --> 01:01:41,080 cyclist motorist accidents is called the right hook. 1278 01:01:41,080 --> 01:01:44,760 On, I guess, Hickory, as you're going forward, 1279 01:01:44,760 --> 01:01:47,120 bicycle traffic will be going straight. 1280 01:01:47,120 --> 01:01:48,400 The cars will be to the left, 1281 01:01:48,400 --> 01:01:51,960 and if their cars are turning right onto Avenue A, 1282 01:01:51,960 --> 01:01:54,840 a lot of times people do not look for bicycles. 1283 01:01:54,840 --> 01:01:59,360 So they turn right directly into a forward-moving bicycle, 1284 01:01:59,360 --> 01:02:02,360 which is, if you look up, one of the most common 1285 01:02:04,920 --> 01:02:09,720 cyclist motorist accidents. 1286 01:02:09,720 --> 01:02:14,720 Also, I'm happy to see that the parking is preserved. 1287 01:02:14,720 --> 01:02:18,600 I think that option two was, 1288 01:02:18,600 --> 01:02:20,480 I can't really advocate it much more, 1289 01:02:20,480 --> 01:02:23,960 any better than the city staff did, 1290 01:02:23,960 --> 01:02:26,120 but against option three, 1291 01:02:26,120 --> 01:02:27,560 where the parking is preserved 1292 01:02:27,560 --> 01:02:30,560 on the south side of Hickory, 1293 01:02:30,560 --> 01:02:33,000 I think that that's a really bad and unsafe option 1294 01:02:33,000 --> 01:02:36,480 because a lot of motorists are not used to 1295 01:02:36,480 --> 01:02:40,520 sharing the bicycle, sharing the road with bicycles. 1296 01:02:40,520 --> 01:02:42,720 It's also more expensive. 1297 01:02:42,720 --> 01:02:46,320 If there's a row of cars that bicycles are hidden behind 1298 01:02:46,320 --> 01:02:49,560 and then all of a sudden, at Avenue A, they reappear 1299 01:02:49,560 --> 01:02:51,760 and have to merge back into traffic, 1300 01:02:51,760 --> 01:02:54,160 hopefully we continue with a, 1301 01:02:54,160 --> 01:02:57,640 get a bike lane there soon. 1302 01:02:57,640 --> 01:02:59,920 I think a negotiating with UNT, 1303 01:02:59,920 --> 01:03:03,280 which they seem not to really want to, 1304 01:03:03,280 --> 01:03:06,400 will just delay this even longer. 1305 01:03:06,400 --> 01:03:11,040 So again, I'm in support of option two without delay. 1306 01:03:11,040 --> 01:03:12,520 Thank you. 1307 01:03:12,520 --> 01:03:13,360 - Thank you. 1308 01:03:13,360 --> 01:03:16,920 Sonia Vazquez. 1309 01:03:16,920 --> 01:03:27,480 - Hello, good morning. 1310 01:03:27,480 --> 01:03:28,600 My name is Sonia Vazquez. 1311 01:03:28,600 --> 01:03:31,040 I live on 603 Westmorebury Street. 1312 01:03:31,040 --> 01:03:32,080 I'm actually a couple of blocks 1313 01:03:32,080 --> 01:03:34,200 from where everything is happening. 1314 01:03:34,200 --> 01:03:37,560 It is, I usually travel through here, 1315 01:03:37,560 --> 01:03:40,000 both in my bicycle as well as my vehicle. 1316 01:03:40,000 --> 01:03:44,600 So I can tell you that, well, first off, 1317 01:03:44,600 --> 01:03:47,680 I am in support of option two, 1318 01:03:47,680 --> 01:03:50,440 which seems like the best and safest way. 1319 01:03:50,440 --> 01:03:52,720 And I really love the entire design 1320 01:03:52,720 --> 01:03:56,640 and what the business is and pre-tem 1321 01:03:56,640 --> 01:03:59,960 and everybody has come together as well with the community 1322 01:03:59,960 --> 01:04:01,520 to put this together. 1323 01:04:01,520 --> 01:04:04,760 And the only thing that I ask going forward 1324 01:04:04,760 --> 01:04:08,480 in moving with the plan is that this is really 1325 01:04:08,480 --> 01:04:14,120 planned and designed with vehicle traffic flow in mind. 1326 01:04:14,120 --> 01:04:17,640 And I think we need to focus more on pedestrians 1327 01:04:17,640 --> 01:04:21,160 and the people that go to all these businesses 1328 01:04:21,160 --> 01:04:25,040 based on, I guess, the surveys 1329 01:04:25,040 --> 01:04:27,080 and everything that I did in observation, 1330 01:04:27,080 --> 01:04:29,080 a lot of the traffic that's going through 1331 01:04:29,080 --> 01:04:32,440 all these businesses in this entire area, 1332 01:04:32,440 --> 01:04:35,560 it's heavily pedestrian traffic, 1333 01:04:35,560 --> 01:04:38,120 crossing through like from Crooked Crust 1334 01:04:38,120 --> 01:04:40,160 and going to Chipotle and all that. 1335 01:04:40,160 --> 01:04:42,880 Even this picture shows a lot of like humans 1336 01:04:42,880 --> 01:04:45,120 like crossing that intersection, 1337 01:04:45,120 --> 01:04:48,480 as well as the cyclists that are going through. 1338 01:04:48,480 --> 01:04:52,000 One of the things that I've noticed is 1339 01:04:52,000 --> 01:04:54,760 there's only two 88 spots in this area 1340 01:04:54,760 --> 01:04:57,120 and they're from Crooked Crust. 1341 01:04:57,120 --> 01:05:00,240 People going and wanting to go to any of the businesses 1342 01:05:00,240 --> 01:05:05,200 on along Hickory, there is no spots 1343 01:05:05,200 --> 01:05:06,960 that indicate in that area. 1344 01:05:06,960 --> 01:05:08,680 And I think we need to increase that. 1345 01:05:08,680 --> 01:05:12,760 We need to be more friendly with our 88 groups. 1346 01:05:12,760 --> 01:05:17,160 The university has a big group of students 1347 01:05:17,160 --> 01:05:18,520 that are 1348 01:05:18,520 --> 01:05:24,440 88 and they need more spaces to get there. 1349 01:05:24,440 --> 01:05:26,880 A lot of them are walking or crossing the streets. 1350 01:05:26,880 --> 01:05:29,040 So we need to actually accommodate that. 1351 01:05:29,040 --> 01:05:35,760 So I like, like I said, we need to focus more 1352 01:05:35,760 --> 01:05:38,040 on the people that are crossing these streets, 1353 01:05:38,040 --> 01:05:40,640 how to make it safer, how to make it better 1354 01:05:40,640 --> 01:05:43,600 for them to get to and from the university 1355 01:05:43,600 --> 01:05:45,400 as well as travel through the area. 1356 01:05:45,400 --> 01:05:47,920 All comments I have. 1357 01:05:47,920 --> 01:05:50,680 - Thank you. 1358 01:05:52,560 --> 01:05:55,320 - Jimmy, any questions? 1359 01:05:55,320 --> 01:05:56,480 - Any questions? 1360 01:05:56,480 --> 01:05:57,320 - Thank you. 1361 01:05:57,320 --> 01:05:58,160 - Thanks. 1362 01:05:58,160 --> 01:06:05,800 - And that is all that we have for blue cards. 1363 01:06:05,800 --> 01:06:12,760 Having heard that the business community 1364 01:06:12,760 --> 01:06:15,520 is good with the one way that way 1365 01:06:15,520 --> 01:06:18,960 gives me definitely some peace of mind on it. 1366 01:06:18,960 --> 01:06:22,400 And I definitely see the bicycle safety 1367 01:06:22,400 --> 01:06:24,880 of that not allowing the right turn. 1368 01:06:24,880 --> 01:06:29,200 It's my only concern still would be DCTA 1369 01:06:29,200 --> 01:06:30,880 being able to turn that corner on Welch 1370 01:06:30,880 --> 01:06:33,040 'cause I know that that's been brought up in the past 1371 01:06:33,040 --> 01:06:34,600 that that was an issue for them to be able 1372 01:06:34,600 --> 01:06:36,280 to make that sharp of a turn. 1373 01:06:36,280 --> 01:06:41,280 So we definitely wanna make sure that that is feasible. 1374 01:06:41,280 --> 01:06:46,360 - Yes, and Welch is pretty fairly wide. 1375 01:06:46,360 --> 01:06:49,000 What we're gonna do is increase the size 1376 01:06:49,000 --> 01:06:52,040 of the approach that allows the vehicle to turn in. 1377 01:06:52,040 --> 01:06:55,240 So we'll definitely lay out turn templates for buses 1378 01:06:55,240 --> 01:06:56,720 and design it that way. 1379 01:06:56,720 --> 01:07:00,680 - And there's nothing that precludes us from saying 1380 01:07:00,680 --> 01:07:02,680 let's move forward with option two, 1381 01:07:02,680 --> 01:07:05,720 but let's continue to look at option three 1382 01:07:05,720 --> 01:07:08,800 with the university that we could even keep 1383 01:07:08,800 --> 01:07:12,440 that other parking and add new parking for that area, true? 1384 01:07:12,440 --> 01:07:20,360 I know there's a timing issue involved there. 1385 01:07:20,360 --> 01:07:21,720 That's the major. 1386 01:07:21,720 --> 01:07:25,680 - So just for clarity, what's being suggested 1387 01:07:25,680 --> 01:07:27,160 is that we pursue both options. 1388 01:07:27,160 --> 01:07:28,680 In other words, is that what you're saying? 1389 01:07:28,680 --> 01:07:30,040 - That would be my thought on. 1390 01:07:30,040 --> 01:07:36,280 - I'm okay with this one. 1391 01:07:36,280 --> 01:07:41,280 And I'm okay letting go of the UNT option 1392 01:07:41,280 --> 01:07:45,560 with the bike lane being on Hickory. 1393 01:07:45,560 --> 01:07:50,040 If there's, I would like to see physical separators. 1394 01:07:50,040 --> 01:07:53,000 I personally would like to see planters, 1395 01:07:53,000 --> 01:07:55,120 something that's gonna beautify the area 1396 01:07:55,120 --> 01:07:58,120 and make it more enticing for people 1397 01:07:58,120 --> 01:08:00,000 to stop in the businesses. 1398 01:08:00,000 --> 01:08:04,040 I would also like to see down here, 1399 01:08:04,040 --> 01:08:06,600 Ms. Vasquez just mentioned that all the people walking 1400 01:08:06,600 --> 01:08:09,440 from campus over down at Mulberry, 1401 01:08:09,440 --> 01:08:13,320 I'd like to see maybe that crosswalk at large 1402 01:08:13,320 --> 01:08:17,680 and maybe be art, have the art crosswalk, 1403 01:08:17,680 --> 01:08:21,440 something that's gonna jazz up the area, 1404 01:08:21,440 --> 01:08:24,600 but also since we're putting so much traffic, 1405 01:08:24,600 --> 01:08:29,040 that way, that's gonna make sure that people stop 1406 01:08:29,040 --> 01:08:32,120 for the individuals crossing right there. 1407 01:08:32,120 --> 01:08:40,160 I would also like to see where the bike rack is. 1408 01:08:40,160 --> 01:08:45,160 Is that area jazzed up a little bit? 1409 01:08:45,280 --> 01:08:47,840 I don't know if it's possible. 1410 01:08:47,840 --> 01:08:51,040 - Okay, jazzed it up? 1411 01:08:51,040 --> 01:08:52,760 - Yeah, yeah. 1412 01:08:52,760 --> 01:08:54,000 - Musical theme or? 1413 01:08:54,000 --> 01:08:58,320 - Yeah, something, yeah, no pun in the music. 1414 01:08:58,320 --> 01:09:00,200 Some kind of, maybe if we could get 1415 01:09:00,200 --> 01:09:04,240 with the public art committee and talk about the crosswalk 1416 01:09:04,240 --> 01:09:06,600 and maybe some kind of something there. 1417 01:09:06,600 --> 01:09:11,160 I just, I feel like, I know that this is mobility committee 1418 01:09:11,160 --> 01:09:13,160 and I know that it was brought to our attention 1419 01:09:13,160 --> 01:09:17,080 because of the bike lane and traffic safety commission 1420 01:09:17,080 --> 01:09:18,440 did what they were supposed to do. 1421 01:09:18,440 --> 01:09:20,920 They picked the best option 1422 01:09:20,920 --> 01:09:22,560 and this isn't anything against them, 1423 01:09:22,560 --> 01:09:25,280 but council committee is different. 1424 01:09:25,280 --> 01:09:27,320 We have to think of all interests. 1425 01:09:27,320 --> 01:09:30,120 We have to make sure that we're thinking about everyone, 1426 01:09:30,120 --> 01:09:32,120 not just the traffic aspects of it. 1427 01:09:32,120 --> 01:09:36,000 So I commend staff and the community 1428 01:09:36,000 --> 01:09:39,600 for continuing to work together until there was an issue 1429 01:09:39,600 --> 01:09:44,600 solved that we didn't just go right for the first option. 1430 01:09:44,600 --> 01:09:46,560 But in this conversation, 1431 01:09:46,560 --> 01:09:51,560 what it did was it brought me more aware of this area 1432 01:09:51,560 --> 01:09:55,640 and the neglect that it's kind of had for so long 1433 01:09:55,640 --> 01:09:58,840 and I feel like there's a lot of opportunity here for us 1434 01:09:58,840 --> 01:10:02,240 to help our small, the businesses out there 1435 01:10:02,240 --> 01:10:06,120 in the community so that we can entice other people, 1436 01:10:06,120 --> 01:10:07,600 not just students to come. 1437 01:10:08,840 --> 01:10:10,720 And so that would be, 1438 01:10:10,720 --> 01:10:15,720 that's my suggestion and my impression of this project. 1439 01:10:15,720 --> 01:10:24,640 - Can also add to in kind of commenting 1440 01:10:24,640 --> 01:10:27,200 on what Ms. Vasquez said about pedestrian safety. 1441 01:10:27,200 --> 01:10:28,680 One of the other things that we're looking at too 1442 01:10:28,680 --> 01:10:30,720 and have done is working with DME 1443 01:10:30,720 --> 01:10:35,680 on changing some of the lights, sodium halide to an LED 1444 01:10:35,680 --> 01:10:38,040 to provide more light in that area. 1445 01:10:38,040 --> 01:10:40,760 So we continue to work with them to make sure 1446 01:10:40,760 --> 01:10:42,880 we can upgrade the bulbs 1447 01:10:42,880 --> 01:10:45,440 and other pedestrian safety lighting. 1448 01:10:45,440 --> 01:10:50,440 So that is brighter for folks to see where they're going, 1449 01:10:50,440 --> 01:10:52,120 coming and going. 1450 01:10:52,120 --> 01:10:58,000 - Well, and I believe it was said that at this corner here, 1451 01:10:58,000 --> 01:11:00,600 we would do a bump out on that far side 1452 01:11:00,600 --> 01:11:03,360 so that through traffic couldn't go. 1453 01:11:03,360 --> 01:11:05,560 That will also help with pedestrian. 1454 01:11:05,560 --> 01:11:10,560 It'll be a smaller space for them to have to cross. 1455 01:11:10,560 --> 01:11:16,840 And it looks like on Welch 1456 01:11:16,840 --> 01:11:21,000 that there is a painted crosswalk right at that intersection. 1457 01:11:21,000 --> 01:11:23,240 So it probably would be a good idea 1458 01:11:23,240 --> 01:11:25,200 to look at doing the same thing down there 1459 01:11:25,200 --> 01:11:28,480 to take that to do a little road diet down there on. 1460 01:11:28,480 --> 01:11:30,560 - At Mulberry or at Hickory? 1461 01:11:30,560 --> 01:11:33,760 - Mulberry, I'm sorry. 1462 01:11:36,120 --> 01:11:37,960 Yeah, just at the far end, 1463 01:11:37,960 --> 01:11:39,760 if you go down the sidewalk 1464 01:11:39,760 --> 01:11:42,800 in front of all these businesses that we're seeing, 1465 01:11:42,800 --> 01:11:45,960 there's a crosswalk at the end of that street 1466 01:11:45,960 --> 01:11:47,600 in order to get across Mulberry. 1467 01:11:47,600 --> 01:11:54,800 Now, on Avenue A. 1468 01:11:54,800 --> 01:11:56,480 - Oh, I'm sorry, back there, okay. 1469 01:11:56,480 --> 01:11:57,320 - Yeah. 1470 01:11:57,320 --> 01:12:01,560 - So bringing that area. 1471 01:12:01,560 --> 01:12:04,520 - Yeah, right there. 1472 01:12:04,520 --> 01:12:07,040 - We have heard, you know, the police has said, 1473 01:12:07,040 --> 01:12:08,560 "Well, those dumpsters, 1474 01:12:08,560 --> 01:12:10,560 they kind of make it hard to see people." 1475 01:12:10,560 --> 01:12:13,240 And then there has definitely been conversations 1476 01:12:13,240 --> 01:12:15,320 about improving this. 1477 01:12:15,320 --> 01:12:17,400 So yeah, we can look at that. 1478 01:12:17,400 --> 01:12:22,720 - Anytime you reduce the distance 1479 01:12:22,720 --> 01:12:24,320 that a pedestrian has to cross, 1480 01:12:24,320 --> 01:12:25,760 you increase their safety. 1481 01:12:25,760 --> 01:12:29,280 - Yeah, we'll jazz it up. 1482 01:12:29,280 --> 01:12:33,160 The crosswalk as well as the intersection. 1483 01:12:34,040 --> 01:12:37,400 The bullbots are definitely gonna help with the safety. 1484 01:12:37,400 --> 01:12:40,400 - And for clarification, there will not be a right, 1485 01:12:40,400 --> 01:12:47,640 wait, okay, so no right on red. 1486 01:12:47,640 --> 01:12:51,840 Hold on, so from Fry Street. 1487 01:12:51,840 --> 01:12:54,200 Okay, no. 1488 01:12:54,200 --> 01:12:55,840 I don't think that that- 1489 01:12:55,840 --> 01:12:57,960 - So here's Fry, here's Avenue A. 1490 01:12:57,960 --> 01:12:59,760 - Okay. 1491 01:12:59,760 --> 01:13:00,840 - Hickory going that way. 1492 01:13:03,400 --> 01:13:05,480 - Okay, so this section actually 1493 01:13:05,480 --> 01:13:07,600 will just be one way now, right? 1494 01:13:07,600 --> 01:13:11,000 - Which is it, Fry Street? 1495 01:13:11,000 --> 01:13:13,360 - No. 1496 01:13:13,360 --> 01:13:14,200 - Fry would continue to be two way. 1497 01:13:14,200 --> 01:13:15,120 - Two way. 1498 01:13:15,120 --> 01:13:16,360 - Yeah. 1499 01:13:16,360 --> 01:13:17,200 - Okay. 1500 01:13:17,200 --> 01:13:19,840 - North of Hickory will continue being two way. 1501 01:13:19,840 --> 01:13:22,320 - So vehicles coming east on Hickory 1502 01:13:22,320 --> 01:13:24,320 could make that left to go north, 1503 01:13:24,320 --> 01:13:26,680 or those going north on Avenue A 1504 01:13:26,680 --> 01:13:29,960 would have that option of going straight or right. 1505 01:13:29,960 --> 01:13:31,800 - We definitely wanna keep Fry two way 1506 01:13:31,800 --> 01:13:35,320 because of the access and it's one way either direction, 1507 01:13:35,320 --> 01:13:36,760 so people need to go around the block 1508 01:13:36,760 --> 01:13:39,160 to make sure that they're at the right. 1509 01:13:39,160 --> 01:13:41,640 - So there was a thing here about no right turn on red, 1510 01:13:41,640 --> 01:13:44,680 and so that I received from the bicycle community. 1511 01:13:44,680 --> 01:13:46,120 I'm not sure what that was about, 1512 01:13:46,120 --> 01:13:49,680 but I think everything has been talked about 1513 01:13:49,680 --> 01:13:53,000 except for the enforcement plan, 1514 01:13:53,000 --> 01:13:55,200 which I think is a larger conversation 1515 01:13:55,200 --> 01:13:56,400 that we'll need to discuss, 1516 01:13:56,400 --> 01:14:00,320 because again, it doesn't matter how many spaces we add. 1517 01:14:00,320 --> 01:14:03,200 If nobody is looking into it, 1518 01:14:03,200 --> 01:14:07,640 then we're just camped out in eight hours. 1519 01:14:07,640 --> 01:14:12,520 - So I did get a chance to talk with UNT, 1520 01:14:12,520 --> 01:14:13,840 their transportation director, 1521 01:14:13,840 --> 01:14:16,600 and he has mentioned 1522 01:14:16,600 --> 01:14:19,360 that they have been enforcing this particular area, 1523 01:14:19,360 --> 01:14:22,080 and they can provide some data 1524 01:14:22,080 --> 01:14:25,760 as far as how many citations, how frequently they visit, 1525 01:14:25,760 --> 01:14:28,480 so they can provide information. 1526 01:14:28,480 --> 01:14:30,560 We're working with them to get it. 1527 01:14:30,560 --> 01:14:35,560 - And do they also enforce the parking near the businesses, 1528 01:14:35,560 --> 01:14:39,480 like on Mulberry or Avenue A, 1529 01:14:39,480 --> 01:14:41,440 wherever that is like red? 1530 01:14:41,440 --> 01:14:42,400 - That whole thing, yes. 1531 01:14:42,400 --> 01:14:44,600 - Yeah, so the whole area. 1532 01:14:44,600 --> 01:14:47,480 I would like if you could send that information out to us 1533 01:14:47,480 --> 01:14:48,480 because it-- - Yeah. 1534 01:14:48,480 --> 01:14:52,280 - I have heard from the business owners 1535 01:14:52,280 --> 01:14:55,280 that they have a desire to separate 1536 01:14:58,560 --> 01:15:01,920 parking enforcement in the area from UNT 1537 01:15:01,920 --> 01:15:06,400 because they don't see UNT having the same incentive 1538 01:15:06,400 --> 01:15:08,160 to keep it turning over 1539 01:15:08,160 --> 01:15:10,120 and everything else that the businesses may, 1540 01:15:10,120 --> 01:15:12,400 but I think that's a much bigger conversation 1541 01:15:12,400 --> 01:15:14,720 about a parking benefit district or something, 1542 01:15:14,720 --> 01:15:17,560 which the businesses have brought up. 1543 01:15:17,560 --> 01:15:19,520 - Right. - But it's larger. 1544 01:15:19,520 --> 01:15:23,800 - Yeah, and I think our chief has also talked 1545 01:15:23,800 --> 01:15:25,840 about something, too. 1546 01:15:25,840 --> 01:15:28,320 So maybe, is that a conversation we have here, 1547 01:15:28,320 --> 01:15:30,560 or is that a full conversation for council? 1548 01:15:30,560 --> 01:15:34,480 I just, I'm not sure where the proper place 1549 01:15:34,480 --> 01:15:37,120 for that to start is. 1550 01:15:37,120 --> 01:15:39,040 - I think it is a, we can start here, 1551 01:15:39,040 --> 01:15:41,760 but then it would be a full conversation for council. 1552 01:15:41,760 --> 01:15:44,480 - One of the things that we do on a quarterly basis, 1553 01:15:44,480 --> 01:15:47,840 we meet with UNT, just go over a number of issues 1554 01:15:47,840 --> 01:15:50,840 that's happening either on the campus or on the city, 1555 01:15:50,840 --> 01:15:52,520 and this could be one of those topics 1556 01:15:52,520 --> 01:15:55,440 that we could bring up to, 'cause it's a full, 1557 01:15:55,440 --> 01:15:57,240 it includes the president's office, 1558 01:15:57,240 --> 01:15:58,840 city manager's office, transportation, 1559 01:15:58,840 --> 01:16:00,200 their transportation counterpart. 1560 01:16:00,200 --> 01:16:02,440 So it's one of those things we can bring up 1561 01:16:02,440 --> 01:16:03,880 and just talk about with them, 1562 01:16:03,880 --> 01:16:05,360 that it's been brought up again, 1563 01:16:05,360 --> 01:16:08,080 and we'd like to just revisit that whole conversation. 1564 01:16:08,080 --> 01:16:09,480 - Okay, thank you. 1565 01:16:09,480 --> 01:16:13,560 - John? 1566 01:16:13,560 --> 01:16:17,080 - Oh, I was gonna ask the width of the bike lane 1567 01:16:17,080 --> 01:16:20,080 versus the width of parking. 1568 01:16:20,080 --> 01:16:22,720 What is the difference in that? 1569 01:16:22,720 --> 01:16:23,760 - About two feet. 1570 01:16:23,760 --> 01:16:27,360 So eight feet is typical parking area, 1571 01:16:27,360 --> 01:16:30,640 and bike lanes are six feet minimum, 1572 01:16:30,640 --> 01:16:34,040 so that two foot is the buffer that we're gonna use 1573 01:16:34,040 --> 01:16:37,320 to separate the bike lanes from the travel lanes. 1574 01:16:37,320 --> 01:16:42,320 - Okay, and I don't know what council member Briggs's 1575 01:16:42,320 --> 01:16:46,540 opinion is of option three as a secondary, 1576 01:16:46,540 --> 01:16:51,400 but I'm just thinking if we needed to stripe that 1577 01:16:51,400 --> 01:16:54,480 with paint only, as opposed to putting down the, 1578 01:16:54,480 --> 01:16:56,560 was it thermoplastic that we use? 1579 01:16:56,560 --> 01:16:57,640 - Thermoplastic. 1580 01:16:57,640 --> 01:17:01,560 - Yeah, that we did it in that, continue to negotiate, 1581 01:17:01,560 --> 01:17:03,920 and then we can decide, you know, 1582 01:17:03,920 --> 01:17:05,960 if they're willing to put that in there. 1583 01:17:05,960 --> 01:17:08,760 Then we just move the bike lane up onto the sidewalk, 1584 01:17:08,760 --> 01:17:09,840 rebuild the sidewalk. 1585 01:17:09,840 --> 01:17:13,560 They'd lose parking for a period of time. 1586 01:17:13,560 --> 01:17:16,720 We could keep the bike lane there on the street 1587 01:17:16,720 --> 01:17:21,720 until we get the sidewalk actually built. 1588 01:17:21,720 --> 01:17:26,240 - So I understand what you're saying. 1589 01:17:26,240 --> 01:17:29,880 So it kind of conflicts with the direction. 1590 01:17:29,880 --> 01:17:32,560 Are we installing full protected bike lanes 1591 01:17:32,560 --> 01:17:34,100 with curbs in there? 1592 01:17:34,100 --> 01:17:36,920 Currently as it exists, do you want the curbs in there? 1593 01:17:36,920 --> 01:17:40,960 Or is it temporary curb, bolt-on curves with delineators? 1594 01:17:40,960 --> 01:17:45,480 Because that is more movable if we go and acquire 1595 01:17:45,480 --> 01:17:49,060 or get personal alternative option three, 1596 01:17:49,060 --> 01:17:50,800 that'll be easier to take everything out 1597 01:17:50,800 --> 01:17:53,280 and clear it out and move the bike lane. 1598 01:17:53,280 --> 01:17:57,480 - Well with the, I'm comfortable with just the one option 1599 01:17:57,480 --> 01:18:01,920 with the parking on Avenue A. 1600 01:18:01,920 --> 01:18:02,760 - Okay. 1601 01:18:02,760 --> 01:18:04,800 - And I feel like something more permanent 1602 01:18:04,800 --> 01:18:06,520 needs to be done for the bike lane 1603 01:18:06,520 --> 01:18:09,280 just so that it's not confusing for the drivers. 1604 01:18:09,280 --> 01:18:12,240 They get used to being in there. 1605 01:18:12,240 --> 01:18:17,240 And if there is enforcement and there's a loading zone 1606 01:18:17,240 --> 01:18:21,440 and then there's room for the businesses 1607 01:18:21,440 --> 01:18:23,880 and then there will still be parking 1608 01:18:23,880 --> 01:18:28,660 on the opposite side of Hickory if we can right currently. 1609 01:18:28,660 --> 01:18:29,500 - On the north side. 1610 01:18:29,500 --> 01:18:32,000 - North side, there is, it'll remain. 1611 01:18:32,000 --> 01:18:33,120 - It'll remain. 1612 01:18:33,120 --> 01:18:35,180 Will it remain all the way down? 1613 01:18:35,180 --> 01:18:39,600 - They're in different. 1614 01:18:39,600 --> 01:18:42,320 - I think there's a large loading zone. 1615 01:18:42,320 --> 01:18:47,800 - It will remain all the way to Welch. 1616 01:18:47,800 --> 01:18:48,840 There are certain areas. 1617 01:18:48,840 --> 01:18:52,120 There's one bike lane and a loading area, but. 1618 01:18:52,120 --> 01:18:57,880 - One of our proposals had changed that turning lane 1619 01:18:57,880 --> 01:19:02,040 to parking when we proposed eliminating all of the parking 1620 01:19:02,040 --> 01:19:04,200 on the south side, it was the original. 1621 01:19:04,200 --> 01:19:07,040 - Thank you. 1622 01:19:10,360 --> 01:19:12,080 - So, I'm sorry, right here, 1623 01:19:12,080 --> 01:19:15,920 one of our proposals looking at option two originally 1624 01:19:15,920 --> 01:19:18,160 before we're looking at the one way 1625 01:19:18,160 --> 01:19:21,040 was to convert that into parking. 1626 01:19:21,040 --> 01:19:23,760 But there are options. 1627 01:19:23,760 --> 01:19:25,320 - I think he's still not picking you up on the mic. 1628 01:19:25,320 --> 01:19:28,580 - Sorry, not picking me up, I'm getting an ice cream cone. 1629 01:19:28,580 --> 01:19:30,940 There are options. 1630 01:19:30,940 --> 01:19:36,440 We can shift things around up there. 1631 01:19:36,440 --> 01:19:39,200 Just dealing with paint and so forth, it's possible. 1632 01:19:39,200 --> 01:19:40,560 And one point I wanted to make, too, 1633 01:19:40,560 --> 01:19:43,960 is there are two types of loading that are going on here. 1634 01:19:43,960 --> 01:19:47,280 You have deliveries incoming to the businesses, 1635 01:19:47,280 --> 01:19:49,720 which are typically tractor trailers 1636 01:19:49,720 --> 01:19:52,000 or just short of tractor trailers, 1637 01:19:52,000 --> 01:19:53,960 so they need a good sized space. 1638 01:19:53,960 --> 01:19:56,480 And then you have these smaller, just personal vehicles 1639 01:19:56,480 --> 01:19:59,480 that do prepared food and take it to the customer. 1640 01:19:59,480 --> 01:20:01,880 So there are two types that we're talking about. 1641 01:20:01,880 --> 01:20:06,760 - Okay, so there's some options there for added parking 1642 01:20:06,760 --> 01:20:11,640 on the other side if we need to add something later on. 1643 01:20:11,640 --> 01:20:12,480 Okay. 1644 01:20:12,480 --> 01:20:16,420 - I think there is already parking in some loading zones. 1645 01:20:16,420 --> 01:20:17,260 - Okay. 1646 01:20:17,260 --> 01:20:30,260 And I did get clarification on the right turn. 1647 01:20:30,260 --> 01:20:34,320 No right turn, so it was for northbound traffic 1648 01:20:34,320 --> 01:20:36,140 on Avenue A at West Hickory. 1649 01:20:36,920 --> 01:20:39,880 To reduce the risk of someone sticking nose 1650 01:20:39,880 --> 01:20:41,200 of their car out into the path 1651 01:20:41,200 --> 01:20:43,400 with someone's biking downhill on Hickory. 1652 01:20:43,400 --> 01:20:48,520 - Yeah, they will, anyone that wants to, 1653 01:20:48,520 --> 01:20:50,760 we can look into that option, it's definitely. 1654 01:20:50,760 --> 01:20:51,600 - Okay. 1655 01:20:51,600 --> 01:20:54,760 - If you look at that, there's already parking. 1656 01:20:54,760 --> 01:20:58,520 There's some loading area here and a turn lane here, 1657 01:20:58,520 --> 01:21:00,960 but other than that, there's parking spaces 1658 01:21:00,960 --> 01:21:03,040 on the north side, on that segment. 1659 01:21:03,040 --> 01:21:04,640 - And that's gonna continue to stay? 1660 01:21:04,640 --> 01:21:06,840 - That's gonna continue to stay. 1661 01:21:06,840 --> 01:21:07,680 - Okay. 1662 01:21:07,680 --> 01:21:14,000 - Take it away. 1663 01:21:14,000 --> 01:21:20,960 - Much as I hate to drag this out, 1664 01:21:20,960 --> 01:21:22,760 I think we're kind of at an impasse 1665 01:21:22,760 --> 01:21:25,000 that this may just need to go to full council 1666 01:21:25,000 --> 01:21:27,920 for a final decision on the, 1667 01:21:27,920 --> 01:21:32,000 I think we're pretty clear that option two is a go, 1668 01:21:32,000 --> 01:21:36,160 but whether option three is still feasible for future 1669 01:21:36,160 --> 01:21:37,520 is something to look at. 1670 01:21:37,520 --> 01:21:41,440 - We can certainly look at that. 1671 01:21:41,440 --> 01:21:42,840 Pre-TAM can probably elaborate more 1672 01:21:42,840 --> 01:21:43,800 on kind of the next steps 1673 01:21:43,800 --> 01:21:45,760 as far as Traffic Safety Commission, 1674 01:21:45,760 --> 01:21:47,600 'cause again, that's gonna require changes 1675 01:21:47,600 --> 01:21:49,200 and ordinances, et cetera. 1676 01:21:49,200 --> 01:21:53,400 As mentioned, probably earliest we've begun, 1677 01:21:53,400 --> 01:21:55,880 I know Mark mentioned probably the August meeting 1678 01:21:55,880 --> 01:21:59,680 of the border regents. 1679 01:21:59,680 --> 01:22:02,160 My understanding in visiting with Bob Brown, 1680 01:22:02,160 --> 01:22:05,000 Senior VP of Finance, and Dave Reynolds, 1681 01:22:05,000 --> 01:22:08,400 to get on the agenda for the border regents, 1682 01:22:08,400 --> 01:22:10,040 they've gotta have everything in order, 1683 01:22:10,040 --> 01:22:13,120 45 days prior to a meeting, so I'm just letting you know, 1684 01:22:13,120 --> 01:22:14,800 I'm just passing the information on, 1685 01:22:14,800 --> 01:22:18,880 so, but if we do need to have full design documents, 1686 01:22:18,880 --> 01:22:22,920 et cetera, tree survey, it's gonna take some work, 1687 01:22:22,920 --> 01:22:25,960 and we can get there, it's just identifying the funding, 1688 01:22:25,960 --> 01:22:28,840 identifying all the hurdles that we've gotta get to, 1689 01:22:28,840 --> 01:22:32,720 and then get that information over to UNT. 1690 01:22:32,720 --> 01:22:35,800 To make the May meeting, it would probably be completed, 1691 01:22:35,800 --> 01:22:38,200 certainly by June of this year, 1692 01:22:38,200 --> 01:22:40,040 which is just fast-tracking. 1693 01:22:40,040 --> 01:22:44,000 The next meeting after that would be November 1694 01:22:44,000 --> 01:22:46,280 on the border regents, 'cause they meet every quarter, 1695 01:22:46,280 --> 01:22:47,680 every three months. - Okay. 1696 01:22:47,680 --> 01:22:55,400 - So the direction on this is move forward with option two, 1697 01:22:55,400 --> 01:22:58,040 we can take it to Traffic Safety 1698 01:22:58,040 --> 01:23:01,080 with the added parking along Avenue A, 1699 01:23:01,080 --> 01:23:04,960 and then move in that direction 1700 01:23:04,960 --> 01:23:06,640 to get the bike lanes implemented 1701 01:23:06,640 --> 01:23:08,440 along with the existing project. 1702 01:23:08,440 --> 01:23:12,080 As far as pursuing the option three, 1703 01:23:12,080 --> 01:23:13,920 we can present that information 1704 01:23:13,920 --> 01:23:17,080 with the cost and schedule to the full council, 1705 01:23:17,080 --> 01:23:17,920 if you wanna. 1706 01:23:17,920 --> 01:23:20,760 Okay, we'll set it up that way. 1707 01:23:20,760 --> 01:23:22,200 - And don't forget all the upgrades 1708 01:23:22,200 --> 01:23:25,520 to make it look really nice, and safe. 1709 01:23:25,520 --> 01:23:27,320 - Yes, absolutely. 1710 01:23:27,320 --> 01:23:30,880 - And so I did notice that when the street lights 1711 01:23:30,880 --> 01:23:32,600 are still on a string and pole, 1712 01:23:32,600 --> 01:23:36,840 are those planned to be upgraded at all, 1713 01:23:36,840 --> 01:23:41,400 or with crosswalks and nice? 1714 01:23:41,400 --> 01:23:47,120 - So, this intersection is extremely difficult. 1715 01:23:47,120 --> 01:23:51,800 We can look into that. 1716 01:23:51,800 --> 01:23:54,120 I'm not sure if we have the funds at this time, 1717 01:23:54,120 --> 01:23:56,040 but it would be a. 1718 01:23:57,480 --> 01:23:58,320 - Okay. 1719 01:23:58,320 --> 01:24:02,440 - Regardless of if we're gonna bring this to full council, 1720 01:24:02,440 --> 01:24:04,520 but we wanna move as quickly as possible 1721 01:24:04,520 --> 01:24:06,920 on getting the information to Traffic Safety 1722 01:24:06,920 --> 01:24:09,760 on the second option that you're reviewing tonight, today, 1723 01:24:09,760 --> 01:24:10,720 so that we can get moving 1724 01:24:10,720 --> 01:24:13,600 because I know the restriping and the improvements 1725 01:24:13,600 --> 01:24:15,800 that are occurring on Hickory, 1726 01:24:15,800 --> 01:24:16,640 so we wanna make sure 1727 01:24:16,640 --> 01:24:19,200 that we don't lose any momentum and time on that. 1728 01:24:19,200 --> 01:24:22,040 So it'll be something coming to the council 1729 01:24:22,040 --> 01:24:23,160 and then your future. 1730 01:24:23,160 --> 01:24:24,000 - Okay. 1731 01:24:24,880 --> 01:24:28,720 Last question, sidewalk upgrades on Hickory. 1732 01:24:28,720 --> 01:24:32,680 Are we going to be doing that with the street 1733 01:24:32,680 --> 01:24:34,960 to make sure that they are ADA compliant? 1734 01:24:34,960 --> 01:24:37,640 Because I think there's probably some areas 1735 01:24:37,640 --> 01:24:39,960 where there's things stuck right in the middle 1736 01:24:39,960 --> 01:24:44,000 and they may not be big enough or accessible. 1737 01:24:44,000 --> 01:24:45,600 So is that something we're looking at 1738 01:24:45,600 --> 01:24:49,600 or have we done that with this Hickory Street project? 1739 01:24:49,600 --> 01:24:54,400 - I'm glad you brought it up 1740 01:24:54,400 --> 01:24:57,120 because we are looking at, 1741 01:24:57,120 --> 01:24:59,000 there's one area, particularly, 1742 01:24:59,000 --> 01:25:03,520 in front of the workman's book. 1743 01:25:03,520 --> 01:25:05,080 Only if I can get there. 1744 01:25:05,080 --> 01:25:08,280 - I saw parking meters. 1745 01:25:08,280 --> 01:25:09,720 Remember those days? 1746 01:25:09,720 --> 01:25:11,860 Remember the good old days? 1747 01:25:11,860 --> 01:25:19,120 - So this area is the one that is extremely challenging 1748 01:25:19,120 --> 01:25:21,640 as far as ADA compliance. 1749 01:25:21,640 --> 01:25:25,960 It is a foot and a half from this level 1750 01:25:25,960 --> 01:25:28,080 to the top of this curb. 1751 01:25:28,080 --> 01:25:30,880 And the challenge is the available distance 1752 01:25:30,880 --> 01:25:33,600 is about seven, seven and a half feet. 1753 01:25:33,600 --> 01:25:37,600 And in order to make it ADA compliant 1754 01:25:37,600 --> 01:25:39,440 and get to this level, 1755 01:25:39,440 --> 01:25:40,520 there are a couple options. 1756 01:25:40,520 --> 01:25:42,320 We can go half and half, 1757 01:25:42,320 --> 01:25:45,800 but it doesn't really provide an ADA path. 1758 01:25:45,800 --> 01:25:49,160 So the other option is pulling this curb out 1759 01:25:49,160 --> 01:25:51,400 and it'll take a couple of spaces of parking out. 1760 01:25:51,400 --> 01:25:54,040 So this area is very challenging 1761 01:25:54,040 --> 01:25:56,840 given that this level is way up here. 1762 01:25:56,840 --> 01:25:59,520 So we're looking at different options and designing it. 1763 01:25:59,520 --> 01:26:02,200 But we are looking at making this particular 1764 01:26:02,200 --> 01:26:04,160 sidewalk ADA compliant, yes. 1765 01:26:04,160 --> 01:26:07,400 - Okay, so it'll be new sidewalk? 1766 01:26:07,400 --> 01:26:08,560 - Yes. 1767 01:26:08,560 --> 01:26:10,080 - Okay. 1768 01:26:10,080 --> 01:26:10,920 Thank you. 1769 01:26:10,920 --> 01:26:15,500 - Anything else on this item? 1770 01:26:16,760 --> 01:26:21,760 No, we'll bring the chair back in. 1771 01:26:21,760 --> 01:26:41,280 - Does anybody else feel like going, (sighs) 1772 01:26:41,280 --> 01:26:43,600 (all laughing) 1773 01:26:43,600 --> 01:26:45,000 - I'll go ahead and call the item 1774 01:26:45,000 --> 01:26:47,680 so we can get started on it, keep rolling. 1775 01:26:47,680 --> 01:26:50,200 Item F, receive a report, hold a discussion 1776 01:26:50,200 --> 01:26:53,880 regarding Texas Department of Transportation 1777 01:26:53,880 --> 01:26:56,120 on system projects in the Denton area 1778 01:26:56,120 --> 01:26:58,400 to include the 35E project. 1779 01:26:58,400 --> 01:27:00,360 We're just trying to keep it moving. 1780 01:27:00,360 --> 01:27:01,200 Keep it moving. - I'll get to open 1781 01:27:01,200 --> 01:27:02,040 the item. 1782 01:27:02,040 --> 01:27:06,520 Holy smokes, how long do y'all talk about that? 1783 01:27:06,520 --> 01:27:08,520 I can't wait to find out what was said. 1784 01:27:08,520 --> 01:27:12,000 Are you kidding me? 1785 01:27:13,120 --> 01:27:16,360 No, just tell me, love fest or battle? 1786 01:27:16,360 --> 01:27:18,080 - We're good, we're good. 1787 01:27:18,080 --> 01:27:18,920 - We're good. 1788 01:27:18,920 --> 01:27:22,240 - Okay, I'm reading some weird body language there. 1789 01:27:22,240 --> 01:27:25,800 All right, tell me later. 1790 01:27:25,800 --> 01:27:28,320 - We're working on making everyone happy. 1791 01:27:28,320 --> 01:27:30,320 - We're working on making everyone happy, all right. 1792 01:27:30,320 --> 01:27:31,560 - Except for staff. 1793 01:27:31,560 --> 01:27:32,880 (all laughing) 1794 01:27:32,880 --> 01:27:36,480 - Oh, that's the usual, so all right. 1795 01:27:36,480 --> 01:27:38,840 I can't wait to hear about item F 1796 01:27:38,840 --> 01:27:43,240 that our vice chair has so nicely opened for us. 1797 01:27:43,240 --> 01:27:49,000 - So, what, three minutes? 1798 01:27:49,000 --> 01:27:50,200 (all laughing) 1799 01:27:50,200 --> 01:27:51,880 - Today you have time. 1800 01:27:51,880 --> 01:27:52,960 - No, I think we're good, right? 1801 01:27:52,960 --> 01:27:53,800 I mean, we're not under pressure. 1802 01:27:53,800 --> 01:27:55,600 - I think we have at least half an hour. 1803 01:27:55,600 --> 01:27:56,440 - Yeah. 1804 01:27:56,440 --> 01:27:57,600 - We're not gonna need it. 1805 01:27:57,600 --> 01:27:59,280 (all laughing) 1806 01:27:59,280 --> 01:28:02,160 Okay, so what we do is we start with the first page. 1807 01:28:02,160 --> 01:28:04,960 It shows you, we've updated some of the costs 1808 01:28:04,960 --> 01:28:06,680 of the projects we're tracking. 1809 01:28:06,680 --> 01:28:08,240 It's about two and a half billion dollars 1810 01:28:08,240 --> 01:28:12,240 worth of roadway improvements that this report covers, 1811 01:28:12,240 --> 01:28:15,720 and as little time as you want me to go through it. 1812 01:28:15,720 --> 01:28:21,640 So, 2181, this project had MCM as a contractor on it. 1813 01:28:21,640 --> 01:28:22,840 They've been terminated. 1814 01:28:22,840 --> 01:28:24,960 I've been told not to use that word. 1815 01:28:24,960 --> 01:28:26,960 - You just did. 1816 01:28:26,960 --> 01:28:29,240 - That's exactly what we're doing. 1817 01:28:29,240 --> 01:28:31,960 We're terminating them from the contract. 1818 01:28:31,960 --> 01:28:33,720 We've gotten some comments from staff 1819 01:28:33,720 --> 01:28:38,320 about making sure TechSight keeps the pedestrian pathways 1820 01:28:38,320 --> 01:28:42,200 viable during this hiatus between getting 1821 01:28:42,200 --> 01:28:44,960 the old contractor off and the new contractor on. 1822 01:28:44,960 --> 01:28:48,040 We got word back from the area engineer 1823 01:28:48,040 --> 01:28:49,560 that they're bringing a blade out, 1824 01:28:49,560 --> 01:28:51,920 and they will blade the areas that need to be bladed 1825 01:28:51,920 --> 01:28:56,280 and put down recycled asphalt product in those areas 1826 01:28:56,280 --> 01:29:00,920 to give them some type of a pervious path 1827 01:29:00,920 --> 01:29:03,840 for walking to school in a construction zone. 1828 01:29:03,840 --> 01:29:05,680 That's no longer a construction zone. 1829 01:29:05,680 --> 01:29:09,400 - One question on that. 1830 01:29:09,400 --> 01:29:13,080 Ranchmen, they were in the middle of tearing up 1831 01:29:13,080 --> 01:29:15,640 crossing ranchmen at the time that this-- 1832 01:29:15,640 --> 01:29:19,400 - So, that sub is still on the job, 1833 01:29:19,400 --> 01:29:21,960 and they are still working to get that back open, 1834 01:29:21,960 --> 01:29:23,960 and we should have some better idea on that. 1835 01:29:23,960 --> 01:29:26,840 I think we're meeting April Fool's Day. 1836 01:29:26,840 --> 01:29:28,920 - Correct. 1837 01:29:28,920 --> 01:29:33,800 - That doesn't imply anything, but we'll look into that. 1838 01:29:33,800 --> 01:29:35,600 We should have some better information 1839 01:29:35,600 --> 01:29:36,920 on when they're gonna get that open, 1840 01:29:36,920 --> 01:29:38,480 'cause that was one of the concerns we had 1841 01:29:38,480 --> 01:29:42,000 when we terminated MTM was making sure 1842 01:29:42,000 --> 01:29:44,280 that the temporary closures they had 1843 01:29:44,280 --> 01:29:45,960 weren't gonna be permanent. 1844 01:29:45,960 --> 01:29:47,320 - Yeah, 'cause the west side, I believe, 1845 01:29:47,320 --> 01:29:50,360 they've reopened, but the east side is still shut down. 1846 01:29:50,360 --> 01:29:55,360 - Yes, and we are doing one thing. 1847 01:29:55,360 --> 01:29:58,680 We're working with the subcontractor. 1848 01:29:58,680 --> 01:30:00,120 We just received an extension 1849 01:30:00,120 --> 01:30:05,120 for extending the closure to the end of May, 1850 01:30:05,120 --> 01:30:09,000 so we're asking them to improve signage 1851 01:30:09,000 --> 01:30:11,680 and improve notification systems 1852 01:30:11,680 --> 01:30:13,680 so that that would be a better, 1853 01:30:13,680 --> 01:30:15,600 it's communicated better to the community. 1854 01:30:15,600 --> 01:30:17,760 I just got that email yesterday, 1855 01:30:17,760 --> 01:30:20,320 so we're trying to work more signage. 1856 01:30:20,320 --> 01:30:24,680 On the city side, if the contractor's not placing them 1857 01:30:24,680 --> 01:30:26,440 on the city side, we'll do so, 1858 01:30:26,440 --> 01:30:31,440 and also have our PIO coordinate the information better. 1859 01:30:31,440 --> 01:30:33,560 - And get it on Waze as well, 1860 01:30:33,560 --> 01:30:36,760 since we're now working with them that that is shut down. 1861 01:30:36,760 --> 01:30:42,280 - So, I'm glad to hear about the path, 1862 01:30:42,280 --> 01:30:43,600 the sidewalk, the walking path. 1863 01:30:43,600 --> 01:30:45,080 That was a concern. 1864 01:30:45,080 --> 01:30:49,080 So, as far as everything else, though, 1865 01:30:49,080 --> 01:30:50,800 like the utilities have been moved, 1866 01:30:50,800 --> 01:30:54,360 everything else is pretty much ready to go 1867 01:30:55,560 --> 01:30:58,560 except for the people to do the work? 1868 01:30:58,560 --> 01:31:00,640 - Sort of. 1869 01:31:00,640 --> 01:31:04,120 This project was one of the projects 1870 01:31:04,120 --> 01:31:09,120 that the city of Denton reluctantly included their utilities 1871 01:31:09,120 --> 01:31:12,000 in the contract itself. 1872 01:31:12,000 --> 01:31:16,000 So, what you saw MCM actually doing out there in 2181 1873 01:31:16,000 --> 01:31:20,040 was the city's utilities on this project, 1874 01:31:20,040 --> 01:31:23,440 and we were trying to keep them on contract, 1875 01:31:23,440 --> 01:31:26,080 at least to get that portion of the project done. 1876 01:31:26,080 --> 01:31:30,200 That was not successfully occurred. 1877 01:31:30,200 --> 01:31:33,880 So, all the utilities except the cities 1878 01:31:33,880 --> 01:31:36,520 are being relocated, and the city's utilities 1879 01:31:36,520 --> 01:31:38,440 were in the contract with the contractor. 1880 01:31:38,440 --> 01:31:39,960 - So, can I follow up on that? 1881 01:31:39,960 --> 01:31:44,520 So, since the contractor, since they are no longer with us, 1882 01:31:44,520 --> 01:31:46,560 is that something the sub's going to do, 1883 01:31:46,560 --> 01:31:49,040 or can that contract be void 1884 01:31:49,040 --> 01:31:52,920 and the city start doing it on their own? 1885 01:31:52,920 --> 01:31:57,200 I mean, I'm looking for ways to keep the project moving. 1886 01:31:57,200 --> 01:32:00,800 - So, this contract has a surety company, 1887 01:32:00,800 --> 01:32:02,480 it's Berkshire Hathaway, 1888 01:32:02,480 --> 01:32:06,520 and they seemed, in our last meeting, 1889 01:32:06,520 --> 01:32:10,040 to understand that initially they were challenging 1890 01:32:10,040 --> 01:32:14,240 the termination, but now they've decided 1891 01:32:14,240 --> 01:32:15,880 that I think it's better for them to move forward. 1892 01:32:15,880 --> 01:32:18,000 So, we think we're gonna get a contractor 1893 01:32:18,000 --> 01:32:21,720 on contract fairly quickly on this job, 1894 01:32:21,720 --> 01:32:23,440 but I don't wanna say it, 1895 01:32:23,440 --> 01:32:26,560 'cause then that'll be the bar, right? 1896 01:32:26,560 --> 01:32:27,400 - Right. 1897 01:32:27,400 --> 01:32:28,440 - I don't wanna do that. 1898 01:32:28,440 --> 01:32:33,120 So, the contract isn't void, per se. 1899 01:32:33,120 --> 01:32:37,920 The surety has stepped in to execute the contract 1900 01:32:37,920 --> 01:32:40,600 on behalf of the company. 1901 01:32:40,600 --> 01:32:43,280 - Okay, so there's, 1902 01:32:43,280 --> 01:32:45,440 whomever is still on the-- - We're still on the hook. 1903 01:32:45,440 --> 01:32:47,760 - For those utilities to be moved. 1904 01:32:47,760 --> 01:32:48,600 - Correct. 1905 01:32:48,600 --> 01:32:51,000 - Okay. 1906 01:32:52,720 --> 01:32:54,880 - One thing I would just caution, 1907 01:32:54,880 --> 01:32:57,040 I mean, we can certainly look at, 1908 01:32:57,040 --> 01:32:58,960 I mean, again, it's gotta be done properly, right? 1909 01:32:58,960 --> 01:33:01,320 We can't just get ahead of this process, 1910 01:33:01,320 --> 01:33:05,840 but if by chance that was an option 1911 01:33:05,840 --> 01:33:07,920 to utilize CityCruise to do that, 1912 01:33:07,920 --> 01:33:10,720 I think we would just need to make sure 1913 01:33:10,720 --> 01:33:13,200 what other projects get sacrificed 1914 01:33:13,200 --> 01:33:16,280 that had already been assigned by CityCruise 1915 01:33:16,280 --> 01:33:19,720 to remove utilities or do utility relocations 1916 01:33:19,720 --> 01:33:20,880 in other areas of the city. 1917 01:33:20,880 --> 01:33:23,960 So, it's just, does something else stop 1918 01:33:23,960 --> 01:33:25,840 to divert attention over here? 1919 01:33:25,840 --> 01:33:27,480 But we obviously would follow the process, 1920 01:33:27,480 --> 01:33:28,560 we wouldn't get ahead of-- 1921 01:33:28,560 --> 01:33:32,120 - Sure, so right now, the former contractor 1922 01:33:32,120 --> 01:33:36,920 was trying to gouge the city on some change orders, 1923 01:33:36,920 --> 01:33:40,640 and the city has the option to simply 1924 01:33:40,640 --> 01:33:42,520 take that part of the contract away from them 1925 01:33:42,520 --> 01:33:46,360 and do self-improvement, I guess, for lack of a better word. 1926 01:33:46,360 --> 01:33:49,440 But it would require you to put a lot of resources 1927 01:33:49,440 --> 01:33:52,480 into this area that would not be available elsewhere. 1928 01:33:52,480 --> 01:33:55,360 And so, we're hoping that the surety 1929 01:33:55,360 --> 01:33:58,400 will bring on a contractor that's more viable 1930 01:33:58,400 --> 01:34:00,440 than the last one, and we can get to the middle 1931 01:34:00,440 --> 01:34:03,080 on the cost issues with the change orders. 1932 01:34:03,080 --> 01:34:06,560 - Okay. - What could happen? 1933 01:34:06,560 --> 01:34:07,640 - Yeah, it's all new to me, 1934 01:34:07,640 --> 01:34:10,520 I'm not used to the contractor utilities, 1935 01:34:10,520 --> 01:34:12,880 there's tax dot, and then so, I mean, 1936 01:34:12,880 --> 01:34:15,440 I guess I just thought that those prices 1937 01:34:15,440 --> 01:34:18,040 would have already been agreed upon, 1938 01:34:18,040 --> 01:34:20,320 and you wouldn't be negotiating. 1939 01:34:20,320 --> 01:34:22,920 - They agreed on what we did on both 377, 1940 01:34:22,920 --> 01:34:24,920 which is our next project in 2181, 1941 01:34:24,920 --> 01:34:29,680 is tax dot put what the city anticipated 1942 01:34:29,680 --> 01:34:32,000 the cost to be in the bid package, 1943 01:34:32,000 --> 01:34:35,320 and then in the 377 case, it was fixed, 1944 01:34:35,320 --> 01:34:37,260 or 2181, I get 'em confused. 1945 01:34:37,260 --> 01:34:42,320 2181 was fixed, so then what happened was, 1946 01:34:42,320 --> 01:34:45,360 is when we got started, there was some delay 1947 01:34:45,360 --> 01:34:49,220 that the MCM claims that the city caused, 1948 01:34:49,220 --> 01:34:52,680 or the tax dot caused, and the city and the state 1949 01:34:52,680 --> 01:34:54,880 are saying no, it's not anywhere near that, 1950 01:34:54,880 --> 01:34:56,920 and so there was this disparity 1951 01:34:56,920 --> 01:34:58,560 in the number of days and the cost, 1952 01:34:58,560 --> 01:35:02,120 and so, the original amount was agreed to, 1953 01:35:02,120 --> 01:35:04,480 but if there's anything that happens subsequent 1954 01:35:04,480 --> 01:35:07,000 to you actually starting the project 1955 01:35:07,000 --> 01:35:08,160 that requires a change order, 1956 01:35:08,160 --> 01:35:09,640 then that's up for negotiation, 1957 01:35:09,640 --> 01:35:13,040 and we were dealing with an entity 1958 01:35:13,040 --> 01:35:16,840 that is a contractor as opposed to a constructor. 1959 01:35:16,840 --> 01:35:19,780 Contractor is somebody who manipulates a contract. 1960 01:35:19,780 --> 01:35:21,520 That's what they do. 1961 01:35:21,520 --> 01:35:24,720 Constructors like Sinicola and Abrams and these guys 1962 01:35:24,720 --> 01:35:27,200 who come into the job, and they do a good job 1963 01:35:27,200 --> 01:35:29,040 'cause they know how to construct things. 1964 01:35:29,040 --> 01:35:31,640 We did not get that on 2181. 1965 01:35:31,640 --> 01:35:33,900 - Okay, thank you. 1966 01:35:33,900 --> 01:35:38,760 - 377 Fort Worth Drive, this project, 1967 01:35:38,760 --> 01:35:43,480 you see 'em there going out and putting up the SW3P. 1968 01:35:43,480 --> 01:35:45,680 You'll note at the bottom, we're having an issue 1969 01:35:45,680 --> 01:35:48,800 with turnaround times. 1970 01:35:48,800 --> 01:35:49,860 I'm gonna go back. 1971 01:35:49,860 --> 01:35:54,600 This looks like a very long section of roadway. 1972 01:35:54,600 --> 01:35:56,760 It's mostly a railroad job 1973 01:35:56,760 --> 01:35:59,320 with a little bit of roadway associated with it. 1974 01:35:59,320 --> 01:36:02,280 All the critical path items are at the railroad, 1975 01:36:02,280 --> 01:36:05,680 and so when I tell you on the next page at the bottom 1976 01:36:05,680 --> 01:36:09,680 that we're having a difficult time getting review comments 1977 01:36:09,680 --> 01:36:14,680 back from UP, there's one gentleman named Doug Wood. 1978 01:36:14,680 --> 01:36:19,960 He's got five states, and we're not getting comments back 1979 01:36:19,960 --> 01:36:23,720 from UP very routinely. 1980 01:36:23,720 --> 01:36:27,220 On this job, you're having problems with UP 1981 01:36:27,220 --> 01:36:32,000 for your quiet zone, so our staff is working with the MPO 1982 01:36:32,000 --> 01:36:35,200 to set up a conference call with Union Pacific 1983 01:36:35,200 --> 01:36:37,120 and their Omaha office headquarters 1984 01:36:37,120 --> 01:36:39,440 to talk about Fort Worth Drive, 1985 01:36:39,440 --> 01:36:46,060 a signal down on 377 and the quiet zone issues for the city. 1986 01:36:46,060 --> 01:36:48,080 - I did something here. 1987 01:36:48,080 --> 01:36:50,640 I thought I sensed you wanted to check it out. 1988 01:36:50,640 --> 01:36:53,240 Since railroad came up, you know. 1989 01:36:53,240 --> 01:36:54,680 - This is Frank. 1990 01:36:54,680 --> 01:36:57,760 - At one time, didn't the city council 1991 01:36:57,760 --> 01:37:01,280 or someone ask or propose that we do a resolution 1992 01:37:01,280 --> 01:37:04,840 or some kind of something to the railroad 1993 01:37:04,840 --> 01:37:09,840 asking them for help or need something? 1994 01:37:09,840 --> 01:37:13,440 What am I thinking about? 1995 01:37:13,440 --> 01:37:15,080 - We originally did in Fort Worth Drive 1996 01:37:15,080 --> 01:37:16,160 try to get it to let. 1997 01:37:16,160 --> 01:37:19,200 We couldn't get them to agree on the exhibit A, 1998 01:37:19,200 --> 01:37:21,640 and the irony is is we were giving them 1999 01:37:21,640 --> 01:37:23,200 additional infrastructure, 2000 01:37:23,200 --> 01:37:25,000 and they still wouldn't work with us on it, 2001 01:37:25,000 --> 01:37:28,560 so it took us nine years to get that exhibit A. 2002 01:37:28,560 --> 01:37:31,400 - What's the escalation path? 2003 01:37:31,400 --> 01:37:34,720 Is there like a sort of governmental body that-- 2004 01:37:34,720 --> 01:37:37,000 - So the-- - Be responsive to us 2005 01:37:37,000 --> 01:37:39,800 and be over there. - FRA is the oversight 2006 01:37:39,800 --> 01:37:44,200 of rail in the country, but they don't have a lot of say 2007 01:37:44,200 --> 01:37:46,200 in what the railroads do, 2008 01:37:46,200 --> 01:37:50,680 because they predate the states in a lot of cases, 2009 01:37:50,680 --> 01:37:54,240 and so the railroad, you almost have to have a visa 2010 01:37:54,240 --> 01:37:55,960 to get onto railroad property. 2011 01:37:55,960 --> 01:37:57,360 I mean, it's that difficult. 2012 01:37:57,360 --> 01:37:58,760 - Different country. - Wow. 2013 01:37:58,760 --> 01:38:02,880 Is, you know, are there any next steps that you're-- 2014 01:38:02,880 --> 01:38:07,080 - Yeah, the next step is is that UP has got a lot of work 2015 01:38:07,080 --> 01:38:09,120 they're doing in the southern part of Dallas County 2016 01:38:09,120 --> 01:38:12,040 that the MPO, COG, has helped funding, 2017 01:38:12,040 --> 01:38:13,920 and as a part of the negotiations, 2018 01:38:13,920 --> 01:38:15,800 COG says if we're gonna help you here, 2019 01:38:15,800 --> 01:38:17,200 you're gonna help us region-wide, 2020 01:38:17,200 --> 01:38:19,760 and so whenever we have a problem with UP, 2021 01:38:19,760 --> 01:38:22,920 we get the MPO to get them on the phone 2022 01:38:22,920 --> 01:38:25,720 and walk the dog, for lack of a better word, 2023 01:38:25,720 --> 01:38:27,480 on how to get it done. 2024 01:38:27,480 --> 01:38:28,440 So that's what we're doing. 2025 01:38:28,440 --> 01:38:31,680 We're setting that up within whatever time 2026 01:38:31,680 --> 01:38:33,480 Michael Moore's schedule will allow, 2027 01:38:33,480 --> 01:38:37,080 but it's just a conference call, so it should be easier. 2028 01:38:37,080 --> 01:38:44,320 So 377, the roadway part of it is going smooth as butter, 2029 01:38:44,320 --> 01:38:47,100 but this critical path project is the railroad, 2030 01:38:47,100 --> 01:38:49,760 and we're having trouble getting those guys to talk to us. 2031 01:38:49,760 --> 01:38:53,400 So your 35 Mayhill job, this is when we're coming in 2032 01:38:53,400 --> 01:38:57,000 and doing what you see at Loop 288, 10 lanes underneath. 2033 01:38:57,000 --> 01:38:58,560 35, this will be 12. 2034 01:38:58,560 --> 01:39:02,440 It'll be significantly larger than 288, 2035 01:39:02,440 --> 01:39:04,200 and this project also will include 2036 01:39:04,200 --> 01:39:07,120 the northbound frontage road from Mayhill 2037 01:39:07,120 --> 01:39:08,840 all the way up to Loop 288, 2038 01:39:08,840 --> 01:39:11,120 'cause we had the southbound frontage road 2039 01:39:11,120 --> 01:39:14,780 improved with the 35E next project, 2040 01:39:14,780 --> 01:39:17,400 but we didn't touch the northbound side 2041 01:39:17,400 --> 01:39:19,120 because we were trying to save money, 2042 01:39:19,120 --> 01:39:20,320 but when we came in with Mayhill, 2043 01:39:20,320 --> 01:39:23,880 we decided we can't keep tearing this place up, 2044 01:39:23,880 --> 01:39:27,380 so let's finish it this next last time. 2045 01:39:29,000 --> 01:39:30,200 In theory. 2046 01:39:30,200 --> 01:39:34,200 So this project moved to a November 2020 let date 2047 01:39:34,200 --> 01:39:36,760 because we extended the project limits 2048 01:39:36,760 --> 01:39:38,080 to take this frontage road 2049 01:39:38,080 --> 01:39:41,800 all the way to the Loop 288 direction. 2050 01:39:41,800 --> 01:39:47,520 - And this will line up with our Mayhill widening? 2051 01:39:47,520 --> 01:39:51,560 - Yes, so right now, you all have Mayhill. 2052 01:39:51,560 --> 01:39:53,880 It's just switched traffic, I think, 2053 01:39:53,880 --> 01:39:55,380 about two, three weeks ago. 2054 01:39:55,380 --> 01:39:57,080 Thank you, I can now get to Lowe's. 2055 01:39:58,720 --> 01:39:59,560 The easy way. 2056 01:39:59,560 --> 01:40:03,220 And then that project, when it completes, 2057 01:40:03,220 --> 01:40:05,200 we've got the $18 million project 2058 01:40:05,200 --> 01:40:07,760 to do the grade separation over DCPA 2059 01:40:07,760 --> 01:40:10,160 and then tie it into Mayhill, 2060 01:40:10,160 --> 01:40:12,720 and what we're trying to do is cheat this job a little bit 2061 01:40:12,720 --> 01:40:15,040 to make those improvements on Mayhill 2062 01:40:15,040 --> 01:40:18,720 as far north as we can to improve that section as well. 2063 01:40:18,720 --> 01:40:21,960 So we got a plan for the whole corridor. 2064 01:40:21,960 --> 01:40:24,680 - Okay. 2065 01:40:26,940 --> 01:40:29,200 - So this is the Loop 288 breaker job. 2066 01:40:29,200 --> 01:40:31,120 As you said earlier, we told you, 2067 01:40:31,120 --> 01:40:33,260 the traffic is now up on the new bridge. 2068 01:40:33,260 --> 01:40:36,580 So it only took them, what, two and a half years 2069 01:40:36,580 --> 01:40:37,640 to do half the project. 2070 01:40:37,640 --> 01:40:40,400 So they're supposed to be done by August. 2071 01:40:40,400 --> 01:40:42,040 - So it's the second half in a few months? 2072 01:40:42,040 --> 01:40:42,880 Okay, good. 2073 01:40:42,880 --> 01:40:44,040 - Yeah, and that's what TechSight, 2074 01:40:44,040 --> 01:40:45,460 if you look at TechSight's report, 2075 01:40:45,460 --> 01:40:48,440 they're showing, oh, they changed it to an asterisk. 2076 01:40:48,440 --> 01:40:50,680 It was August, I changed it to an asterisk 2077 01:40:50,680 --> 01:40:54,320 because I'm not gonna report August 'cause it's a lie. 2078 01:40:54,320 --> 01:40:55,800 And I don't knowingly lie. 2079 01:40:57,800 --> 01:40:59,560 - Just leave the year off. 2080 01:40:59,560 --> 01:41:00,400 It'll be in August. 2081 01:41:00,400 --> 01:41:01,960 (laughing) 2082 01:41:01,960 --> 01:41:03,800 - I'm gonna start doing seasons. 2083 01:41:03,800 --> 01:41:05,240 - Well, they could have kept it on August 2084 01:41:05,240 --> 01:41:06,280 'cause that wasn't there. 2085 01:41:06,280 --> 01:41:09,000 - Yeah, it was supposed to be August of last year. 2086 01:41:09,000 --> 01:41:11,440 So now we're looking at August of next year. 2087 01:41:11,440 --> 01:41:13,780 - So essentially, you saw the traffic change. 2088 01:41:13,780 --> 01:41:18,200 That'll allow them to temporarily put a crossing 2089 01:41:18,200 --> 01:41:21,640 underneath for Brinker to the buckies 2090 01:41:21,640 --> 01:41:23,680 starting in about May or June. 2091 01:41:23,680 --> 01:41:27,920 It'll be, it'll temporarily close 2092 01:41:27,920 --> 01:41:29,420 when they need to work underneath there. 2093 01:41:29,420 --> 01:41:34,000 But essentially they'll be able to establish cross traffic 2094 01:41:34,000 --> 01:41:36,240 in the May timeframe during the remainder 2095 01:41:36,240 --> 01:41:37,480 of the construction of the project. 2096 01:41:37,480 --> 01:41:41,240 So that will relieve some of the congestion at the loop. 2097 01:41:41,240 --> 01:41:46,480 But we're still looking towards the end of the year 2098 01:41:46,480 --> 01:41:48,840 at best for this project to be done. 2099 01:41:51,500 --> 01:41:56,200 Then your I-35EW35 merge is the project 2100 01:41:56,200 --> 01:41:59,480 that we submitted to the commission 2101 01:41:59,480 --> 01:42:01,120 of the Clear Lanes program. 2102 01:42:01,120 --> 01:42:03,880 It's $420 million improvement 2103 01:42:03,880 --> 01:42:05,960 and it goes all the way up to 77. 2104 01:42:05,960 --> 01:42:08,600 And the reason that is is because we're also doing 1173 2105 01:42:08,600 --> 01:42:12,120 where we're routing 1173 up to that location 2106 01:42:12,120 --> 01:42:15,200 and moving the bottleneck past 380 2107 01:42:15,200 --> 01:42:16,840 just moves the bottleneck past 380. 2108 01:42:16,840 --> 01:42:19,180 So we really got to get past 77 2109 01:42:19,180 --> 01:42:21,320 to improve all of this corridor. 2110 01:42:21,320 --> 01:42:23,540 And then we'll make the improvements to 35W 2111 01:42:23,540 --> 01:42:27,600 where we'll have two main lanes coming into 35 2112 01:42:27,600 --> 01:42:29,800 as opposed to the one that's doing it now. 2113 01:42:29,800 --> 01:42:31,960 And it'll have braided ramps on either side 2114 01:42:31,960 --> 01:42:34,200 between the split and 380 2115 01:42:34,200 --> 01:42:36,880 so that you'll solve that congestion problem 2116 01:42:36,880 --> 01:42:39,720 and that safety problem you have right now out there. 2117 01:42:39,720 --> 01:42:43,160 And this has also been submitted to the federal government 2118 01:42:43,160 --> 01:42:44,600 under what's called the InfraGrant, 2119 01:42:44,600 --> 01:42:47,320 which is an innovative financing program. 2120 01:42:47,320 --> 01:42:52,320 And we should know about these sometime in the summer, 2121 01:42:52,320 --> 01:42:57,160 both the Clear Lanes request and the Infra. 2122 01:42:57,160 --> 01:42:58,500 And if we don't get either, 2123 01:42:58,500 --> 01:43:02,160 they will drop to the $150 million alternative 2124 01:43:02,160 --> 01:43:03,820 which we already have the funding for 2125 01:43:03,820 --> 01:43:06,160 which will just simply build the frontage roads, 2126 01:43:06,160 --> 01:43:11,160 fix the dual 35W and it'll be just 380 south. 2127 01:43:11,160 --> 01:43:16,560 And it's subpar. 2128 01:43:16,560 --> 01:43:20,000 But you can only do so much with $150 million. 2129 01:43:20,000 --> 01:43:23,280 - We had talked about a series of, 2130 01:43:23,280 --> 01:43:26,300 because this is completion date 2023, 2131 01:43:26,300 --> 01:43:28,620 we talked about a plan. 2132 01:43:28,620 --> 01:43:33,160 - Oh, that's lead. - Yeah, right. 2133 01:43:33,160 --> 01:43:35,440 Okay, appreciate the correction. 2134 01:43:35,440 --> 01:43:37,200 Yeah, yeah, yeah, yeah. 2135 01:43:37,200 --> 01:43:39,800 So we talked about a plan of a sequence 2136 01:43:39,800 --> 01:43:42,680 of intermediate steps to relieve some of the traffic pressure 2137 01:43:42,680 --> 01:43:45,320 going up to 380 and is this an appropriate time 2138 01:43:45,320 --> 01:43:48,300 to ask what the status is of that? 2139 01:43:48,300 --> 01:43:51,440 You're giving me a blank look, this is not good. 2140 01:43:51,440 --> 01:43:54,840 You know, do you recall, we talked about like sort of 2141 01:43:54,840 --> 01:43:55,720 just things that can be done 2142 01:43:55,720 --> 01:43:57,120 to kind of relieve some of the pain. 2143 01:43:57,120 --> 01:43:58,840 - The braided ramps are about the only thing 2144 01:43:58,840 --> 01:44:01,080 that can be done and that's that fallback. 2145 01:44:01,080 --> 01:44:04,800 If we, we actually started with the interim improvement 2146 01:44:04,800 --> 01:44:06,800 and then Texas says why don't we just go ahead 2147 01:44:06,800 --> 01:44:08,420 and do the whole shebang. 2148 01:44:08,420 --> 01:44:12,640 So we're trying to get the remaining $300 million 2149 01:44:12,640 --> 01:44:14,520 or whatever to do it right. 2150 01:44:14,520 --> 01:44:17,800 But we're still have an income on contract 2151 01:44:17,800 --> 01:44:20,240 doing the schematic and doing the improvement. 2152 01:44:20,240 --> 01:44:23,040 So it'll just be if we don't know, 2153 01:44:23,040 --> 01:44:24,760 if we don't get the money in the summer, 2154 01:44:24,760 --> 01:44:27,840 we'll just continue on the path of doing the braided ramps 2155 01:44:27,840 --> 01:44:30,200 and the frontage roads, 'cause that will solve 2156 01:44:30,200 --> 01:44:32,560 the congestion problem, the safety problem in those areas 2157 01:44:32,560 --> 01:44:34,280 is just putting the ramps where they need to be. 2158 01:44:34,280 --> 01:44:37,640 - So, and so what's the timing on just that portion of it 2159 01:44:37,640 --> 01:44:41,020 assuming, yeah, Rick, 'cause that'll happen first, right? 2160 01:44:41,020 --> 01:44:43,800 - Right, 'cause so you're looking at having today, 2161 01:44:43,800 --> 01:44:45,960 we have an asterisk on right away in utilities 2162 01:44:45,960 --> 01:44:48,040 because we don't know whether we're gonna do the interim 2163 01:44:48,040 --> 01:44:48,900 or the permanent. 2164 01:44:48,900 --> 01:44:51,680 We have most of the right away on the northbound side 2165 01:44:51,680 --> 01:44:56,320 for the red development, but we don't have the southbound 2166 01:44:56,320 --> 01:44:57,320 side of the right away. 2167 01:44:57,320 --> 01:45:01,060 So what will drive the schedule since the funding 2168 01:45:01,060 --> 01:45:03,520 is already available will be the right away acquisition 2169 01:45:03,520 --> 01:45:06,080 and utility relocations once we know the scope 2170 01:45:06,080 --> 01:45:07,620 of the project we're doing. 2171 01:45:07,620 --> 01:45:08,460 - Okay. 2172 01:45:08,460 --> 01:45:09,280 - So I don't know. 2173 01:45:09,280 --> 01:45:10,120 - Yeah. 2174 01:45:10,120 --> 01:45:10,960 - That's the answer. 2175 01:45:10,960 --> 01:45:13,320 - Although southbound isn't really the issue, right? 2176 01:45:13,320 --> 01:45:16,360 I mean, is it that you can't do the northbound? 2177 01:45:16,360 --> 01:45:20,800 - Yeah, the feds won't let you do, they won't let you, 2178 01:45:20,800 --> 01:45:22,980 you have to do it in a system. 2179 01:45:22,980 --> 01:45:27,600 So for example, on Eagle Parkway to 114, 2180 01:45:27,600 --> 01:45:29,960 we couldn't do there's just a southbound frontage road 2181 01:45:29,960 --> 01:45:32,160 for Tanger and Buckies and all that. 2182 01:45:32,160 --> 01:45:35,160 We also had to do the northbound frontage road 2183 01:45:35,160 --> 01:45:36,360 when nobody really wanted it. 2184 01:45:36,360 --> 01:45:39,700 Now there's 400, I mean, 4 million square feet 2185 01:45:39,700 --> 01:45:42,120 of industrial retail there. 2186 01:45:42,120 --> 01:45:43,480 - Yep. 2187 01:45:43,480 --> 01:45:45,180 - But they don't let you do. 2188 01:45:45,180 --> 01:45:46,020 - Just one side. 2189 01:45:46,020 --> 01:45:47,600 - One side. 2190 01:45:47,600 --> 01:45:48,440 - Okay. 2191 01:45:48,440 --> 01:45:51,640 Yeah, I'm sorry, yeah, go ahead. 2192 01:45:51,640 --> 01:45:55,160 - So on the safety of 35 West, 2193 01:45:55,160 --> 01:45:58,120 so coming back from Fort Worth, it's great. 2194 01:45:58,120 --> 01:46:02,320 There's that one area where it goes down from two lanes 2195 01:46:02,320 --> 01:46:06,600 to one, and it's, you can't see the striping anymore. 2196 01:46:06,600 --> 01:46:07,800 It's almost invisible. 2197 01:46:07,800 --> 01:46:09,000 And so every time I'm doing it, 2198 01:46:09,000 --> 01:46:11,840 it's almost a wreck every single time. 2199 01:46:11,840 --> 01:46:14,400 So we can get with Tina on that to do, 2200 01:46:14,400 --> 01:46:16,080 go out and do some maintenance on the striping. 2201 01:46:16,080 --> 01:46:18,480 That's something that she can do. 2202 01:46:18,480 --> 01:46:20,640 I think they're putting their striping contract 2203 01:46:20,640 --> 01:46:21,640 together right now. 2204 01:46:21,640 --> 01:46:23,280 So this would be a good time to talk to her about it. 2205 01:46:23,280 --> 01:46:25,700 'Cause we're also gonna fix the Fort Worth drive, 2206 01:46:25,700 --> 01:46:28,280 Dallas drive exit, where it's two lanes coming 2207 01:46:28,280 --> 01:46:30,440 into Dallas drive, we're gonna restripe that to one 2208 01:46:30,440 --> 01:46:31,800 back to what it used to be. 2209 01:46:31,800 --> 01:46:34,240 So this would be a good time to ask her about it. 2210 01:46:34,240 --> 01:46:37,040 - Okay, that would help with the safety. 2211 01:46:37,040 --> 01:46:39,000 I was just gonna fade it there. 2212 01:46:39,000 --> 01:46:40,600 Thank you. 2213 01:46:40,600 --> 01:46:42,200 And then 35 North project. 2214 01:46:42,200 --> 01:46:44,440 This is a project that picks up from 38 2215 01:46:44,440 --> 01:46:47,040 and goes all the way up to Canyon Line. 2216 01:46:47,040 --> 01:46:51,320 It's got a scheduled environmental clearance date of May. 2217 01:46:51,320 --> 01:46:53,600 And that's why we're able to add it to the Wishbone 2218 01:46:53,600 --> 01:46:55,820 because by the time we hear about the funding 2219 01:46:55,820 --> 01:46:58,840 for the 420 million, this segment will be cleared, 2220 01:46:58,840 --> 01:47:00,880 which includes that part up to 77. 2221 01:47:00,880 --> 01:47:05,720 So this project is critical to our Wishbone segment 2222 01:47:05,720 --> 01:47:07,240 'cause we're taking part of it 2223 01:47:07,240 --> 01:47:10,360 and adding it to the Wishbone project. 2224 01:47:10,360 --> 01:47:11,360 Did that make sense? 2225 01:47:11,360 --> 01:47:16,780 - To me, I don't remember if I asked you this before, 2226 01:47:16,780 --> 01:47:21,100 but do the plans for this segment include, 2227 01:47:21,100 --> 01:47:25,060 I forget what you call it, but sound barrier walls, 2228 01:47:25,060 --> 01:47:26,200 you know, along the side 'cause you're going 2229 01:47:26,200 --> 01:47:27,040 by neighborhoods. 2230 01:47:27,040 --> 01:47:31,040 - So the answer is that when a project is developed 2231 01:47:31,040 --> 01:47:32,460 to get environmental clearance, 2232 01:47:32,460 --> 01:47:36,520 it has to do a federally mandated noise analysis process 2233 01:47:36,520 --> 01:47:40,220 on wherever those sound walls are reasonable 2234 01:47:40,220 --> 01:47:43,320 and feasible that makes them warranted, 2235 01:47:43,320 --> 01:47:44,900 they are installed. 2236 01:47:44,900 --> 01:47:47,440 - So a study will be done and then that will determine it. 2237 01:47:47,440 --> 01:47:48,280 - A study is being done. 2238 01:47:48,280 --> 01:47:49,840 If we're gonna be done and if we're gonna be cleared 2239 01:47:49,840 --> 01:47:52,440 by May of 2019, the schematic already shows 2240 01:47:52,440 --> 01:47:54,520 where they are or aren't. 2241 01:47:54,520 --> 01:47:57,020 So if you wanna know where the sound walls are 2242 01:47:57,020 --> 01:47:59,620 on the schematic, we can go look at that and tell you. 2243 01:47:59,620 --> 01:48:01,520 - Yeah, that'd be great if you could, you know, 2244 01:48:01,520 --> 01:48:02,840 bring that back at the next report. 2245 01:48:02,840 --> 01:48:03,680 Thanks. - Yes, sir. 2246 01:48:03,680 --> 01:48:07,960 - 'Cause I just, you know, residents have asked me, 2247 01:48:07,960 --> 01:48:09,440 so I'd be curious to see. 2248 01:48:09,440 --> 01:48:12,080 - Right, and we are getting closer to the adjacent 2249 01:48:12,080 --> 01:48:16,160 properties, so there are impacts. 2250 01:48:16,160 --> 01:48:18,520 I just don't know whether, 'cause there's a two step 2251 01:48:18,520 --> 01:48:20,480 process, reasonable and feasible. 2252 01:48:20,480 --> 01:48:23,360 The reasonable is is that you can reduce the noise level 2253 01:48:23,360 --> 01:48:24,760 by five decibels. 2254 01:48:24,760 --> 01:48:31,040 Feasible is your sound wall can't cost more than $25,000 2255 01:48:31,040 --> 01:48:32,880 per benefited receptor. 2256 01:48:32,880 --> 01:48:34,800 So if you've got five benefited receptors, 2257 01:48:34,800 --> 01:48:37,560 the wall can't cost you more than $125,000 2258 01:48:37,560 --> 01:48:38,520 and these are not-- 2259 01:48:38,520 --> 01:48:40,160 - Interceptor means people? 2260 01:48:40,160 --> 01:48:41,000 - You got it. 2261 01:48:41,000 --> 01:48:42,260 - Okay, great. 2262 01:48:42,260 --> 01:48:45,640 - I'm using the language now, sound smart. 2263 01:48:45,640 --> 01:48:49,720 But if it costs more than $125,000, 2264 01:48:49,720 --> 01:48:53,120 then they can't build it and you can't buy your way 2265 01:48:53,120 --> 01:48:54,940 into it because of environmental justice. 2266 01:48:54,940 --> 01:48:58,120 They don't want affluent communities to have more 2267 01:48:58,120 --> 01:49:01,240 environmental justice than less affluent communities. 2268 01:49:01,240 --> 01:49:03,720 So if you don't make the cut on either one of those 2269 01:49:03,720 --> 01:49:06,760 two criteria, you don't get the wall. 2270 01:49:06,760 --> 01:49:08,000 - Interesting, thank you. 2271 01:49:09,520 --> 01:49:12,520 - Okay, so I'm gonna skip this one 'cause this project 2272 01:49:12,520 --> 01:49:14,280 is on hold until the next project. 2273 01:49:14,280 --> 01:49:17,400 So this is the main lanes where HNTB is doing 2274 01:49:17,400 --> 01:49:19,480 the entire schematic for the entire corridor 2275 01:49:19,480 --> 01:49:22,320 from the county line to the split. 2276 01:49:22,320 --> 01:49:27,360 But right now we've got Jacobs on contract to do 2277 01:49:27,360 --> 01:49:30,480 the schematic and the PSNE which are the construction 2278 01:49:30,480 --> 01:49:33,720 documents for just the frontage road portions only. 2279 01:49:33,720 --> 01:49:37,720 And so this will go from all the way up to everybody 2280 01:49:37,720 --> 01:49:40,480 wants to stop right at the railroad track. 2281 01:49:40,480 --> 01:49:42,760 So nobody owns that. 2282 01:49:42,760 --> 01:49:45,040 We're stopping at the railroad track from the north 2283 01:49:45,040 --> 01:49:46,240 and they're stopping from the south. 2284 01:49:46,240 --> 01:49:48,000 So someday we'll have to fix that. 2285 01:49:48,000 --> 01:49:51,320 But this one is just frontage roads both northbound 2286 01:49:51,320 --> 01:49:54,040 and southbound and it sets the grades for the cross street. 2287 01:49:54,040 --> 01:49:59,040 So sometimes the grade like 1171 currently goes over, 2288 01:49:59,040 --> 01:50:04,800 35W, it may be flipped to where 35 goes over 1171. 2289 01:50:05,240 --> 01:50:07,840 That's the new paradigm is for the interstates 2290 01:50:07,840 --> 01:50:11,520 to go elevated and the cross streets stay at grade 2291 01:50:11,520 --> 01:50:13,560 because it's better for development. 2292 01:50:13,560 --> 01:50:17,720 And since 35 goes from Rio to the red, 2293 01:50:17,720 --> 01:50:20,720 you've got a long time to chase out your grade which-- 2294 01:50:20,720 --> 01:50:23,240 - I'm not sure I understood. 2295 01:50:23,240 --> 01:50:26,980 So if 35 is elevated, that's better for development now? 2296 01:50:26,980 --> 01:50:30,260 - Because the cross street, the adjacent corners 2297 01:50:30,260 --> 01:50:33,720 are at grade and they're able to develop those corners. 2298 01:50:33,720 --> 01:50:38,600 If the interstate, if the cross streets go over, 2299 01:50:38,600 --> 01:50:42,000 there's retained walls and bridge abutments. 2300 01:50:42,000 --> 01:50:43,800 - Oh, okay, so you lose land. 2301 01:50:43,800 --> 01:50:46,260 - Jason land is less developable. 2302 01:50:46,260 --> 01:50:51,760 But the other reason is to take a facility 2303 01:50:51,760 --> 01:50:54,400 over at interstate now, it used to be 16.6, 2304 01:50:54,400 --> 01:50:57,680 now it's 18.6 clearance. 2305 01:50:57,680 --> 01:51:00,080 And so that two foot additional height 2306 01:51:00,080 --> 01:51:03,200 makes it almost equitable for the interstate 2307 01:51:03,200 --> 01:51:05,200 to go over instead of the cross street. 2308 01:51:05,200 --> 01:51:08,200 And you stay in your right of way, 2309 01:51:08,200 --> 01:51:12,400 so it's less right of way because it's an interstate. 2310 01:51:12,400 --> 01:51:15,520 So there's, they're changing the grades 2311 01:51:15,520 --> 01:51:16,480 where they're changing the grades 2312 01:51:16,480 --> 01:51:17,520 and they're setting the frontage roads. 2313 01:51:17,520 --> 01:51:18,680 And once they're done with that, 2314 01:51:18,680 --> 01:51:19,880 then they'll take that information 2315 01:51:19,880 --> 01:51:23,020 and give it back to HNTB and they'll incorporate that 2316 01:51:23,020 --> 01:51:25,040 into their ultimate plans for the main lanes 2317 01:51:25,040 --> 01:51:26,800 and the managed lanes and all that. 2318 01:51:29,560 --> 01:51:34,200 U.S. 380 East, this is a segment going all the way out 2319 01:51:34,200 --> 01:51:36,280 to the Collin County line. 2320 01:51:36,280 --> 01:51:38,800 The section in green is where the city, 2321 01:51:38,800 --> 01:51:41,560 previous bikes are, got y'all some funding 2322 01:51:41,560 --> 01:51:46,460 for the 10 foot path out to the green belt. 2323 01:51:46,460 --> 01:51:48,560 That's included in this project. 2324 01:51:48,560 --> 01:51:52,000 Schedule, we've got a hundred parcels 2325 01:51:52,000 --> 01:51:54,160 that we're acquiring in both sections. 2326 01:51:54,160 --> 01:51:57,640 And the scheduled let date 2327 01:51:57,640 --> 01:52:02,080 is February, 2021. 2328 01:52:02,080 --> 01:52:03,680 And this is a fully funded project 2329 01:52:03,680 --> 01:52:07,040 at just a little over $130 million. 2330 01:52:07,040 --> 01:52:08,040 It's already funded. 2331 01:52:08,040 --> 01:52:11,480 - Okay. 2332 01:52:11,480 --> 01:52:12,320 - Yeah, I think, 2333 01:52:12,320 --> 01:52:14,400 TaxDot's having community meetings 2334 01:52:14,400 --> 01:52:17,040 about this project right now. 2335 01:52:17,040 --> 01:52:18,120 - No. - No? 2336 01:52:18,120 --> 01:52:19,720 - No. - Okay. 2337 01:52:19,720 --> 01:52:21,320 - I try to tell them not to do stupid, 2338 01:52:21,320 --> 01:52:23,280 but they don't listen to me. 2339 01:52:23,280 --> 01:52:26,600 They are looking at a feasibility study 2340 01:52:26,600 --> 01:52:30,440 for ultimate 380 improvements as a freeway. 2341 01:52:30,440 --> 01:52:36,080 And so you can't put a freeway down that corridor 2342 01:52:36,080 --> 01:52:38,720 without turning everything into a historical marker, right? 2343 01:52:38,720 --> 01:52:40,240 'Cause it's so close. 2344 01:52:40,240 --> 01:52:42,720 So they're showing alignments 2345 01:52:42,720 --> 01:52:46,060 that just go off to the north in random areas, 2346 01:52:46,060 --> 01:52:47,200 and they're having public meetings, 2347 01:52:47,200 --> 01:52:48,640 and people are saying, 2348 01:52:48,640 --> 01:52:52,360 "Hey, you're putting a road through my backyard." 2349 01:52:52,360 --> 01:52:54,720 And this is a project that won't be ever built 2350 01:52:54,720 --> 01:52:56,400 in the next 20 plus years. 2351 01:52:56,400 --> 01:52:59,040 'Cause that part of a neighborhood 2352 01:52:59,040 --> 01:53:02,600 that's in my district is where that schematic is showing. 2353 01:53:02,600 --> 01:53:05,000 So it's causing a lot of angst, 2354 01:53:05,000 --> 01:53:07,400 and nobody really... 2355 01:53:07,400 --> 01:53:10,240 - I get pummeled regularly by Commissioner Coleman 2356 01:53:10,240 --> 01:53:15,240 about that, 'cause all we're doing is a super street. 2357 01:53:15,240 --> 01:53:17,320 So we're coming in in five locations 2358 01:53:17,320 --> 01:53:18,780 with major traffic crosses. 2359 01:53:18,780 --> 01:53:20,800 We're putting in grade separations. 2360 01:53:20,800 --> 01:53:25,240 NAVO for the high school, Teal, Legacy, 720 and 423. 2361 01:53:25,240 --> 01:53:28,000 So those will be, you won't stop at those cross streets. 2362 01:53:28,000 --> 01:53:31,860 The 380 will go over those cross streets, 2363 01:53:31,860 --> 01:53:35,320 and you'll have exit ramps just like you do on a freeway. 2364 01:53:35,320 --> 01:53:37,240 You'll still have places where you have to stop 2365 01:53:37,240 --> 01:53:38,840 at a signal, May Hill, 2366 01:53:38,840 --> 01:53:44,200 but whatever that road is out there by, crossroads. 2367 01:53:44,200 --> 01:53:46,200 There'll be places where you still have to stop at signals, 2368 01:53:46,200 --> 01:53:48,280 but what we're gonna do is cheat those signal times 2369 01:53:48,280 --> 01:53:51,000 so horribly that they'll try to find another way 2370 01:53:51,000 --> 01:53:53,540 to get there other than at an at-grade crossing. 2371 01:53:53,540 --> 01:53:57,560 So what we're doing is we're gonna move the traffic, 2372 01:53:57,560 --> 01:53:59,440 and it's gonna go from four lanes to six, 2373 01:53:59,440 --> 01:54:01,880 and it's gonna be a free flow 2374 01:54:01,880 --> 01:54:03,480 for the majority of the corridor. 2375 01:54:03,480 --> 01:54:08,120 - Are you, do you have plans to upgrade the intersection 2376 01:54:08,120 --> 01:54:09,360 at the loop in 380? 2377 01:54:09,360 --> 01:54:11,280 - We do not. 2378 01:54:11,280 --> 01:54:14,800 It stops, it's like the railroad, 2379 01:54:14,800 --> 01:54:16,880 it stops right before it. - It just stops. 2380 01:54:16,880 --> 01:54:18,440 Okay. 2381 01:54:18,440 --> 01:54:20,920 - But that's really a loop 288 issue. 2382 01:54:20,920 --> 01:54:23,420 We probably need to look at that. 2383 01:54:23,420 --> 01:54:25,160 And I've made some suggestions. 2384 01:54:25,160 --> 01:54:27,840 I think y'all came with some thoughts. 2385 01:54:27,840 --> 01:54:33,660 Nobody goes north on that frontage road, right? 2386 01:54:33,660 --> 01:54:36,800 You go right to go east on 380, 2387 01:54:36,800 --> 01:54:38,080 or you go left to go in down. 2388 01:54:38,080 --> 01:54:39,780 Nobody that's on that frontage road, 2389 01:54:39,780 --> 01:54:41,000 'cause it's an exit ramp, 2390 01:54:41,000 --> 01:54:41,960 - Yeah. 2391 01:54:41,960 --> 01:54:45,040 - decides, oh, I'm stupid, I wanna get back on, right? 2392 01:54:45,040 --> 01:54:46,820 So what I'm saying is there's a way to improve 2393 01:54:46,820 --> 01:54:50,840 that intersection where you eliminate the through movement, 2394 01:54:50,840 --> 01:54:54,040 and it's just a, it's a turning movement for all directions, 2395 01:54:54,040 --> 01:54:56,360 and it would allow a lot more flow to go through. 2396 01:54:56,360 --> 01:54:58,880 But I haven't gotten TechStart to buy off on that, 2397 01:54:58,880 --> 01:55:02,960 'cause they got it designed for dummies. 2398 01:55:02,960 --> 01:55:06,320 - Yeah, from 380, they make that turn onto it, 2399 01:55:06,320 --> 01:55:08,680 but there's hardly any direct straight. 2400 01:55:08,680 --> 01:55:09,680 - Straight through. 2401 01:55:09,680 --> 01:55:13,200 No, and you see, like garbage and stuff 2402 01:55:13,200 --> 01:55:16,320 in the middle of the road, 'cause nobody drives
