I will call us to order at 6.02 p.m. Let the record show that Commissioner Cole is absent at this time. First item on our work session is citizen comment on consent agenda items. I do not see anyone here for that, so we will move on to clarification on tonight's agenda. Let's see, our first order is our minutes from April 12th. Any questions, comments from the Commission on that? Okay. How about on the consent agenda? Actually, I had just a quick question, and it's for my own brain. I'm just so curious. Good evening. Hi. Thanks. So, the lot 10, so they have access then still from Lawrence, right? Yes. Yeah. Okay. And they're just being brought into this new edition because they sold that top piece of land. Yes. So it was his backyard is now part of this supplement. Okay. Very good. Exactly. Yes. Very good. Okay. That's what I wanted to know. Thank you very much. You're welcome. Okay. That's our consent agenda for the evening. Items for individual consideration for A. Oh, that's you again. Me again. Okay. This is a preliminary plat on approximately 2.5 acres, and this will be for a hotel use. At this time, staff is recommending denial, but we have no objection to the requested extension until May 24th. Happy to answer any questions. Okay. Any questions for Ashley? Thank you very much. That'll take us to 4B, PP230011. I will also be filling in for Angie tonight. You're going to be Angie. Okay. Yes. So this one is a preliminary plat on approximately 11 acres for a multifamily use. We are also recommending denial, but we have no objection to the requested extension until May 24th. Okay. Questions on this one? Okay. Thank you. Okay. Four Cs, PP230008. Hi, Ron. Good evening, Chair, members of the commission. This is also a preliminary plat for a townhome development as well as 10 single-family detached lots. The packet that went out on Friday did not include a letter, however, the applicant did submit the request through email and hopefully I was forwarded and you all received it. So they are requesting a 30-day extension, which staff does not have any objection to a date certain of May 24th of 2023. Great. Questions for Ron? Thank you. Ron? 4D has been withdrawn by the applicant, so we will not be taking action on that. Item 4E is FP230007. Mia is here for that. Good evening. Hi. Mia Hines, Associate Planner. This item is a final plat for Millennium Crest located just west of I-35, southwest of I-35, east of Lillian Miller. And the plat at this time does not meet all of our criteria for approval, so staff is recommending denial. However, we have no objection to their requested extension, which could be granted to May 24th, 2023. Great. Commissioner Anderson? Thank you, Chair. Is this that same piece that we've seen come before us two times? Yeah. It is. They're still trying it. Yep. Okay. Thanks, Mia. Appreciate it. Okay. Well, that takes us to the end of our agenda this evening, so I will adjourn our work session. There's no other questions. At 6, 07 p.m., we'll reconvene in council chambers at 630. Good evening, Chair, members of the commission, Mia Hines, Associate Planner. This item, FP23-0007, is a final plat of approximately 7.6 acres of land located south of I-35E and just west -- I'm sorry, east of Lillian Miller. The application at this time does not meet our criteria for approval so staff is recommending denial. However, we have no objection to the requested extension which can be granted to May 24, 2023. And I will take any questions that you have at this time. Great. If you don't see any questions, thanks, Mia. Commissioner Pruitt? Got a first and a second to grant the extension request to a date certain of May 24, 2023. Any discussion? Okay. Seeing none, let's vote on the board, please. That motion carries 6-0. That will move us to our matrix for this evening and I'll turn it over to Tina. Thanks, Chair. So we have several items to report to you all on this evening. So first of all, May is Building Safety Month as well as Preservation Month -- or Historic Preservation Month, excuse me. So we have a variety of activities planned for the upcoming month. I guess it's still technically April, right? So for next month we have quite a few activities planned not only for building safety but in particular the Debt and Revealed which is associated with our Preservation Month. So I left a flyer at your workstations in the work session room. Please help us get the word out with these activities. This is our second annual event. We initiated this last year and the team had tremendous success with that. So they were excited to be able to offer this to the community again for this year. Please note that if there are folks watching, you can just Google on the city's website Debt and Revealed and it will get you to the appropriate website page. There are some activities that do require registration in advance, so to be mindful of that. City Council action, we've only had one zoning case go before Council since our last Planning and Zoning Commission meeting and that was for the Plan Development District Overlay Request at Teasley and Ryan. And this was the project that was considered by the commission and then you voted to reconsider and then you reconsidered it and so it went to Council. Council did approve that request. And if I'm researching correctly, that vote was unanimous as it relates to that rezoning request. We did conduct the Southeast Denton Area Plan Listening Sessions last week and so we're waiting on final numbers from our consultant, but I believe we had approximately 35 to 40 people in attendance. And so that's good to start out with this initial phase. Obviously, we'll continue to do public engagement and we'll look to you all for assistance and continue to help get the word out to folks and encouraging them to participate in this area plan process because we know it's very important for our community as we work on this. Per Commissioner Smith's request, he had asked that I report on progress related to the Development Code Review Committee or DCRC. So we have a couple items that we've been working on. One is we are working on changes to our reasonable accommodations provisions as it relates to persons with disabilities. So that topic has already been presented to the group. We've provided feedback and so we're doing part two of that, which is to work on our development regulations as it relates to group homes, community homes, and elderly housing. So we just kicked that off as part of that discussion effort. So once we get that part of the discussion and the regulations to a position where we're ready to initiate public hearing on that, then we'll be bringing those forth in the future. So we're trying to clean up some of our regulations, especially as it relates to group homes, community homes, and elderly housing because how they're presented within the DDC, there's some confusion associated with it. We are also working on short-term rentals. And so right now, discussion on that is on pause. As a result of a fair amount of discussion last week, we realized we were kind of just sort of circling around and not being able to move forward with making any decisions because the group felt like we needed feedback from the community. So we've temporarily paused, we're working on putting together public engagement efforts associated with that. I know there were a variety of different questions that the DCRC was wanting us to engage the public with, in particular with respect to how we regulate the density and separation distances associated with them. There was much discussion about trying to protect the existing residential neighborhoods, but also concerned about the impact of short-term rentals on affordable housing opportunities within our community. So we will be working on that public engagement effort once we put together a plan related to that. Then I know we're going to bring that back to the DCRC, and I'll be sure to let you all know once we schedule that engagement effort with that. In addition to public engagement for short-term rentals, we are doing an engagement effort with the Redbud Festival that's this coming Saturday. And so we are going to be promoting the Northeast area plan as well as the Southeast area plan, the downtown project, debt and revealed, building safety month, so all things that our development services team is working on. So we've got that coming up as well. And that concludes my report. Oh, and I guess I should add, there were no changes to the matrix items that were provided for in the table. Otherwise, that concludes my report. Thank you, Tina. Is there anything to add to the matrix? Okay. Well with that, I will adjourn us at 640 p.m. Have a great evening. Thanks, everyone. Thank you.
