Welcome to the City of Denton's Mobility Committee, Wednesday, February 22, 2023, 10 a.m. Council Work Session Room. Quorum is present and we're convening this regular meeting. We have a section here for citizens comment on the agenda items. Do we have any kind of citizens comments that you all know of? No? Okay. We'll move on to our items for individual consideration. A, MC 23-006, consider approval of the minutes of January 25th, 2023. B, MC 23-007, receive a report and hold a discussion regarding the City of Denton's Transportation Mobility Project status report. Oh, you've already got it set. Show me where. Up top. That way. Got it, got it. This it? No. All right. We're using this or those? Got it. John Polster, Innovative Transportation Solutions, here to give a report on the City of Denton Transportation Mobility Projects, on system projects within the city and impacting the city. First of all, we do a summary on the dollar amounts. We are essentially working on about four billion dollars worth of improvements around the area. 2181, we are looking at having this project closed out. I'll go to the report from TechStut. We're looking at probably March of next year, of this year, to be completed. Primarily, it is cleanup on the the sidewalks, striping, and then from a contractual standpoint, it's a close out on working with the city and TechStut on the contractor and the damage with DME stuff. And so that's part of what the close out does, is close out all of the claims. And you know, Becky and staff have been on top of that from the moment it happened, I think probably a year ago. So we'll get that resolved. 35E Mayhill, right now we're doing utilities. You see this is a look, see if I can get all of them on here. There's a lot of utilities that we're we're moving and it impacts the project as in the ready to let, and we are anticipating being ready to let at the end of this year. This project has about 95 million. This project, when we first started doing it, it was about 38. And then we realized that we needed to extend the northbound frontage road because we built the southbound frontage road when we did the brinker. So we added the northbound frontage road and then we realized that nobody wants to stop at brinker when they go through the light between Mayhill and 288. So we added the braid ramp there and so then that plus inflation we're at about a hundred and three million and by the time we get to 23 for ready to let, we'll have those funds available. And the let date currently says June of 2025 because that's what shows up in the unified transportation plan. But if we get it ready to let in December, they'll move the let date up to the probably with January or February 2024. And then you merge your big project between the 235s all the way up to 77. Again this project is in a it's in November 2023 let and that is the actual month of let. And the good news is for this project is we're we're a little under on the project but the very next project I'm going to show you is over by is underestimate by exactly the same amount so they're simply going to roll the numbers from the larger project up onto this job so we won't be impacted by the 150 something million dollars we're over. And again it's utilities that are the critical path item everything else is ready to go. We're just moving through utilities and right now we're on track for a for that let date in November of 23. So by the end of this year that this whole chunk of 35 from the merged north will go under the knife and then about nine months later Mayhill it'll be horrible but necessary. So here you'll see that we're at 792 we have 661 so we're flipping the cost so we can cover the Delta on the merge which is our priority project and this project will be ready to let based on the utilities in December of this year and then they are scheduled for the funding years for each of those segments and consecutive years so once the merge goes under construction a year later the southern part of the northern section goes under construction and then a year later the northern part of the northern section goes under construction. And that's just saying we're working on utilities. You're at 35 W frontage roads so two things to report let me make sure yeah two things report here is we got the money to do what we thought was going to the cost of the frontage roads from 20 from basically the loop south to 407 and then the price went up significantly so we're working on figuring out how to cover that and the second one is textile and the council of governments not that y'all care per se but the remaining segment from 407 south to Texas Motor Speedway they've got WSP which is doing this section in the north on contract to begin the design on that segment so all of 35 W will be being designed for construction. Frontage roads north to the split. Is that anywhere on the horizon? So there's a gap between the merge and this one where essentially right around the railroad track the merge goes just to the north of the railroad track and this project stops at 2449 because basically all that is is floodplain yeah and it's very expensive and so we're waiting for the main lane project to pick up that portion of the frontage road. I also have a question. Is there any clue any kind of toll coming up through there? So this is frontage roads so no no toll on the frontage. But so the the long answer is we're building it as a rural highway which is the same footprint as a toll manage lane so what you see coming out of the south through Fort Worth up to 170 is three general purpose lanes in two toll lanes in each direction they call it a 3223. The intent has always been to carry that cross section all the way to the merge because the merge when you get to the merge in the 35 project up to 77 that's already been cleared as a toll manage lane so in the future when we do 35e through Denton in its permanent location you'll have toll manage lanes just like you do south of the lake all the way to 380 and then what we're doing is we're clearing a footprint for a rural highway which is the same footprint for the urban 3223 frontage roads are in the same location regardless build the frontage roads wait till the paradigm shift changes and then come back and re clear it and redesign it as a toll manage lane. I should probably put that note in there but I don't want to tip Boston off on what we're doing. All right your 380 project out to 377 it's under construction and where we meet fairly regularly on that to make sure that everything's going according to the plan and right now when you look at the outstanding items we're a little bit behind our schedule but we're working on catching that up towards the end of the second phase all right loop 288 West frontage roads and it's actually when I say frontage roads we're we're designing the frontage roads and the grade separations but in order to do that we have to lay out a lot of the main lanes so this is actually a freeway section but we're we're going after the frontage roads and right now the hundred and ninety million represents a frontage road in both directions both northbound and southbound but you know probably go up and then come back down by the time we're out in 26 ready to actually go to construction with it. The 280 East US 380 project this is essentially to take 380 because we're ultimately three it'll be a freeway and they'll tie into the loop as we want to convert it to a freeway by adding frontage roads and then again the project we just showed you takes it on around to 35 W so we're doing the frontage roads on the existing part of the loop and you'll see this area right here we're looking for a more direct connection between 380 and 288 because of the speed of movement of the traffic if it's a freeway we meet every two weeks I think with the city staff Becky and her group to make sure because there's a lot of development going on this corridor and we have to make sure that we know the very latest information as we go through this process. I'm hearing the term freeway huh what's the definition of a freeway and also what is 380 considered now okay 380 is an arterial because it's all your crossings are at grade and signalized a freeway is when you have great separated movements and so like on 35 you when you want to go from Denton to Dallas you don't have any cross streets that you have to stop at it's just a free movement so 288 has main lanes out there now and we're the city and the county and textile are controlling access to those main lanes by permit but by ordinance because we don't want to have anybody coming onto a road that's traveling at 60 70 miles an hour so in order for development to occur along that section of the loop which there's a lot of open space up there that wants to develop we have to come back in and build in frontage roads and grade separations and you can kind of see the major areas the three major areas we know of that will be grade separated along this section of 288 so it'll be you'll be able to drive basically from 35 all the way east to 380 once we're done with 288 without stopping at any cross street 380 is an arterial like I say now we're going to convert it this project that's under construction right now is converting it to what's called a super street which means that the major cross streets on 380 are great separated 428 720 navel legacy until those are all great separated Mayhill some other third one I can't remember right now those are all still at grade so you'll you'll be able to move through it faster but you'll still have places you have to stop thank you yes ma'am and so we pull this out as a separate item so you can see it because you have a Bonnie Bray project that goes all the way from vintage all the way north or actually further south of vintage all the way through paralleling 35 W and 35 and this is the last segment that ties into the loop but if you look on the loop project this part of the loop 288 project is this part that we're showing you in more detail so Westwood formerly known as PK the county's paying Westwood to do the the environmental clearance and a schematic for the freeway on 288 it also includes this portion of Bonnie Bray because we have to environmentally clear it because tech start and cog are funding this portion and for them to fund it it has to be cleared environmentally so it's just a subset of the previous project FM 1515 continue to move towards a ready to let date of October 2024 our schedule was pushed back a little bit due to a couple of items that we needed to change Peter bill that asked us to make some changes that we felt were warranted and we had to make a couple of design changes along the way on the way operations of it and then we had to make some improvements at the tie-in of the 35 merged project so we're out there 2024 as a ready to let project 1173 so this project half is kind of got half moving on this project we are schematically clearing everything but when we get it environmentally clear we're going to focus primarily on the right of acquisition on the section to the east on Barthol road because we want to try to get this portion at least past the railroad track included in the 35 merge project and so that's we're basically working on design oh and for those of you living crumb we're going to truncate the project just east of the railroad track from a construction standpoint we will clear it all the way to 156 because when we come in and do the reconstruction of 1173 and realignment will resurface and repave that portion of 156 we won't add capacity but we'll put you new put put new asphalt on the ground outer loop the big green fuzzy thing yeah so we're we're having constant meetings on this there's a lot of going on out there we have had a very good meeting with core of engineers it's all running together prior to today and they understand what we're doing and they are in support and one of the things we needed the core to do for us is we get a lot of people asking us well why do we got to go down 428 why can't you go across the dam why can't you do this why can't you do that and the answer we've told them is that the core of engineers told us that the only place are really going to be a team player on is crossing green belt at 428 because it's already an existing crossing and all we got to do is work to enhance it and it'll be wider but we'll mitigate all that and so what we asked the quarter do is to communicate to us in a clear term right not core talk that they're not going to they're going to make a very difficult for us to go anywhere else but 428 and we need them to say it in a clear manner so there's alternatives that we're looking at that we have to dismiss for some reason that are the ones to go across the dam of course the core is never going to let you touch the dam and so we're we need to get them to tell us the only place that's viable for them is the 428 crossing because that'll eliminate half the alternatives we're looking at and we got to get down to two plus a no build to clear set pretty much on the eat on the West at Milam based on the city's thoroughfare plan the county's thoroughfare plan and that 35 jobs going to go to construction next year it sets the outer loop at Milam so that's already been environmentally cleared and then we got to pick it up somewhere in Collin County and if you go over to Collin County side where we built the northbound frontage road all the way to Gainesville Gainesville Grayson County you'll see there's a road that ties into our frontage road that says outer loop because it's one of the frontage roads for the outer loop that Collin County is already building so our our eastern point is roughly set our middle point is roughly set in our western point is roughly set and we're wiggling in between those three you know set points so it looks like it's going to be closer to Aubrey than it is to yes so if it goes along the thoroughfare plan it'll come up and over Aubrey hit 428 and then come down to Milam Road and Milam is right here and 428 is right here so how you get from here to here there are various alternatives and then how you get from here around Aubrey back to here there's various alternatives but there are also which we have currently people asking us to not start at the outer loop start up here go across the top of the dam and come you know south of Sanger so you know we get comments we had to address them and the Corps can solve a lot of that they just get us that statement that they said they would all right Elman Locust so we I think we have a game plan on that the county is participating with the city on this in the bomb program that was one of the things that Becky had really pushed right at the end on the bomb program and so the county is looking at I'm meeting with the court members I think March 8th yeah that's what I told you okay that's right I'm like a horrible liar March 8th to try to nail down everything and your staff has communicated to the county pretty clearly early on what their priorities are this is one of the priorities and so you should see a very more clear plan on this starting probably in April time frame and I will since I'm talking about Becky's job I'll ask her if she wants to add to it I think the only thing I would add is what's highlighted in yellow at the bottom is John specifically talking about everything really kind of north of the courthouse when we're having those constant conversations it's tied into the portion south of the courthouse but I know I mentioned this before but we have submitted and reviewed all of the overall roadway design for the southern portion everyone's in agreement and Texan is working on the memo that has to go to the Commission which is in Austin for their review so then as we've mentioned you will receive we will see an agreement come back in some form it's just taking those next steps to take that roadway off system through that process so that that is a process we're working through but we're moving we're moving in the positive manner and we're we're one of the early ones in since they changed the rules on a lot of these things so we're all being used as guinea pigs on what the right verbiage is to submit so we submit draft and they comment before we actually submit it officially and they come back and say change these words add this information stuff like that it's Tom fullery and the only thing different is I offer to give you all the categories so if you see cat 1 cat 2 cat 3 cat 4 on my report as for funding these are the various sundry funding categories primarily the ones that we care about a category 2 which is metro urban which is federal dollars for on system projects category 4 is statewide connectivity so 35 if a road leaves the region it's eligible for connectivity 635 and 820 would not be eligible because they're loops they don't leave the region 380 eligible category 5 is your C Mac air quality so because we're in non-attainment we have access to those and then category 7 is your it's metropolitan mobility and rehabilitation but the officials name for that category 7 from the federal standpoint you'll hear me reference it as STBG funds or surface transportation block grant funds and those are funds that are still federal but that can be spent on any type of project whether it's on system or off system as long as it's a collector and above and you environmentally clear it so the outer loop currently is going to be falling into the category 7 category until textile claims it is an on system project safety of course and then category 11 is is district discretionary so if the district engineer wants to prioritize a project she can do that with her money that she gets in category 11 and then category 12 says strategic priority but basically it's Commission discretionary funds and then that dollar amount in category 12 has been going up steadily since governor Abbott's been governor and chairman bugs been chair because they're running you I don't know if you've seen but they a lot of the these commissioners for the Transportation Commission don't last very long because there's a that's being run more like a secretary of transportation than it is a commission so there's a lot of concerns that we have on the way category 12 was being funded but we don't say anything in public because we don't get in trouble little joke there that's all I got any other questions thank you so much I was very informative thank you thank you yes that's what we need honesty okay well we'll move on to see MC 23 - zero zero nine receive a report is this is this the same did we switch it around or receive a report hold a discussion and give direction regarding the innovative transportation solutions scheduled to give the city of transportation mobility project status report so the request from the last meeting was to talk about whether or not mr. pollster was going to attend at every single meeting and make a presentation and because the updates from month to month or not in some folks eyes maybe as great as what you know might be expected as you can tell on a lot of these projects there's a lot of things happening but whether or not that's something you want to hear so the purpose of this item is really to discuss how often you would like to have mr. pollster come in and make these types of presentations you know staff goes to a meeting monthly with tech stop where we review the same information and we also work and provided in the Friday report so it'll be in this week's Friday report just as a council update so really it was just kind of a conversation to talk about how often you would like to see he's he's scheduled to come monthly he's fine with coming monthly and I think there's some questions about time frame and and calendar specifically so I'll let y'all kind of talk about that but that's really what the purpose of this action on us yes sir that goes over pretty much all the information we have here and is he in that meeting as well yes sir he leads that meeting myself Trevor other folks attend this is almost identical the packet and that we go through the only thing that really changes is if there's any updates that need to be made before he makes this presentation we received the latest version at the time of this meeting so there are sometimes changes that are made so when you say you receive it at this meeting then it in this meeting is the first time you're hearing the update or you get it ahead of this meeting and then or there's sometimes he's presenting things that you're not aware of and because of the change between text I mean you see those no sorry I wasn't clear on that we sit in the on system meeting it's a meeting between the county the city and textile and mr. Polster provides the report Travis Campbell who is the former area engineer who is now one of the assistant district area or district engineers in that textile at Dallas office he actually goes through the whole report we talk about if there's any questions concerns time frame funding we give updates we you know sometimes mention things that maybe have happened such as an accident or a concern so it's really a vetting meeting for stakeholder and then from that meeting they make any updates that need to happen and then we're sent the final report to include as a part of the mobility packet but we're present during that and an active role player I mean my only thought is I mean if there's a if I mean if he comes and presents every month to from my perspective he doesn't have to go over everything that really hasn't had much of a change I mean it just out here it is this is the major change since last month because we're just going over the same stuff but obviously if there's a change in an update and so forth look you know it's good to hear that but so I don't know I mean I've only been just a few of these so I don't know if it changes monthly but it's just sure those are just my thoughts plus and I don't know there's I've got a calendar issue that we can talk about probably either the next agenda either we can even address it here but I'll just do it so I don't care it's just I hate for to sit through a same presentation I did last month without very many changes it just doesn't seem very efficient sure and so if somehow if there's major changes and I know he doesn't mind coming but if you guys can make them or if they're in the Friday status report it's just because these are these are only two agenda items one agenda item other than the minutes and the the staff memorandum on the different projects so those are my thoughts thank you with my thoughts I appreciate him coming every month because me personally I enjoy but we also have to be reminded that we're not just speaking just to us there's other people that are interested in this they may not actually be able to get to it or find it on their own they may appreciate hearing it as well are you talking about from the standpoint of the recording from the standpoint of the recording there are some people that are on next door that are interested in what's happening with those roads out there like that so we remind them that it's online there's recordings online and they can go back and see what's going on but I think that we need to have him every month if he doesn't have a problem coming every month there's little things that may come up in this presentation and allow somebody to have a question and then I can pass the question on so with that being said that's my position on it I would much rather have him here so we can have a live then if he's gonna be here I just I mean this was a good succinct presentation yeah I don't know how many people are watching this yeah I mean I'd like to know that answer I mean if we got a hundred people looking at her if we got two people looking at it sure but I mean this is if we're just going over the same old information yeah and does this come out in our status report does this report come out in our Friday status report yes sir on the week of the mobility committee meeting it also is put in your Friday report the report that he's actually presenting yes sir it's in your backup it's okay in the back and that's and that's public that's public information as well okay yeah so I mean that's fine I'm not gonna that's not a hill to worry about but I just remember the last time it just seemed like it was about an hour long and if there's change is fine so we'll keep it the way and if it changes sure no problem and I think I can also talk with him and ask him to really work it well work on focusing on hitting the highlights and just making sure you know what's changed no problem okay well then that is that agenda item I mean I don't think that we need any kind of action do we need a vote for them to keep it on the agenda it's already present okay I just wanted to make sure that was my understanding but I don't want to do something incorrect okay all right thank you I will move on to DMC 2 3 - 0 0 8 staff memorandum for Bonnie Bray road update Hickory Creek road phase 3 update resident construction updates future items for mobility committee meeting for 2023 good morning Trevor crane director of capital projects so I'll be going through the updates here make it big enough for everybody to see so starting with Bonnie Bray so we talked about this a little last time the contractor has fixed those leaks that were a part of the north-south water main phase 3 they're currently out there they were out there yesterday I don't know if they're out there today with the rain but they were out there yesterday I'm working on repairing that back repairing that the street and the asphalt depending on the weather it seems like every time they get started it starts raining again but we're hoping to get that done in the next two to three weeks and have that wrapped up moving on to Bonnie Bray phase 3 so we talked about this one as well last time we had rejected those original bids and we're working on repackaging those so I actually just got done messaging our project manager they're meeting this week with the engineer to work through the final stages of making sure that design meets all those amendments that we had repackaging it and putting together the bid documents so we're planning on having that bid are out to bid in the next two to three weeks and then we'll see what we get back yeah and then Bonnie Bray phase 6 this project is actually ready to go out the door we're waiting on one final parcel we met last week with the owner of that parcel and our legal team so we feel like we're really close on achieving that we actually have a path forward to go ahead and start that work but we want to try to wrap all this up now instead of kind of kicking that can down the road so I feel like we're really close on getting that and then we'll be able to put that Bonnie Bray phase 6 project out the bid as well so I believe we'll have three and six out on the street before the end of March I can pause right there if anybody's got any questions yeah there's a notation there that this could be a two-year construction two years for Bonnie Bray phase 6 yeah because sometimes you know people think that it should wrap up much quicker than right yeah two years I mean that's it's a very large project but that two years is really from the beginning all the way through punchless items and sidewalk and those types of things so normally you know it's always depending whether but you know we hope to have that you know up and people driving on it well before that well before but before that two-year and just you know be doing punchless items and those types of things but it could take up to and maybe even more depending on weather and delays and those types of things so I know that that was one of the you know the big contentions about that Bonnie Bray that just wrapped up over scripture you know between scripture and 35 and it just seemed like it was forever you know for the people I think that was a three-year project yeah what I mean I will kind of speak to that a little bit one of the things that we're finding is with our new CSP and our CMR processes that we're doing we're getting a better contractor that's coming in and doing those that are a lot better with their scheduling and keeping things on track ordering materials ahead of time especially with the escalations that we've seen so we have put some things in place to try to limit those delays and you know keep those projects on on schedule see your tragedy Becky you're loud enough you just talk oh here we go so the only thing I was going to mention is I know you were talking about the portion of scripture to 35 on Bonnie Bray keep in mind the situation on that was a large water main transmission main construction and that is the project of which the contractor defaulted on and we had to go through an entire process to get a new contractor so that's not a typical situation so I just want to caveat that that project had some interesting things that a lot of us were going through for the first time in our careers that we had not been through so although it did feel like eternity for all of us it's something that you know wasn't was not a positive thing that happened but unfortunately there are times that those types of things happen from a contracting perspective I've only seen that happen twice in my whole yes construction career and it's been 15 years so it's interesting when it does happen yes yes and the people feel it yeah all right moving on to Hickory Creek Road phase three so not really much to update their projects going going good contractors out there now and starting construction so we're on on schedule moving forward still estimated completion in quarter 4 of 2024 and then I could pause there if anybody has any questions on Hickory Creek 3 okay perfect so the next one we had a new item on construction updates so we've made a real concerted effort to you know make sure that the residents are you know informed we find that you know really your complaints and your issues come up when people just don't really know what know what's going on you know if you can get out in front of things you know give them information let them know where to go to find information then that really takes care of a lot of those problems or at least they know who to go to if there is something so we've kind of outlined here you know what we do during construction I'll say during a design process we're even you know bringing residents in we have a a construction meeting either online or in person right at the beginning of a project so at 30% we have our project managers doing videos and posting those on to discuss Denton at regular intervals during design 60 90% and then once we actually award the contract to a contractor we schedule a community meeting depending on you know where which area it is we'll do it online or in person we'll have our project manager there our program manager there most of the time I'm there as well our contractors there and then our design firm is there as well so that the residents can know what's going to happen they can ask questions about you know specific to you know their houses or really anything like that so that happens then a letter sent out so a letter sent out the property owners within a certain radius so they know about that meeting like I said we do hold some of those virtually and some of those are we hold those in person the video after we do that the video is posted on to our just project discuss Denton page every project that we have has it has its own discuss Denton page on that discuss Denton page you can go on there get updates on the project you can find out who the project manager is with all their contact information that way you can get directly in touch with our project managers you don't have to go through the engaged Denton process where it gets kind of bounced around a little bit before it gets to us so we want to try to make sure that everyone has that direct line to us so where we can fix any issues or give any information you know as quickly as possible updates on the project or posted monthly on the projects discuss Denton page so we do have my project managers are updating that discuss Denton page on a monthly basis with anything that's coming up or any issues that we're having so so that's staying up to date those updates are sent to the users email as the project manager makes updates and then the staff also posts updates on projects on the city of Denton's Facebook Twitter pages major updates such as lane changes and road closures for the project are posted on the city of Denton's Facebook as well as the projects discussed in the page so again we try to we're trying to get everybody to start going to those discussed in pages for those specific projects so it's not so they're getting specific information on those projects and know exactly who to contact with any issues and then we also have our CIP map so that's a interactive map I'm sure you've heard us talk about a lot we're proud of it Becky talks about a lot but that map you can go on there get project scope schedule budgets you can get the project manager you can know what departments delivering it and so that's that actually feeds out of our project management software Procore and that will show any project that is scheduled to initiate within the next 365 days is currently under construction or if it's been completed in the last 60 days and then we have finally we have our street closure report which is published in the Friday report each week and that pride that report contains all the street closures for all of our city projects questions comments I'm just thinking that as you're talking I'm thinking that I will be more mindful as a city council member to remind my constituents that there is a discussed Denton page and they will probably get their question answered quicker absolutely then coming through me and then me doing what I do to get back to them right and we're happy answers we're happy to answer questions from council members or CMO if it comes to them but in our point of view it's it's just much easier if they come straight to us we can get it you know most of the time within an hour or two or you know that day instead of it you know you're having to get it then you're trying to get it to Sarah or trying to figure out who it needs to go to what department and then you lose a week you know doing that so you know we want to we want to get those comments and those you know issues to us as soon as possible so we can fix them and then the other part of that is you know I stress to my project managers work if we're going to direct everybody to our discussed in pages and those types of things then we need to make sure that information is correct and the CIP map is correct so you know we're constantly updating that and making sure that that's the most recent information that we have and whenever I receive a complaint I'm just thinking about one in particular someone asked me what's you wanting me to help them get leaves out of a area that is obviously gathered up leaves at the end of a street and so I took all the information and I just turned around and put it on engaged in and you know all the information came back to me and then I had to go back to them you know let them know what was going on in that area and I eventually you know received oh thank you so much for helping me with this situation but you know that's a great opportunity to say hey you could have done this and even if we get you know a lot of times we'll get comments to our project managers aren't necessarily a part of the project but we can work with our other stakeholders with Danny and the streets department their team or BME or whoever to find out who needs to who needs to take care of that you know we take ownership of everything until we find out whose it is so we're gonna we're not gonna drop those things we want to make sure they get they get taken care of that's excellent thank you so much where is that so on the city of Denton's Facebook slash Twitter page I'm sure there's last thing we have to do today is go through exhibit 2 so monthly we're bringing you the updates on Bonnie Bray and Hickory Creek Road phase 3 so those are gonna continue to be our monthly updates Trevor did a great job with that I know Ryan Road everyone understands that's on hold until we get to a certain point that Hickory Creek is closer to being completed because since those are both the east-west corridors in that vicinity we don't want both of them under construction at the same time so that'll be ongoing as far as the TxDOT response on the citywide speed study Brett and myself Brett Bourgeois our deputy city engineer and had conversations with TxDOT about that last week and he's been in constant conversation they're requesting a little additional information and so he's working through that to map some of the specific locations it'll probably be a couple of weeks before we get that information back to them and then they're working it through their process so you know until we have that opportunity to bring back to you TxDOT's results we'll leave it on here as kind of an ongoing topic and then we did bring to you today the ITS presentation schedule we're gonna go ahead and keep that on there and then the resident construction updates we provided you with that information I think in the next staff report we could give you information to show you where the discussed it and pages are located if necessary but we're basically just saying on those last two items we feel like we've fulfilled those obligations if you want us to provide something that shows all the areas of discussed it and we sure can but if not we're asking to remove five and six and then see if you have anything additional that you'd like to talk about I know you've brought one to my attention as far as schedule so yeah well also and Madam City Attorney if you feel if I'm off posting just let me know because when you talked about the speed study I mean I've gotten several comments and questions about speed on certain streets that seem to be according to those individuals a little out of whack so I don't know if that's where we discuss it in here or if we just take it straight to the council meeting and you know how that comes about like oh that's average so I'm just not sure where to address that as far as if people have real concerns how do people go about relooking at that so I'll just leave that out there sure however that needs to fit somewhere sure I'll be very generic with my answer we've received multiple concerns about one particular area Brett has probably spoken to maybe 15 to 20 residents on a Friday who all called simultaneously back-to-back about one particular roadway of concern and so we will provide that information in a Friday report but the typical process that we would request is if someone has a concern they submit that through the engaged in process and we'll work to address those those aren't things that at this point unless we get a ton of concerns in an area that we feel like there's an engineering situation that should be reevaluated that we would bring to mobility committee to discuss great yep all right good information and then do you want to yeah yeah yeah yeah yeah basically prior to council getting on council I've had meetings that have been scheduled for off Wednesdays every other Wednesday and unfortunately those meetings fall on a cycle for the mobility committee so I've got to either miss one I got to miss one or the other and because I made a commitment prior to council I'm asking for at least some accommodation either a slight time change to 11 on these Wednesdays or to move it just one Wednesday off cycle because that's what happens is there's only one mobility meeting a month but if it's on a two Wednesday cycle for me then that means I've got a conflict so which one would you prefer well I mean I'd probably just prefer just maybe making an 11 o'clock just because that way we don't have to deal with all the changes of timing and all that as far as moving days but but that means you know it doesn't matter to me it's whatever's most convenient to everybody here I mean to change the cycle would it might be more because the meetings typical are out around 1045 11 o'clock sure so what we will do is evaluate that and bring that back to you to see if there's anything that it conflicts with there's a couple of things we'll have to check obviously is mr. Poulter schedule and then of course the DTV timing of when they're available but as far as moving from 9 to 11 o'clock it's not a huge concern to me 10 to 11 I mean I'm sorry yeah I thought man I've been late every time I'm sorry that was my fault it used to be at 9 o'clock on Mondays so I was going way back machine so yes to go from 10 to 11 o'clock so we can definitely work through that and see if that's something that we can and I would have brought that up sooner but then I realized in fact I actually was drafting you a text and then I realized oh wait a minute we've got a you know be a quorum and so we have to do this in public so yeah it was so yeah any any combination be fine I apologize for that it's just I was trying to work it out and I found that I was not doing service to either commitment and I'd really like to be able to do that so it sounds like DTV was actually messaging me Billy's messaging me while we're in here saying he doesn't have a concern with 11 so I'll check with mr. pollster and then we'll work through that process to make sure that we can update the schedule and this really isn't an end around to try to get mr. pollster not to come keep in mind the March meeting we did move out to the fourth Wednesday because the third Wednesday y'all are going to be down at didn't City County days in Boston so what I would propose is bring back the updated schedule for April and they're out because it sounds like it won't be a conflict for you in the much of month of March that way we can go through the regular process and have that as a part of the voting procedure yeah if that would be fine with you all good okay that's all I have thank you thank you madam chair anything for you Councilmember bird that you'd like to add for a future agenda items oh no okay fantastic thank you are there any concluding items if there are no concluding items we'll declare this meeting over at 1052 a.m. - Thank you. - Thank you. - Wonderful. - Thank you.
