chair of the public utilities board do we have any nominations I was just curious why we are nominating and electing a new vice chair since we still have a vice chair I mean I don't know what the procedures are for that but Larry chair first yes so first we need to elect a chair got it okay so first we'll take nominations for chair I think we should nominate you as our chairperson okay then we have a motion and a second all in favor aye opposed okay now have nominations for vice chair I don't have a nomination but I'd be happy to serve as vice chair if nobody else wants to do it I would nominate Brandon okay we have a motion in the second all in favor say aye opposed all right we have a chair and a vice chair I would like to bring up the just one it's gonna be silly y'all are gonna think it's silly I think our charter says that we have a secretary and I was the secretary I know it was just some kind of something I did to maybe be quiet about why wasn't there a secretary do we need to it's not on the agenda I guess and I think we brought that up about four months ago - and yeah I don't think we can do so Larry's coming back up we vote to eliminate the position of secretary short of being posted we would need to discuss that okay okay all right thank you all right so then we'll move into our regular meeting the consent agenda to any members of the board wish to pull any aye aye opposed all right item a morning board members my name is Ken banks on the general manager of utilities I'd be happy to answer any question I made I was just curious about the exact contract terms that we couldn't come to an agreement with praxar about I don't know the specifics about the contractual agreement Larry I'm not I don't know if you're familiar with it that's typically handled through our purchasing department and so I don't know the details of that of that particular issue but I'm certain we can we can get that to you if you'd like to see it I'm just on my learning curve and I wanted to know what the conditions the usual conditions of a city contract where right right okay we can get that to you thanks do you want to move approval or you want to can I move well move approval on condition or that would prevent them from moving forward all right I'll move approval in a second okay all in favor item G consider recommending adoption of an ordinance of the city of Denton Texas and authorizing the city manager execute professional service agreements with our PS infrastructure good morning my name is Lee Perry I'm the project manager with the capital projects department on this project so just to the expense there I was wondering if you could just spend a few moments just telling us what it's for okay so we're gonna widen Bonnie Bray from 380 all the way to loop 288 from the existing it's kind of four and then two lanes out to four lanes with the ultimate concept of being six lanes sometime in the future and the the I guess the reason for that is the high school is going to be going in up on the west side of Bonnie Bray between Windsor and R iney Road and so we the initial scope was to just go to Windsor then when the high school came in we have been working with cog to try to secure some additional funding for construction to get it all the way to 288 right for that and so a part of the scope between 380 and Windsor we have some water and wastewater utilities in there that could possibly need to be relocated or replaced with this with these improvements of the road or a storm drain and and then we're also gonna lay out a concept plan which is on our master plan for water from Windsor all the way to 77 for a water line in there okay okay and this is for this is just specifically for design this is just for design this is we were able to get funding for design all the way to you get it ready to bid and then once we get ready to bid we're gonna come back and amend the contract for bid phase and construction phase services okay thank you thank you move approval yes specific this is for the water and sewer portion of this project yeah for today okay we're gonna be on council next week for the but that's got nothing to do with this fund the water and sewers is what the utilities are paying for correct correct okay yeah I think we have approximately about fifty thousand dollars in this fee in the two million for the water and wastewater design okay what do you just it's probably in here I'm sorry what do you estimate that cost to be for the water and sewer approximately fifty thousand for the design out of this two million thirty one thousand for the design contract mm-hmm approximately fifty thousand of that is for those is for water utilities is not paying the full two million dollars correct okay no we have a portion coming out of water fund and a portion coming out of wastewater these funds will be paid largely from bond proceeds from the 2014 bond procedures in this design work needs to get done in order for us to submit funding requesting the cog this right now we're estimating the projects somewhere in the neighborhood of 40 to 45 million dollars correct thank you all right I think we had a motion motion motion approved second second any further discussion all in favor item H consider recommending adoption of ordinance of the city of Denton Texas and accepting competitive bids and awarding a contract for the supply of electric utility overhead and underground distribution transformers kind of the same thing I was just curious what we were doing I knew because of the dollar amount was a little bit high it does cover five years I went ahead and threw together just a few slides just in case it got pulled I'd be happy to go through those if that 's okay I'm Brian Heath executive manager for energy delivery and this is for distribution transformers these are some pictures of what the distribution transformers look like we did break the purchasing bid up into three different categories on your left-hand side you'll see an overhead pole mount transformer that we mount on top of poles and in the middle of the page you'll see a single phase pad mount transformer one thing I might point out you always hear the word single phase and three phase a lot you'll see on a single phase transformer it has a single wire that can go into a single position and that's all it takes to energize this transformer we do use loop feed transformers we can loop through the transformer where you come up on that left side you loop through it and you can go to daisy chain and hit a second transformer this would be a single phase transformer and on the right hand side is a three phase transformers and just like the single phase having a single wire come up a three phase transformer has positions for three wires to come up so just a little bit of show-and-tell on what the transformers look like transformers are used to help step down our primary voltage of our distribution system from 13,200 votes to 7,620 votes the 13,200 votes is phase to phase that's between two of the top wires on a cross arm the 7,620 votes is from one of those wires to a ground level of voltage and so we need to step that vote is down to what can be used by our customers typically 122 40 single phase for residential customers are 120 208 grounded why for a three phase commercial industrial customer are some some of the larger ones use 27 7 480 those are some typical ones we do have other voltages and these transform ers are used to service any new or existing customers that we have we have over 9,000 transformers in our distribution system I went ahead and gave a split out about 3,100 overhead transformers in our system 4,700 single phase pad mounts and about 1,100 three phase pad mounts the purchasing bid go did go out to 249 perspective bidders we did receive two bids back they were evaluated for the lowest cost bid and what was the most efficient units that we could purchase for the lowest cost and to give you a range of the cost of these bids on the lowest bid a the smallest transform we use is half kva that 's used to service like power up a small capacitor bank or maybe a streetlight and that's all it can serve that's eight hundred and six dollars and that is the lowest bid we got back our most expensive transformer for distribution system is a three thousand kva three phase pad mount and it's sixty three thousand for just that one unit so we're seeking recommendation to award this IFB this bid six seven seven eight to the lowest evaluated bidder for five years in a total amount not to exceed eleven million dollars I'd be happy to answer any questions I have one question what is why I mean why is a configuration in opposite of that it's called Delta configuration and there 's a hundred real word there's a hundred and twenty degrees between the phases of a Y system so three times 120 360 have a full circle and it's just the way that we refer to electrical properties thank you and so this contract is a five-year kind of unit price contracts it's gonna allow you to buy the transformers when you need them without having to go back to yes that is correct and they want to be used as projects come and that we need to purchase okay thank you do we have a motion I move approval okay any further discussion all in favor say aye any opposed thank you thank members of the board I believe on Friday Kim Makin may have sent you all under a separate email an update from our chief technology officer regarding some questions that were brought up a few meetings ago on how we deal with hackers and those those folks that try to infiltrate our city's infrastructure information systems because the email was sent I believe after the agenda was posted what we'll do is we'll include that that informal staff report in your subsequent agenda so that it's memorialized online for the public to see of kind of the city's actions so I just wanted to make you aware of that besides that I have no further no further items to report and I did request that item so I appreciate how quickly it came out and I did read it over the weekend it was raining what else do I have to do and we'd like to recognize our new member Billy cheek and I know when Karen came on we normally say tell us a little bit about yourself and we didn't give you that opportunity Karen so maybe we'll let you do that first and then we'll go to Billy well I'm Karen Vinnie I've been on a bunch of boards first off was HLC for a long time and I did that in order to help get our neighborhood landmarked I live on West Oak I 've been on traffic safety I've been on various other boards and commissions in my paying job as a book editor at UNT UNT Press publishes a lot of Texas history and things like that I'm wondering if I should recuse myself from UNT things yes yeah I moved down here from Ann Arbor Michigan with my husband when he got a job at UNT he's faculty etc still at UNT English Department and I've been working at the press since about 99 and got a couple of kids they're out of the house so we're converting their rooms to TV rooms and music rooms great do it quickly yeah before they come back I think that's all you need okay and Billy raise here parents met here in college and civil rights advocates did a lot of marching when I was a little kid didn't know what I was doing at the time but it was kind of cool looking back at it I was on the public utility board for 14 years before I'm still a representative Denton for the TMPA Mayor Watson I do that trying to get that done if you ever want the updates on that I'll be happy to do that as well we have a meeting this Wednesday or Thursday I think something that the 13th whoever that is okay it's video luckily we're video conferencing now TMPA's don't have to go drive down to Brian every time for a meeting lots of lots of nonprofits really enjoy that part of my life my non-paying jobs I'm the vice president of Jago Public Company which believe it or not I do not own people keep thinking that but it's an employee owned company it's run by a trust we've got a another office of an Amar illo happy but happy to be back hopefully I can give some institutional knowledge having worked around the city for my entire career welcome okay then I guess we'll move on to concluding items this is the section where anybody who wants to have something brought up on the do I have to read this whole thing Larry no any items that you want to have have added to either our future agenda items or business matrix all
