Good morning. I'd like to call the May 28th meeting of Civil Service Commission to order at 9.01. First order of business is introduction of guests. Fire folks, you're sort of the main show today, so I don't necessarily consider you guests, but it's always great to have you here. Next item of business is public comments. I will make, we did receive one public comment that we'll show in the minutes. Third item is the approval of the minutes from the March 25th meeting, which we received in the mail. I would entertain a motion that we accept the minutes. I move. Second. Any corrections, comments? Hearing none. John, were you going to say something? I'm sorry. Next item of business is the fire entrance exam position opportunity announcement, which we received a copy of in our minutes. Who's doing this one? That's me. Howdy. Sorry, I got a new stand up desk thing and now my camera is higher than it used to be. Maybe I'm vertically challenged, I'm not sure. But yes sir, y'all received a copy of it. Really the only thing we changed from last year is the date, obviously. I cleaned up some of the language on the time. There was some confusion among some of the applicants where we previously had no admittance after 1 p.m. I guess young people now don't know what that means. So they were like, does that mean I get there at 1? And I was like, so added begins at 1 and you can't get in after 1. So last year we only had two people that we had to turn away at the door. So I guess they somewhat figured it out. And then we also have changed the location. Y'all approved an amendment to the last time to change it from the police training area to the civic center and we're going to keep the same venue, I would assume, unless we get a ton of applicants and have to change it again to something even bigger. And then we also updated the salary to reflect the new ones after the raises this year. Other than that, there is no, there were no other changes. It's still firefighter EMT or paramedic, just like last year. There's no other, I'm scrolling through and looking, there's no other things on there. I may have, I don't know if I added this or if it was already on there. We had a guy show up who said, oh, I can just show up, right? And I was like, no, you have to have been registered already. And he was like, well, surely I did. I registered back in, you know, April or whatever. And I was like, dude, we didn't even open registrations in July. So you're next. I'm sorry. But anyway, so I added, you have to complete registration online before the deadline. So that's about the only changes. Okay. Good. Questions? I do have a question. Yes, sir. But on the other side of it shows up as Robert. So I answered either one. So if I call you Robert, if I call you Robert, that means I'm mad. Is that what that means? Yes, sir. It's okay. I don't answer either one. I've been called Robert, so it's fine. Well, Mark, here's my question. I noticed that the, the exam is being held in January of 2022. Yes, sir. Why do we wait so long? That's a good question. We have, it's typically held the second Saturday in January. It's been that way the past, I don't know how many years, but with 143, the list is good for a year. So we gave our last test, it'll be like one day because the second Saturday deal, but we gave our last test January 9th of 21. So I don't know how the cops get around and getting, doing two. Okay. But we only, we only, we can only do one. Okay. Okay. So the list, the good, the good thing about it, though, if you think about it this way, the people who take it are on the list for a year. So they have a better chance of getting hired than a six month list. Well, I just, when I was reading through all the material, I saw that. And then now I also noticed that there was a, the driver was the, was the, was the salary for the driver the same as for the, as the recruit? No, sir. It shouldn't be. I have, I don't know. Did you get a copy of the pay plan? Well, I was, I was downloading and I may have, I may have downloaded the same one twice, but I wanted to make sure that there was a difference. Oh, yes, sir. And it's possible to them. We may have an older one on the website. I'll check. It's been, they've been doing website changes to make it more user friendly, but the driver starting salary is 94,000. So the driver promotional exam, we had 23 members took the test. 16 of those passed it at the last commission meeting. You heard seven appeals or seven appeals were submitted on four questions. One of those, the commission voted to accept two answers. So that resulted in adding one point to 10 people who took the test. There was one of significance in the top 10, number two and number three, Hillis and Kessler swapped prior to appeals. Kessler was number two. Hillis was number three post appeals because of that point that Kessler got. Kessler is number three. I'm looking at two. I'm trying to figure out which one's the right one. Post appeals. So it's Owen Hillis Kessler is the top three now. That was the only change until you get down into the seventies. One of Mataska who's down at the bottom, he had made a 69 originally with the point. They gave him a 70. So he moved up the list, but we won't get that far into the list. Okay. Thank you, Mike. Any other, any questions? Dr. Ramsey, I don't have any questions, but I do have a comment. You know, I forget when that meeting was and we went over everything. And I don't remember everything that went on. I do remember Mr. Hoseclaw that they, we did make some modifications, but I don't keep that stuff with me. Once the meeting is over, I basically file it away or I leave it to the responsibility of others to make sure that everything is appropriately documented. So what I'm trying to say is I don't remember the results, but I'm hoping that the documents are that somebody is checking things to make sure that everything that went on is actually what we're being presented with because I don't remember. So Dr. Ramsey, I don't know. I just felt, you know, I know as auditors, sometimes we have to certify results and I don't think we want to get to that point, but I just wanted to make the comment that I don't remember everything other than we did make some changes and we didn't agree always on the, on the outcome. So those results that were there, I don't remember them, but I'm going to rely on both the integrity and the memory of others to make sure that what we agreed upon is what we're voting upon today. Did you understand that? We all rely on HR and fire, specifically Mike and Crystal and Stephanie, to make sure that those results get appropriately assigned and reassigned. And I have a real strong feeling that they are doing exactly what you've asked. We're asking them to do. So good. Good. I trust them implicitly. Those were not disparaging or, or, or fearful thoughts. I just, I see so many pieces of paper, Doc. Well, and they're the ones that work with it after we get done. So that's their job. They're doing a good one. So you know, from time to time, from time to time, it's just good to say, is this, is this what's going on? And everyone says, yes, John, this is what's happening. So that's why there's three of them doing it. So they're different from each other. So any other comments or questions? For the captain's exam, we had 10 members that took the test. All 10 of them passed at the last commission meeting. You heard eight appeals. Eight appeals were submitted on six questions. Two of those appeals were accepted by the commission. Both of those, you allowed two answers to be accepted for those questions. That resulted in six people getting an additional one point. But that did not create any changes to the list. The list did not change. The order of the list did not change post appeals. Okay. Any questions? We probably answered this before, Mr. Holtsclaw, but how many more opportunities are coming online in the future? We don't anticipate adding any new positions. So over the next year, it will only be filling positions due to retirements, which we have, we know one of our battalion chiefs is expected to retire actually next month. So that will result in a battalion chief, a captain, and a driver promotion. Beyond that, that's all we know. It would just be if anyone were to retire or resign in the next year. So the new subdivision out across from Robeson Ranch, is that not going to warrant a new station? It may. That's not something that I know of that's planned for in the next year that we have. The positions have been approved for. So that's not something that we would expect or I would expect at this time. That would be a council decision, correct? Yes, sir. We are returning to in-person meeting starting June. I know that will change schedules. So we had anticipated meeting towards the end of June when we were planning on virtual meeting, but I will circle back around and find availability for all three of you before we set on a date because I know taxes are wrapping up for Commissioner Baines and things like that. So I know there's a lot to work with in scheduling it. Probably same as the week of the 21st to 25th. Yes, we'll probably be looking at that. I think typically they were held when they were in person the third or fourth Wednesday of the month. So we'll look to getting back to that. Okay. Are we looking to become live again? Are we going to do Zoom again? Yes. This will be our last virtual meeting. So we will be back to in-person starting in June. So we're looking at either the 16th or the 23rd. What do we anticipate on the agenda? I don't have anything at this point. My last day is the 15th. So if I could request a 23rd, that would give me a little relief, please. Yes, sir. You can take the 16th and go to the beach and come back. I'll just be laying here the 15th. So I'll be still laying here the 16th. So we may all still be doing that because if we don't have anything on the agenda, I mean, the reason I ask the question even is that normally after we got all the appeals done, it's kind of a slower time till we start up again. So with tests right now, I think we have all the POAs done, all the materials approved. But anyway, keep that 16th, 23rd, let's shoot for the 23rd and go from there. Yeah, the 23rd is best for me as well. I'm having a medical procedure on the 16th, so you guys aren't going to want me to be voting on anything that day. Fantastic.
