Okay. So it looks like to me, when I look at it, we're moving to Wednesdays. Is that
correct? I'm Paul. So is there, is there anyone going, are we just looking at the attachments
here or is anyone from the city discussing anything on this issue?
We're happy to discuss the calendar, what we would like to do if possible is go ahead
and do what the best that we can to set that calendar forward. You know, I think Wednesdays
has been the day that has been happening in the past few months. There are some opportunities
for us to move to the third Monday of the month if the commission is interested in that.
Becky has taken the opportunity to look at the calendar. And I know it gets a little
confusing today with two Becky. So when you said earlier, I'm like, which Becky are you
talking to? But want to go ahead and, you know, talk about kind of that, that schedule
and what might work for the commission. So I don't know, Becky, do you have anything
additional you'd like to add to that? We basically have the opportunity to stay at the current
timeframe that we're working through or possibly if you're interested moving to the third Monday
of the month, during that that lunch hour timeframe. Unfortunately, the first Monday
of the month is already taken by a different, different group at this time. So it's just
really kind of open for discussion, something we would like to set. So I'll turn it over
to Becky so she can add to the conversation. I just wanted to say that we originally had
targeted this, this 1130-1230 timeframe, because many of you have full-time employment and
it was suggested that you might be able to couple it with your lunch break to allow you
to continue to participate with the committee, moving it from the evening meeting to a daytime
working time slot. We do have one commissioner, Kevin Sample, who is not able to meet during
the day and we'll be addressing that concern as we go forward. We have two vacant seats
on this board, one that was vacated by Jim Owen. He moved to the library board just prior
to his commission expiring and also the vacancy that was created by Connie Baker being elected
to city council. So your thoughts if you want to see the meeting moved to a different time
slot? It would, we could explore other options. I was just originally asked to see about moving
it back to the standing Monday date and we did have some conflicts on the first Monday
of the month as we have so many committees that are vying for workday time slots on the
calendar now. Is Commissioner Sample still, is he is still a member of the committee or
- Yes, currently. - Okay. So I'll just say that I just would
love to know what he is able to do. I mean, of course our previous meetings were typically
at 5.30. Is that, is that, are the meetings that like right after work, is that not an
option anymore? Is that something Commissioner Sample would better suit him? What do we know
about that? - All meetings at this time are required to
be held during the normal eight to five workday schedule. That's for DTV to accommodate the
recordings for the public meeting records. So Kevin did in conversation state that he
could possibly meet on Mondays, but did not make a commitment to that day. His work schedule
at this time, he's currently scheduled off on Mondays and might be able to participate.
- I mean, if the other commissioners I'd love to hear what you all, I have a lot of flexibility
at least until September when I get a new teaching schedule at UNT. And so right now
my schedule is flexible and I can move things. So I'm fine. I would be fine with deferring
to if Commissioner Sample thinks that there's a time he can make on Mondays, I would be
okay with that. What do other commissioners, Commissioner Carr?
- I'm fine with that also. Wednesdays at 1130 is fine for me. And if we need to move it
to the third Monday, I'm also fine with that. - Other comments, Commissioner Thurmond or
King, Commissioner Thurmond? - Yeah, I agree with Melissa that I think
we should try to accommodate Kevin's schedule as much as possible.
- Mondays work for me as well. - Okay. So what I'm hearing is, can we make

able to, I don't know who contacts, but to contact Commissioner Sample and see if that
would be a better time that would work for him. And then can we find out digitally, get
confirmation that way? Is that something we could do?

voted on by council, then the individuals would need to go through the same process
of completing their paperwork and taking their oath before they could participate in a meeting.

Moving on to item D, TSC 21004, staff reports. We have staff update memo regarding the senior
planner bicycle, pedestrian, and ADA coordinator position update, and we have traffic engineering
project evaluations and DCTA trip application on the agenda.
- Thank you very much. Good morning, everyone. My name is Becky Devaney, city engineer and
director of capital projects. I also have Chandra on the phone with me today. He is
our senior traffic engineer. And so I wanted to talk through a couple of different items
and kind of bring you up to speed. I know some of these are very much of interest to
the commission. And so the first thing I wanted to talk about is the senior planner bicycle,
pedestrian and ADA coordinator position. I've had the opportunity to review the applications.
At the time of the publishing of this document, which basically was last week, we had 34 applicants.
We now have 44 applicants. I've had the opportunity to review all of those individual applications,
talk several individuals to see if they are still interested in the position and kind
of talk through some of their experiences. At this point, we have five to seven different
individuals that we're talking to and working to set up interviews over the next couple
of weeks. Our hopes are to be able to interview four to five different individuals. There
are three that have expressed interest in continuing through the process of an interview.
A few of the folks have already received other positions with other cities. So very excited
to be able to bring that forward. Hopefully, by the next time we talk, I'll be able to
explain to you that we've held the interviews and really what the next steps are. So definitely
moving in the right direction and having the opportunity to get those interviews set up.
So we do appreciate being able to provide you the feedback on that. The next topic I
wanted to talk about is the traffic engineering and kind of project evaluation. Late January,
city staff, myself, along with several other folks, met with Brian Dale at NETCOG to discuss
kind of the status of the overall NETCOG funding and upcoming funding opportunities for transportation
and sidewalks. We currently were working through completing an overall assessment of all the
traffic engineering projects. Chandra, myself, and several other individuals have sat down
and looked at all of the traffic engineering projects that currently are either in process
for execution or in a study phase, design phase. Some of them are traffic studies in
particular that may need to turn into projects and working through roles and assignments
and getting many of those projects assigned to a project manager. So Chandra has been
very busy working through many of those different project assignments as we move forward. Just
wanted to kind of mention to you that we're looking really at the traffic engineering
group as a whole and working to assign projects that are ready to go through either the design
phase or the construction phase to a project manager that would report to our Deputy Director
of Capital Projects, Rachel Wood. At this time, Chandra is really working on facilitating
many of the development review projects that come through. Also looking at any type of
traffic consideration or question that comes in from an engineering perspective, working
through studies and really ultimately working on also the mobility plan update. There's
many things that are, you know, kind of going on behind the scenes that are really specifically
kind of day-to-day operations of our traffic engineering department. And so our focus is
just to take the projects that are ready to be delivered and move those into our project
delivery team. So we're very excited about that. And we're looking kind of at our overall
workload and really setting things up. I don't know that you've had the opportunity or maybe
we have, have or have not, to listen to some of the presentations that we've made recently
to counsel on the overall CIP update. The one thing I would tell you is we're working
on structuring projects from initiation all the way through design, construction through
completion phase and also kind of having that point of contact be a project manager so that
that individual is responsible for that project throughout all the phases, involving also
the engineering division when need be and having them review. So really just kind of
an overall update. I expect that there are several projects that we're going to have
that are ready to be closed out. And there are quite a few that are currently under construction
too. The other thing we're looking at are all the different tasks that need to be completed
from our task tracker and different speed studies that are working through the completion
phase. So really just doing kind of an overall evaluation of everything that's going on
traffic engineering and Chandra's been instrumental along with Scott Wilson in reviewing a lot
of those things. So very excited about moving some of those projects forward. The next topic
I wanted to discuss with you is the DCTA trip funding application. I'm not going to go into
a whole lot of great detail besides to tell you that the city's very excited to announce
to you that we have submitted an application for the DCTA trip funding. And as you can
see from the description and in the staff report, basically there's several different
cities, city of Denton, city of Highland Village and city of Lewisville that currently make
up the member cities of the DCTA group. And we were given the opportunity to submit projects
based on the following criteria, which were project limits to be located primarily within
the DCTA service area, within a geographic boundary of the DCTA either member city or
within a quarter mile of an A train or DCTA fixed bus route. Then you can also have the
opportunity to demonstrate, I'll get it out one way or another, I'm sorry that word was
giving me a hard time, but to demonstrate the project is financially sound. So we really
looked at the capital expansion projects that will facilitate reliable design build cost
estimates, cost estimates for maintenance or assets, requested capital funding really
not to exceed the member cities trip allocation. And then also given the opportunity to look
at identified funding sources for projects exceeding the requested amount. So that was
really how to demonstrate the project is financially sound. And what you'll see in your packet
is the city staff initiated some planning efforts and really prioritize the eligible
trip projects. And so I'm looking at the list of those projects on my screen. And I just
wanted to kind of go through and mention to you each one of those individual projects.
The first project is the A train to UNT bike and pedestrian path. That estimate at completion
is about 2.5 million. There's currently some city funding and some external funding. So
we submitted for the trip funding of approximately 1.6 million. The next project is the Jennings
and Alexander elementary safe routes to school project. That estimate at completion is about
1.5 million. You can see some current city funding and external funding and that proposed
trip funding application was right 100 right around 505,000. The next project is the Wilson
and for concrete elementary sidewalks. That estimate at completion is 629,000. And you
can see the city funding external funding and the proposed funding for trip was really
just about $80,000 on that project. Also the all way crossing design and that estimate
at completion is 153,000. And we are asking for about $68,000. You can see the Bell sidewalk
construction, which is 147,000. And we were requesting approximately $89,000. I mean,
the Med Park sidewalk construction, the estimate of that project was about 147. And we were
requesting actually that total dollar amount. So the total request for the proposed trip
funding was 2,517,977. So on February 2nd is when DCTA announced this official call
for projects and staff, our staff, the capital projects and engineering staff coordinated
with our grants administrator, Laura Barons and her team to complete the application.
And on March 16th, which will be coming up very soon, city staff will ask council to
consider the to consider the design contracts for four of these, which are the Bell Park.
I mean, I'm sorry, the Bell sidewalk Jennings and Alexander and Wilson and Pecan Creek and
the all way and a train. So we're working through kind of actually moving forward with
those projects. I mean, anticipation of the funding. So I think that's a really good news
story. We wanted to have the opportunity to share. We shared a similar story last night
at our council update. And the DCTA overall application came to council a few weeks back.
So just wanted to give you an opportunity to kind of tell you some of the things that
are going on within the department and just give you an update. So any questions with
that before we move kind of to the next item to talk about?
Well, I do have an overall question first. So are these projects are these projects where
design is already approved? Like, is there any purview or will these any of these projects
be of interest or come before our committee? All of these. Well, several of these projects.
Actually, we're taking those design contracts forward at the council meeting on next to
or I'm sorry to Tuesday was that we have a week off for spring break. So the 16th several
of those projects will come forward for design contracts and move forward. We definitely
can bring those projects back at some level to be able to show you if that's something
the committee is interested in. It's kind of seeing an overall once we get to a certain
design phase, I'm just being able to give you an update as to how those designs are
happening and really, you know, how we're moving forward. So I think it's something
that we could continue to give you a report on if that's something you're interested in,
especially the ones in particular that we're moving forward with the design contracts.
So if that's something that you're interested in, I think we definitely would be willing
to bring those those topics back as a staff report. That's no problem. Well, and I think
there's been if the other commissioners can chime in, but I think there's several projects
that were mentioned that are certainly have been discussed extensively. For example, any
sidewalks being added on Bell as a topic we've we've talked about repeatedly over the year.
So for example, I think and others can kind of add on about other projects. I'd love to
see what that's going to look like. And if we were able to have any input to to provide
suggestions about what sidewalks along Bell would look like, for example. And there's
several other projects I could comment on, but I don't think we're going to get into
the nitty gritty today, I'm guessing. Sure. No, we actually need to take those design
contracts to council, which I mentioned are on March 16th. And once we take those to council,
they'll go through that design process. And at some period of time, and whether it's schematic
phase or whether it's, you know, into a further design phase, we'll work to just bring this
as part of a staff report so we can allow you an opportunity to see an overview. And
when we get further down the road with these projects, I even anticipate having either
the the deputy director of capital projects or the project manager and bring forward kind
of a presentation that can show you those designs. And so, you know, I don't think that's
anything any issue at all. And if you'd like to see that, I think that's definitely something
that's doable is to kind of keep you apprised. Obviously, we'll keep you apprised to have
the funding application since it's been submitted, but definitely something we can continue to
report on. Okay, great. Is there any other commissioners have any questions for Becky
before she moves on. One question I have one question I have is this trip thing an annual
program. Yes, sir. What we understand is that it is going to be an annual program. And this
is just their first round of call for projects. So what we're doing right now is developing
kind of a sidewalk work plan that talks about all of the projects that need to be completed
in the city, along with, you know, the adoption of the mobility plan in the near future, and
then also, you know, the bike ped plan and the sidewalk plan, we will see some similarities
and some opportunities to use those plans, particularly that are areas where we know
those improvements need to be made as opportunities. As long as they meet the criteria set forth
by DCTA, correct. So they have to be within that, you know, quarter mile radius. And so
if we're looking for particular projects, we already have a few actually on the list
for the next time the funding comes through, because we understood we were going to be
allocated a certain amount, which was right around that 2.5 2.6 million. And the anticipation
and what we've heard to date is that this is a five year program. Okay, is TW on that
list? Actually, TW is a project that we're working on more of a holistic approach. And
that's something we'll be bringing forward to council on March 23. TW has several different
things going on. Just to kind of give you an idea of what we're looking at right now
is we are trying to evaluate things from a more holistic approach when we go into a particular
area. This is just kind of a little bit of a brief introduction to what you may see in
the future is, you know, not only are there sidewalks or roadways that need to be completed
in many areas, there may be street lights, there may be water or wastewater improvements
that need to be made. And so we're trying to look at that from a holistic approach.
And TW is actually one of the neighborhoods that we've already been looking at. So we
have some phase one contracts that will be coming forward to council on March 23, that
we'll be bringing forward to talk about that area and some of the improvements in that
area. But overall, the TW sidewalks is definitely something that we're looking into. There's
been conversations about sidewalks along Mingo, sidewalks along Roodale, and some of that
is also going to need to have real estate acquired, etc. So they're definitely on our
list and I think some of those that you may be thinking about will be in coordination
with some of the TW projects. I will tell you the TW projects are going to be phased
due to the amount of funding and the overall bond program projects that are associated
with this at that time, but definitely something that we're evaluating. So I'm not sure if
that touches on what you're looking for if you have a particular area of TW, but definitely
something I mean, as you can see the Bell Avenue runs, you know, directly near the TW
area. Yeah, yeah, I was thinking particularly from A train to TW. Okay, sure. Which I agree,
Commissioner Thurman, that is a super important connection point that should be really clear
for students that are using DCTA. Absolutely. So we can definitely look into that. I can't
speak directly to that area, but I know there's some Bell Avenue sidewalks that we're currently
looking at under construction and kind of filling in those gaps, right? So that's really
the goal. And so I think that makes perfect sense. It's very, a very close opportunity
to get from the DCTA A train stop to T to TW. So that makes complete sense. I appreciate
the feedback. Thank you. No problem. So that's really my staff report. And the other thing
I wanted to kind of talk about with all of you is the opportunity to bring forward any
future items for consideration. I think we've heard today that you would like to be able
to receive feedback and kind of an update on this DCTA program as we move through the
process. I heard mention of, you know, some of the TW projects and how that is coordinated
in that area. Also wanted to mention we did receive some questions earlier this week about
the golf cart ordinance. And I know that's one of the things that's been brought to this
commission also. So there are several folks that are new in their roles, myself included.
Chandra is fulfilling some roles that he hasn't traditionally filled. And so just wanted to
take that opportunity to ask you all if there might be particular topics you're interested
in seeing us bring back to you and really kind of get a fresh start. We do have the
old list. But we know that there are some things that maybe have already been addressed
or things that maybe are not completely clear as to, you know, what needs to happen from
that perspective. So just wanted to take this opportunity to allow each one of you to kind
of walk through or whoever is interested to tell us some topics that they might like to
see so that we could start working on. Really what I'd like to do is kind of put this together
like we do particularly for our council agenda items is develop a matrix for the meetings
and then kind of talk about, oh, good, I see clapping. That makes me happy. Develop a matrix
that kind of talks through ultimately from a timing perspective. If we were to talk about
something today, unless it's something we're already currently having the cure we're working
on, the likelihood of us being able to bring it back to the next meeting may be slim to
none. And so I just want to be realistic about the fact that if it's something that we're
currently programmed or certainly something we're currently working on, we're happy to
bring it back as soon as possible. But more than likely if it's a new topic, it may take
us a month or two. And so I'd like to have that program appropriately so that you're
understanding and open to when that feedback might come back. And then something I'd like
to continue to include in each one of the, you know, kind of staff or agenda item updates
is kind of that overall I'm an organized person and like to schedule things. So I think that
will help all of us. So if there's particular topics, Becky and I would also would love
to hear. I know Chandra is listening ears because he knows that means work for him.
And so if there's anything, I'll be quiet and kind of let y'all go through and talk
to us about particular topics that you see that are interested or that you're interested
in us bringing forward. Well, if I can say something real quick about the process, I'd
like to thank you, Becky, for saying that because that was what I was going to bring
up. You know, I always hope that this committee makes a difference in bringing up concerns.
A lot of us are are very active as walkers and bikers in the community. And so we bring
up issues. And I've been concerned like the last probably two years, we used to have a
matrix where we would always get an update, just, hey, this is something we can't address
or hey, and that's kind of fallen off. And we make requests and they're just never brought
back to us. And so I really appreciate having a matrix. And if I can give you just one example,
in our November meeting, and this is a request I've been making for five years, I've probably
made it about four or five times. I've asked, can we get an update on city policy on on
when there's construction on a street about where construction signs go? Because currently,
it seems like city policy is to block access to sidewalks and an ADA ramps with construction
signs, oftentimes saying one of the two or three lanes is closed. Right. So the street
is still accessible. So I made that request in November. In those four months, since then
the city has put up at least by my count, I've seen 15 signs that block access on sidewalks
during that time. So it just like that request has been made many times on this committee.
So I'm hoping that a matrix will at least allow us to understand what's going on, because
we never have gotten an update on that issue. And it's been requested many times. And so
that's why I was requesting it, because I'm just, you know, concerned about our citizens
who are wheelchairs are citizens who are using baby strollers or or elderly who would stepping
off could easily trip or things. So so these issues are just really important. And I think
this we have a great committee of people. And so if we have if we bring the matrix back,
I hope that we can at least just get updates about what steps are involved in getting updates
on things like that. So thank you, Becky, for bringing that up. And that would be my
first issue is what is the city policy for where they put road construction signs? Sure,
no, thank you. I appreciate that very much. And I apologize, I'm typing while we're also
actively listening. So I'm making myself a list. So do know that I am listening. I'm
just not completely looking at the screen in many cases, I want to make sure that if
there's anything that we can bring back sooner rather than later, we're prioritizing those
things. So I appreciate that feedback. And I think the you know, the policy kind of talking
about where can city construction signs go is something that definitely is not going
to be, you know, a large task to bring back. So no problem. And I appreciate you bringing
that up. I I'm sorry that that hasn't been brought back to you yet. But we will do our
best to make sure that we're answering your request. Thank you, Becky. I've got a I've
got a couple other items, but I'll turn it over to other people first. Do other people
have items that they would would they would like to see reports on? These could be previously
discussed items that maybe have kind of fallen off our agenda. Commissioner Thurman? Yes,
I had an item on the matrix about bike boxes, putting a bike box to give bikes a head start
out in front of traffic. And my first suggestion was at Oak and Locust, right there by recycled
books, because the bikes are going uphill, the lane ends right there. And if the bikes
could have the space to move to the front of the lane with that bike box, and this is
a good point to I know it's a little bit of a difficult area, because there is quite a
slope there. But this is a good way to introduce the concept of bike boxes to our citizens
in general, because that's a very high trafficked area. And then when we start putting these
in some other areas, like particularly down around UNT, in places like that, that could
get them used to that. I added it to the list. Thank you for bringing it up. Thank you.
Are there commissioners King or Carr, do you have any items you'd like to bring up? Commissioner
King? I'm good. Okay. Commissioner Carr? I don't have anything specific, but I would
like to say I'm appreciative that they're moving forward with the senior planner for
the bike ped coordinator position. And as a bike commuter, I really am interested in
how the city is making biking more accessible for folks who don't want to ride on the street,
who prefer to have a lane specific for bikes. Thank you. No problem. Thank you.
And if there's not other issues, I have two minor issues. And again, these are ones that
as you all are able to respond to them, I understand if it's not the next meeting, these
are ones I brought up in the November meeting. So I'll just bring them up again. One is I'm
just very curious about the city's position on the feasibility of a common speed limit
in the downtown area. I don't know what the exact parameters would that be, but some cities
have gone to common speed limits as a way to give drivers a lot of clarity about that
they're entering a new area with more and with more pedestrians. And so is that something
that's feasible? Maybe it is, maybe it isn't, but I would love to hear the city's opinion
on that. And then the other one was just a specific or a too specific, just I had a question
about decisions that had already been made just to understand how those are made. One
is on on Locust Street right next to Barley and board. If you know where that is, they
put in a new sidewalk and ramp there. And when they completed it, it didn't have a crosswalk
at that street. Does anybody know what that alley is right off? It's just it's parallel
to Oak. If you're going north on, you know, towards T.W.U. on Locust. And I was really
curious why in a pedestrian heavy area, a street wouldn't have a crosswalk. And that's
a this, you know, when they did, they've already designed it and done it, but it was clearly
designed that walkers were because the ramp doesn't even face like have an outlet to the
right. It just faces like you're supposed to keep going straight. I didn't understand
why that happened. So I was curious just if someone could just explain it to us. And that
may be a text decision that's out of our control because it's on Locust. So I was curious about
that one. And then the the other one is the city at Bolivar and McKinney. There is a faded
crosswalk there. It is a spot, I think, that some people cross. My understanding and I
know this because my wife almost got hit by a car there. And so she put it in for the
city report and they apologize to her and said, sorry, we meant to we are trying to
get rid of that crosswalk. And so my question is why what's why at McKinney and Bolivar
are we getting rid of the crosswalk instead of I think what they have to do is fix the
the infrastructure on the curb stop curb cuts. And I don't think they currently have that.
So those were just two ones I had brought up previously. I'd love to just understand
those decisions and whether those are things they're still considering. That's it. That's

And we look forward to producing this matrix. I think really in general to the other thing
that we'll be bringing forward is anything related to projects that are going on. You
may start to see some of the capital projects that the team is delivering and be brought
forward and some of the other initiatives that the traffic engineering group is doing.
So there may be some things that maybe aren't things you were asking about, but things we
want you to be aware of. So we look forward to bringing those forward to you. So I do
